Developing Fire-Danger Rating Model (산림화재예측(山林火災豫測) Model의 개발(開發)을 위(爲)한 연구(硏究))

  • Korea has accomplished the afforestation of its forest land in the early 1980's. To meet the increasing demand for forest products and forest recreation, a development of scientific forest management system is needed as a whole. For this purpose the development of efficient forestfire management system is essential. In this context, the purpose of this study is to develop a theoretical foundation of forestfire danger rating system. In this study, it is hypothesized that the degree of forestfire risk is affected by Weather Factor and Man-Caused Risk Factor. (1) To accommodate the Weather Factor, a statistical model was estimated in which weather variables such as humidity, temperature, precipitation, wind velocity, duration of sunshine were included as independent variables and the probability of forestfire occurrence as dependent variable. (2) To account man-caused risk, historical data of forestfire occurrence was investigated. The contribution of man's activities make to risk was evaluated from three inputs. The first, potential risk class is a semipermanent number which ranks the man-caused fire potential of the individual protection unit relative to that of the other protection units. The second, the risk sources ratio, is that portion of the potential man-caused fire problem which can be charged to a specific cause. The third, daily activity level is that the fire control officer's estimate of how active each of these sources is, For each risk sources, evaluate its daily activity level ; the resulting number is the partial risk factor. Sum up the partial risk factors, one for each source, to get the unnormalized Man-Caused Risk. To make up the Man-Caused Risk, the partial risk factor and the unit's potential risk class were considered together. (3) At last, Fire occurrence index was formed fire danger rating estimation by the Weather Factors and the Man-Caused Risk Index were integrated to form the final Fire Occurrence Index.

Application of Priority Order Selection Technique for Water Quality Improvment in Stream Watershed by Relationship of Flow and Water Quality (유량-수질관계 비교를 통한 하천 수질개선 우선순위 선정기법 적용)

  • This study was carried out to apply the method of priority order selection for water quality improvement of watershed. The monitoring of flow and water quality, grouping branch streams and discharge load density were estimated on 18 branch streams located in middle and lower area of Geum River, Chungcheongnam-do. Based on average BOD concentration of stream at low flow, the results of the water quality analysis of stream which excess river living standard class 2 (less than BOD 3 mg/L) are Jeongancheon, Bangchukcheon, Gilsancheon, Jocheon, Seokseongcheon and Ganggyeongcheon. As a result of grouping stream, stream that have more than 10m3/min of flow and more than 3.0 mg/L of average BOD concentration such as Group A are Jocheon, Seokseongcheon, Ganggyeongcheon and Jeongancheon. In Group A, stream corresponds to over than discharge load density as of 10 BOD kg/daykm2 is Jocheon, Seokseongcheon and Ganggyeongcheon. In view of the selected results to improve water quality basin through monitoring of flow and water quality, grouping stream, and estimation of discharge load density, Jocheon in Yeongi, Seokseongcheon located on the border of Buyeo and Nonsan, Ganggyeongcheon on Nonsan such as stream basin were urgent to improve water quality.

  • According to the "Safety Evaluation Detailed Instructions (Dam)", a precise safety inspection is carried out for dams that exceed a certain scale. However, as the Hydrological Safety Evaluation from various evaluation standards is designed to evaluate the safety of existing dams considering PMF(Probable Maximum Flood), the evaluation is much less applicable for most agricultural reservoirs. Therefore, the Hydrological Safety Guidelines for agricultural reservoirs are expected to be re-evaluated considering the diverse risk factors with the coefficient model and AHP(Analytic Hierarchy Process) in this study. The coefficient model has been developed by selecting the hydrological safety superordinate subordinate evaluation factors to reflect diverse risk factors of agricultural reservoirs. This study indicated that in the short term, improving the safety check condition evaluation grade will be useful to improve the hydrological safety of the agricultural reservoir because it can be performed immediately.

A study on the fuel of sewage sludge by torrefaction process (반탄화를 이용한 하수슬러지 연료화에 관한 연구)

  • In this work, torrefaction of the sewage sludge was investigated the characteristics of torrefied products and the value of as energy resource to improve energy density and to maintain consistent quality of SRF. Torrefaction was performed two important torrefaction operational parameter, temperature(150230C) and reaction time(10-60min). As raising the torrefaction temperature at long reaction times, the moisture content of torrefied products was decreased, while the heating value was increased. Moreover, increasing of the torrefaction temperature led to a increase of the content of the carbon up to 60% compare to the initial the sample, and a decrease of the content hydrogen and oxygen. Especially, Average heating value was 4,818 kcal/kg regardless of the reaction time when torrefaction was performed over 210C. In addition, the fuel ration and coal band were improved after torrefaction because the O/C and the H/C ratio were decreased.

The Effects of Different Crude Protein Levels in the Concentrates on Carcass and Meat Quality Characteristics of Hanwoo Steers (농후사료의 조단백질 수준차이가 거세한우의 도체 및 육질특성에 미치는 영향)

  • The purpose of this study was to determine the effects of different crude protein levels in the concentrates on carcass and meat quality of Hanwoo steers. A total of thirty 5.3-month-old castrated Hanwoo calves (135.6±10.52 kg) were randomly allocated into either control or treatment group. The animals were separately housed to 5 heads per group. Crude protein levels in concentrates for growing, fattening, and finishing phases were 14, 13, and 11% for control group and 16, 15, and 14% for treatment group respectively. Comparative analysis of carcass characteristics, physico-chemical characteristics, and fatty acid composition in M. longissimus dorsi of Hanwoo steers were carried out. There was no statistical difference in average cold carcass weight between control (411.9 kg) and treatment (419.9 kg) group. Also, dietary crude protein level in concentrates did not affect M. longissimus dorsi area, backfat thickness, and meat yield index. In contrast, the marbling score in treatment group was higher (p<0.05) than the control group. Also, treatment group showed significantly higher (p<0.05) values than control group for CIE L-value, Mono-unsaturated fatty acids and oleic acid composition. Therefore increasing crude protein levels of concentrates in Hanwoo steers during growing and fattening phases might be beneficial for the improvement of meat quality.

A Study on Treatment under General Anesthesia in Pediatric Dentistry at Seoul National University Dental Hospital (서울대학교치과병원 소아치과에서 시행된 전신마취 하 치료에 대한 연구)

  • Behavior management of the child constitutes an important part of pediatric dentistry. The majority of children can be treated with adequate behavior management. However, some children who have extensive dental problems or mental, physical disabilities cannot cooperate. So, the need for general anesthesia as a special method of behavior management has increased recently. This study analyzes the records of patients who received dental treatment under general anesthesia. The 1378 cases of 1322 patients under 18 years of age, who received dental treatment under general anesthesia in department of pediatric dentistry at the Seoul National University dental hospital, from October, 2011 to December, 2015 were included. In this study, male (60.9%) was more than female (39.1%). The mean age of patients was 5.9 years and age from 5 to 9 years was the most frequent (56.0%). The primary dental treatment which patients received was dental caries treatment (51.1%), followed by surgical treatment (42.2%). The dental treatment under general anesthesia has many advantages including of performing a lot of treatments at once, producing good quality of treatment, and reducing the number of visits. General anesthesia may be a useful method of behavior management.

An improved methodology for estimating traffic accident cost savings in the (preliminary) feasibility study ((예비)타당성조사의 교통사고 감소편익 산정방안 보완 연구)

  • This paper proposes an improved methodology for estimating traffic accident cost savings in the transport appraisal. Four major problems from the existing framework are identified and their alternatives are suggested. First, casualties in the established approach are classified by just two types of 'killed' and 'injured'. This study supplies the indices of fatality further details. Namely, road victims are regrouped by 'killed', 'seriously injured', 'slightly injured', and 'accident reports'. Those of railways are similarly sorted by 'killed', 'seriously injured', and 'slightly injured'. Second, damage only accidents are not satisfactorily considered in the current arrangement. The accidents should be considered as one of the accident types and the social cost of them should also be evaluated. Third, the unit cost of accidents is given by the total value. The unit cost is consisted of several elements and each loss would be useful for a policy frame. This study breaks down the total figure into four pieces of costs, namely production loss, medical treatment, property loss, and administrative costs. Finally, there is inconsistency in the audit between roads and railways. Road accidents are analyzed by road types. On the other hand, patronage or others is the classification rule of rail accident costs. This paper suggests a way that the accident costs of two modes can be coherently estimated based on the level of services by each mode. The result of this study is expected to help frame more cautious social overhead capital investment policies.

국가 생물자원 정보화 현황 및 전망

  • 최근 국제적으로 생물자원의 중요성이 재인식됨에 따라 이들에 대한 체계적이고 안정적인 정보의 구축 및 활용이 국가경쟁력의 척도로 간주할 정도로 중요성이 커지고 있는 실정이다. 또한, 우리나라는 국토의 64%가 산림으로 되어 있어서 다양한 생물종이 서식하는데 매우 적합한 조건을 갖추고 있다. 이에 따라 산림청과 국립수목원은 국가식물자원정보시스템에 이어 곤충정보에 대한 정보화 사업을 2001년부터 추진해오고 있으며 이 결과로 현재 33만여 점에 곤충표본정보가 구축되기에 이르렀다. 현재까지 국내 유수 곤충표본보유기관 22개 기관이 본 사업에 참여하여 다양하고 내실 있는 정보구축이 이루어져 왔으며 이를 통해 명실 공히 국가적인 곤충자원정보망을 갖추게 되었다. 곤충DB의 국가적인 사업이 추진된 지 6년차에 이르는 2006년도에는 정보통신부의 지원을 받아 14개 표본보유기관이 참여하여 곤충표본DB구축을 중점 추진할 계획이다. 2006년도의 목표량은 곤충표본정보 17,000점으로 기존구축자료 이외에 추가가 필요한 표본정보위주로 구축될 예정이다. 또한, 이미 구축된 곤충표본자원의 활용도와 가치를 높이기 위해서는 더욱 다양하고 많은 자료의 표본을 추가하여 DB화를 추진함은 물론 이들 각각의 정보들을 식물정보와 연계하여 분석 가능토록 하고 GIS시스템을 도입하여 명실공히 국가적인 곤충자원정보의 종합관리가 될 수 있도록 추진하고 있다. 본 사업이 충실히 수행될 경우 국가 주요 생물자원 중 하나인 곤충정보의 DB확대 구축을 통한 전체적인 현황파악 및 체계적인 관리가 가능해 질 것이며, 이와 관련하여 정보화적인 측면, 경제적 측면, 사화 문화적 측면에서 다양한 효과가 기대되며 앞으로도 이에 대한 내실 있는 운영을 위해서는 정부차원의 종합적인 지원 및 관리가 요구되는 시점으로 판단된다.pm3.42$, 저층수 23.43±3.38이었으며, 전반적으로 해역별 수질기준 I등급 내지는 II등급을 유지하고 있었고, 공간적으로는 외해측으로 갈수록 외해수와 혼합 확산되어 양호한 수질을 나타내었다. 장기적인 변동특성은 세그룹으로 구분되어진다.기 실험결과 용출용매로 증류수와 해수를 이용했을 때, 제강 슬래그에서 용출되는 납, 구리, 카드뮴, 수은의 용출 경향의 차이를 확인할 수 있었고 이에 따라서, 납, 구리, 카드뮴의 용출 유해성은 낮기 때문에 해양구조물로의 제강슬래그 유효이용은 적합할 것으로 판단되었다.im80%$로 계산되었다. 열형광선량계로 측정된 방사선량은 각각 1.8, 1.2, 0.8, 1.2, 0.8 (70 cm 거리) cGy로 측정되었으며, 환자의 복부 표면에서의 서베이메터를 이용한 측정량은 10.9 mR/h였다. 차폐구조물의 사용 시 전체 치료 동안에 태아선량은 약 1 cGy 정도로 평가되었다. 결론 : AAPM Report No.50의 자료에 따르면, 임산부의 방사선 치료 시 태아의 방사선 피폭선량은 5 cGy 이하일 경우에 방사선 피폭에 따른 태아의 위험이 거의 없는 것으로 제시되고 있다. 본원에서 차폐 구조물을 설치하였을 경우에 측정된 태아선량은 약 1 cGy로 측정되었고, 고안된 차폐구조물은 태아에 도달하는 방사선량을 감소시키기에 적합한 설계임이 입증되었다. 아니라 일반종합병원에서도 CTX-M형 ESBL 생성 E. coli와 K. pneumoniae가 존재하며 확산 중임을 시사한다. 앞으로 CTX-M형 ESBL의 만연과 변종 CTX-M형 ESBL의 출연을 감시하기 위한 정기적인 연구와 조사가 필요한 것으로 생각한다., A2-1, B1-1, B2-1의 경우, 강우 일수 감소 이전과 연 유출량 변화는 거의

A Study on the Cyber Weapons Classification System (사이버무기 분류체계에 관한 시론)

  • The sovereign state has the right to engage in self-defense or war with the approval of the Security Council when it receives an invasion of territory from a foreign country. War is conducted under the principle of the necessity and proportionality of self-defense. In case of cyber attack, proportional countermeasure must be made through attack means and effect analysis, and cyber weapons need to be classified for this purpose. Therefore, this study aims to provide a rational and legitimate response according to the necessity and proportionality of the self - defense right by suggesting definition and classification criteria of cyber weapons. In this study, cyber weapons were defined as "means of collecting, attacking, and protecting information using cyber technology in the cyber space according to military objectives. Based on existing weapon systems and public cyber weapons cases, cyber weapons were classified as (1) cyber weapons for information gathering, (2) cyber weapons for attack, and (3) cyber weapons for protection. We suggest the considerations for applying the proportional response according to this functional classification. In order to guarantee the principle of proportionality to cyber attacks in the future, the classification study based on the cyber weapon effect should be conducted. This study has conducted an exploratory study on the classification of cyber clusters which constitutes one axis of the proportionality principle.

Analysis of the Implementation Effect of Total Water Load Management System Using Load Duration Curves in Sapgyo Watershed (부하지속곡선을 이용한 삽교천 유역의 오염총량관리제도 시행효과 분석)

  • In order to quantify the effect of the newly established the Total Water Load Management System in Sapgyo watershed, this study predicted the achievement of the target water quality at each unit watershed and the water quality according to the flow section. The HSPF model, which is the watershed runoff model, was constructed and operated based on 2015, and the water quality was predicted by inputting the loads in final target year(2030). The Load Duration Curve (LDC) was created using the simulated results of base year and target year. As a result of plotting water quality by flow conditions, it was simulated to be close to the BOD target with a difference of 0.1 ~ 0.2 mg/L in all three watersheds during the mid-range flow interval (40 ~ 60%). In case of T-P, although the target water quality was not set, the water quality was improved by Cheonan A 46%, Kokgyo A 29% and Namwon A 25%. The Muhan and Sapgyo river basins meet the target grade of middle-watershed standards. The improvement effect will be positive, as water quality, which achieves the target of Total Load Management System and the target grade of the middle-watershed standards will be expected to flow into the Sapgyo lake.
