European Union and United States have introduced new Privacy Shield agreement after decision of Court of Justice of the European Union which invalidated Safe Harbor agreement. Privacy Shield agreement contains several clauses to raise the level of personal data protection such as enhanced commitments, stronger enforcement, clear safeguards and transparency obligations, and effective protection of EU citizens' rights with several redress possibilities. This agreement has received positive response as an enhanced measure for personal data protection. This paper examines EU and US discussion history and current situation regarding Privacy Shield and suggests national policy direction such as measures for personal data transborder flow system improvement and international cooperation.

The purpose of this study is to verify whether the types of welfare attitudes are classified according to the welfare regimes. Specifically, this study tried to confirm whether the satisfaction and needs of the role of government for inequality reduction are divided into welfare regimes. For the purpose, this study conducted a comparative analysis of 24 European countries using the 6th European Social Survey (2012) and the Eurostat data. The main results of the analysis are summarized as follows. First, there is a difference in the satisfaction and needs of the role of government for the inequality reduction among the welfare regimes. Generally, the satisfaction is high in the Nordic countries, while the needs is high in the southern and eastern European countries. Second, there is a correlation that the country where the per capita welfare expenditure level is high and the redistribution effect is strong have high level of the satisfaction. Third, the types of welfare attitudes are classified according to the welfare regimes. In particular, the Nordic countries are converging into a cluster with low needs and high satisfaction. These countries have high level of social spending and strong redistributive effects. This study suggested policy implications based on the above results.

지난 1983년 8월 본 학회지 제1권 제1호에 "일본 용접학회 및 용접협회의 활동"이란 박영조 회원의 기고가 있은지 벌써 2년이 지났다. 동 논문을 읽고 서독용접협회(Deutsher Verband fur Schweisstechnik:DVS)에 관한 소개도 생각케 되었으나 서독에 체제하고 있던 중에는 실행에 옮기지 못하고 귀국케 되었다. 정부의 미국 및 일본의 국가들에 대한 우리 나라의 국제무역 다변화 정책에 따라 국내 용접기술인들도 유럽 여러 나라들의 용접분야 활동에 관하여 알고 있을 필요성이 있는 것으로 생각된다. 유럽 여러 나라들중 특히 서독은 용접관련 활동이 매우 활발한 상태이다. 또한 중공에서도 용접관련 규격 및 시험검사 업무들을 서독 기준에 따라 정비하고 있으므로 서독 용접계에 관한 지식을 통하여 유럽과 중공의 용접분야에 대한 이해를 늘일 수 있을 것으로 사료된다. 이것이 또한 우리 대한용접학회(KWS) 활동을 더욱 활성화 시킬 수 있게 되기를 바라며 서독용접협회의 활동과 용접관련 자격제도에 관하여 간략한 소개를 하고자 한다.개를 하고자 한다.

고령사회 진입과 함께 나타난 세계 각국의 정책이슈 중 하나는 연금개혁이었다. 유럽과 중남미는 1980년대, 1990년대 및 2000년대 초, 그리고 나머지 대륙에서는 1990년대와 2000년대 초에 걸쳐서 연금개혁을 단행했다. 본 연구에서는 중층연금제도의 근간이 되는 동유럽의 개인연금과 서남북 유럽의 퇴직연금의 확산요인을 Cox 사건사 분석방법으로 파악한 후 비교분석 방법을 활용하여 정책확산 메커니즘을 탐색하였다. 분석 결과 두 지역에서 공히 사회적 압력요인 중에서는 인구규모가 영향을 미쳤고, 경제적 압력요인 중에서는 경제활동인구의 감소가 영향을 미쳤으며, 외부영향요인 중에서는 수평적 이웃효과가 영향을 미쳤다. 정책확산의 관점에서 저출산·고령화와 같은 인구구조와 이에 따른 노인부양비율은 국내에서의 일부 연금개혁과 같은 정책에는 영향을 미쳤을 수도 있지만 퇴직연금과 개인연금의 도입과 같은 정책확산에는 영향을 미치지 않은 것으로 나타났다. 따라서 정책확산 메커니즘의 관점에서 보면 사회적 압력, 경제적 압력, 그리고 수평적 이웃효과가 상호작용을 하면 정책확산으로 인한 정책변동이 나타난다는 사실을 확인할 수 있었다.

동절기 혹한으로 인해 내륙 수로가 결빙될 경우 수로 운항이 상당 기간 불가능해짐에 따라 경제적 손실이 발생하게 된다. 연안 해운이 주로 발달한 우리나라의 경우 동절기 결빙에 따른 선박 운항 장애에 관한 사례가 많지 않지만, 내륙 수로 운항의 비중이 높고 혹한기가 긴 북유럽과 미국 북부지역에서는 수로 결빙의 메카니즘 및 대처 방안에 대한 연구가 많이 이루어져 왔다. 본 논문에서는 지금까지 밝혀진 주요한 수로 결빙 메카니즘 및 해결 방안에 대하여 소개하였다.

Are the policies and strategies which weak and small states choose to follow for ensuring their's own security meaningless? Can the fate of weak states be guaranteed only by the neighboring benign strong states and be in certain international relations favoring for them? In this paper, to answer these questions, what kinds of security policies and foreign policies had small states chosen which were in the face of threats of great powers will be examined. Between the two world war, the series of event which took place in central and eastern European countries(CEEc) have been selected to examine the hypothesis and theories of international relations and foreign policies, and at the same time cited as examples of failed foreign policy and security strategy. During interwar periods, CEEc were the prime examples for examining what kind of policies and strategies had the small states chosen over the international relations in which the smalls had to struggle to survive between neighbouring the powers and between the hostiles. Furthermore, for the measures which the smalls had chosen had no effect when the great power threatened military to them, the main purpose of this paper is to examine what was the best choose to depend their survival. For this purpose, in this paper, several strategies which the smalls can choose and the counterfactuals, that is "if the smalls chosen another strategies, they could...", will be examined.

지구촌은 최근 21세기를 앞두고 동유럽ㆍ소련ㆍ중동 등지에서 이른바 「이데올로기의 종언」이 확산되는 한편 페레스트로이카에 대한 다각적 추진이 한창이다. 뿐만 아니라 그러한 개혁바람과 더불어 세계 도처에서는 현재의 국경구획에 불만을 갖는 여러민족들이 자신의 고유문화와 종교신앙을 부흥시키자는 조직운동이 정부정책과 마찰을 빚고 있다. 국제경제에도 영향이 많은 이런 문제지역들에 관해 외지자료를 통해 살펴본다.
