The present thesis aims to analyze in consideration of recent changes in teaching environment in the universities the commercial digital contents and e-learning courses provided by the libraries, and to propose the ways to encourage university library service needed under the current situation. A survey of professors and students upon the quality of commercial digital contents service provided by the libraries in I University was made to measure its influence upon e-learning courses. The quality of commercial digital contents service provided by libraries was measured through Digital Library Service Quality Index (which will be referred as DL-SQL Model from here), which is used as a model to examine the Digital Library Service, with partial adjustments of 4 levels (information system service, digital books service, customer service quality, and customer community service) and 7 components (search possibility, an exclusive organization and interface, accessibility, digital books, customer support service, personalized service, and customer community). Among the library services in regard to digital contents, "customer service" and "customer community service" were analyzed to have stronger influence upon e-learning teaching and studying than quality-based service for "information system" and "digital books". Consequently, it is concluded that customized information service provided by the library for the professors who teach e-learning courses and their students is more influential to supporting e-learning courses than quantity pushing service through purchasing commercial digital contents, upon which the direction of digital contents policy to provide library services for e-learning courses should be based.

인터넷의 활성화로 멀티미디어 콘텐츠의 저작권 보호에 대한 필요성이 점차 증대되고 있다. 본 연구에서는 디지털 워터마킹 기술을 이용하여 사용자 레벨에 따라 차별화된 콘텐츠 서비스를 제공하여 저작권을 보호할 수 있는 새로운 기술을 연구하였다. 여기서는 유료 사용자와 무료 사용자의 두 계층으로 분리하여 서비스를 할 수 있도록 하였으며, 유료 사용자는 고품질의 서비스를 무료 사용자는 저품질의 콘텐츠나 가시적인 로고가 들어가 있는 콘텐츠를 서비스 받도록 차별화할 수 있다. 디지털 워터마킹 기술은 콘텐츠의 품질을 높일 수 있는 정보를 은닉하는 데 활용된다.

u-city의 구축에는 정보통신관련 전문가가 주도적으로 참여하고 있으며, u-city는 정보통신 인프라 설치, 도시정보관제센터 건립 및 시스템 구축 운영, 디지털 컨텐츠서비스 제공으로 구성된다. 디지털 컨텐츠의 주요구성요소는 서비스생활환경컨텐츠, 도시관리컨텐츠, 상거래컨텐츠로서 공공포탈서비스를 통해 지역 사회에 제공된다. 본고는 디지털 컨텐츠에 추가될 수 있는 컨텐츠로서 건설교통부와 한국토지공사에서 추진하고 있는 국토정보화사업의 개요와 장점을 소개하고 u-city와 연계하며, 향후 u-city의 구축에서 도시계획가 참여의 필요성을 제시한다.

방송과 통신의 융합, 방송서비스의 다양화와 더불어 방송의 디지털화는 기존의 아날로그 방식에 비해 고화질 및 고음질의 방송 서비스 제공 및 타 매체와의 호환성 그리고 다양한 부가 서비스의 제공 등에 있어서 많은 이전을 제공할 수 있다. 또한, 디지털방송 방식은 기존 아날로그 방식의 이동수신 문제점을 해결하고자 디지털 오디오 방송(DAB: Digital Audio Broadcasting)에 멀티미디어 서비스를 .제공하는 디지털 멀티미디어 방송(DMB: Digital Multimedia Broadcasting)을 제안하였다. 지상파 DMB 방송은 유럽의 Eureka-147 방식의 DAB를 기반으로 하며 디지털 라디오방송과 함께 오디오 외에도 다양한 멀티미디어를 전송하고, 콘텐츠에 대화형 기능을 포함하는 서비스 형태를 목표로 하고 있다. 현재 지상파 DMB 서비스에서는 기본적인 AV 서비스를 위해 비디오는 AVC, 오디오는 BSAC에 대해 규정하고 있다. 또한 AV 규격 외에 대화형 서비스를 제공하기 위한 보조 데이터로서 장면기술 데이터와 그래픽 데이터를 지원하고 있다. 따라서 본 논문에서는 지상파 DMB를 이용한 대화형 서비스를 제공하기 위해 요구되는 초기 객체 정보, 객체 정보, 장면 구성 정보를 바이너리 형태로 생성해 주는 MPEG-4 바이너리 컨버터를 설계하고 구현하였다.

To develop a policy for effective and efficient information services, it is necessary to perform studies that reflect multi-dimensional perspectives of various groups. For this, a literature review on the information service policies of other national digital libraries, focus group interviews of professionals from related fields, and a survey of library users and librarians are needed. This study is based on a survey that asks library users and librarians for their opinions regarding the NDL as a part of research projects to develop the NDL information service policy.

As Information Technology has developed, digital library has an opportunity to change the paradigm of role of library to adjust in digital environment. Digital library has promote information services with digitization of materials. In library fare use is allowed to the public for information services. However, digital copy and transmission is simple in digital environment, to balance between owner and user is not easy but important things. Therefor, current copyright act is revised to adjust these environment but the act restrict the users'accessing digital library through interned, not complied with the motive of revision. Moreover, proposed act which is proposed to facilitate digital library services also extremely limits information services. In this monograph, I will review the copyright act related library and seek for the improved means.

해양정보의 디지털화, e-Navigation 개념의 해양서비스 개발, 차세대 전자해도 도입, 자율운항선박 기술 개발 등 해양 분야의 주요 이슈에 대응하여 핵심 항해안전지원 시설인 항로표지 역할 변화가 요구되고 있다. 특히 국제항로표협회(IALA)의 해양자원명(MRN) 지침과 항로표지 정보교환 표준(S-201) 개발을 통해 항로표지 정보의 디지털화와 정보 서비스화를 강조하고 있으며, e-Navigation 개념의 해양 서비스 개발을 논의 중이다. 본 연구에서는 현행 항로표지 정보시스템 현황을 분석하고, 국가 연구개발 사업으로 추진 중인 스마트 항로표지 및 정보협력 시스템의 구조를 분석하였다. 또한 항로표지 기본 및 수집정보를 이용한 항로표지 정보 서비스 종류를 식별하고 서비스 운영개념을 제안하였다. 본 연구에서 제안하는 항로표지 정보 서비스 운영개념에 따라 항로표지 정보 서비스 센터 구축 및 국제 정보표준 개발 활동이 추진되어야 할 것으로 사료 된다.

정보통신의 발전으로 디지털 콘텐츠에 대한 서비스 방식이 위치정보를 가지고 서비스하는 URL(Uniform Resource Locator)방식의 문제점과 기존의 물리적인 저작물이 디지털 콘텐츠로 전환되면서 기존의 식별자로는 디지털 콘텐츠의 특성을 충족시키는 식별이 미흡하고 한계가 있다. 또한, 학술지 위주의 식별자는 연구가 활발하나 비학술지에 대한 식별자 연구는 부족한 실정이다. 따라서, 해외 주요 디지털 콘텐츠 서비스기관의 식별체계 활용사례를 분석하고 그 결과를 토대로 한국과학기술정보연구원(KISTI) 고유 식별자인 KOI(Kisti Object Identifier)를 개발하였다.

인터넷의 급속한 확산과 전세계 통신서비스의 확장으로 인해 세계는 정보의 공유와 다양한 삶의 변화를 가져오고 있다. 교통수단의 발달로 전세계가 일일생활권에 접어들었다면 인터넷과 통신수단의 발전으로 인해 세계는 동일문화권을 형성하고 있다. 주체할 수 없이 수많은 정보와 서비스속에서 사고 있지만, 아직도 좀더 편리하고 안전한 정보의 공유와 윤택한 삶을 영유하기 위한 많은 문제점이 있으며, 이러한 발전 속에서 더 많은 문제점들이 나타나고 있는 것이 현실이다. 또한 이러한 문제점들을 해결하기 위한 다양한 해결책들이 쏟아져 나오고 있다. 본 고에서는다루게 될 내용은 전체적인 공개키 기반구조를 살펴보고 이를 디지털 위성방송 한정 수신 시스템에 적용한다. 공개키 기반구조에 대해서는 인터넷에서 사용자를 인증하기 위한 X.509 인증서에 대해 살펴보고, 인증서를 이용한 서비스에 대해 살펴본다. 또한 최근 각 나라별 공개키 기반구조 표준안의 진행 상황을 알아보고 IETF PKIX 표준안으로서 공개키 관리 프로토콜, CRL CRL 확장, 인증서, 그리고 인증서 확장에 대해 살펴본다. 곧 실현될 디지털 위성방송의 유료화 서비스는 가입자 인증과 서비스에 대한 접근 통제가 가능해야 한다. 따라서 가입자에 대한 관리부분에 공개키 기반구조를 적용함으로써 가입자에 대한 인증과 서비스 및 접근 통제를 가능하게 한다.

The objective of this study was to promote the use of collaborative digital reference service by identifying factors that affect user satisfaction and developing improvement measures based on the findings. Data were collected via a questionnaire administered to the users of the "Ask a Librarian" service and a survey to analyze the frequency and patterns of usage of the service. The survey analyzed the associations among subjects' demographic characteristics, information seeking patterns, factors that influence user recognition, service satisfaction, and follow-up intentions via responses to the questionnaire. Rapidity answers in factors of service satisfaction is found that the high impact of positive (+). According to the result of statistical analysis, the priority of service improvement strategies of digital reference service were suggested.
