최근 WTO 체제의 출범, 지역주의 확산 등으로 국제통상환경은 변화하고 있으며, 각국의 통상정책에 상당한 영향을 미치고 있다. 특히 미국, EU, 일본의 통상정책은 한국을 비롯한 국채통상환경 전반에 매우 민감한 영향을 주고 있다. 이러한 국제통상환경의 변화에 따라 필요한 것은 주요국의 통상정책 및 제도에 관한 연구이다. 본 연구는 미국, EU, 일본, 한국의 통상정책과 수단의 특징을 비교 분석하였는데, 각국 통상정책의 다양한 특성을 보여주고 있다.

The United States is often perceived as a free-trading nation as it significantly contributed to the establishment of the GATT and WTO in the 20th century. With the inauguration of the Trump Administration in 2017, however, trading partners of the United States are faced with great concerns over the 'new' aggressive, protectionist and above all, unilateral trade threats posed by the United States under the name of 'America-First' trade policy. However, the recent unilateral trade actions by the United States are not new, but has historically and continuously been used to protect its key industries, like the automobile sector. This paper analyzes the historical cases of the unilateral trade policy of the United States in the automobile industry, targeting Korea and Japan in the 1980s, 1990s and 2010s. Then, we draw future implications for other key industries of the United States such as IT, intellectual property, services and agricultural sectors. This study evaluates whether such unilateral practices have brought successful and expected outcomes in favor of the United States.

최근 세계통상환경은 WTO 뉴라운드 출범, EU의 일반특혜관세 개정, 전자제품 환경문제 등 중요한 변수가 산재해 있으며 여기에 9월 11일 미 테러 사태로 인한 미국의 대외통상정책 변화 가능성 등 예기치 못했던 새로운 무역환경이 대두되고 있어 본회 국제 통상 팀에서는 지난 9월 25일 한국과학기술회관에서 "전자산업 국제 통상 세미나"를 개최하였다. 이에 본란에서는 미국의 저명한 로펌인 Kaye Scholer사에 근무하면서 다년간 한국관련 통상케이스를 직접 담당해온 Mr. Michael P.House가 발표한 자료를 요약 정리하였다.

This study aims to analyze Vietnam' international commerce policy which is affected Korean's customs policy and fta policy, oda policy to develop diverse commercial cooperation between Korea and Vietnam. commercial cooperation between the two nations accomplished various co-development in vertical specialization of international commerce. Vietnam has exerted intense efforts to ameliorate its commercial environment for becoming WTO member and attracting FDI as next China. Vietnam has become WTO member and Vietnam's system and law relating to international commmerce has been changed for global standard. Vietnam hope to become international commerce leader in ASEAN. so Korea should take diverse efficient measures to assist Vietnam's continuous industrial development and advanced system in international commerce. the two nations should more mutually assist in mega international commerce round negotiation to intensify the two nation's international commerce policy in the international commerce system.

This paper studied the changes and effects of Korean Trade Policies in Vietnam market after the withdrawal of the TPP from US. Since Trump government is starting, US trade policy has moved to the protectionism method. Nevertheless, Vietnam is expanding its status as an FTA hub, and Vietnam is actively expanding its economic growth by actively implementing foreign capital. Vietnam, however, is likely to lose its position as a hub of FTA after USA's withdrawal from TPP member. So, Korea's trade policy is also expected to change its stance on Vietnam, and Korea is expected to change its policy toward Vietnam. Korea has achieved a lot of accomplishments and growth with free trade and free economic markets, and it has to strengthen its national strength even afterwards. Thus, if the flow of free trade & globalization continues, I would consider how the Korea trade policy change after the U.S.'s withdraws from TPP.

미국과 싱가포르는 모두 세계에서 가장 우수한 기업 경영환경을 제공하는 국가이다. 그러나 미국이 자유방임형이라고 한다면 싱가포르는 철저하게 계획형이라는 점에서 다르다. 따라서 본 연구에서는 미국과 싱가포르의 전자무역 지원정책의 사례를 분석하고, 상호비교를 통해 우리 나라 전자무역 지원정책에 대한 시사점을 파악하였다. 본 연구의 가장 큰 시사점은 전자무역의 활성화가 기본적으로 민간의 적극적인 참여로 이루어져야 한다는 것이다. 정부의 역할은 주도적인 입장이 아닌 철저한 지원자의 입장에서 수행되어야 한다. 정부가 거래알선 및 e마켓플레이스 등 전자무역의 핵심적인 활동에 직접적으로 관여하기보다는 관련된 민간기업을 육성하고, 기업들의 전자무역 수행능력을 제고시키며, 기업의 전자무역 활동이 원활하게 이루어질 수 있도록 전자무역 인프라의 확충에 정책의 초점을 맞추어야 한다는 점이다. 향후 전자무역 촉진을 위한 주요 정책의 방향으로 전자무역에 대한 기본적인 인식을 제고 할 수 있는 홍보활동 강화, 전자상거래 지원기관과 전통적인 무역지원기관들의 연계 및 산학연계 활동의 촉진을 통해서 중소 기업에 대한 실질적인 전자무역의 지원, 전자무역 관련 전문인력의 체계적인 양성, 무역 관련 공공정보시스템의 개선 등이 제시될 수 있다.

정보화사회라는 단어가 이제는 그리 낯설게 느껴지지 않는다. 사회 각 분야에서 조용히 일고 있는 정보화의 물결이 어느 틈엔가 우리를 정보화사회의 문턱에 서게 한 것이다.최근 한국전기통신공사가 발표한 '정보통신사업 종합추진계획'중 오는 96년까지 PC1천만대를 보급할 것이라는 계획은 정보화의 가속화에 큰 역할을 할 것으로 기대된다.그러나 우리가 정보화사회로 가는 도중에는 넘어야할 장애물이 산재해 있음을 간과할 수 없다. 그중에서 최근 국내 정보통신산업계에 큰 관심거리가 되고 있는 한.미 통신협상이 가장 큰 장벽이라고 할 수 있다.한.미간의 통상마찰에서 비롯된 국내 통신시장 개방압력은 자칫하면 정보주권 문제까지 거론될 수 있는 중대한 사안인 것이다. 산업사회에서 정보화사회로의 전환기를 맞고 있는 현시점에서 고도 정보화사회에 대한 확고한 기반조성은 2천년대 기술선진국을 지향하는 우리에게 필수 선결과제라 할 수 있다.이러한 상황에서 국가사회의 정보화를 선도해 가고 있는 체신부의 역할은 막중하다. 지난달 초에는 미국의 통상정책 관계자들이 우리나라를 방문, 체신부 회의실에서 우리측 실무자들과 함께 통신시장 개방에 대한 협상을 진행한 바 있다. 본란에서는 한.미 통신협상 우리측 수석대표로서 예리한 판단력과 명확한 논리로 미국측 관계자들을 당혹케 했던 박성득 체신부 통신 정책국장을 만나 현안 문제와 앞으로의 과제, 전망 등을 들어본다.

Throughout intensive negotiations on the KORUS FTA and even after its ratification on March 15, 2012, ISD (Investor-State Dispute Settlement) has been at the center of many controversies within the FTA. Although the original function of the ISD is intended to be a protectional measure for foreign investors, there have been many foreign investors who tried to use the ISD as a tool to attack a government and nullify the public policy demanding tremendous amount of compensation. Many of the NAFTA ISD cases including Ehtyl v. Canada and UPS v. Canada demonstrate such a behavior by foreign investors. It is the right time for Korean government to conduct in depth studies on NAFTA ISD cases because the precedents provide invaluable insights including the legal reasoning by the decision making authorities including ICSID and UNCITRAL. The lessons we would learn from those cases would prepare Korean government for expected ISD claims by foreign investors and enable the government to maximize its efficiency in policy making process under a new international trade environment, the KORUS FTA.

In this paper, we address the problem of optimal monetary policy rule in the presence of abrupt shifts in the structure of the economy. To do so, we first estimate a Markov switching model for the US housing price inflation, and find evidence supporting the presence of two distinct regimes for the US housing price inflation. One of the two regimes identified appears 'usual', in that housing price inflation negatively responds to higher real interest rate. The other regime is 'unusual', in that the housing price inflation is positively related with real interest rate. We then solve an optimal control problem of the FRB under the presence of the two regimes thus identified. The optimal policy is 'asymmetric' in that the optimal responses in the 'usual' regime require the FRB to lean against the wind to inflationary pressure, while the FRB is recommended to accommodate it in the unusual regime. It is also found that the optimal degree of responses is more conservative when the FRB acknowledges the uncertainty about future regime.
