오늘날 안보 불안성과 불확실성이 증대되는 전환기적 안보상황속에서 북한의 위협과 미래 불특정 위협에 동시에 대비하기 위해서는 우리 군이 정보화 과학화된 첨단 군사력 건설만이 유일안 대안이다. 따라서 21세기 선진정예군을 육성을 위해서는 미래지향적 국방개혁이 필수적이라 할 수 있겠다. 본 연구에서는 위와 같은 목적을 달성하기위한 국방개혁의 요소로 국방정보화의 추진, 국방연구개발의 혁신, 군 구조의 개편 그리고 새로운 병영문화의 창달로 보아 이를 통하여 방대한 인력과 조직 그리고 지원을 효과적으로 통합하여 21세기 선진 정예군을 육성하고 미래 안정적 국방환경을 조성할 수 있도록 우리 군을 탈바꿈해야 할 것이다.

At the long period of time, Many powerful countries are going to prepare on building Future Combat System(FCS). R.O.K. Army also have to prepare for Future Combat on the line of Military Transformation. First, This paper presents the reason for building R.O.K. Army FCS. Second, R.O.K. Army could get good use of Master Plan frame for FCS enterprise as apply to this paper that FCS consist on an individual combat system for the priority of determination by Analytic Hierarchy Process(AHP)

국방과학기술은 중장기 기획문서체계에 의해 체계적인 기술기획이 수립되고 있다. 또한 합동참모본부의 전략문서와 연계하여 국방과학기술의 중장기 전략을 수립한다. 무기체계는 지휘통제, 감시정찰 및 정밀타격체계로 구성되고, 핵심기술은 정보통신, 센서, 플랫폼 등 8대 기술 분야로 구성된다. 국방정보 기술은 국방에 관한 정보를 생산, 유통 또는 활용하여 국방 분야의 제반 활동을 가능하게 하거나, 미래 전장운용 개념 구현 및 국방경영 효율화를 지원하여 국방비전 및 국방개혁을 달성하는 핵심 기능 역할을 수행하는 것을 의미한다. 국방정보 기술 개발의 목적은 한반도 전 구역에서 실시간 및 근실시간으로 요구 수준 및 정확성을 확보하기 위해 전장가시화, 네트워크화된 지휘통제, 효과 중심 정밀타격, 전쟁지속을 위한 인사, 군수, 동원 등 통합지원체계를 구축하여 미래전 양상과 국방정보화의 특성을 고려한 실시간 정보공유 및 관리 가능한 정보화 환경을 구축하는 데 있다. 본고는 국방정보 기술 체계 및 요소기술에 대한 특성과 적용기술 및 발전 방향을 살펴본다.

미래 전쟁에서 정보작전의 전 범위에 걸쳐 정보우세를 성취하기 위하여, 실시간 전투원의 공격 혹은 방어적인 조치를 가능하게 하기 위하여 실시간 탐지/타격 체계(sensor to shooter systems)의 기반구조가 국방정보통신체계로 구성되어야 한다. 또한 이러한 아군의 국방정보통신체계를 적의 공격으로부터 보호할 수 있는 능력을 구비하여야 하며, 반면에 유사시 적의 국방정보통신체계를 마비시킬 수 있는 정보공격 무기인 해커, 바이러스, 전자기파 폭탄(electromagnetic pulse bomb : EMP), 기타 사이버 무기 등을 확보하여야 할 것이다.

조달본부는 국방예산을 집행하는 중추기관임을 깊이 인식하고 국방조달업무의 투명성을 확립하기 위해 노력할 것이다. 또한 2000년대 국방조달 환경변화에 대처할 수 있도록 미래 지향적인 제도와 조직발전 및 국방조달의 정보화, 과학화를 추진하여 군과 국민으로부터 신뢰받는 국방조달을 구현할 수 있도록 노력을 경주할 것이다.

Defense expenditure is the investment for national defense capabilities acquisitions based on the national competitiveness, and includes research and development budgets more than some fixed ratio. So we need to guarantee the defense research and development budgets for National Defense Reform 2020 to posture that correspond to the future warfare, to acquire advanced weapon systems and critical technologies effectively. Especially advancement of the defense technology capabilities for future warfare is one of the issues that we are faced, and it needs to be researched and interested continuously. In this paper, we analysed 16 nation`s defense expenditures growth patterns and defense S&T indices, and proposed the needs of the guaranteed funding at the fixed ratio for defense S&T development.
