최근 정부(정보통신부)는 사이버 아파트를 포함하여 초고속 정보통신망을 2005년까지 구축하여 각 가정당 10Mbps의 고속 정보통신서비스를 실현한다는 계획을 발표하고, 초고속 정보통신을 활성화하므로 정보통신 선진국 진입을 위하여 "초고속 정보통신 건물 인증제도"를 발표, 현재 시행하고 있다. (1999.7 제정발표) 그러나 시행 과정에서 아파트 중앙 관리실에 있는 MDF 이후의 광케이블과 기타 공사는 건설회사에서 시공하고 중앙 관리실 MDF 이전의 광케이블 공사와 중앙관리실 LAN시설 등의 공사는 통신 전문업체로 하여금, 입주자 별도 부담금으로 시공하고 있다. (컨소시엄구성) 최근 아파트 분양열기 고조로 건설회사 마다 "초고속 정보통신아파트"인증 1등급이라고 선전 및 분양광고 중인데 실제는 "1등급"이 아니고 "2등급" 또는 "3등급"인 경우가 있어, 정부가 목표하는 각 가정당 10Mbps, 개인당 2Mbps 고속정보통신 서비스는 실현성 문제점이 있다. 정부의 인증심사 기준에 중앙관리실 장비 등에 대한 것은 심사기준에 누락되어 있고 또 사생활 정보보호를 위한 대응기술, 시스템 준비 정도까지 포함하여 종합적으로 평가한 뒤 인증을 부여하여야 한다는 것이 본인의 연구 초점이다. 사이버 아파트란 광통신을 주축으로 영상과 음성, 데이터를 자유 자재로 전송 처리하는 초고속 정보통신망을 이용하는 것으로 LAN 장비를 이용하여 각 세대간 통신은 물론 누구나 인터넷을 사용할 수 있는 기능이 있는 설계된 아파트를 말한다. 사이버 아파트의 네트워크에는 금융, 홈쇼핑, 예약, 지역정보, 관공서, 의료서비스, 레저 생활정보 등 차별화된 콘텐츠 확보가 필요하다. 본 연구의 핵심은 사이버 아파트의 현 실태와 문제점, 정부의 인증심사 기준의 미비점과 문제점, 사이버 아파트의 기능, 구성요소, 시스템 구축, 서버활용도, 장비들에 관한 것과 그리고 정부의 사이버 아파트 육성정책, 정보보호 대책과 관련업체들의 동향 등을 연구하여 요약 정리하였다.

As the demand of sea leisure increases recently, interest is converged sea safety and offer of quick and systematic information according to weather environment that change rapidly. Use of Electronic Navigational Chart(ENC) in the sea in offer of geography information through Mobile terminal was gone to level that run in PDA environment in domestic by bulky good physician data information and complicated processing way of island in the sea expression in sea, and is loaded in obligatory sailing equipment of ship yet and is used. In this paper, we develop server system that take charge index for offer of quick information through Restrictive resource management and Caching Technique, image conversion and database construction and fast search to service various marine leisure informations of Weather Data and so on and image information of ENC in the sea to Mobile portable phone terminal efficiently.

Securing safety in the maritime danger zone around the launch site before a launch is a fundamental requirement. If maritime safety is not ensured, the launch is halted or postponed. However, challenges have arisen in the process of securing public safety at sea due to factors such as the increasing population engaged in water leisure activities. These challenges include unauthorized entry of vessels into controlled areas, unauthorized access by water leisure activity participants, and non-compliance with regulations. In this paper, we employed the Delphi/Analytic Hierarchy Process to survey 22 experts, including professionals in launch vehicle development and launch site operation, to identify 10 factors posing threats to maritime public safety. Additionally, we identified five issues that need improvement for ensuring maritime safety. This study verified the consistency of expert opinions and conducted an analysis of importance and prioritization, objectively confirming the necessity for amendments to relevant laws or the enactment of new laws concerning the establishment and control of danger zones around launch sites.

In the coastal area, many kind of vessels are operating and exposed to the various marine accidents. In particular, small-size vessels, which are not equipped with the safety equipment, are in the defenceless state to the marine accidents such as the accident according to vessel's own state caused by the diverse reasons and the collision with the neighborhood vessels and objectives. So it is necessary to resolve these situations through the inexpensive equipment. This paper implements the function that can detect vessel's own motion using Smart Phone. if the motion is over the threshold value assigned, this function decides that the current situation is dangerous for this vessel. So this function informs Smart Phone's ower in the vessel and the control center of this situation. This function can be applied to small-size vessels, such as fishing boating, passenger ship, and leasure boat, which have few the safety equipments, and then improve vessel's safety navigation.

Recently, due to the increment of national income and the living standard of citizens, the leasure business has been dramatically expanded. Among the business, inland water activities such as cruise tour or water taxi have drawn attention from the people. As more people come for a new pleasure, the frequency and the number of services continues to rise yet the safety of people values less recently. In fact, the number of relating accidents also has risen accordingly. In order to prevent such accidents in inland waters, the vessels' real time voyage data, the advanced warning system and the emergency rescuing system are required. In this paper, we have developed navigation guiding application for safety of passengers and vessels in inland waters. Navigation guiding applications not only provide Inland Electronic Navigational Chart(IENC) and vessel information but also allows communication between traffic service center and nearby vessels in case of an emergency situation. In order to implement Navigation guiding applications, developing Inland Electronic Navigational Chart was inevitable. Therefore, IENC of Han River, has developed based on measuring the water depth using multi-beam echo sounder system.

Elastic deformation and fatigue damage can cause the permanent deformation of a kart's frame during turning, affecting the kart's driving performance. A kart's frame does not contain any suspension or differential devices and, therefore, the dynamic behavior caused by torsional deformation when driving along a curve can strongly affect these two kinds of deformations. To analyze the dynamic behavior of a kart along a curved section, the GPS trajectory of the kart is obtained and the torsional stress acting on the kart-frame is measured in real time. The mechanical properties of leisure and racing karts are investigated by analyzing their material properties and conducting a tensile test. The torsional stress concentration and frame distortion are investigated through a stress analysis of the frame on the basis of the obtained results. Leisure and racing karts are tested in each driving condition using driving analysis equipment. The behavior of a kart when being driven along a curved section is investigated through this test. Because load movement occurs owing to centrifugal force when driving along a curve, torsional stress acts on the kart's steel frame. In the case of a leisure kart, the maximum torsional stress derived from the torsional fatigue limit was found to be 230 MPa, and the torsional fatigue limit coefficient was 0.65 when driving at a speed of 40 km/h. Furthermore, the driving elements during the cornering of a kart were measured based on an actual auto-test after installing a driving measurement system, and the driving behavior of the kart was analyzed by measuring its vertical displacement.

The domestic maritime environment shows higher frequency of maritime accidents amidst greater traffic volume arising from increasing international seaborne trade and maritime leisure activities. To reduce such maritime accidents, there exist various kinds of safety navigation devices in the ship bridge aimed to mitigate burdens of navigators and support their accurate decision making. Amongst is the AIS considered very important, which is an automatic tracking system to assist understanding of the circumstances in the vicinity by receiving information of other ships and also sending its own; where the information contains errors initially, however, such wrong information is periodically transmitted, accordingly giving rise to hindrance sometimes in decision making by shore operators or ship navigators at sea. This study is to propose the error data and field management algorithm using fuzzy theory toward improving reliability and accuracy in ship related information received from AIS.

This study was to consider the development strategy of Jeju Marine leisure equipment industry for facilitating marine leisure tourism industry. For achieving this goal, the case studies related to domestic & foreign marine leisure equipment industry, interviews of marine leisure equipment company, the contents of specialist consultation meeting were used in this study. The strategies for promoting were suggested in progress that step 1 was the expansion of maintenance infrastructure as of a port of call, step 2 was the establishing of marie leisure tourism image, step 3 was the integration of marine leisure equipment industry. More specific suggestions were followed. As an aspect of infrastructure, the expansion of management of marine leisure equipment such as yacht, development of marina having similar image of Jeju were suggested. As an aspect of law/institution, the development of financial support system on the marine leisure equipment, promotion of establishment of professional education institutions were suggested. As an aspect of contents/programs, the hosting the exhibition of marine leisure used equipment of international trade, the development of environmental-friendly program associated with cruise were suggested, Finally, as an aspect of promotion/marketing, the promotions linked with drama & movie industry, the strategy of improvement of negative image to the yacht industry were suggested.

알루미늄 합금은 경량성과 우수한 가공성, 내식성 등의 특성을 지니고 있고 구리나 아연, 마그네슘, 실리콘 등과 쉽게 합금화 가능하다. 또한 알루미늄과 그 합금은 자동차, 항공기, 건축물, 레저 그리고 가전용품의 재료로도 널리 사용되고 있다. 특히 Al에 Si을 소량 첨가하게 되면 내식성과 반사율이 향상되는 것으로 알려져 있다. 본 연구에서는 마그네트론 스퍼터링으로 Al, Al-Si 박막을 코팅하여 박막의 미세구조와 가시광선의 반사율을 관찰하였다. 시편은 Si wafer를 사용하였으며 알코올과 아세톤으로 각각 10분간 초음파 세척한 후 진공장비에 장착하여 Ar 분위기에서 glow discharge로 in-situ cleaning을 약 30분간 실시하였다. 시편청정이 끝나면 ~10-6 Torr 까지 진공배기를 실시하고 Ar 가스를 주입하여 2.5 mTorr로 진공도를 유지하면서 박막 코팅을 실시하였다. 기판-타겟의 거리는 12 cm로 고정 하였고 0.7, 1.5, 2.0 kW의 스퍼터링 파워와 외부 자기장의 변화에 따라 실험을 실시하였다. 순수한 Al 박막의 경우 외부 자기장 변화가 박막조직 변화에 영향을 주었으나 Si이 함유된 Al 합금 박막에서는 외부 자기장의 효과보다는 스퍼터링 전원의 세기가 박막 조직을 변화시키는 주된 공정변수였다. 박막의 반사율은 Si이 함유된 박막이 순수한 Al 박막보다 높았으며 스퍼터링 전원 세기가 증가할수록 반사율이 증가하는 경향성을 보였다. 이것은 Si을 Al에 첨가하여 스퍼터링 전원 세기를 최적화하는 것만으로도 치밀한 조직의 박막을 코팅할 수 있으며 높은 반사율을 갖는 박막을 코팅할 수 있음을 의미한다.
