A Study on GML Schema Definition and Translation of Electronic Navigational Chart (전자해도용 GML 스키마 정의 및 변환에 관한 연구)

  • S-57 is currently the IHO standard for the exchange of digital hydrographic data. S-57 is intended to support all types of hydrographic data. But, it has been used almost exclusively for encoding Electronic Navigational Charts(ENCs). In onder to meet this requirement, a new standard is being developed. GML will be the core encoding rule of IHO's new standard. but there has been no study that tried to develop the GML for ENC that are reconized as base map in the Marine GIS. If ENC is transformed into the form of GML, it may be widely used for more users and applications. This paper presents the application schema for translating ENC into GML and program.

  • The Group Digital Surveillance System for Fishery Safety and Security (GDSS-F2S) is to provide the target tracking information and the target identification information in order to secure an huge aquaculture farm-field from a thief. The two information, however, is not enough to indict the thief due to the lack of lawful evidences for the crime actions. To overcome this problem, we consider the target image information as one of solutions after discussion with the effective countermeasure tools for the crime actions with scenario-based analysis according to the geological feature of aquaculture farm-field. To capture the real-time image for the trespassing targets in the aquaculture farm-field area, we developed the image capture system which is consists of ultra sensitive CCD(Charge-Coupled Device) camera with 0.0001 Lux and supplementary devices. As results from the field tests for GDSS-F2S with image capture system, the high definite images of the vehicle number plate and shape, person's actions and features are obtainable not only day time but also very dark night without moon light. Thus it is cleary known that the improved GDSS-F2S with image capture system can provide much enough lawful evidences for the crime actions of targets.

  • The welding has a high proportion of the production and drying of ships or offshore plants. Non-destructive testing is carried out to verify the quality of welds in Korea, radiography test (RT) is mainly used. Currently, most shipyards adopt analog-type techniques to print the films through the shoot of welding parts. Therefore, the time required from radiography test to pass or fail judgment is long and complex, and is being manually carried out by qualified inspectors. To improve this problem, this paper covers a platform for scanning and digitalizing RT films occurring in shipyards with high resolution, accumulating them in management servers, and applying artificial intelligence (AI) technology to detect welding defects. To do this, we describe the process of designing and developing RT film scanning equipment, welding inspection information integrated management platform, fault reading algorithms, visualization software, and testing and verification of each developed element in conjunction.

  • This paper treats optimal route safety assessment system at seaway based on weather forecasting data through INMARSAT. Since early times, captain have been sailing to select the optimum route considering the weather, ship loading status condition and operational scheduling empirically. However, it is rare to find digitalized onboard route support system whereas weather facsimile or wave and swell chart are utilized for the officer, based on captain's experience. In this paper, optimal route safety assessment system which is composed of voyage efficiency and safety component is introduced. Optimum route minimized ETA(estimated time of arrival) and fuel consumption that shipping company. and captain are requiring to evaluate for efficient voyage considering speed loss and power increase based on wave added resistance of ship. In the view point of safety, seakeeping prediction is performed based on 3 dimensional panel method Basically, the weather forecast is assumed to be prepared previously in order to operate this system.

  • In the reality that the fishing population is decreasing and the single-man fishing vessels is increasing, mandatory equipment for navigation and radio equipments for the safety of fishing boats has continued to be added. Therefore, many equipment such as navigation, communication and fishing are installed in the narrow steering room, so it is very confusing and a number of monitors are placed in the front, which is a factor that degrades the function of maritime observation. To solve this problem, we studied an interface that integrates and operates to major radio facilities such as very high frequency-digital selective calling equipment (VHF-DSC), automatic identification system (AIS) and fishing boat location transmission device (V-pass) into one multi function display (MFD) based on LAN. In addition, IEC61162-450 UDP packets and IEC61162 sentence were applied to exchange data through link between MFD and radio equipments, and additional messages needed for each equipment and function were defined. The integrated MFD monitor is easily operated by the menu method, and the performance of the interface was evaluated by checking the distress and emergency communication functions related to maritime safety and the message transmission status by equipment.

  • In this paper, the protograph-based block low density parity check (LDPC) code, which improves the performance and reduces the encoder/decoder complexity than the conventional Digital Video Broadcasting Satellite Second Generation (DVB-S2) LDPC code used for the marine satellite communication, is proposed. The computer simulation results verify that the proposed protograph-based LDPC code has the better performance in both the bit error rate (BER) and the frame error rate (FER) than the conventional DVB-S2 LDPC code. Furthermore, by analyzing the encoding and decoding computational complexity, we show that the protograph-based block LDPC code has the efficient encoder/decoder structure.

  • Electronic Navigational Charts(ENCs) are a database for the use of supporting the safety of navigation in marie voyage embedded within the navigational information in the Electronic Chart Display & Information System(ECDIS). Recently IMO made a decision on the mandatory equipment resolution of ECDIS for the international SOLAS vessels until 2018. With this regulation intention together the spontaneous uses from the wide range of marine applications are accelerating the increasing demand for ENCs at both of the navigational purpose and the non-navigational purpose. But there seems to be not enough guidelines or systematic approach for the service of the non navigational purpose. This paper deals with ENCs distribution issues. We present a integrated solution for the ENCs service of both user domains and also demonstrate the implemented results.

Development of a Boat Operator Computer Scoring System Based on LiDAR and WAVE (LiDAR 및 WAVE 기반 동력수상레저기구 조종면허 실기시험 전자시스템 개발)

  • Practical test items were analyzed to extend the existing scoring method for boat operator licenses to an electronic scoring method. We have attempted to digitize the method within the current practical test system scope and have developed an electronic scoring system using LiDAR sensors and WAVE communication. The results of the study are as follows; the first, the scoring data entered into the LiDAR and examiner score device on the boat were transferred from an integrated processing unit to a land control center through WAVE communication. The system was constructed and verified to store and manage examinee data. Second, when testing the meandering task, accurate distance measurement was achieved by using LiDAR instead of visually observing the stick (3 m), and an accurate distance was displayed through the examiner score device quickly. Finally, we confirmed that it is possible to smoothly transmit and process the WAVE communication used to transfer the score data acquired from the boat to the monitoring center at a high speed without loss.

  • 디지털 컨버전스와 유비쿼터스 시대의 시작은 디지털 미디어 기술의 발전과 방송 통신 사업의 컨버전스를 가속화 시켰으며, 그 결과로DMB, WCDHA, Wibro, IP-TV, HSDPA 등의 새로운 형태의 차세대 제품과 서비스들이 뉴미디어 매체의 핵심으로 등장하고 있다. 국내에서 방송 통신의 컨버전스의 빠른 진행은 세계 최초로 디지털 멀티미디어 방송(DMB) 서비스 시작을 가능하게 하였다. DMB 서비스는 멀티미디어 서비스가 핵심이다. DMB 데이터 서비스인 Broadcasting Website Service(BWS)는 현재 지상파 DMB방송 사업자인 KBS, MBC, SBS, YTNDMB가 본방송 준비 막바지 단계이며, 삼성 전자와 LG전자를 비롯한 단말기 개발사들도 데이터 서비스를 위한 제품 출시에 서두르고 있는 등 DMB 산업의 활성화의 주역이 될 것으로 예상된다. DMB의 데이터 서비스는 뉴스, 날씨, 프로그램 정보 등의 단순 정보보기 수준에 그치지 않고, 리턴 채널을 이용한 양방향 서비스와, SMS, 전화걸기 등 휴대전화 단말의 고유기능과의 연계를 통한 다양한 서비스도 선보일 것이다. 더 나아가 향후 T-Commerce와 개인 광고 등 새로운 비즈니스 모델과 사업영역으로 확산시켜 나갈 수 있을 것이다. 그러나, 아직까지 DMB와 데이터 서비스는 초기단계로서, 표준 기술의 규격 작업, 이론적 논의들, 관련 사업자들의 비즈니스 준비 등에서 검토되어, 실제 사용자들을 대상으로한 연구 분석이 이루어 지지 않았다는 연구의 한계를 가지고 있다. 본격적으로 방송, 통신 컨버전스 데이터 서비스가 시작되면서, 사용자들에 초점을 맞춘 많은 연구가 이루어지길 바라며, 이러한 연구의 분석를 통해 또 다른 새로운 서비스와 비즈니스 기회의 창출을 기대해 본다.여 RD(Rate Distortion) 최적화 기반 모드 결정을 빨리 완료함으로써 고속 프레임간 모드 결정을 가능하게 한다. 제안된 방법은 프레임 간 모드 결정을 고속화함으로써 스케일러블 비디오 부호화기의 연산량과 복잡도를 최대 57%감소시킨다. 그러나 연산량 감소에 따른 비트율의 증가나 화질의 열화는 최대 1.74% 비트율 증가 및 0.08dB PSNR 감소로 무시할 정도로 작다., 반드시 이에 대한 검증이 필요함을 알 수 있었다. 현지관측에 비해 막대한 비용과 시간을 절약할 수 있는 위성영상해석방법을 이용한 방법은 해양수질파악이 가능할 것으로 판단되며, GIS를 이용하여 다양하고 복잡한 자료를 데이터베이스화함으로써 가시화하고, 이를 기초로 공간분석을 실시함으로써 환경요소별 공간분포에 대한 파악을 통해 수치모형실험을 이용한 각종 환경영향의 평가 및 예측을 위한 기초자료로 이용이 가능할 것으로 사료된다.염총량관리 기본계획 시 구축된 모형 매개변수를 바탕으로 분석을 수행하였다. 일차오차분석을 이용하여 수리매개변수와 수질매개변수의 수질항목별 상대적 기여도를 파악해 본 결과, 수리매개변수는 DO, BOD, 유기질소, 유기인 모든 항목에 일정 정도의 상대적 기여도를 가지고 있는 것을 알 수 있었다. 이로부터 수질 모형의 적용 시 수리 매개변수 또한 수질 매개변수의 추정 시와 같이 보다 세심한 주의를 기울여 추정할 필요가 있을 것으로 판단된다.변화와 기흉 발생과의 인과관계를 확인하고 좀 더 구체화하기 위한 연구가 필요할 것이다.게 이루어질 수 있을 것으로 기대된다.는 초과수익률이 상승하지만, 이후로는 감소하므로, 반전거래전략을 활용하는 경우 주식투자기간은 24개월이하의 중단기가 적합함을 발견하였다. 이상의 행태적 측면과 투자성과측면의 실증결과를 통하여 한국주식시장에

Effects of PSK Modulation Methods in Underwater Acoustic Communication (PSK 변조방식이 수중통신에 미치는 영향에 관한 연구)

  • In underwater wireless communication, needs for long distance communication using the high frequency are surpassing ones of short range communication by ultrasonic wave, and demands for transmitting and receiving various data such as voice or high resolution image data are increasing as well. In this work, we studied the effects on the real underwater communication depending on the difference of digital modulation methods. Simulation shows that only the performance of GMSK among many other PSK based modulation schemes(BPSK, QPSK, MSK, GMSK) is significant. Test condition simulates the oceanographic conditions along the 207-survey line, 15Km south of Busan and SNR is maintained 35dB or below. Simulated tests are composed of both transmitting image data($3{\times}10^5$ pixel, 4 bit per pixel) and voice communication($10^{-2}$BER, channel capacity of 1Kbps). Test results show that there are gain of about 7 seconds in transmission time in image transmission case, where channel capacity for BPSK, QPSK, and MSK and for GMSK were 65 Kbps and 45 Kbps, respectively and gain of about 8Km in distances in voice communication case.
