To maintain traffic safety during the target lifetime of bridges, it is essential to secure an appropriate maintenance budget and allocate that budget appropriately. This paper proposes a reasonable budget allocation system that considers various impact factors to improve the conventional budget allocation method simply considering the bridge scale. The maintenance action rate model and the unit cost model based on the prior maintenance history were developed to allocate appropriately the bridge maintenance budget for the total bridges of the management organization with the target management level. A method to determine the optimal budget allocation ratio for each management subject was proposed and case analysis was conducted using the proposed model. Proper budget allocation was made considering the bridge types, current safety level, and service life as well as the bridge size as an impact factor of the budget allocation of the bridge. The developed method can prevent budget waste and provide a rational basis for budget allocation by implementing the rational budget distribution.
In 2015 the Department of Education announced that it will make downsizing efforts by recommending classified downsizing ratio according to the evaluation of universities for active support toward autonomous efforts of universities with the possibilities of reform and qualitative structural reform for customized human resource cultivation according to the social demands. This is the preemtive structural reform preparing against the rapid decrease of the number of students, and the preparation for changing into competitive universities so that customized human resource that is needed in the society can be trained. Security Science Departments of Korea, first established in 1996, need changes in curriculum in order to prepare for the fourth revolution of the future, and are stagnant on the education goal and employment course. Therefore the adoption of related certificates, curriculum, NCS, and professional curriculum is needed. For example, Hansei University, Chung-Ang University, and Far East University have established the Department of Industrial Security, and Kyonggi University and Sungshin Women's University have established the Department of Convergence Security. Also, Konkuk University has established the Graduate School of Security and Disasters, the Graduate School of Information and Policy, the Graduate School of Criminal Justice, Gachon University the Graduate School of National Security, Sungkyunkwan University the Graduate School of Strategic Studies. This shows that the field of Security Science should not settle for itself. This article analyzes current curriculum and subjects of security, police, industrial security, military related academic departments of key universities. It is necessary to prepare for the future by predicting the change from the merge of academic departments and the demands of the times. As technical colleges are adopting NCS, this is the time to seek for systematic collaboration between universities and technical colleges and between industry, government, and academida.
Uptake amount, percent translocation to grain and grain yield efficiency of N. P. K. Si were investigated with N. P. K simple trials (countrywide, 1967~69) and other nitrogen fertiltzer field trials in relation to yield class. 1) Uptake rate with yield increase were similar in all nutrients but silica showed greater yearly variation. 2) In N. P. K simple trials showing very low nitrogen efficiency(46kg grain/ nitrogen uptake kg) it and percent translocation increased with yield increase. 3) Nitrogen efficiency deacreased with the increase of nitrogen uptake and the decreasing rate depends greatly on fertilizer forms and variety. Nitrogen efficiency was greater in sandy loam where yield was higher than in clay loam. 4) Nitrogen efficiency positively correlated with percent translocation. 5) In high yielding fields yield was attributed only to the increase of nitrogen uptake, keeping efficiency around 50. 6) Major factor for high yield is considered as the increase of nitrogen efficiency rather than nitrogen uptake. 7) Phosphorus efficiency in N. P. K. simple trials was considerably low, suggesting too much uptake due to soil reduction.
Korea has accomplished the afforestation of its forest land in the early 1980's. To meet the increasing demand for forest products and forest recreation, a development of scientific forest management system is needed as a whole. For this purpose the development of efficient forestfire management system is essential. In this context, the purpose of this study is to develop a theoretical foundation of forestfire danger rating system. In this study, it is hypothesized that the degree of forestfire risk is affected by Weather Factor and Man-Caused Risk Factor. (1) To accommodate the Weather Factor, a statistical model was estimated in which weather variables such as humidity, temperature, precipitation, wind velocity, duration of sunshine were included as independent variables and the probability of forestfire occurrence as dependent variable. (2) To account man-caused risk, historical data of forestfire occurrence was investigated. The contribution of man's activities make to risk was evaluated from three inputs. The first, potential risk class is a semipermanent number which ranks the man-caused fire potential of the individual protection unit relative to that of the other protection units. The second, the risk sources ratio, is that portion of the potential man-caused fire problem which can be charged to a specific cause. The third, daily activity level is that the fire control officer's estimate of how active each of these sources is, For each risk sources, evaluate its daily activity level ; the resulting number is the partial risk factor. Sum up the partial risk factors, one for each source, to get the unnormalized Man-Caused Risk. To make up the Man-Caused Risk, the partial risk factor and the unit's potential risk class were considered together. (3) At last, Fire occurrence index was formed fire danger rating estimation by the Weather Factors and the Man-Caused Risk Index were integrated to form the final Fire Occurrence Index.
This research conducted a survey on waterbirds visiting this area four times by season from February to October in 2007 to look into the habitat use of waterbirds, to do a value and grade testing of the tidal flat by dividing the foreshore on Muan Bay located in Jeollanam-do into four areas (Dongam, Guro, Bokryong and Wangsan tidal flats). The survey results revealed that there existed a total of 15,755 individuals of 54 species including 2 species of grebes, 7 species of herons, 7 species of dabbling ducks, 6 species of diving ducks, 20 species of waders, 3 species of gulls and 9 other species and this survey also observed 9,291 individuals of the wading birds as a dominant group on Muan Bay. In these classified groups, the gulls and waders were observed to mostly use Dongam tidal flat as their habitat, while the group using Guro tidal flat as their habitat was mostly grebes, dabbling and diving ducks. As a result of UPGMA clustering analysis in consideration of the species and number of individuals, there appear the close similarities between Dongam and Bokryong tidal flats and so do Guro and Wangsan tidal flats. Taking a look at the grading of tidal flats by setting up ecological indexes, such as diversity index, abundance index, and dominance index, etc. legally reserved species and maximum number of individuals as a standard, the rank for the value and importance degree of Bokryong tidal flat appeared higher than that of the other three tidal flats. Like this, the gradation of tidal flats according to waterbirds are judged to able to suggest objective data on the issue of proper judgment and designation of valuable tidal flat areas and its subsequent effective preservation and management.
In general, seafarer's human error is considered to be the preponderant muse for the majority of maritime transportation accidents in a merchant ship. The implementation techniques for Human Error Model (HEM) to assess possible accident risk by deck officers including captain, chief officer, second mate and third mate are described in this study. The scope of this work is focused to 642 deck officers in the ship management company with 130 vessels. At first, HEM can be constructed through the statistical analysis and expert's brainstorming process with human data to 642 deck officers. Then the variables $\upsilon$ for the human factors, the evaluation level EP($\upsilon$) for $\upsilon$, the weight $\alpha$ of $\upsilon$, and the title weight $\beta$ of each deck officers can be decided. In addition, through the analysis of ship's accident history, the accident causation ratios by human error ${\gamma}_H$ and by external error ${\gamma}_B$ can be found as 0.517(51.7%) and 0.483(48.3%), respectively. The correlation coefficients to $\upsilon$ are also shown significant for a 95% confidence interval (p < 0.05) for each coefficient. And the validity of HEM is also surveyed by the analysis of normal probability distribution of risk level RL to each deck officer.

The purpose of this study is to trigger a discussion on the educational gap between regions in school library resources. To this end, differences and correlations between other resources invested in the school library and output results were analyzed according to manpower allocation. There was a positive correlation between the number of books, the budget, the number of seats, the number of borrowed materials, and the number of students. It was analyzed that manpower allocation had a negative correlation with the number of subjects in which the ratio of students, the lowest grade in the achievement evaluation, was more than 1/2. As a result of examining the staffing according to the 「School Library Promotion Act」 by regional characteristics, it was found that the allocation rate was statistically significantly higher in the order of metropolitan area, and provincial unit. Depending on the regional characteristics, there were differences in net asset per household as well as differences in school library manpower assignment rates. In contrast, the large cities with relatively affluent school library manpower assignment rates were found to be higher. Therefore, based on the survey contents of this study, it was emphasized that the manpower stipulated in the 「School Library Promotion Act」 should be deployed as soon as possible even in relatively poor areas to bridge the educational gap between regions.

This study was conducted to evaluate the effect of age of laying hens on egg internal and external qualities. A total of 8,300 eggs were randomly collected from 15 grading & packaging (GP) centers, and 50 eggs per farm during April to May in 2015. Age of laying hens ranged from 18 to 65 weeks of age and they were classified into 5 age groups (18~25, 26~35, 36~45, 46~55, and 56~65 weeks). Egg weight increased, but the Haugh unit decreased as the age of laying hens increased. Yolk color was higher in eggs laid from 25~35 weeks of laying hens compared with that of 18~25-weeks-old chickens. The incidence of dirty eggs was highest (P<0.05) in 18~25 week group and remained constant after 26 weeks. Among eggshell defects, speckled and pimpled eggs increased as the age of laying hens increased. The incidence of calcium deposits and misshapen eggs was highest during 18~25 weeks of age and remained constant after 26 weeks. The percentage of total eggshell cracks increased as the age of laying hens increased. Among eggshell cracks, star- and hair-like cracks were frequently noted. The percentage of meat spot was higher than that of blood spot and their incidence was highest among the 56~65 week group. Age of laying hens significantly increased egg weight, incidence of pimpled or speckled eggs, star- or hair-like cracks, and meat spot. On the other hand, a significant negative interaction between age of laying hens and the Haugh unit was noted. In conclusion, our study revealed that the age of laying hens affected internal and external egg qualities.
Purpose : The urinary tract infection associated with vesicoureteral reflux(VUR) in children may result in serious complications such as renal scarring, hypertension, proteinuria and end stage renal disease. The purpose of this study was to evaluate the factors affecting renal scar such as age, gender, grade of VUR, and ACE gene polymorphism, and body growth in the patients with and those without renal scar associated with VUR Methods : During the period from January 1994 to July 2000, We had 93 children with urinary tract infection associated with VUR who were admitted to the Department of pediatrics of Chonbuk National University Hospital. The patients were divided into two groups according to follow up 99mTc-DMSA renal scan; patients with renal scar group and those with non-scar group. We analyzed and compared the factors associated with renal scarring between the two groups. Results : There were no significant difference in gender, causative organism, ACE gene polymorphism, height and weight at diagnosis between renal scar group and non-scar group. Fifty four patients were in renal scar group and forty seven of them had VUR. The age at diagnosis was significantly higher in renal scar group (2.48${\pm}$2.64yr) than in non renal scar group (1.26${\pm}$1.83yr). Especially, the infants who were less than 1 year of age with VUR developed relatively more renal scar compared with infants older than 1 tear of age. The incidence of renal scarring showed a direct correlation with the severity of VUR. Conclusion : The factors affecting renal scar formation were age at diagnosis, presence and grade of VUR, but the other factors such as gender, causative organism, ACE gene polymorphism were not associated with renal scarring. Therefore, further evaluation about uropathogenic E coli and foflow up study about body growth associated with severity of renal scar would be necessary. (J. Remotely sensed images from a satellite can be applied for detecting and quantifying spatial and temporal variations in terms of landuse & landcover, crop growth, and disaster for agricultural applications. The purposes of this study were to analyze topography using DEM(digital elevation model) and classify landuse & landcover into 10 classes-paddy field, dry field, forest, bare land, grass & bush, water body, reclaimed land, salt farm, residence & building, and others-using Landsat TM images in North Korea. Elevation was greater than 1,000 meters in the eastern part of North Korea around Ranggang-do where Kaemagowon was located. Pyeongnam and Hwangnam in the western part of North Korea were low in elevation. Topography of North Korea showed typical 'east-high and west-low' landform characteristics. Landcover classification of North Korea using spectral reflectance of multi-temporal Landsat TM images was performed and the statistics of each landcover by administrative district, slope, and agroclimatic zone were calculated in terms of area. Forest areas accounted for 69.6 percent of the whole area while the areas of dry fields and paddy fields were 15.7 percent and 4.2 percent, respectively. Bare land and water body occupied 6.6 percent and 1.6 percent, respectively. Residence & building reached less than 1 percent of the country. Paddy field areas concentrated in the A slope ranged from 0 to 2 percent(greater than 80 percent). The dry field areas were shown in the A slope the most, followed by D, E, C, B, and F slopes. According to the statistics by agroclimatic zone, paddy and dry fields were mainly distributed in the North plain region(N-6) and North western coastal region(N-7). Forest areas were evenly distributed all over the agroclimatic regions. Periodic landcover analysis of North Korea based on remote sensing technique using satellite imagery can produce spatial and temporal statistics information for future landuse management and planning of North Korea.
