A Development of Rail-Transport Operation Control for High-Speed Railway under Rainfall (고속철도의 안전운행을 위한 강우시 열차운전규제기준의 제안)

  • Korea High-Speed Railway has various safety systems to secure safe and stable transportation and makes assurance doubly sure to minimize casualty and property damage caused by natural disasters. But, there is no regulation that reflects domestic railway line, climate, topographical and geological characteristic in introducing the foreign regulations yet. Therefore, it is necessary for us to modify a regulation which is suitable to domestic high-speed railway. In this study, it is possible to establish more reasonable boundary rainfall by grasping and improving the troubles with existing boundary rainfall that is scheduled to be utilized for high-speed rail-transport operation control under rainfall. Also, it is possible to insure the safety of train by four steps such as 'normal operation', 'warning issue', 'train speed control' and 'train stop' using the established boundary rainfall. It will go far toward minimizing the occurrence of natural disasters.

  • Regardless of the strict enforcement of prevention education in accordance with the school facility management standard, safety accidents that lead to human and physical damages occur in current educational facilities because of teenagers with very low sense of responsibility and insensitivity toward fire and facility safety. To ensure educational facility safety, technology that will enable a fast work process and easy confirmation of electronic blueprints and related documents about the educational facility through smart devices at the site by various means is needed. This paper proposes a system design linked to the National Education Information System (NEIS) that uses the document conversion function, high efficiency resolution, and Internet of Things (IoT) to inspect and control the educational facility in the event of a safety accident through the Educational Facility Resource Management System (EFRMS) that manages the electronic blueprints, and various educational facility documents through various smart devices.

Review on Design of Underground Mine Openings in Korea and Overseas (국내외 지하광산 갱도설계 현황에 대한 고찰)

  • Some leading countries in mining have a very quantitative guideline for underground mine opening design which is useful to minimize mine hazards such as rockfall and collapse. Those hazards sometimes can cause a huge damage on human life and property in the mines. Construction guidelines of underground mines in Korea consist of qualitative and general expressions although the workers' safety rules and guides are well provided. Recently, mining operations in Korea are going underground due to the environmental regulations and resource depletion at shallow depth, and therefore there is a growing demand on a specialized and systematic guideline for mine opening design securing the underground stability. In this paper, current status of mining industry, research trends, and mining guidelines in Korea and overseas have been reviewed to give an insight into developing a new Korean guideline for underground mine design.

Legal Review of Product Liability of a Defective Aircraft (군용항공기와 결합방지를 위한 개선방안 및 법적 책임관계 연구)

  • When a military aircraft suffers damages due to the defects in its design, manufacturing or notification, all of which are generally understood as products liability defects, the obvious compensation is sought as it would in other consumer good case. However, there exist clear yet unappreciated difference between general consumer goods and military aircraft, as far as products liability law is concerned - some sort of recovery should be obtained even when there exist only defects, not damages, to the aircraft because of the implication of defective parts is much grave than what can be expected in a consumer goods case. While certain anticipatory measures do exist in manual or at negotiation stages for the safety of military aircraft, such measures are ineffective, if not ambiguous, in recovery effort in the post-accident stage In another word, the standardized military procurement contract manuals and boilerplate forms do not appreciate the unique and dangerous military nature of military aircraft. There are many unique legal issues which can arise when trying to prevent defective aircraft or parts, or to recover compensations for accident due to such defects. At two-level, the government should establish legal system (or countermeasures if you'd like) for purchasing safer military aircraft. First, one should be able to work with legal ground and policy that allows selecting and purchasing safer goods - the purpose of such contract is not litigious, but rather in acquiring what are most reliable. Second, in case the defects do arise and lead to damages, solid legal principles and instructions should be established for effectively pursuing appropriate company, (usually a aerospace industry giant with much experience) for products liability - the purpose of such pursuit is inevitable for a public official, since he or she is no private business man with much flexibilities, even to the point of waiving such compensatory right for future business purposes. This article tries to identify problems in methods of procuring military aircraft or parts - after reviewing on how the military can improve on legal and policy grounds for procuring what will be the focus of future military strength, it will offer some of the ways to effectively handling and resolving a liability issues.

Development of the Ship Manoeuvring PC Simulator Based on the Network (네트워크 기반의 간이 선박조종 시뮬레이터 개발)

  • The characteristics of the manoeuvring motion of a ship are dependent on the ship type, as well as draft or speed in the same ship. In recent years, the number of extra-large vessels has increased significantly, which can cause enormous material and environmental damage in the event of a marine accident. Thus, the importance of ship maneuvering is increasing. The IMO has forced the officers to be trained in simulators through the STCW 95 amendment. However, FMSS is costly and difficult to access and the PC-based simulator has the disadvantage that only one person can engage in simulation. The purpose of this study was to solve the shortcomings of the FMSS and PC-based simulators by enabling multiple people to use their PCs to simulate based on a network. The simulator is implemented through the analysis and numerical calculation of the Nomoto model, Radar function mounting, data transfer protocol design, and GUI building. To verify the simulator, the simulation results were compared and analyzed with the test results of T.S. HANBADA according to the criteria of the Korean Register of Shipping(KR) and IMO standards for ship maneuverability. As a result, It showed a relative error of 0%~ 32.1% with an average of 13.7%, and it satisfied the IMO criteria for ship maneuverability.

Seismic Performance and Damage Prediction of Existing Fire-protection Pipe Systems Installed in RC Frame Structures (철근콘크리트 구조물 내 부착된 수계 관망시스템의 내진거동 및 손상예측)

  • Reliability of piping systems is essential to the safety of any important industrial facilities. During an earthquake, damage to the piping system can occur. It can also cause considerable economic losses and the loss of life following earthquakes. Traditionally, the study of the secondary system was less important than primary structure system, however it has recently been emerging as a key issue for the effective maintenance of the structural system and to help reduce nonstructural earthquake damage. The primary objectives of this study are to evaluate seismic design requirements and the seismic performance of gas and fire protection piping systems installed in reinforced concrete (RC) buildings. In order to characterize the seismic behavior of the existing piping system in an official building, 10 simulated earthquakes and 9 recorded real earthquakes were applied to ground level and the building system by the newmark average acceleration time history method. The results developed by this research can be used for the improvement of new seismic code/regulatory guidelines of secondary systems as well as the improvement of seismic retrofitting or the strengthening of the current piping system.

A Study on the Systematic Improvement of Civil Aviation Safety (민간항공 안전의 체계적 개선에 관한 연구)

  • Korea's economic development plans instituted in the 1970's, affected by the growth centered policy and rapid industrialization, have prevailed without having aviation safety management system, along with the safety of the other various means of transportation, settled in its place, and subsequently, the aviation accidents occurred until the beginning of year 2000 have incurred an enormous social expense, not to say of a massive loss of human lives. Especially, with regard to the causal factors of accidents, most of recent accidents have been associated with human factor of airmen, thus, only if this can be detected in advance and prevented, the aircraft accident rate will be reduced by a large margin. Therefore, in order to develope improvement methods on the safety system of civil aviation, in this study, safety management system has been divided into three stages: an advance preventive system, a handling system at an accident's occurrence and a post accident handling system, and thereby improvement methods on aviation safety have been suggested for each stage. The threatening factors agatinst aviation safety have been found to be the absence of management standards and regulations, the indifference to or the lack of the law abiding apirit as major factors, and in order to improve on which, it is required that the settlement of the institutional safety management system should precede, and that the Government and the aviation industry should also make a continuous effort to identify the threatening factors against aviation safety, and to provide incentives for the law abiding spirit and the attitude of giving top priority to safety to spread among all the employees.

  • The protection of fundamental rights of people is a natural duty of a state. Since Constitutional Law declare that a state is obliged to protect the fundamental rights of people obviously, it is reasonable to postulate that a state has a duty to protect every person's right much more positively. Of course, it is true that whereas right of freedom is much more important in modern states, the social right becomes more important currently. Nevertheless, we have no choice but to put an emphasis on the importance of the right of freedom like modern states. Thus states are still bound to try to protect the right of people, specific duty of behavior for the sake of right of freedom belongs to states. In particular, due to the fact that lifts are essential to our comfortable life and the demage from the accident concerning with the lifts is fatal, the strategy for securing the safety of using the lifts is significant to some extent. And because it is true that the experience of UK that put an emphasis on the role of civil actors is meaningful to us, there seems implications for us. Accordingly, it is possible to consider the material components such as the check of safety before installation for the sake of safety enhancement, quality control for lifts parts, specification of check criterion and variation of check cycle etc. and personal ones such as specification of qualification of competent persons, guarantee of competent person's independence, variation of obligator's duty and variation of user's obligation etc. However, as the situation of UK is one thing and that of Korea is another, we don't have to adhere to the policy and the experience of UK strictly. Rather, we had better apply the policy and experience of UK to ours appropriately.

Study on Verification of Applicability for a Warehouse Construction Site using a Fire Risk Assessment Tool (화재위험도 평가 Tool에 의한 물류창고 공사장 적용성 검증에 관한 연구)

  • Purpose: Fires that occur during construction are infrequent, but cause great damage. Recently, with the growth of the logistics and distribution industry, the number of construction sites for new logistics warehouses is increasing, so it was selected as a research subject and research was conducted to reduce accidents at construction sites through the development of a fire risk assessment tool to quantitatively approach fire prevention. Method: A comprehensive fire risk assessment tool was accumulated by classifying the work in progress, classifying combustibles and ignition sources by grade, excluding air (oxygen), which is difficult to control, and additionally substituting evacuation safety. Result: Using the developed and proposed fire risk evaluation tool, excavation work with low fire risk, facility construction with medium fire risk, and finishing work with high fire risk were sampled to derive the result (CGI). Conclusion: In this study, it was possible to establish specific preventive measures and evaluate evacuation safety by controlling physical conditions (combustibles) and energy conditions (ignition sources) according to the risk assessment by developing a tool that can evaluate the risk of 14fire occurrence at construction sites. It is expected that in the future, through the application of the fire risk evaluation tool at construction sites, it will be provided as a criterion for establishing a process plan that can reduce risk and evaluating the adaptability of firefighting equipment.14

Calculation of future rainfall scenarios to consider the impact of climate change in Seoul City's hydraulic facility design standards (서울시 수리시설 설계기준의 기후변화 영향 고려를 위한 미래강우시나리오 산정)

  • In Seoul, it has been confirmed that the duration of rainfall is shortened and the frequency and intensity of heavy rains are increasing with a changing climate. In addition, due to high population density and urbanization in most areas, floods frequently occur in flood-prone areas for the increase in impermeable areas. Furthermore, the Seoul City is pursuing various projects such as structural and non-structural measures to resolve flood-prone areas. A disaster prevention performance target was set in consideration of the climate change impact of future precipitation, and this study conducted to reduce the overall flood damage in Seoul for the long-term. In this study, 29 GCMs with RCP4.5 and RCP8.5 scenarios were used for spatial and temporal disaggregation, and we also considered for 3 research periods, which is short-term (2006-2040, P1), mid-term (2041-2070, P2), and long-term (2071-2100, P3), respectively. For spatial downscaling, daily data of GCM was processed through Quantile Mapping based on the rainfall of the Seoul station managed by the Korea Meteorological Administration and for temporal downscaling, daily data were downscaled to hourly data through k-nearest neighbor resampling and nonparametric temporal detailing techniques using genetic algorithms. Through temporal downscaling, 100 detailed scenarios were calculated for each GCM scenario, and the IDF curve was calculated based on a total of 2,900 detailed scenarios, and by averaging this, the change in the future extreme rainfall was calculated. As a result, it was confirmed that the probability of rainfall for a duration of 100 years and a duration of 1 hour increased by 8 to 16% in the RCP4.5 scenario, and increased by 7 to 26% in the RCP8.5 scenario. Based on the results of this study, the amount of rainfall designed to prepare for future climate change in Seoul was estimated and if can be used to establish purpose-wise water related disaster prevention policies.
