The Effect of Constructing an Cultural Environment on the Economic Revitalization within the Four Regions of Seoul (서울 4대 지역의 문화환경 조성으로 인한 지역경제 활성화 효과)

  • This study examined how the construction of an environment of culture has affected economic revitalization within the four regions of Seoul. World Cup Stadium, Bookchon, Daehackro, and Seoul Forest were selected for study in consideration of the types and characteristics of cultural environments. The data were collected by questionnaire surveys, which were administered to local residents. The results found an increase in the value of real estate in Seoul Forest while the construction of a culture-based environment had a positive effect on shop sales, the provision of employment opportunities, and the generation of tourist-based income in Daehackro. Using regression analysis, the relative influence of a cultural environment on the value of real estate was greatest on the improvement of local image and the enhancement of cultural enjoyment. The results found that the enhancement of cultural enjoyment was the most prominent predictor of the provision of employment opportunities and an increase in the number of tourists.

A Study on the Meaning of 'the Improvement and Development of Culture' under Article 1 of the Korea Copyright Act (저작권법 제1조상 '문화의 향상발전'의 의미에 관한 연구)

  • Article 1 of the Korea Copyright Act stipulates that the purpose of this Act is to protect the rights of authors and the rights neighboring on them and to promote fair use of works in order to contribute to the improvement and development of culture. Hence, the improvement and development of culture is the final goal of the Copyright Act and should be the essential standard of the interpretation and application of the law. However, most of Korean copyright scholars do not explain the meaning of it and they even assume that protection of the copyright and promotion of fair use themselves are deemed as it. The meaning of the improvement and development of culture should be derived from the Constitution and there is a principle of the nation of culture as one of the basic constitutional principles. Pursuant to the principle of the nation of culture, the improvement and development of culture means maximization of the right of enjoyment from culture by the building of the ecology for the sustainable production and consumption of the works. This should be not only the legislative purpose of the Copyright Act but also the goal of culture policy.

A Sequence Analysis on Contents of School Arts and Culture Education Policy (학교 문화예술교육 정책의 내용 계열성에 관한 연구)

  • The purpose of this study is to analyze how Korean Arts and Culture Education of School Policy Contents from the Kim Dae-jung government to Lee Myung-bak government are changed. The sequence will be examined by analyzing the Arts and Culture Education of School of Kim Dae-jung government to Lee Myung-bak government. Above all, the Arts and Culture Education of School Business and Policy Contents will be mainly studied. First of all, this study will be deal with two forms that present sequence analyze methode of each government Arts and Culture Education of School Policies. The criterion of the analysis of the sequence are repetition, difference, emphasis, development, and expansion. This study is analysed on the each government policy contents of the books published by Ministry of Culture, Sports and Tourism(MCST), Korea Arts and Culture Education Service, Korea Culture and Tourism Institute, particularly the Culture Policy white paper from 2001 to 2009, 2006 Arts and Culture Education Policy white paper.
