원격진료 홈네트워크 아파트 진료용 키오스크 모바일주치의 등으로 대표되는 U-헬스케어에 있어서 기초가 되는 것은 의료정보를 디지털화해서 전자적 자료의 형태로 저장 보관하고 이를 송 수신할 수 있는 기술이라고 할 수 있다. 우리나라의 경우, U-Korea 전략의 하나로 보건복지부가 주축이 되어 2005년 10월 현재 국가보건의료정보화계획(ISP)을 수립하기 위한 작업을 추진중에 있다. 여기서, 예컨대 임상병리검사소견이나 방사선촬영소견 등의 의료정보가 전자적 장치에 의해 디지털화 할 경우 디지털 의료정보가 되는 것이며, 이 가운데 특히 방사선촬영소견 등 방사선분야의 모든 촬영기록이 PACS시스템을 통해 기재되거나 저장 전송될 경우 이를 디지털 의료영상정보라고 할 수 있다. 그런데 오늘날 정보통신기술의 발달로 말미암아 디지털 의료영상정보를 포함한 디지털의료정보는 대량적으로 수집 저장되고 유통 내지 공동활용이 보편화되어 감에 따라 그 의료정보의 보호에 관한 문제가 중요한 이슈로 대두되고 있다. 결론적으로 말하자면, 이러한 디지털 의료영상정보가 전자의무기록(EMR) 형태로 저장 보관되는 경우 이는 전자의무기록에 관한 법률규정이 적용되어 법률적 보호를 받게 되며, 그 보호의 강도는 종래 오프라인 상의 의료정보 보호보다 한층 강화된 규정을 두고 있다. 이와 같은 흐름에 있어서 최근 정부가 국가보건의료정보화계획 수립과 함께 제정작업을 추진하고 있는 가칭 의료정보화촉진 및 개인정보보호에 관한 법률(안)은 시사점이 크다고 보기 때문에 소개하고자 한다.

The healthcare industry is a digital healthcare that combines technology based on the 4th Industrial Revolution, dealing with information on individual health and medical care, and is a fusion of health care services and medical science and technology. It is questionable whether digital healthcare according to the paradigm change can be discussed by the concept of medical practice under the existing Medical Act. There is no clear definition of the concept of medical practice in the Medical Service Act, but the concept is established through precedents. In addition, under the Medical Service Act, the subject of medical practice is limited to medical personnel. However, digital healthcare sometimes diagnoses and treats diseases using digital technology by medical personnel. On the other hand, what is possible by non-medical personnel is digital healthcare. This is because digital healthcare is understood as a concept that includes health care such as exercise, eating habits, and weight control. For this reason, if the concept of medical practice under the "Medical Act" on digital healthcare is included, it is subject to criminal punishment for "unlicensed medical practice" prescribed in Article 27 of the "Medical Act". In the health and medical industry, digital transformation and convergence with information and communication technology are rapidly progressing. As a result, there is a need to newly define it as 'digitalized medical practice' or 'information and communication technology (ICT)-based medical practice' separately from existing medical practices. The concept of medical practice has variability, not a fixed and invariable concept. However, in response to this demand, it is not an infinite expansion of the concept of medical practice, but a request to reset its scope. Therefore, the concept of medical practice should be legislated by reflecting the demand of consumers for the medical service system.

본 논문에서는 2024년 4월부터 과학기술정보통신부 재원으로 시작하는 "디지털트윈 융합 의료혁신선도" 사업 내용을 소개한다. 본 사업은 첨단 의료기기 클러스터를 운영 중인 강원도를 중심으로 국내 디지털 의료기기 개발 혁신을 위한 디지털트윈 활용 기반 구축을 목표로 하며, 이를 위해 ▲디지털트윈 통합 인프라 구축(디지털트윈 모델, 디지털트윈 연계 플랫폼), ▲시뮬레이션 검증 인프라 구축, ▲의료기기 디지털트윈 사업화를 세부 과제로 진행할 예정이다.

As the well-being mindset to keep our minds and bodies free and healthy more than anything else in the society we live in is spreading, the meaning of health care has become a key part of the 4th industrial revolution such as big data, IoT, AI, and block chain. The advancement of the advanced medical information service industry is being promoted by utilizing convergence technology. In digital healthcare, the development of intelligent information technology such as artificial intelligence, big data, and cloud is being promoted as a digital transformation of the traditional medical and healthcare industry. In addition, due to rapid development in the convergence of science and technology environment, various issues such as health, medical care, welfare, etc., have been gradually expanded due to social change. Therefore, in this study, first, the general meaning and current status of digital health care medical information is examined, and then, developmental tasks to activate digital health care medical information are analyzed and reviewed. The purpose of this article is to improve usability to fully pursue our human freedom.

This paper suggested that medical image database construction technique that generated and recognized from variable medical device and professional medical experts for the formalization and pattern extraction from informal medical images. And then we transformed informal image characteristics to digital data, and generated the meaningful pattern matching informations. Through this experienced works, so many related researchers can easily access the medical images database and use this formalized image informations on the variable fields.
