The concept of disaster management of cultural heritage is not clearly established and the range and type of it is not organized yet. Also, there is an ever-present danger in the field control because there is no system that can provide safety of cultural heritage from various dangerous factors. Concretely, institutionally, the regulation of disaster management of cultural heritage remains limited and there are not enough reasonableness in installation and management of fire-fighting equipment and safety equipment. Also, we need to take an action to secure the safety of cultural heritage from its surroundings. In this research, we setup the concept, type and criteria for disaster management of cultural heritage to overcome limitations and problems of management of cultural heritage. In addition, in order to raise the level of disaster management of cultural heritage, this research proposes direction to reinforce the disaster management of cultural heritage by investigating and analyzing consciousness of security guards and fire-fighting officers.

본 연구는 우리나라와 국외(미국, 일본, 영국, 프랑스)의 문화재 안전관리 현황에 대하여 비교 검토하였다. 또한 문화재 안전관리 선진사례 집중분석을 통하여 국내 문화재 안전관리 수용성 및 발전방안을 제시하고자 한다.

본 연구는 국보, 보물로 지정된 중요목조문화재 159개소 중 궁궐목조문화재 17개소에 대하여 안전관리 실태조사를 실시하였다. 조사내용은 안전관리 인적요소, 주변환경적 요소, 시설적 요소, 관리적요소이며 이를 바탕으로 궁궐목조문화재 안전관리의 전반적인 현황을 검토하였다. 또한 화재 등의 재난 발생 시 신속한 초기 대응부터 진압활동까지 종합적인 안전관리대책 수립 및 궁궐목조문화재의 피해 최소화를 위한 기초 자료를 제시하고자 한다.

본 연구에서는 전국에 분포되어 있는 국가지정 중요목조문화재 159개소를 관리하고 있는 안전관리자(안전경비인력)의 제도 및 현황을 파악하였다. 또한 실태조사를 통하여 문화재 안전관리자의 업무, 배치, 운영형황 등을 분석하고 이에 따른 문제점을 도출하였다. 이를 통하여 중요목조문화재 안전관리자에 대한 업무 및 운영에 대한 개선방안을 제시하고자 한다.

본 연구에서는 2005년 양양산불에 의한 낙산사화재. 2008년 국보1호 숭례문 방화사건 등 건조물 문화재의 재난 및 안전관리에 관한 실태조사를 실시하였다. 조사 대상은 건조물문화재 중에서도 국가지정 중요 목조문화재를 158개소를 대상으로 실시하였고, 조사내용은 건조문화재의 지정구분, 인적 및 안전관리적 요소, 주변환경적 요소, 시설적요소로 나누어 실시하였다. 이를 토대로 건조물문화재의 재난관리 문제점과 개선방안을 제시하였다.

Cultural properties should be protected more than other facility because of its symbolization of a nation's historic and conservative value. So proper and effective actions for the management of our legacies is necessary. On this study, we'll research cases of cultural properties fires and manage to show the safety system of legacy and analyze problems of the system so that we can result in improvements for the safety of our treasures. This study is not to include almost all kind of cultural assets but only confined in a category of wooden materials, so there's limit of this study. And we should consider fires of tangible cultural properties, souvenirs and folk materials later period.

Purpose: This paper aims to clarify the problems and to examine the improvement methods by investigating the management condition of local-designated cultural property of which management is relatively poor in comparison with state-designated cultural heritage. Method: In order to grasp the management situation of the local-designated cultural heritage, a research on cultural heritage management situation and problems will be carried out with 35 cultual heritages in Goryeong-gun. Also, the improvement methods about the property type vulnerability on the basis of interview with cultual property managers, fire-fighting officers and civil servants, etc. Results: Local cultural heritages were investigated to be very vulnerable to the fire of wooden buildings, the theft of movable cultural heritages, and the effects of wind and water damage. It is because cultural heritages are scattered over wide areas fundamentally. As the result, it has difficulty in the patrols of police officers and fire fighters, and in the situation that it lacks disaster monitoring and CCTV for countermeasures to replace them, electronic security including fire hydrant, sensors, etc and fire extinguishing facilities and so on. It is difficult for local governments managing local-designated cultural heritages to enhance their management systems directly due to their lack of budget and manpower. Conclusion: In order to strengthen disaster and safety management system for the cultural heritages designated by local governments, they have to clarify disaster countermeasure task of fire fighting, police, and cultural heritage managers prepare their manuals, and systematize them through disaster drill mainly in local autonomous governments. Also, so as to establish a surveillance system every day, they have to enhance the community for local cultural heritage manage consisting of local volunteer fire departments, local voluntary disaster prevention organizations, volunteers, etc.

7만 과천시민의 편익과 복리증진을 위해 체육 문화시설 등을 관리 운영하고 있는 '과천시설관리공단'은 지방 공기업의 모범이자 표상(表象)으로 유명하다. 이곳이 전국적으로 주목을 받는 가장 큰 이유는 '시민과 임직원의 안전'을 경영방침의 최우선으로 내세우고, 빈틈없는 안전관리를 펼쳐 왔기 때문이다. 이런 안전경영의 중심에는 이성재 이사장이 있다. 이 이사장은 2006년 취임 당시부터 고객 및 직원의 행복과 안전을 먼저 생각하는 '서번트 리더십'을 강력히 추진해왔다. 그 결과 안전보건에 대한 높은 공적을 인정받아 올해 산업안전보건강조주간 기념식에서 영예의 대통령표창을 수상했다. 안전경영으로 행복도시 과천을 만들어가고 있는 이성재 이사장을 만나 그만의 신념 등을 들어봤다.

2008년 숭례문 화재 이후 국가지정 중요목조문화재에 소화전, 방수총, 감지기, CCTV, 자동화 재탐지설비 등 수많은 방재시설이 설치되었다. 그러나 설치 및 관리에 대한 기준이 없어 안전관리에 많은 문제점이 나타나고 있다. 또한 문화재의 특수성을 고려한 별도의 법률이 아닌 소방시설설치 및 유지관리에 관한 법률에서 특정소방대상물로 분류되어 소방법의 적용을 받고 있는 현실이다. 따라서 본 연구에서는 전국에 위치한 159개 국가지정 중요목조문화재 현장조사를 통하여 방재시설 실태를 알아보고 소방시설 설치 및 관리기준 마련의 필요성을 알아보고자 한다.
