A Study on Service Strategies of Individual Presidential Archives (우리나라 개별대통령기록관 서비스 방안 연구)

  • This study aims to find complex service plans for individual presidential archives. It analyzes previous studies dealing with the justification, cases, and services of individual presidential archives. The characteristics, functions, and service aspects of individual presidential archives are theoretically discussed. As a case study, the services of individual presidential archives in the United States are analyzed, and the study finds the complex nature of the services. Furthermore, interviews with archival experts are conducted on the subject of the current status of the presidential archives, experience in use, and improvement measures to discuss the problems and limitations of the current integrated presidential archives services and diagnose the prospects of individual presidential archives. In conclusion, it proposes the individual presidential archives service strategies in four areas, namely, information service, research support service, exhibition service, and outreach service.

A Study on structures of Archival Contents for Teaching-Learning Materials-Focusing on the TNA of UK and the NARA of USA (교수·학습자료용 기록정보콘텐츠의 구조에 관한 연구 -영국 TNA와 미국 NARA를 중심으로)

  • Archival contents service for education is now a major service program in a foreign National Archives. Therefore We need to study their archival contents services in more depth-analysis methods for the development of our contents. My study is based on the summary of the Homepage Sites for Education of the TNA of UK and the NARA of USA. And also a depth-case study on structures of the samples, 'Coldwar' contents of the TNA and the 'McCarthy' contents of the NARA. As a results, first, the formats of archival contents for teaching-learning materials should be in consistent contents structures like a standard textbooks. Second, archival contents service for teaching-learning materials certainly have to support original images of primary resources and educational kits in order to read easily primary sources. Third, given the costs of development, it's desirable for archive to develop archival contents for teaching-learning materials in the way of cross-use by age and curriculum. Forth, when selecting primary sources for teaching-learning materials, priorities have to be given to the text-sources in the light of learning purposes for history education. Fifth, National archives must develop archival contents for teaching-learning materials in connection with standard curriculums in order to promote a nation-wide use.

  • Recently, various methods of collecting and preserving social media have been discussed in the field of archives and records management as social media is actively used as a way of communicating with the public in the government. In the United States, there is a move to acquire and preserve social media at the government level, and the National Archives (UK) already provides social media archives to users through Twitter and YouTube. In this study, we proposed the features, acquisition methods of social media by type and the preservation model based on case study results in terms of acquisition and preservation of social media archiving. In order to verify the effectiveness of the proposed methods, this study was applied to the social media of Gyeongsangnamdo provincial government. The results of this study is meaningful in that it suggested acquisition and preservation methods through actual collected results and it is expected that it will be useful for establishing the models for future social media archiving.

A Study on the Teaching Kits Provided by the National Archives in the Australia, the USA, and the UK (기록보존소 발행 교육용 사료집에 관한 고찰 - 호주와 미국, 영국 국립기록보존소를 중심으로 -)

  • The purpose of this study is to analyze the style and the subject of the teaching kits published by the National Archives in the Australia, the USA. and the UK. The teaching kits-the educational document packets-made in printed format or PDF, HTML style are useful tools and better medium with which the national archives support classroom study and publicize the holdings of archives to students and teachers. Although subjects covered in the teaching kits vary slightly according to national circumstances, primary topics are history of nation and government, civil rights, immigration, war, events, culture, and records, etc. It is important to select the theme, find the related original records, and edit packets for students take much interest in.

A Study on the Vitalization Strategy Based on Current Status Analysis of National Archives (국내외 국립기록관의 트위터 운용 현황 분석 및 활성화 방안)

  • Nowadays, Social Network Service (SNS), which has been in the spotlight as a way of communication, has become a most effective tool to improve easy of information use and accessibility for users. In this paper, we chose Twitter as the most representative SNS services because of automatic crawling and investigated tweet data gathered from domestic and foreign National Archives - NARA of U.S.A., TNA of U.K.. NAA of Australia, and National Archives of Korea. We also conducted information genres analysis and trend analysis by timeline. Information genres analysis shows how archives satisfied users' information needs as well as trends analysis of tweets helps to understand how users' interestedness was changed. Based on comparison results, we distilled four characteristics of National Archives and suggested vitalization ways for National Archives of Korea.

Economic Impact of Government Archives (공공기록관의 경제적 효과)

  • Economic impact analyses have not been widely conducted in archives. This article reports on a two parallel surveys in the US and Canada to assess the economic impact of government archives (state, provincial, territorial, county, and municipal). The surveys utilize indirect measures of economic impact. Responses from 2,534 people in 66 archives were analyzed. Findings indicate that archives were the primary reason that respondents visited an area and that visitors exhibit specific patterns of visiting the archives in conjunction with other cultural organizations in an area. Furthermore, while many respondents used local eateries, fewer rented lodgings or spent money on theater or sporting events. As a result, the archives participating in this survey did have a modest impact on local economies. The article concludes by discussing three major questions about the evaluation of the economic impact of archives which were raised by the findings: 1) Are indirect measures the most appropriate means of assessing economic impact in archives or should archives employ direct measures as used by public libraries? 2) How should government archives formulate their value proposition and should those value propositions focus on other aspects of archives' impact, such as the social impact, to demonstrate archives' important role in society? and 3) Since visitors exhibited distinct visitation patterns, should archives work more with these other aligned organizations and work on larger forms of collective impact that benefit the entire cultural heritage sector in an area?

A Case Study of Transcription Programs Based on Citizens' Contribution to Overseas Archival Institutions (해외 기록관의 시민 참여 전사 프로그램 사례 연구)

  • This study aimed to examine conceptual discussions in transcription programs based on citizens' contribution and to discuss the operation and implications of the transcription program by investigating cases on transcribing records held in overseas archival institutions. With regard to conceptual discussions, the study identified the characteristics and significance of the transcription programs predicated on the notions of citizen archivists, participatory archives, and crowdsourcing. For case analysis, the study selected five transcription programs in the United States, the United Kingdom, and Australia, which are known to be managed successfully. The analysis was conducted following six criteria, including institution and goals, records for transcription, management of participation, infrastructure, policies and guidelines, and evaluation. The transcription programs were differentiated from community archives based on self-directed participation as the programs had a specific goal to improve access to historical records moderated by institutions. Therefore, it is necessary that strategies be built to attract the sustainable participation of the public. In this respect, the study made the following suggestions to domestic services similar to the cases. The purpose of a program needs to be described, and the topics, creators, and record types that could induce interests have to be considered when selecting transcription records. It is also important that a partnership is made with a small number of participants who made a significant contribution to the program and to provide interface and tasks for the transcription, which meet the participants' needs. In addition, it is necessary that simple and effective guidelines for transcription and policies be provided for use in transcription results, and that visible participants' contribution is recognized by applying the transcription results actively to search and access records.

The Characteristics of Commercial Fisheries of the Oregon, USA (미국 오레곤주의 수산업 특성)

  • 본 연구는 미국 오레곤주의 수산업 특성을 개괄적으로 살펴본 것이다. 먼저, 오레곤의 상업적 수산업을 역사적으로 살펴보면 2가지 주요한 계기가 있음을 알 수 있다. 첫째는 자급자족 차원에서의 연어생산을 수출품으로 변화시킨 연어통조림 생산기술의 발전이고, 둘째는 현대식 트롤어업이 도입된 점이다. 오레곤에서 주로 사용되는 어구ㆍ어법은 트롤, 채낚기, 연승, 통발, 형망 등이며, 생산어종은 연어, 게, 새우, 참치, 대구 등이다. 1995년 오레곤은 약 2억 4천 파운드의 수산물을 생산하여 미국 연안주중에서 6위를 차지하고 있고, 생산금액에서는 12위를 기록하였다. 한편, 양식업은 아직 성행하지 않아 그 생산품종 및 생산량은 미미한 실정이다. 그 주된 이유 중의 하나는 양식시설을 하기 위해서는 여러 관계기관의 허가를 필요로 하는 등 행정상의 절차가 복잡하기 때문이다. 오레곤의 수산자원관리는 우리나라에 비해 암계의 어획금지, 통발 등 정치어구ㆍ어법에 대한 인망일수의 제한, 조개류의 판매가능시간의 제한 등 몇가지 특징을 들 수 있다. 오레곤의 수산업관리제도(연안으로부터 3마일 이내)를 살펴보면, 아직 TAG제도를 도입하지 않고 있으며 생산요소역입제한방식이 채택되고 있다. 즉, 상업적으로 허용된 어종을 어획하려는 어업자는 등록절차를 필히 거쳐야 어업행위를 할 수 있으며, 등록수를 제한할 필요가 있는 특정한 어업(연어, 새우, 가리비 등)에 대해서는 행정관청으로부터 허가를 얻고 어업행위를 해야 한다. 즉, 허가어업은 등록어업보다 더욱 제한적인 어업행위를 말하며, 허가권에 대해서는 자유로운 매매양도가 허용되어 있다. 수산물의 마케팅시스템에 대해서는 우리나라에 지배적인 형태인 경매제도가 도입되어 있지 않다. 즉, 모든 수산물은 개인적인 거래계약에 의해서 유통된다. 다만 마케팅경로에 참여하고 있는 모든 구성원은 일정한 등록절차를 마쳐야 하며, 주내에서 거래되는 수산물의 일관된 통제나 관리를 위해 관계기관에 거래량을 필히 신고해야 한다. 우리나라의 중도매인은 주로 생산지의 수협(또는 내륙지 도매법인)과 도매상의 사이에 존재하나 오레곤의 중도매인은 마케팅경로 어디에든 존재하고 있다.

A Study on the Management System of the National Assembly Minutes (국회 회의록의 관리체계에 관한 연구)

  • The National Assembly of R.O.K. has established and developed parliamentary democratic system up to now since the Constitutional Assembly in 1948. However, in order to establish and develop the management system that reflects an inherent character of the parliamentary minutes, lots of things are yet to be improved in institutional and operational aspects. This study aimed to propose the proper management system and improvement methods of the parliamentary minutes by comparing & analyzing minutes management cases of major foreign countries having a long history and the minutes of the National Assembly of R.O.K. First, it is necessary to make in-depth discussions about methods for reorganizing administrative system for the efficient production and management of the parliamentary minutes. Second, for the guarantee of the parliamentary minutes, systematical management based on laws is needed. The various types and value and characteristics involved in the minutes of the National Assembly can be said to start with a congressman, a representative the Nation and a member of the National Assembly. Accordingly, the minutes of the National Assembly produced from parliamentary members who were elected by the people must be freely utilized by the people.

A Study on Public Sector Information Services in the Government 2.0 Era (거버먼트 2.0 기반의 공공정보서비스에 관한 연구 - 국내 적용 사례를 중심으로 -)

  • An exclusive monopoly on public sector information has been faced with dramatic changes. The movement of Government 2.0, which is described as meeting of Web 2.0 technologies and public services, provides a new paradigm for public information services, and spreads rapidly into many western countries. However, due to the absence of domestic Government 2.0 cases, our academic discussion on Government 2.0 ends up in the introduction of oversea cases and in a theoretical diagnosis. In the context, this study focuses on the first two cases of Government 2.0 in South Korea; Gwacheon Parliament's 'Local Parliament 2.0' and Seoul Metropolitan Office of Education's 'Seoul Education 2.0' along with theoretical debates on concepts of public sector information and Government 2.0. The case study reveals the role of Freedom of Information Center not only as a think tank, but also a policy coordinator for implementing Government 2.0 movements. As a conclusion, the study presents elements for public sector information services and proposes a planning model of Government 2.0.
