우리나라에서는 급속도로 진행되고 있는 도시화의 영향으로 토지사용 방법이 변화함에 따라 도심지 내 불투수율이 증가하고 있으며, 불투수면적과 강우유출량 또한 증가하였다. 이러한 변화는 도심홍수, 수질오염 등의 피해를 더욱 심화시킬 뿐 아니라, 도시유역 물순환 체계 및 자연생태계 균형 파괴 등의 심각한 환경문제를 발생시키고 있다. 이에 국내 외에서 도시유역 물순환 체계 관련 다양한 대안이 검토되고 있으며 외국에서는 약 20년 전부터 저영향개발 (Low Impact Development; LID)을 통한 수자원의 활용과 환경 친화적인 개발에 관심을 기울이고 있다. 국내에서 주로 사용되는 LID 기법은 소규모 유출저감 시설과 녹지면을 이용하여 빗물을 분산시키는 분산형 유출저감 시설물이 있다. 분산형 유출저감 시설물은 빗물의 발생원에서 빗물을 침투 저류시켜 저류된 빗물은 조경용수, 청소용수, 하천 유지용수 등으로 이용하는 친환경 빗물관리 방식으로 침투도랑, 측구형 침투시설, 식생수로, 빗물 저류조, 투수성 블록 등의 다양한 시설물이 이에 포함된다. 현재 이와 같이 LID 시설물이 급속도로 증가하고 있으나 시설물의 저감효과 분석을 위한 모니터링관련 연구가 많지 않은 실정이다. 이에 본 연구에서는 LID 시설물의 유출 저감효과를 분석하기 위해 부산대학교 양산캠퍼스 실증실험단지에 설치되어 있는 LID 시설물의 모니터링 계측결과를 바탕으로 다양한 강우사상에 따른 LID 시설물의 유출저감 효과를 분석하였다. 대상지역의 정확한 유출저감 효과를 분석하기 위한 방안으로 자료의 이상치, 결측치 등을 보정하는 방안을 고려하였으며 실험실증단지에 내리는 강우의 지속시간, 총강우량, 선행강우에 따라 강우사상을 분류하여 이를 토대로 강우사상 별 LID 시설물의 유출 저감효과와 유출 지속시간에 미치는 영향을 분석하였다.

Seoul metropolitan has established a vision as 'Healthy water-cycle city' to resolve urban water-environmental deterioration. And it established administrative structure to expand Low Impact Development (LID) facilities to recover aggravated water-cycle and water-environment. Therefore, various LID facilities are constructed and operated, however, benefit analytic plans for systematic valuation are insufficient. In this study, to analyze economic, environmental and social benefits of LID facilities, contents for benefit analysis were selected and categorized as water, energy, air quality and climate changes. As a result of quantification and valuation to the beneficial effects, LID facilities showed the total benefit as 1,191~3,292 won/yr. Characteristics of benefit distribution by analysis contents were various reflecting functional characteristics of each LID facility (Water: 30~90%, Energy: 4~44%, Air quality: <1~2%, Climate change: 5~22%). As a result of Triple Bottom Line analysis, economic benefit showed the greatest portion as 75~90%. As further studies, suggested benefit assessment plans for each LID facility should be applied to inter-connected LID systems on complex-scaled area, and synergy effects by various LID systems would be evaluated such as prevention of heat island and flood disasters.

광주광역시 도심유역의 14개 단위유역(영본B02~영본B25)으로 면적 $501.19km^2$ 중 약 42%에 해당하는 $211.86km^2$을 대상유역으로 분산식 빗물관리에 의한 물순환 체계를 구축하였다. 지목별 저감대상 면적은 대지, 창고, 공장용지는 전체면적의 15%, 주유소, 학교, 잡종지, 종교용지, 주차장은 5%, 도로는 10%를 적용하여 저감대상 산출면적은 $9.1km^2$로 설정하였으며, 초기강우 10mm에 대한 초기강우유출량 $90,885m^2$이 발생하며 이는 각 단위유역의 토지이용별로 침투통, 침투측구, 침투화분, 침투도랑, 수목여과박스, 식생수로, 빗물저금통, 투수블럭의 8개 시설에 의해 침투 및 저류하는 것을 제안하였으며, 또한, 본 연구의 대상유역에서 발생하는 비점오염원 발생부하량은 8,439.16kg/일으로 그 중 2.4%에 해당하는 210.186kg/일이 본 연구에서 제안한 빗물 관리시설에 의해서 삭감되는 것으로 분석되었다. 또한, 빗물관리시설의 총 투자비용은 약 322억원이며, 효과 비용은 343억원으로 산정되었다.

저영향개발(LID, Low Impact Development)은 물순환체계 개선을 위해 녹색 공간의 확보, 자연형 공간 조성, 자연상태의 수문순환 기능의 유지 기법 등을 활용한 개발 대상지에서의 강우유출 및 비점오염원의 영향을 최소화할 수 있는 새로운 방법이다. LID는 강우 유출수의 지하침투, 강우 종료시 증발산량의 확보, 강우 유출수의 재이용 등을 통한 강우 유출량을 최소화하는 것에 그 목적이 있다. LID 방법은 우수저류 공원, 생태저류지, 지붕층 저류공원, 보도 저류공간, 인공습지, 완충녹지대, 수목 보존지대, 지붕층 배수관, 강우 저장조, 투수성 포장, 토양 개량, 불투수층 최소화, 비점오염원 저감 등으로 효율성, 경제성, 유연성, 합리성, 토지 가치증대 등의 장점이 있다. 영산강 수계의 BOD 배출부하량이 점오염원(21,019kg/일)과 비점오염원(50,047kg/일)의 비율이 3:7 로 비점오염원 배출부하량이 훨씬 큰 상태이다. 특히, 광주광역시, 농업용 토지, 축산계 등의 비점오염원이 영산강 수질에 크게 영향을 미치고 있다. 따라서 본 연구에서는 비점오염원의 영향이 큰 영산강 수계를 대상으로 앞으로 이루어지는 개발계획을 분석하여 LID 기법을 적용하였을 때 영산강 수질에 미치는 영향을 모델링을 통해 예측하고자 한다. 수질개선에 어느 정도의 효과가 있는지 검증하기 위해 국내 실정에 맞고 QUAL2E 모델을 근간으로 WASP5 모형의 장점들을 접목시켜 Bottle BOD의 반응기작 및 조류의 생산에 의한 유기물 증가, 탈질화 반응 등 정체수역에서 일어날 수 있는 반응기작을 모의할 수 있도록 보완한 QUALKO2 모형을 이용하여 그 효과를 모의하고자 한다. 본 연구를 통해 LID 기법이 도시화에 영향을 얼마나 덜 주는지, 수계의 비점오염원 효과를 통해 물순환 체계의 개선이 어느 정도로 어루어지는지에 대한 효과를 검증을 할 수 있는 계기가 될 수 있을 것으로 판단된다.
Impermeable surfaces such as transportation land uses including roads and parking lots accumulate high heavy metals and particulate matters concentration especially during dry season which worsens the river water quality and distort the water circulation system during rainfall events. Recently, the government has been promoting policies to install Low Impact Development (LID) facilities such as permeable pavements or grass blocks in parking lots or pavements. However, transition of asphalt-paved surfaces to permeable pavement generated asphalt wastes which are detrimental to the environment and has cost implications due to its removal and disposal. Therefore this study was conducted to provide a method of constructing a cost-effective permeable pavement to reduce waste generation and cost. In this study, comparative analysis of the water circulation capacity and economic efficiency of the traditional construction method and new method proposed in this study through the lab-scale experiment. The proposed method was to make holes in existing asphalt pavements, layout geotextile fabric and permeable base media such as sand before compaction. After compaction, layout grass blocks on the compacted base media then layout sand in between each grass blocks before compaction. Apparently, there was no significant difference between the traditional installation method of permeable pavement and the proposed method in this study considering surface runoff, infiltrated volume, stored volume, and rainfall-runoff delay time. The proposed method in this study generated 86% less wastes compared to the traditional installation method and has 70% cost reduction considering asphalt removal and disposal. The construction method proposed in this study yielded similar performance compared to the traditional installation method and water circulation effect, but was proven to be less complicated and economical.

도시화로 인한 생활, 공업, 농업용수의 수요는 증가하지만, 이를 해결하기 위한 댐 건설은 생태계의 단절, 수몰 지역 생성 등의 이유로 비판적인 여론이 많아 신규 수자원 확보가 어려워지고 있다. 따라서 우리는 신규 수자원을 확보하기보다 기존 수자원의 물관리 체계를 개선하고 합리적인 물 배분 기술을 개발할 필요가 있다. 이중 농업용수의 회귀 수량에 대하여 알아볼 필요가 있다. 수리 시설물에서 공급된 농업용수는 전량 작물에 의해 소비되는 것이 아니며, 포장으로 공급되지 않고 용수로를 통해 배수되기도 한다. 포장으로 공급된 수량은 물꼬를 넘어 배수되기도 하고, 일부는 침투되어 지하수를 통해 흘러나가기도 한다. 이 와 같이, 농업용수 공급량 중 소모되지 않고 하천으로 유입되는 수량을 관계 회귀 수량이라 한다. 따라서 본연구에서는 농업에 소모되지 않고 하천으로 유입되는 회귀수량을 정확히 조절할 수 있도록 농업용수 회귀수량을 계산하는 모델을 구현하였다. SWMM(Storm Water Management Model)은 도로, 도랑, 관로, 초지 등 주로 도시지역의 강우-유출-지표면 유출을 해석하는 모델이며 농지의 수로네트워크 특성을 잘 반영할 수 있다는 장점이 있다. 이번 연구에서는 용수로를 개수로로 고려하여 테스트베드 모형을 구축할 것이다. SWMM은 농업용수 물순환 모의를 위해 이미 활용되고 있으나 논에서의 증산량이 미반영되며 수혜지역 내의 지하수위가 미반영 되는 등 정확한 물순환 모의를 위해서 한계점 개선이 필요하다. 이 한계점 개선을 위해서 회귀수량 공식을 c언어로 구현 후 EPA SWMM의 소스코드를 활용하여 회귀수량 추정이 가능한 SWMM을 구현하였다. 해당 연구를 통해 농업용수의 회귀수량을 계산하여 정확한 물수지 분석이 가능하여 농업지역의 수자원 확보에 도움을 줄 것이다.
Our country is making efforts to manage water resources efficiently. In the future, It is necessary to develop a plan after subdividing the basin considering regional problems and water use, topographical and climatic characteristics. This study constructed water supply and demand system based on the standard watershed unit for water shortage evaluation considering spatial resolution. In addition, water shortage were calculated and compared using the MODSIM model in the Han-river basin. As a result, the average water shortage occurring during the 49 years (1967-2015) was 129.98 million $m^3$ for the middle watershed unit and 222.24 million $m^3$ for the standard watershed unit, resulting in a difference of about 2.1 billion m3. However, the trends and distribution of water shortage occurrence were very similar. The reason for this is that, in the case of the Middle watershed unit analysis, water shortages are calculated for the demand for living, industrial, and agricultural water for the representative natural flow value, assuming that all the water can be used in basin. The standard basin unit analysis showed that the difference between the fractionated supply and demand resulted in a large water shortage due to the relatively small amount of available water, and that the main stream did not show water shortage due to the ripple effect of the return flow. If the actual water use system is considered in the model as well as the subdivision of the spatial unit, it will be possible to evaluate the water supply and demand reflecting the regional characteristics.

비상대처계획수립을 위한 홍수방어체계 구축은 방재적 측면에서 가능최대강수량 유입시 댐 붕괴 조건에 대한 하류지역의 침수범람지도와 대피경로 작성에 관한 내용이 주된 관심사였다. 그러나, 현재 국내에서 계획되고 있는 자연형하천 조성사업, 물순환시스템 조성공사 등에서는 기존의 비상대처계획수립과는 차별화된 홍수시 이용자 대피계획 및 각종 수리구조물의 운영에 대한 비상경보 발령체계 수립을 요구하고 있다. 본 연구는 청라지구 중앙호수와 공촌천, 심곡천 연결부의 하천 배수문 운영, 내부수로 수위조절을 위한 배수펌프 계획과 연계한 상황별 홍수조절 방안을 수립하고 강우, 수위 관측에 의한 비상시 경보발령 기준을 제시하였다. 하천배수문 운영에 따른 중앙호수 저류시설 활용효과 분석을 위하여 100년, 200년빈도 홍수 유입시 조위조건별 내수위 변화를 계산하였다. 수치모의는, 공촌천-중앙호수-심곡천을 연계운영을 위하여 HEC-RAS의 Full Network를 이용하였으며 심곡천, 공촌천과 중앙호수를 연결하는 하천배수문은 계획홍수위 El. 3.75m 이상인 경우 개별적으로 개방하도록 하였다. 모형 수행결과, 계획빈도 홍수시 하천배수문 개방을 통한 중앙호수 저류지 활용방안은 200년빈도, 약최고고조위 내습시에도 청라지구 전체의 치수안정성을 확보할 수 있다. 그러나, 200년빈도 고극조위 이상의 기상조건인 경우에는 심곡천 홍수위가 계획제방고 El. 4.55m를 넘어 비상대처계획 수립이 필요하다. 분석결과를 바탕으로 도시홍수방어체계 구축을 위하여 3단계의 치수안정성 확보 계획을 수립하였으며 하천배수문 개방 차단계획을 고려하여 계획빈도이하 홍수, 계획빈도이상 홍수, 비상상황시로 구분하여 상황별 홍수조절방안을 제시하였다. 또한, 500년빈도 홍수시 폭풍해일을 고려한 하천 수위 분석을 통하여 비상경보 발령체계를 정량적으로 분석하였다. 비상경보발령은 공촌천 수위 El. 3.85 m, 심곡천 수위 El. 3.73 m, 강우강도 39.7mm/hr 이상시이다. 본 연구는 홍수시 모니터링시스템에 의한 비상경보 발령체계 수립을 위한 수위 및 강우조건을 정량적으로 제시하여 차후 개발되는 신도시 물순환시스템의 상황별 홍수조절 방안 및 모니터링 시스템에 의한 경보발령 기준 수립시 활용가능 할 것으로 기대된다.

The hydrodynamics in the Youngsan River Estuary has changed due to coastal developments such as the estuary dam and two tidal barriers. As the freshwater discharge is artificially controlled, the circulation pattern is different from those of natural estuaries and the river-born sediment supply is restricted. 3D numerical modeling system EFDC was applied to investigate the sediment transport pattern and budget in summer with river floods. The real-time driving forces and the fluvial sediment discharges from the watershed modeling were assigned for the simulation period. The size classes of sand, silt and clay were adopted based on the grain-size distribution of bottom sediments. The modeling results were calibrated and validated with the observed tides, tidal currents and suspended sediment concentrations. The suspended sediments are transported to the offshore at surface layer, whereas upstream toward the dam at mid- and bottom layers in August 2011. The characteristic estuarine circulation induced by the freshwater discharge from the dam, causes the deposition of silt-sized sediments on the whole and the sustained suspension of clay-sized sediments.
The application contents, process, and its limitations are discussed for the setting of Korean legal guides & criteria for water cycle and ecological condition in development project of land use by thorough comparison and examination of prerequisites and credits of water cycle and soil+vegetation by USA's SITES (Sustainable Sites Initiative). In the case of SITES, due to the implementation procedure operated as a non-governmental independent assessment system by Green Business Certification, Inc, the natural condition of water cycle and soil-vegetation items-the key element of ecosystem services can be quantitatively assessed, well along with its legal and institutional guidelines and regulations. On the other hand, in the case of Korea, as a part of the national certification procedure for green building, the ecological area ratio system still have very limited role as an only amenity resource in the creation of artificial green spaces and insufficiency of management system for rain water. In conclusion, it was understood as an urgent situation in necessary for prompt establishment of site's sustainability certification system at the national level, based on management of water circulation and natural soil & vegetation in developed area with consideration of various land uses and types of development projects.

① 당 사이트는 회원이 서비스 이용내용에 있어서 본 약관 제 11조 내용을 위반하거나, 다음 각 호에 해당하는

- 기타 정상적인 서비스 운영에 방해가 될 경우
② 상기 이용제한 규정에 따라 서비스를 이용하는 회원에게 서비스 이용에 대하여 별도 공지 없이 서비스 이용의
일시정지, 이용계약 해지 할 수 있습니다.
제 17 조 (전자우편주소 수집 금지)
회원은 전자우편주소 추출기 등을 이용하여 전자우편주소를 수집 또는 제3자에게 제공할 수 없습니다.
제 6 장 손해배상 및 기타사항
제 18 조 (손해배상)
당 사이트는 무료로 제공되는 서비스와 관련하여 회원에게 어떠한 손해가 발생하더라도 당 사이트가 고의 또는 과실로 인한 손해발생을 제외하고는 이에 대하여 책임을 부담하지 아니합니다.
제 19 조 (관할 법원)
서비스 이용으로 발생한 분쟁에 대해 소송이 제기되는 경우 민사 소송법상의 관할 법원에 제기합니다.

1. (시행일) 이 약관은 2016년 9월 5일부터 적용되며, 종전 약관은 본 약관으로 대체되며, 개정된 약관의 적용일 이전 가입자도 개정된 약관의 적용을 받습니다.
