This study aims to propose a methodology for future strategies of the Korean petrochemical industry. Instead of using static models or trade related statistical analysis, we derived emerging issues of the Korean petrochemical industry through survey in accordance with the STEPPER analysis. The participants of the survey were limited to leading experts of the field, such as businessmen, researchers and professors. Also, I observed whether the current driving forces are suitable in analyzing the future. Furthermore, emerging trends and emerging issues as far as 2040 were also extracted through horizon scanning and expert interviews. Through this study, three factors, which are the global oil prices, economic prospects, and core material development, have been confirmed. In the future, I believe that not only petrochemical industry, but also other industries such as steel, autos, shipbuilding and so on, can be studied for future scenarios and strategies as well.

정보통신 방송기술(ICT)은 경제성장을 주도하고 타산업과의 융합을 통해 새로운 일자리를 창출하는 창조경제 실현의 핵심 수단으로 주목받고 있다. 이에 미래부는 미래 환경변화에 대비한 ICT 분야의 혁신적 전략적 기술개발 추진 및 R&D 성과확산을 강화하고, ICT 기반의 신시장과 신산업 창출을 가속화하기 위한 2015년도 과학기술 ICT 분야 연구개발사업 종합시행 계획을 최근 확정하여 발표하였다. 본고에서는 기술개발, 표준화, 인재양성, 기반조성 등 2015년도 ICT 분야 연구개발 사업의 추진방향 및 세부 추진과제에 대해서 소개한다.

새로운 정보 통신기술은 시스템 기술로부터 각 요소 기술에 이르는 복합 융합적인 기술로 발전하는 추세이며, 이에 따라 미래 유망 기술을 조기에 발굴하여 기술개발과 동시에 성공적인 표준화를 추진하는 것은 매우 어렵다. 따라서 최근 선진 각국은 정보통신 서비스 진화 비전 및 미래 기술 연구를 통하여 미래 정보통신 유망기술을 도출하여, 기술개발과 연계한 표준화 주도하기 위한 기술기획 및 IPR을 반영한 표준화 추진 전략을 수립하고 있다. 본 논문은 유럽 및 일본의 정보통신 미래기술연구동향을 분석하여 향후 우리나라의 정보통신 미래 기술 개발방향을 제시하고, 이를 기반으로 표준화 추진방향을 설정하고자 한다.

The objective of this paper is to suggest future goals and strategies for social work in hospice and palliative care in Korea by understanding its historical background. Both literature review and participant observation were performed to examine historical data relating to social work in hospice and palliative care in Korea. Also reviewed were the current trends with a focus on the roles of social workers in the said arena, qualifications, education, research and medical insurance policy. First of all, the roles of social workers do not appear to be clearly defined in the field of hospice and palliative care, which seems to lead to the lack of recognition as professional workers. The qualification standard for social workers in hospice and palliative care remains inadequate. Second, there seems to be insufficient professional social worker training resources, in terms of both the number of educators and training programs. Third, social workers in Korea produce significantly less publications than those in other professions. There is also a dearth of qualified evidence-based research that is needed to prove benefits of intervention and ultimately for policy implications. Last, the current medical insurance policy needs to be revised to secure fees for social work services and dedicated full-time social workers in hospice and palliative care. Korea needs to approach social work in hospice and palliative care with specific goals to develop future strategies. Related infrastructure and an executive structure should be established via networking and partnership with academic societies, associations and schools.

한국광학기기협회(회장·이중구)에서는 향후 2015~2020년의 우리나라의 광학산업의 비전과 달성 전략을 제시하기 위한 로드맵 수립 작업에 돌입했다. 하루가 다르게 급속하게 밀려드는 변화의 물결속에서 당장 10년 후, 15년 후를 예측한다는 것은 매우 어려운 작업임에 틀림없으나 희망찬 한국 광학산업의 미래를 앞당기기 위해서는 우리의 희망과 의지가 반영된 미래상을 그려보는 것은 매우 절실하고 중요한 작업인 것이다. 로드맵이 완성되면 광학산업의 비전제시는 물론 정부 기술개발사업 참여를 위한 기본 자료로 활용이 가능할 전망이다.

정보통신 기술의 고도화 융합화로 미래의 정보통신 기술 개발은 과거의 기술 자체의 분석을 통한 필요한 기술 개발보다는, 미래사회가 요구하는 기술을 발굴하여 기술개발과 병행하여 표준화를 통하여 시장을 선점할 수 있는 기술개발 프로세스의 합리화의 필요성이 대두되고 있다. 본 논문은 기존의 정보통신 연구개발 프로세스를 과제 유형별로 분석하여 미래의 정보통신 사용자가 요구하는 기술을 발굴하여 개발하고, 원천기술에 대한 특허 확보 및 이를 국내외 표준화에 반영하기 위한 연구개발 프로세스와 연관된 표준특허 발굴 전략 수립방안을 제시하고자 한다.
