After reviewing the life cycle of design industry clusters in Euljiro and Hongdae Area in Seoul, this study compares these two clusters with respect of diverse dimensions of creative industry cluster such as agglomeration economy, spin-off activities and institutional environments. Research methodology includes the analysis of ?Seoul Business Statistics? and the in-depth interviews with 14 professional designers. The result shows that design industry cluster in Euljiro is close to the traditional industry cluster mainly dependent on printing industry with very limited impact on urban economy, while Hongdae Area develops creative industry cluster by virtue of university spin-offs, art markets, hybrid cultural consumption spaces and the active participation of designers contributing to urban economy in diverse ways. • Recently, many cities and regions of the world attempt to promote cultural and arts activities in order to vitalize regional economies and strengthen local identity. Some old industrial cities of the advanced economies in particular often introduce cultural and arts activities in renovating obsolete urban infra-structure, revitalize urban economy, clean polluted urban environment, and advertise various development projects. A small Canadian city, Stratford, Ontario, has shown a spectacular success in such efforts. By hosting Shakespearian festivals every year since 1953, the theatre company, the Shakespearian Festival of Canada in Stratford, sells about 600 thousands tickets, attracting 2 million visitors to the area. With the festivals, the city became able to host a large cultural cluster composed of the theatre company, chef school, summer music festival, and Chicago Associates. The city has also able to maintain one of the most competent theatre companies in the North America.

  • Culture and art are emerging as main components in the creative economy to enhance the competitiveness of urban centres in the global market by nurturing cultural or artistic industries. A range of research exists which investigates the role of artists and art museums in the process of urban regeneration in Northern American and Western European countries. Yet research into the geography of at galleries acting as an intermediary between art works and cultural consumers remain rare. Empirical research on gentrification and urban regeneration and their connection with spaces for cultural consumption in Asian cities is even less common. The aim of this paper is to show the rise and decline of art galleries in Seoul and the way that this reflects urban development process, historically specific conditions and the characteristics of artists' communities. The background of the locational agglomeration of an galleries is examined in connection with the human ecology of artists, art business and its implication for the global market. The location of art galleries in Seoul seems to be affected by commercial art business and public policy, rather than by artists communities embedded in local areas. The location dynamics of art gallery clusters in Seoul is examined in the context of rent increases, changes of consumers' taste and fluctuating market cycles.

Cluster policies that focus on industrial specialization, networking, value chains, and industrial ecosystems have shown some problems and limits in advanced industrial economies. The innovation district, suitable for the era of urban innovation, convergence of industry, housing, leisure, and related variety, emphasizes cooperation through the convergence of various innovations, workshops and industries, and communities. It is important to build a quintuple helix based on cooperative governance through public-private partnerships, integrate the physical and cultural atmosphere, and service industries that strengthen the place prestige. Beyond the industrial aspect, innovation districts can facilitate changes in urban amenities and lifestyles and creative atmosphere, such as diversity, lifestyle, charms, and openness, and promote social vitality and economic interactions. Through the innovation policy, the existing Central Business Districts (CBD) can be able to be transformed into a Central Lifestyle Districts (CLD).
