The advancement of information technology allows people to access information and knowledge resources without the limitation of time and location through Internet. Digital age will be created a lots of information and knowledge in digital form, and also converted printed documents in machine readable form. This study is intended to provide a theoretical framework of information and knowledge and their relationship, why and how government have to manage these resources and what problems will be solved for management, and strategies for management such as selection, preservation, distribution etc. in terms of macro level.

According to the increase of digital information, it comes to front to develop the policy about preservation of digital information, regarding it as national heritage. Especially, in recent years, KOREA has invested a lot of m to develop National Knowledge Database. So it is indispensable to preserve it permanently. This study categorizes knowledge information to 4 categories and suggests desirable direction for preservation policy and organization And design $\ulcorner$knowledge Creation$\cdot$Circulation$\cdot$Preservation system$\lrcorner$, which is expanded on current functional flow of Knowledge information.

A study of philosophy is a process that archive, reorganize and analyze the earlier works to discover new facts. Philosophy digital resources is necessary to research philosophy because they provide lots of electronic texts, philosophical information, forums, etc. In this paper, we introduce . our result of a research on philosophy digital resources existing in domestic or oversea web sites. We describe the problems which existing resources have and our solution to solve them. Also we provide a guideline to creating philosophy ontology based on topic maps which are data model of ontology. Our philosophy ontology defines hierarchy and associative relationships between philosophical knowledge and support retrieval and exploring of knowledge using semantic information.

The purpose of this study is to review the expanded role of authority files, which uses the Knowledge Organization System(KOS) to organize contents and manage the collections in digital libraries. The KOS plays a role as a bridge between the users' information needs and materials by providing links between catalogs and digital resources on the web and supporting retrieval of the relevant items. It is described how a KOS can be used to link a digital resource to related materials, to provide more descriptive records for entities, and access to relevant physical objects.

최근 들어 지식관리 시스템에 대한 관심이 고조되고 있다. 또한 축적된 지식자원의 효율적인 사용과 공유, 판매 등을 위해 필요한 것이 바로 지식관리시스템(Knowledge Management System)이다. 기업에게 있어서 지식자원은 또 다른 자산으로 평가 받고 있다. 외국의 경우 기업이 지닌 지식자원과 정보를 산술적인 자산으로 평가하는 시스템까지 시도하고 있다고 한다. 이 코너에서는 국내 KMS 시장 규모와 동향등에 대해 소개하고자 한다.

Effective resource management in the digital library should be implemented for the whole accessible sources on the network including multimedia one such as image files other than texts which focus on books. Contents management can be resource management of digital library in terms of wide scope, moreover, it\`s main function is to provide effectively tailor-made knowledge contents for users\` diversified objective of information usage. In this study, I examined main factors for more effective and advanced knowledge management including web resources under the current digital environment. First of all, I described closely several types of conceptualization and trails regarding more effective contents management and came up with advanced user-centered contents management system, i.e., user factors, intermediary factors, and finally service ones.

(1) 21세기 우리나라가 선진국에 진입하여 초일류 국가로 발돋움하기 위해서 반드시 해결해야 할 과제는 지식기반사회로의 성공적인 이행과 디지털 경제 시대에의 능동적인 대응임. (2) 지식기반사회 그리고 디지털 경제시대는 정보와 지식이 가치 창출과 경쟁력의 핵심 원천인 동시에 경제활동의 중심이 되며, 이러한 지식과 정보를 창출 획득, 활용 할 수 있도록 하기 위한 인적자원개발 관리가 국가 발전의 핵심 전략임. (3) 대다수 OECD 회원국에서는 이미 지난 세기말부터 지식기반사회로 이행하기 위한 국가 발전의 핵심 전략으로 인적자원개발 관리에 관심과 정책을 총집결하여 왔으며, 국가 차원의 교육개혁추진과 관련부처의 통폐합 등 인적자원개발 관리체제를 재구축 하였음. (4) 부존자원이 전무하여 사람에 의존할 수밖에 없는 우리나라도 다각적으로 인적자원개발 관리에 관심을 보이고, 정책을 펼쳐왔지만 아직 국가 차원의 인적자원개발 관리체제가 미흡하여 정책의 일관성이 결여되어 있을 뿐만 아니라 곳곳에 인적자원개발 관리의 비효율 비능률이 초래되고 있음.

In call centers where customers contact a firm's customer service without face-to-face interaction, customer service representatives (CSRs) determine its service competitiveness. In other words, a firm's service excellence relies on its CSRs. Drawing on the concept of agility from service and information technologies studies, this study conceptualizes customer response capability as a variable consisting of customer response expertise and customer response agility, and further verifies its effects on customer service performance. Moreover, this study examines whether a firm's digital and human knowledge resources are related to CSRs' customer response capability. To empirically test the proposed hypotheses, the partial least squares analysis is conducted with a total of 371 responses collected on CSRs from two insurance call centers. The findings indicate that a firm's digital and human knowledge resources enhance CSRs' customer response expertise and customer response agility, thereby increasing customer service performance. The results draw the conclusion that CSRs' customer response capability is a key antecedent of superior customer service.

경기활성화와 IT인프라 개선을 위해 마련한 '디지털 국력 강화대책'으로 추진중인 지식정보자원관리사업이 본격 착수된다. 정보통신부는 지난 2월 1일 올해 664억원을 투입, 과학기술.역사.교육학술분야 등의 자료 3천만건을 DB로 구축하고, 2600여명의 청년실업자에게 일자리를 제공하는 것 등을 내용으로 하는 '2005년도 지식정보자원관리사업 과제'를 확정.발표했다.
