China's National Defense Mobilization Law (중국의 국방동원법)

  • The People's Republic of China's influence in the international community is growing in political, economic, military, and diplomatic spheres. The "reform and opening-up" policy proposed and implemented at the 11th Plenary Session of the CPC Central Committee in December 1978 under Deng Xiaoping led to the rapid growth of China's economic and military power. The establishment of the National Defense Mobilization Commission in 1994 during Jiang Zemin's presidency also promoted defense mobilization, and the Standing Committees of the 9th, 10th, and 11th National People's Congresses, held since December 1998, formulated plans for defense mobilization legislation, and the first draft of the Defense Mobilization Law was approved in August 2008. In November 2005, under the leadership of President Hu Jintao, the draft Defense Mobilization Law passed the Standing Committee of the State Council, and in February 2010, the Standing Committee of the National People's Congress passed it after several rounds of deliberation and amendment, and the Defense Mobilization Law has been promulgated and implemented since July 1, 2010. The People's Republic of China is ruled by the one-party dictatorship of the Communist Party of China and the People's Liberation Army, the armed forces of the Communist Party of China. In this paper, it reviews the contents of the Defense Mobilization Law of China, a totalitarian state, analyzes and evaluates the issues.

Assessment of water supply reliability in the Geum River Basin using univariate climate response functions: a case study for changing instreamflow managements (단변량 기후반응함수를 이용한 금강수계 이수안전도 평가: 하천유지유량 관리 변화를 고려한 사례연구)

  • Due to the increasing greenhouse gas emissions, the global mean temperature has risen by 1.1℃ compared to pre-industrial levels, and significant changes are expected in functioning of water supply systems. In this study, we assessed impacts of climate change and instreamflow management on water supply reliability in the Geum River basin, Korea. We proposed univariate climate response functions, where mean precipitation and potential evaporation were coupled as an explanatory variable, to assess impacts of climate stress on multiple water supply reliabilities. To this end, natural streamflows were generated in the 19 sub-basins with the conceptual GR6J model. Then, the simulated streamflows were input into the Water Evaluation And Planning (WEAP) model. The dynamic optimization by WEAP allowed us to assess water supply reliability against the 2020 water demand projections. Results showed that when minimizing the water shortage of the entire river basin under the 1991-2020 climate, water supply reliability was lowest in the Bocheongcheon among the sub-basins. In a scenario where the priority of instreamflow maintenance is adjusted to be the same as municipal and industrial water use, water supply reliability in the Bocheongcheon, Chogang, and Nonsancheon sub-basins significantly decreased. The stress tests with 325 sets of climate perturbations showed that water supply reliability in the three sub-basins considerably decreased under all the climate stresses, while the sub-basins connected to large infrastructures did not change significantly. When using the 2021-2050 climate projections with the stress test results, water supply reliability in the Geum River basin was expected to generally improve, but if the priority of instreamflow maintenance is increased, water shortage is expected to worsen in geographically isolated sub-basins. Here, we suggest that the climate response function can be established by a single explanatory variable to assess climate change impacts of many sub-basin's performance simultaneously.

Phosphorus and Nitrogen Reduction from Animal Wastewater with MAP Process (축산폐수에서 질소$\cdot$인의 추출을 위한 MAP공정 개발)

  • To reduce phosphorus and nitrogen from the swine wastewater, magnesium chloride $(MgCl_2)$ was used as a reaction material for both soluble phosphorus (SP) and ammonia-nitrogen (AN). The initial value of SP content were $471mg/\ell$ far aeration test and $515 mg/\ell$ for NaOH addition test, but treatment of $MgCl_2$ reduced SP value to $5mg/\ell$ and $4mg/\ell$. The removal efficiency of $MgCl_2$ for SP showed $99\%$ in both treatment, and the removal efficiency of $MgCl_2$ for AN showed $15\%$ with treatment of aeration and $18\%$ with NaOH. All the experiments were done in a low temperature of 6 to $8^{\circ}C$, suggesting that this methods are possibly able to apply to a cold weather conditions. Moreover, the struvite crystal structure was identified by electronic microscope, implying that $MgCl_2$ is an effective material for removal of SP from swine wastewater In addition to the increased removal rate of the AN in wastewater, both $MgCl_2$ and $KH_2PO_4$ were added. The SP value was reduced by $99\%$ with 2g addition of the phosphate. The SP removal rate by 4g addition of the phosphate was increased only as $15-19\%$, but the quantity of removed SP was higher than that of 2g addition test. The value of AN was not reduced as expected by adding $KH_2PO_4$. The AN removal rate were low as $18\%$ and $15\%$ like as the level of the former test with $MgCl_2$ alone. Therefore, it is needed to examine closely the reaction mechanism f3r reducing both SP and AN simultaneously.
