Analysis of the Hydrological Components of the Seolmacheon Catchment for the Year 2021 (2021년 설마천 유역의 수문성분 분석)

  • 환경부 홍수통제소의 경우는 전국단위의 강수량(지상, 레이더), 하천수위, 유사량 관측과 국부적으로 증발산량과 토양수분 관측이 이루어지고 있는 상황이며, 기상청 및 다른 공공기관도 각 목적에 맞게 수문기상관측이 이루어지나 유역(또는 지역) 단위의 물순환 과정(강우량, 유출량, 증발산량, 지하수함양량, 토양수분량 등 포함)을 규명하는 조사·연구는 매우 미비한 실정이다. 개별적인 물순환 성분별 수문조사에서 벗어난 전체적인 관점을 고려한 유역단위의 물순환 과정을 규명하는 것은 매우 중요하다. 즉 물순환 성분별 명확한 수문량 산정 결과는 수자원 개발과 물환경 보전에 중요한 정보를 제공할 수 있다. 따라서 물순환 성분별 명확한 분석을 위해서는 중·소규모 유역 단위를 대상으로 지속적이고 신뢰성 있는 자료의 획득과 축적이 중요하므로 중·소규모 유역 단위의 대표성 있는 시험유역의 운영은 매우 의미가 있다고 볼 수 있다. 본 논문에서는 한국건설기술연구원에서 운영하는 설마천 유역(전적비교 수위관측소 기준, 유역 면적 8.48km2, 유로연장 5.59km, 유로경사 2.15%, 경기도 파주시 적성면 소재)의 2021년 수문관측자료를 이용하여 지표수 물순환 성분인 강우량, 하천유출량, 증발산량을 산정하였다. 기본 관측자료인 강우량은 각 지점강우량의 관측자료의 비교·검토 등 품질관리를 통해 자료를 확정하고 유역평균강우량을 산정하였다. 하천수위는 기준수위표와의 검토를 통해 자료를 확정하였으며, 하천유출량은 기존의 유량측정성과와 단면검토를 통해 수위-유량관계곡선식을 개발하고, 확정된 수위자료를 적용하여 산정하였다. 그리고 증발산량은 유역인근 2개 관측소(동두천 파주)의 기상관측자료를 이용하여 잠재증발산량을 산정하여 추정한 값이며, 그 외 지하수 함양량은 관측 지하수위자료의 결측으로 산정에서 제외하였다. 각 물순환 성분별로 생성된 2021년의 설마천 유역(전적비교 수위관측소 기준)의 총강우량은 1,103.6mm이며, 하천유출량은 620.1mm(총강우량 대비 56.2%), 실제증발산량(잠재증발산량 추정값)은 443.0mm(40.1%)이며, 그 외는 유역 손실량이다. 이와 같이 산정된 물순환 성분별 자료는 유역의 물순환 과정 규명을 위한 기초자료로 매우 유용하게 활용될 수 있으며, 유역 물관리를 위한 의사결정 과정에 중요한 역할을 할 수 있을 것으로 기대된다.

Establishment and Operation of the Local Government Archives: Recommendations (지방기록물관리기관 설립의 방향과 방법)

  • Local governments in Korea, sixteen in total, shall establish local government archives to and manage preserve their permanent archives to comply with the Public Records Management Act amended in October 2006. National Archives of Korea(NAK) directed the local governments to recruit legally qualified archivists by the end 0f 2006 and to plan on the establishment and operation of the local government archives by the end 2007. However, none of the government archives was established by far. Government officials in NAK and the local governments raised the limits of the budget and human resources. What is more serious is that they don't concern why the archives are necessary and what missions and functions the archives should have. In this paper, I summarized the present situation and problems in establishing the local archives, and what we will do to establish normal government archives. First, local governments should establish "local government records commissions" and employ qualified archivists. The local government records commission should comprise concerned and qualified members. The records commission, as a policy and decision-making body, should make plans and implement the plans to establish the local archives, establish professional training programs to produce qualified archivists, promote local archives community activities, determine operational issues, and make a long-term development plan satisfying local demands. Second, the local government archives share existing repositories of NAK. Third, after the establishment of the archives, the local archives should perform normal records and archives management of the local governments as records acts mandate, do general records surveys and appraise the records created in the local governments. The local government archives should collect valuable local archives including private archives, and arrange and make usable them to provide access. They also promote and coordinate various cultural heritage community activities related to the local archives.

Topic Analysis of the United States' Historical Records about Korea for Modeling of Topic Map: Focused on Major Archives in Korea (토픽맵 모델링을 위한 한국 관련 미국기록물의 주제분석 연구: 국내 주요 소장기관 중심으로)

  • This study selected four institutions, namely the National Archives of Korea, the National Library of Korea, the National Institute of Korean History, and the Institute for Military History, that have collected the foreign records about Korea, providing web services for users. A total of 163,874 records were collected from these institutions to analyze the topics of the records, which resulted in a proposed topic map with 7 facets as top levels. This study suggests an integrated and visualized tool using a topic map to improve the searching service of foreign records about Korea from Korean institutions, especially the US records related to Korea.

  • When reinforced concrete is subjected to high temperature as in fire, there is deterioration in its properties of particular importance are loss in compressive strength, cracking and spalling of concrete, destruction of the bond between the cement paste and the aggregates and the gradual deterioration of the hardend cement paste. Assessment of fire-damaged concrete usually starts with visual observation of color change, cracking and spalling of the surface. In this paper, it was reported the trends of research and practical use on the Explosive Spalling Properties and Performance Based of Structural Design of the High-Strength Concrete.

호주 유역통합물관리 기술개발 동향과 전망 - 2004 호주 Catchment Modelling School -

  • 유역 통합수자원관리를 지원하는 모델링 Toolkit을 소개하는 Catchment Modelling School04가 2004년 2월 9∼20일 호주 멜버른대학교에서 개최되었다. 이 workshop을 주관한 CRC(Cooperative Research Centre)는 한국의 21세기 프론티어 연구사업단(수자원의 지속적 확보기술개발 사업단)과 유사한 기능을 가진 기구로서 1991년도에 설립된 이래 공익을 위한 기술혁신과 상용화에 중점을 둔 범국가적 수자원 기술개발을 주도하여 왔다. 이 CRC는 호주 기상국, 무레이 다링 유역위원회 등의 연방정부기관과 빅토리아, 뉴우 사우스 웨일스, 퀸스랜드 등의 주정부, CSIRO Land and Water, 멜보른 대학, 모나쉬대학, 그리휘스 대학 등의 연구집단과 연계해서 초창기의 1단계 7개년 연구사업 기간('92∼'99) 동안 주로 소규모 수자원 환경 계측기술개발과 모형개발을 해 왔으며, 2단계 6개년('99∼2006)의 중반인 현재 유역단위의 대규모 모델링에 중점을 두어 8개 분야의 21개 연구과제를 수행하고 있다.(중략)

식품안전처 신설,최선의 방법인가?

  • 지난 3월 정부는 그 동안 지속되어 오던 식품위생관리 행정체계 개편과 관련 식품의약품안전청을 폐지하고 국무총리실 산하에‘식품안전처’를 신설하겠다고 발표한바 있다. 세계적으로도 농축산물을 포함한 식품 위생업무는 생산단계부터 최종소비단계까지 일관된 관리가 필요하여 이른바“Farm To Table(농장에서 식탁까지)”에 근거해 업무가 추진되고 있다. 그러나 이번 정부의 발표에 따른‘식품안전처’는 축산물위생업무를 실제 담당하는 수의사들이 근무하며, 농축산물의 생산, 방역∙위생관리의 주관부서가 아닌 사실상 식품의약품안전청의 승격기관이라는 점에서 문제가 되고 있다. 과연‘식품안전처’의 신설이 국민에게 안전한 먹거리를 보장할 수 있는 최선의 방법인가를 신중히 검토하기 위해 우리회를 포함한 축산관련단체협의회에서는 소비자단체, 관련학계, 생산자단체 등과 연계하여‘식품안전관리추진위원회’를 설립하고 지난 7월 6일 국회 의원회관 대회의실에서“소비자 농업시대와 농식품 안전관리”라는 주제로 심포지엄을 개최하였다.

New Government's Responsibility and Achievement in Records & Archives Management (공공기록물 관리에 있어 이명박정부의 책임과 '업적')

  • The purpose of this paper is reviewing the hot issue called 'draining away the presidential records' case occurred recently and finding the root cause why the state of affairs has been happened in Korea. Though the presidential records management law ensures the rights for the prior president to view his presidential records, the prior president has copied his presidential records produced while in office and moved to his private house at his retirement. He might have interpreted his right to his presidential records too broadly and done the 'draining away' them. There was a motive why the prior president did that at that time. The reason was because the National Archives didn't guarantee the services for right viewing the records to him who wanted to review his records from right after his retirement. The National Archives have judged the draining away the prior presidential records as illegal and accused a few public servants suspected to be responsible for the affairs. The formal accuser is the National Archives, but the actual accuser might be the current Presidential Secretariat. Whatever the results of juristic judgement are, the reason why the records management field should focus and treat this case importantly is that the collapse possibility of the protection wall needed essentially and critically to the Presidential records becomes very high. The root cause of this case might exist in the fact that the records and archives management organizations have not owned the political independence. But the National Archives has submitted the revised bill of the public records and archives management law which lower the position of the National Records Management Committee controlled under from the Prime Minister to the Ministry of Administration and Security. It might be hot concern that the records and archives management organizations have difficulty for keeping the political independence if the revision would be passed. Besides the political independence factor, the most important factor needed for the right records management is the establishing the professional specificity of records management. The specific action for the establishing professional specificity would be employing of specialists and introducing the open official appointment. But it was found from the reorganization after the governmental change that the professional specificity of the National Archives have been reduced. Although the policies introduced by the new government are worrying, it might be an inheritance from the prior government. If new government would build establish the institution for the political independence of the records and archives management organizations and expand the employment of the records management professions to the local government, these affairs can be not only the responsibilities but also the achievements of the new government.

  • KCI Committee 107 is "Underground Structures Research Committee". The Committee 107completed the first step study on the analysis and design for underground BOX type structures by 2005. In the study, the committee attempted to the standardization of the analysis and design procedure. This is the introduction and summary of the study and the prospective plan on this subject.

The Acquisition, Construction and Common Use of Modern and Post-modern Document DB in the NAK, NIKH, and AKS (근·현대 지역사료 수집, DB 구축 및 공동 활용 - 국가기록원, 국사편찬위원회, 한국학중앙연구원을 중심으로 -)

  • This paper deals with the four aspects of the acquisition, construction and common use of modern and post-modern document DB in the NAK, NIKH, and AKS. First, The concept of Korean regional history includes provincial history, local history and regional history and as far as modern and post-modern history is concerned, the concept of regional history is on expansion. Second, National Archives of Korea has been systematically collecting and managing modern and post-modern regional history records in compliance to Public Institutes Records Management Law, enacted in 1999 and currently is in charge of handling public records of 373 central government administration offices, 514 regional government offices, Office of Education, universities and of other public agencies. National Institute of Korean History is working on a ten year project from 2004 to collect the scattered modern and post-modern regional history records and to classify them regionally and thematically. The Academy of Korean Studies has been collecting modern and post-modern regional history records and collection was initiated by Modern History Research. Those records that are collected from 1997 and 2005 are mainly from the liberation period. Third, characteristics of Central Archives Management System and Nara Records Portal System of NAK, Korean History Database System of NIKH and of The AKS' Korean Provincial Culture Electronic Encyclopedia are elaborated. Fourth, establishing 'Modern and Post-modern Regional History Records Council' as an affiliated organization of National Archives Management Committee is recommended, NAK leading the council and promoting further cooperation. In this section, an emphasis on allotted tasks of three institutes in order to achieve technology development for digitalized resource sharing, to improve on contents and to promote public and international use is placed as well.
