Korea received foreign aid for science education in 1960-70, now, Korea is one of the most advanced countries in the world and provides not only official development assistance through government grants or ODA but also private aids through voluntary services to less developed countries. Korean science teachers have been offering voluntary services in Timor-Leste since 2004, starting on personal level and now by through the Korean Science Teachers Association. This study aims to describe the voluntary activity by Korean science teachers in Timor-Leste, to analyze the conflict points revealed in the activity, and to search the meaning of the activity in respect of science education. This study used methods like document analysis, interview of the participants, participants' observation, a case study, and member check. This activity has involved various conflicts in finance, curriculum, pedagogy, educational instrument, environment, language, chronological issues, and perceptions. This activity was not a one-sided offer of aid, but an opportunity for personal development and self-reflection, and a basis for discussion on science education. There are many difficulties in this work, which is carried out at the teachers' own expense. More concern should be paid on this volunteer service from educational institutions and academic world.

Regardless of which country, all public libraries need facilities, collections, and funds. But how well the library system succeeds depends on the staff committed to providing the highest possible level of service to the community. The public library, therefore, should employ the appropriate number of full-time staff. In order to warrant such a work force, this study analyzed the juridical justification, logical validity, realistic fitness, and usefulness of current legal and recommended staffing standards. This study also suggested the revisions of total space of buildings and collection size as crucial variables for library staffing, division of legal service populations, basic staffing level, and additional staff in proportion to service populations for public libraries in Korea.

This study targeted volunteers to identify the variables that affect the attitude for participating in the volunteer activities going forth, and their effect. The independent are consisted of personal characteristic variables, participation related variables, management process variables. As for the dependent variables, they included the will to participate continually and degree of participation. The major findings are as follows : First, volunteer work agency try to activate housewives' participants. Second, the volunteer work agency need to improve and develop the programs which are consisted of more 3-hours per participation and three times per month. Third, so the motivations are the most important variables affect the sustainability, volunteer programs must be established to realize effective experience learning and social participation. Forth, a systematic management for the volunteer programs must be established to activate more participation.

Nowadays, librarians try to provide equal services and effective facilities to people with disabilities. According to this context, the current and prospective librarians should have a wide range of knowledges and skills that can identify and understand their patron's needs and information seeking behaviors through disability issues education. This study aims at presenting the advanced directions of the LIS education in order to enhance a librarian's experience and strengthen his/her hand on library services for people with disabilities. The result of the study suggests some directions on disability issues in LIS education in the future.

Based on the comprehensive literature search and the sample library surveys, some observations are made on the impact of online information technologies for reference services. Various issues specifically with OPAC, CD-ROM, remote database access, and internet environment are overviewed as the source of and trigger for change in reference librarianship and in terms of expectations as well as difficulties. The paper then focuses on how these technologies influence on the roles of reference librarians as intermediaries in information providing, instructing, consulting, and evaluating functions. This leads to rethinking the conceptual basis of today's reference service and the competencies for reference librarians with new functions and responsibilities.

Recognizing user services as one of the most important and essential part in the public library, this study focuses on seeking for innovative ideas for the improvement of user services. Data analyses is based on the written survey submitted by public libraries throughout the nation. Questions related with user services are analyzed. and some influential factors in relation with the selection of superior libraries are compared with those of public libraries as a whole. Active library services for the users are revealed as the most important factor to be included in superior library group.

본 연구의 목적은 유사한 문화적 배경을 공유한 일본, 한국, 대만의 도서관학 교육을 비교하여 유사점과 상이점을 발견하고 그들의 배경이유를 찾아서 사회와 도서관학 교육의 관계를 밝히는 것이다. 비교의 대상이 된 교육기관은 4년제 대학(교)의 도서관학과로 일본의 다섯 대학교, 한국의 아홉 대학교, 대만의 네 대학교의 도서관학 교육을 비교하였다. 연구가 증명하려고 시도한 가설은, 1. 일본, 한국, 대만은 유사한 문화적 배경을 공유하는 한편, 미국의 도서관학 교육을 받아들였으므로, 세 나라의 도서관학 교육에는 유사점들이 있을 것이다. 2. 상이점들이 있다면, 그것들은 각 국의 특성을 반영할 것이다. 3. 세 나라의 도서관학 교육에 유사점들이 있다면 도서관학 교육의 경향, 문제점들 및 전망도 비슷할 것이다. 가설의 증명을 위하여 교육의 목적, 교수진, 남$\cdot$여학생의 비율, 입학시의 학생들의 학력수준, 교과과정, 과정수료에 요구되는 특수조건, 교과서, 연구, 학과 도서실 및 시설, 학과와 도서관과의 협력관계, 정보학 교과목, 사회가 요구하는 도서관 봉사 및 그에 대응하는 도서관학 교육의 청도, 교육의 경향, 문제점 및 장래 그리고 학과 졸업생들의 도서관 취업률 등을 비교하였다. 비교의 결과 가설을 타당한 것으로 받아들일 수 있었다. 결론에 대한 설명과 아울러 도서관학 교육의 방향을 제언하였다. 1. 미국의 도서관학 교육이 근거로 한 이론적인 배경 및 개념을 재검토하여 적합한 것은 받아들이고, 필요한 경우에는 변형하여 적용하도록 노력해야 한다. 미국과 다른 나라의 실제 도서관 업무 및 봉사에 대한 이해를 토대로 하여 사서와 교육자가 함께 자국의 상황에 적합한 고유한 도서관학을 정립하여야 한다. 2. 도서관 이용 및 봉사에 보다 관심을 기울이고 바람직한 개념을 홍보하고 그것에 호응하는 환경을 만들기 위하여 노력해야 한다. 미래의 사서인 학생들을 이용자에게 접근하여 그들을 가르칠 수 있고 도서관을 이용하도록 유도할 수 있게끔 교육을 시켜야 할 것이다. 3. 미국 이외의 나라에서 실시되는 교육제도에도 관심을 가져야 할 것이다. 4. 도서관 및 도서관학 교육에 정부의 적극적인 지원이 필요하다. 다른 전문직과 같은 대우를 받으려면, 국가고시제도가 도입되어야 할 것이다. 5. 도서관협회가 도서관학 교육에 보다 적극적으로 참여해야 한다. 사서 자격증을 관할하는 단체가 될 수도 있고 교육의 내용에도 관여할 수 있다. 6. 도서관학과와 도서관과의 협력관계가 보다 강화되어야 하며, 도서관현장을 토대로 한 연구활동이 필요하다. 진정한 의미의 문제 해결을 위한 연구활동이 없이 이론적, 실제적인 발전을 기대할 수 없다. 7. 대학(교) 도서관 및 특수도서관의 사서를 위한 전문교육은 대학원 수준에서 제공되고, 학부의 도서관학 교육은 학교도서관 및 공공도서관의 사서를 위한 교육으로 전문화되어야 한다. 8. 도서관학의 교육자들이 모여 문제를 토론하고 해결책을 모색할 수 있는 기회가 제공되어야 하며, 세 나라가 공동의 경험을 나누고 문제를 함께 해결할 수 있는 공식적인 회의나 학회의 구성이 필요하다.

One of the current issues in Workers' Compensation Insurance is about the coverage range. Korea uses the definition of worker under the Labor Standards Act in Workers' Compensation Act and solved the problems associated with the coverage range of insurance group by the exceptional clause only for the groups which was raised about the need for the social protection. The purpose of this paper is to draw implications for solving problems which are associated with the coverage range of insurance group by reviewing the German literature. We focus on volunteers and persons in special types of employment. German government supports the activity of volunteers by providing with the protection service against the accidents. This paper shows how the coverage range is extended from the dependent employees in the introduction of the Workers' Compensation Insurance to the people who need social protection focusing on the volunteers. The implications of this research are following. First, German system shows that Workers' Compensation Insurance can be extended to the groups which do not belong to the dependent employee but are worthy of protection. Second, it is necessary to provide volunteers in the social welfare system with the protection service against the accidents and the statutory accident scheme is recommendable to use. Third, volunteers in the social welfare system need to be compulsory insured. Fourth, Korea should find their own way in solving problems associated with persons in special types of employment.

Sejong City Library information services and programs proposed in this study are proposed by combining cases of local representative libraries and overseas libraries. As a feature of the proposal, first, various information services that can be provided by the Sejong City Library are proposed by area, by user, by data type, by media, by partner institution, etc. Second, by reinforcing user programs for each life cycle, various reading programs by age and interest, such as reading discussion, reading experience, and reading events, are provided. Reinforce user-based programs that reflect the characteristics of Sejong City's population, such as adult, child, and family programs. Third, secure and utilize maker space space. Fourth, the reading program developed by the Sejong City Library is promoted and shared in cooperation with local libraries. Fifth, induce participation of local residents in Sejong City, volunteer activities and talent donation. Sixth, propose library information services using library websites and social media, and develop channels for mutual cooperation with users.

The purpose of this paper is to design a model of integrated OPAC called as EconRef. This model not only provides users of libraries with systematic, rapid information service, but also supports librarians to do their tasks effectively. The designed model is constructed based on two operating systems such as REGIS system and The Book House and is developed by using KPWin++ is an expert system shell which combines hypertext and expert system functions. The designed system consists of six modules ; three reference expert systems for document sources, experts and statistical sources; OPAC ; external database ; user's guide. For the evaluation of the designed system, performance of EconRef system is compared with that of the naive and expert reference librarians. And also the features of the system are compared with those of REGIS systems. The tests comparing BconRef system searching with librarians searching have shown that EconRef system is at least as good as searching with expert librarians and much superior to searching with naive librarians.
