  • The drone is an unmanned aircraft that can be steered and controlled using radio waves on the ground, and the pilot moves unmanned without boarding. The history of the unmanned airplane began with military use, and the first unmanned aerial flight was the first successful flight of the 'Sperry Aerial Torpedo' drones built in the United States in 1917 with a bomb. With the development of unmanned aerial technology, the use of military drones has expanded to a wider field. Recently, the use of drones has been utilized in various fields such as agriculture, industry, logistics, broadcasting, and safety, and the scale of the market is also expanding. Although the drones are becoming indispensable to penetrate our lives, they can be used for bad purposes depending on the intended use of the user, but the risk factors are overlooked. Therefore, technical defects related to drones and accidents caused by operator's mistakes can not be completely prevented. However, privacy infringement, security leakage, and terrorism, which may be caused by illegal use of drones, It will not be inhibited and will accelerate.

  • Along with the popular use of commercial drones, there are increased concerns on the possible threats from drones intruding into secured areas. The difficulty of drone detection is attributed to its stealthy operation flying at low altitude with low level signature. Consequently, the anti-drone technique has been of major research topic in recent years and among others, the radar detection is considered as the most promising technique. However, the use of conventional radar detection may not be effective due to the low level radar cross sections of the commercial drones. In this paper, ISAR technique has been employed to implement drone detection in urban area. To this purpose, a pulsed radar system is set up on the ground to track flying drones and the corresponding ISAR images are produced by coherent processing.

  • North Korea's rapidly advancing drone development and operational capabilities have become a significant threat to South Korea's security. The drone incursions by North Korea in 2014, 2017, and 2022 demonstrate the technological advancement and provocative potential of North Korean drones. This study aims to closely analyze the military threats posed by North Korean drones and seek effective countermeasures. The research examines the development level of North Korean drone technology, its military applications, the characteristics and patterns of recent drone incursions, the adequacy and limitations of South Korea's current response systems, and future countermeasures. For this purpose, domestic and international research literature and media reports were reviewed, and specific North Korean drone incursion cases were analyzed. The results indicate that North Korea's small drones possess technological features such as small size, low altitude, low-speed flight, long-duration flight, and reconnaissance equipment. These drones pose threats that can be utilized for reconnaissance, surveillance, surprise attacks, and terrorism. Additionally, South Korea's current response systems reveal limitations such as inadequate detection and identification capabilities, low interception success rates, lack of an integrated response system, and insufficient specialized personnel and equipment. Therefore, this study suggests various technical, policy, and international cooperative countermeasures, including the development of drone detection and identification technologies, the utilization of diverse drone neutralization technologies, the establishment of legal and institutional foundations, the construction of a cooperative framework among relevant agencies, and the strengthening of international cooperation. The study particularly emphasizes the importance of raising awareness of the North Korean drone threat across South Korean society and unifying national efforts to respond to these threats.

  • Despite growing international cooperation for maintenance of international peace and security, wars continue to occur due to conflicted state interests. Continuing conflicts has advanced development of various weapon systems such as global integrated intelligence, surveillance and reconnaissance. However, with a big increase in the number of civilian casualties caused by the weapon systems development, the international community has also advanced diplomatic efforts to minimize deaths of civilian and military personnel. Therefore, it is essential to observe the principle of discrimination between combatants and non-combatants when operating unmanned aerial vehicles (UAVs), better known as drones. Drones have become more capable of distinguishing combatants from non-combatants due to its high-tech prowess. In the operation of drones, any parties involved in combat or the war are responsible for mounting civilian casualties. In addition, it should comply with the principle of proportionality that calls for a balance between results of such action and expected military advantage anticipated from the attack. The rule of proportionality prohibits use of military force which may be expected to cause excessive civilian harm. Drones have been able to track and monitor targets for hours and select the accurate locations of the targets. The aim is to reduce civilian losses and damage to a minimum. Drones meet the standards of Article 51.4 of the Additional Protocol.

  • On December 26, 2022, North Korea's drone provocation resumed for the first time in eight years. The threat covered not only the Seoul metropolitan area but also the no-fly zone for the presidential office's security, and the South Korean military's response to it is not appropriate, which is a major controversy. In the midst of this, problems caused by the prohibition of small drones' flight and illegal intrusion into restricted areas are increasing in Korea, and the threat is becoming a reality, such as being used for terrorist attacks abroad. In this paper, the concept of "Counter-Drone" and related technologies were considered for these drone threats, and implications were derived through domestic and overseas small drone threats, and the direction of development of the Counter-Drone system was presented. North Korea's drone threat is expected to be more diversified, massified, and advanced, resulting in bolder attacks and provocations. Therefore, the South Korean military should push for early powering of the integrated control system and the conter drone system, joint and military cooperation in response to the threat of small drones, and the ability to carry out joint operations between South Korea and the U.S.
