본 연구는 선진국의 국가 수자원 정책지표를 파악하여 우리나라의 환경에 맞는 정책지표의 개발을 목적으로 하고 있다. 본 연구의 수행을 위하여, 선진국의 수자원관리 및 정책지표를 파악하였으며, 국가수자원정보 시스템 등 수자원 정보시스템을 적극적으로 활용하였다. 특히, 기후변화의 영향으로 인한 하천환경의 급격한 변화가 예상됨에 따라 현재의 하천환경을 정확히 파악하고, 그것을 토대로 적절한 하천환경에 관한 정책이 수행 될 수 있도록 하는 것에 역점을 두고 있다. 그러한 목적을 달성하기 위하여 물놀이 가능 하천 비율, 하천생태 건강성, 하천자연 보전도, 그리고 상수원수질 안전성이라는 4가지 핵심지표를 개발하였다. 각각의 지표를 활용함으로써 하천환경 전반에 관한 사항을 정확하게 진단할 수 있고, 따라서 이에 근거하여 적절한 하천환경에 관한 정책목표를 수립할 수 있게 될 것이다. 또한 본 연구에서는 각 지표를 통하여 현재의 상태평가를 행하고 있으며, 이를 통하여 기간별 정책목표를 설정하고 있다. 본 연구를 통하여 하천환경 분야에 관한 우리나라 수자원 정책의 장기방향을 설정하여, 불확실한 기후변화에 대응할 수 있는 기반을 제공할 수 있다.
본 연구는 행위자의 행동을 유도하는 특성을 뜻하는 어포던스 관점으로 학습자의 안전행동을 증진시키는 안전교육 앱의 설계원리를 구체적으로 제시하는데 목적이 있으며, 설문조사를 기반으로 한 포커스 그룹 인터뷰를 중심으로 진행하였다. 안전교육 앱의 표현상의 특성인 어포던스를 측정하기 위하여 인지적 어포던스, 감각적 어포던스, 물리적 어포던스, 안전행동 증진에 관한 문항을 구성요인으로 사용하여 측정문항을 구성하였으며, 분석하고자 한 안전교육 앱은 소방방재청에서 개발한 '물놀이GO!' 앱을 선정하였다. 연구 결과 첫째, 학습자가 안전교육 앱 학습환경에서 유의미한 학습활동을 하게 하려면 지속적으로 학습에 참여하도록 도와야 한다. 둘째, 앱에서 모바일 기기와 상호작용 하면서 학습을 촉진하면서도 학습자의 학습을 방해할 수 있는 요소들은 줄여야 한다. 본 연구를 통해 안전교육 앱 학습환경을 구성할 때 안전행동을 증진시키는 가이드라인으로써 본 설계원리를 활용할 수 있다.
본 논문의 목적은 강릉 남대천처럼 시민들과 매우 밀접한 관계에 있는 자연환경의 질이 악화될 경우 시민들의 후생에 얼마나 큰 영향을 미치는지를 조건부가치측정법을 통하여 평가하는데 있다. 분석 결과, 강릉 남대천은 상수원의 제공뿐만 아니라, 공익적 기능, 생태적 기능, 물놀이, 휴양 및 심미적 만족감을 제공하는 장소로서 중요하다고 인식되고 있으며 강릉 남대천의 수질을 개선하기 위한 총 지불의사액은 가구당 연간 117,040원이 도출되었다. 먼저 수질개선 부담금의 지불에 가구당 연평균 약 87,502원으로 나타났고, 자원봉사에 대한 기회비용 측면에서는 연평균 29,538원으로 나타났다. 위의 결과를 근거로 강릉시 전체로 확대할 경우 수질 악화에 의한 간접적인 후생변화는 연간 약 270억원으로 산출되었다. 이처럼 수질 악화에 의한 후생변화는 매우 크다고 볼 수 있다. 따라서 자연환경은 비가역적인 특징을 가지면서 한번 파괴되면 복원되는데 많은 시간과 비용이 수반되기 때문에, 자연환경의 변화는 궁극적으로 인간에게 영향을 미치게 된다. 그러므로 의사결정자들은 자연환경과 관련된 정책을 수립할 때 시장에서 평가되는 부분뿐만 아니라 시장에서 거래가 되지 않는 간접적인 부분까지도 충분히 고려하여야 정책의 효율성과 후생 증대의 목표를 동시에 달성할 수 있다.
하천유지유량에 대한 인식과 개념은 시대와 사회, 경제의 발전에 따라 변화되어 새로운 물 배분 패러다임에 입각한 하천유지유량이 정립되고 있다. 우리나라에서 하천유지유량의 필요성이 제기되기 시작한 것은 댐 건설 이후부터이며, 하구의 염수침입을 방지하기 위해 하천에서 기본적으로 유지되어야 할 필요수량을 정하면서 부터이다. 실제적인 하천유역의 관리에서 댐 건설 이전에는 하천의 유량을 조절할 수 있는 능력이 거의 없었기 때문에 하천유지유량의 설정 자체가 크게 의미를 갖지 못하였다. 우리나라 하천유지유량의 주요 기능은 1960년대 이전에는 하천의 주운기능, 1970년대는 하구의 염수침입방지 기능, 1980년대는 수질보전을 위한 희석용수의 기능으로 인식되었으며, 1990년대 이후 환경에 대한 인식 변화로 수질과 함께 하천생태계 보전의 필요성이 증가하여 이에 대한 연구가 활발히 진행되어 왔고, 2000년대에 들어서는 자연환경을 중심으로 하는 하천유지유량과는 별도의 용수개념인 사회환경 개선을 위한 환경개선용수의 도입의 필요성이 제기되고 있다. 하천유지유량에서 고려하는 항목은 갈수량을 기준으로 하고 하천기능 유지에 필요한 하천생태 및 하천수질 보전을 기본항목으로 하여 고려하도록 하며, 현실적으로 하천유지유량 산정 검토시 부수적인 미미한 비중을 차지하고 있는 하천경관, 하구막힘 방지, 지하수위 유지, 하천시설물 보호, 염수침입 방지 등의 항목은 필요항목으로 구분하되 하천 상황에 따라 추가적인 항목에 대한 검토가 필요한 경우 감안할 수 있도록 하였다. 갈수량의 산정은 반드시 유역 개발과 각종 유수사용, 수공구조물에 의한 유량 조절 효과가 없는 자연상태를 기준으로 산정하도록 하고 어류생태를 고려한 필요유량 산정 시 대표어종은 하천의 특성을 고려하고 지역사회의 의견을 수렴하여 단일어종보다는 생태적 군(Guild, 군(群))을 고려하여 선정하고 최소유량의 개념보다는 계절별 유량변동성을 고려하도록 하였다. 수질보전에 필요한 필요유량 산정 목표는 생태계 서식 및 생육 환경의 보전과 인간의 물 이용 측면에서 요구되는 목표수질을 구분하여 적용하도록 하였다. 하천유지유량 이외에 친수공간 확보, 물놀이, 관광, 하천문화행사 등 사회환경 개선을 위해 하천의 일부구간 또는 일부지역에 필요한 수량은 이를 이용하고자 하는 수혜대상 집단(지자체, 특정 기관 또는 개인 등)의 요구에 의해 발생되는 수량이므로 환경개선용수로 분류하여 별도로 산정하도록 하였다.
Objectives: With the goal of quantifying the risk of children contracting gastroenteritis while playing at interactive waterscape facilities and evaluating the adequacy of current water quality regulations, risk assessment was performed with Escherichia coli as pathogen. Methods: Abundances of E. coli in the waters of interactive water features in South Korea were acquired from survey reports. A gamma distribution describing the volume of water swallowed by children during swimming activities was adopted. Exposure rate and risk were calculated by Monte Carlo simulation and dose-response models for various pathogenic E. coli. Results: E. coli was detected in 25 out of 40 facilities, with range of ~1,600 CFU/100 ml. The abundance fitted an exponential distribution. Simulated exposures ranged ${\sim}1.9{\times}10^{10}$ CFU, varying greater along E. coli abundance than the volume of water. Risk of children being infected by enterohemorrhagic E. coli was high, with range of ~0.85. When E. coli abundance was <200 CFU/100 ml, which is the current government threshold, the risk decreased to <0.43. Although the guideline successfully reduced the risk of adults being infected by a less virulent E. coli strains (<0.03), the risk for children could not be quantified due to lack of dose-response models for those pathogens for children. Conclusions: Under the current guideline, children are at risk of being infected if water is contaminated with by enterohemorrhagic E. coli. For other E. coli strains, the risk appears to be considerably less. The result warrants need for developing dose-response models for children for each pathogenic E. coli strain.
This study was conducted to propose measures of water quality management as the water criteria for waterscape facilities which have been highlighted as alternatives to wading pools in summer season was legislated. The number of public waterscape facilities has reached 290 sites in Gyeounggi province and 971 sites in South Korea in 2017. The water tank capacity of 80.3 % public waterscape facilities was less than $100m^3$. Facilities with disinfection system were only 6.5 % and facilities with filtration function were also very low at 6.9 %. Most of the waterscape facilities, about 93%, are expected to be vulnerable to complying with revised water quality criteria because they have to be disinfected by handling. Chlorine disinfectants, which are more persistent than ozone or ultraviolet sterilization methods, are more preferred. However, care should be taken when adding disinfectans because hypochlorous acid, which is an effective component of chlorine disinfectant, remains after the disinfection, but it is easily decomposed with time. For this study, ${\bigcirc}{\bigcirc}$ park floor fountain with a capacity of $63m^3$ was selected and the amount of free residual chlorine concentration was measured by injecting a certain amount of chlorine bleach. As a result, it took 5 hours to decrease from the water quality standard of 4 mg/L to 0.04 mg/L. If the waterscape facility is operated for 7 to 8 hours, the chlorine bleach should be re-injected after 5 hours. In addition, the problem of pH increase due to the input of chlorine disinfectant is expected, and the neutralization method using vinegar was proposed.
Objective: This study was performed in order to investigate the distribution of antibiotic resistant E. coli and water quality in waterscape facilities. Methods: Nine waterscape facilities were selected and classified into three types: ground, wall and general fountain. The items analyzed in this study were pH, turbidity, $KMnO_4$ consumption, total colony, total coliforms, fecal coliforms and E. coli. Additionally, an antibiotic resistance test on E. coli was performed. Results: There were no sampling sites that exceeded the permitted limits of water quality, but the concentration of pollutants was high at the beginning operation in June. Moreover, concentration of turbidity, $KMnO_4$ consumption and total colony were higher in ground fountains than in wall and general fountains. Five species of antibiotic resistant E. coli were detected from three sampling sites. Conclusions: The waterscape facilities were significantly contaminated with water microorganisms, especially total colony, total coliforms and fecal coliforms. Disinfection and filtration systems to remove pollutants should be installed for safe waterscape facilities.
하천의 기능은 공학적 관점에서의 이수, 치수, 환경 기능 외에도 사회적 관점에서 역사 문화 기능을 포함할 수 있다(우효섭, 2009). 1990년대 말부터 하천복원사업이 본격화 되면서 최근에는 하천환경 기능 외에도 친수를 포함한 역사 문화 기능이 하천관리의 주요 축으로 고려되거나 포함되고 있다. 이 과정에서 하천의 역사 문화 기능을 주문하는 요구가 증가한 이유로는 하천복원사업의 지역적 획일화, 친수(심미) 요구 증대, 지역 경제성 제고, 환경(생태, 문화 등) 가치 증대 등 사회경제적 정책적 환경 변화가 기인한 부분이 크다고 할 수 있다. 이러한 측면에서 볼 때 하천의 지속가능하고 효과적인 관리와 보전을 위한 방안으로 하천의 역사 문화적 요소를 사회 경제적, 생태 환경적 요소와 연계하는 접근방식은 유용할 수 있다. 이를 위해서는 우선적으로 지역공동체가 형성해온 물 문화의 특수성을 감안하여 하천유역의 역사 문화적 소재 및 자원을 발굴할 필요가 있다. 그리고 조사 수집된 다양한 역사 문화적 소재 및 자원은 하천사업 및 관리의 주요 콘텐츠로 활용되기 위한 창출과정을 진행함으로써 사회 경제적, 생태 환경적 요소와 연계할 수 있다. 본 연구에서는 하천유역을 대상으로 문헌조사 기반의 사전조사와 심도 있는 현장조사(탐문조사 등) 수행결과를 토대로 향후 하천복원사업에 활용될 수 있는 다양한 역사 문화적 소재와 자원 등에 관한 콘텐츠를 도출하였다. 또한 콘텐츠 활용방안은 하천 역사 문화 자원의 세부적인 콘텐츠를 아우를 수 있는 테마설정을 통하여 대상지 및 지역특성(치수 안전, 지역요구, 물 문화 가치 등) 등을 고려한 방안을 제시하였다. 특히, 친수 측면에서 현재 수변공간을 이용하는 방문자수, 목적(산책, 스포츠, 낚시, 물놀이, 레저 등) 등에 대한 패턴과 지역 인구 현황, 접근 인프라(교통, 이동로, 편의시설 등), 주민 요구도 등 잠재적 친수도는 물 문화 형성이라는 측면에서 볼 때 주요한 고려사항이라 할 수 있다.
The aim of this study is to find preferred climate condition for outdoor water activity and to estimate future change of preferred season for the activity following the climate change. We chose urban public swimming pools, Hangang park swimming pools, which do not have any attractions except pools and allow people to make decision to visit pools in the morning solely based on the weather conditions as study sites. We identified the preferred climate conditions by analyzing the relationship between number of visitors and temperature, wind chill temperature and discomfort indexes. According to the result, the preferred temperature range was from $23.51^{\circ}C$ to $37.56^{\circ}C$, the wind chill temperature range was from $25.90^{\circ}C$ to $39.43^{\circ}C$, the discomfort index range was from 71.61 to 88.98 and the precipitation range was below 22.8 mm per day. When the temperature range is applied as the preferred season, in present, the length of the season is 127 days, from end of May to end of September. However, if temperature increase resulting from lower emission scenario (RCP 6.0), the season would be extended to 162 days, from early May to middle of October. If temperature is increasing under high emission scenario (RCP 8.5), the length of the season would be extended to 173 days from early May to end of October. In addition, the period of between end of July and early August, which is currently the most preferred season, would not be favored anymore due to high temperature. The result of this study further suggests the necessity of climate change adaptation activities.
Objectives: We analyzed water in waterscape facilities to investigate contamination levels of water-borne pathogens and four test items (pH, turbidity, residual chlorine, and Escherichia coli) at facilities including play fountains, splash parks, and artificial streams from June to October in Suwon City and in the whole of Gyeonggi-do. Methods: A total of 62 waterscape facility samples were collected from 36 sites and tested for pathogenic Escherichia coli and water-borne viruses that cause hand-foot-and-mouth disease, eye disease, and acute enteritis. Results: None of the water-borne pathogens were detected in waterscape facility samples collected from across Gyeonggi-do that were for pre-inspection for facility management. However, the results of samples from Suwon collected in hot weather and during the school vacation period showed five total inconsistencies in turbidity (four cases) and Escherichia coli (one case). Three out of the four inconsistent samples in turbidity were from the same facility which operated a sand filtration system due to its locational factors close to mountains. Conclusion: We suggest that the waterscape facilities in Gyeonggi-do are managed properly in the respect of microbial contamination and water quality.
