The purpose of this paper is to classify OECD countries in regard to levels of supporting fathers' care work. Several meaningful conclusions were reached. First, examining the level of supporting fathers' care work and the strength of the traditional bread-winner model, OECD countries can be classified into 5 different clusters. The result is different from the mainstream typology of welfare states and suggests the new typology of welfare states. Second, the level of supporting fathers' care work and the strength of the traditional bread-winner model were found to be related to total fertility rates and women's labor market participation rates. Third, in regard to the level of supporting fathers' care work, Korea was the lowest among OECD countries. This result points to one of the important reasons to the low level of total fertility rat, and low rate of women's labor market participation in Korea.

This study analyzes Korean childcare policy from a caring democracy perspective by using the normative policy analysis method. In the midst of emergent new social risks engendered by low fertility and aging population, feminist scholars proposed a transformative paradigm shift from economic growth to caring oriented development on a macro scale but researches on how this grand principle can be reflected into each policy have hardly been discussed. Thus, this study intends to contribute to such policy-driven discussion by analysing childcare policy on the basis of three normative values of freedom, equality and justice re-interpreted by caring democracy theory. Following are key findings. First, childcare policy does not guarantee public value and social solidarity due to the limitations of free choice from the perspective of freedom. Secondly, gender and class stratification has been worsened in a multiple and more complicated way by adding generational and racial dimensions to the existing gender inequality and vicious circulation of private care is observed from equality perspective. Thirdly, structural inequality aggravated injustice previously accumulated in the past rather than providing flat ground by adjustment.
This study examined the time spent, the satisfaction level and the policy needs regarding child care by mother's employment status in Incheon. For this study, mothers with at least one child under the age of five were analyzed. The major results of this study include: First, unemployed mothers spent more time for child care than employed mothers. Second, unemployed mothers had significantly higher levels of satisfaction with child care than employed mothers, but only in the domain of physical care. Finally, the policy needs among mothers differed by their employment status while the financial support need for using a child care facility was high for both groups. This may be due in part to the increased likelihood of sending their child to a facility as their child ages, and the high cost of child care in Incheon. Based on the findings, policy implications are discussed.
This article explores the characteristics of care and care labor which is core keyword of the welfare state and the way of institutionalization of care labor, focusing specially on differences among women. Caring is defined by the expression of morality and labor accompanied by concrete action. But, care labor in the welfare state is defined by "activities involved in caring for the ill, elderly, handicapped and dependent", and I think, that definition is more useful than the narrow one for policy institutionalization. But the latter definition intentionally separates the domestic work from care work. Care labor is considered to be different from the market labor in terms of motivations, but there are some limits in standardization and commercialization of the traits of emotional and moral engagement. Thus, requiring of emotional motivation as one of the job descriptions is not realistic. Welfare state is institutionalizing women's unpaid care work in family through de-familization, and its policy tools are cash benefits and services for care-related, which influence to the female wage worker and fulltime housewife, care receiver and care giver, and polarization of women's class in a very different way. Cash benefits enhances the division of gender labor, polarizes the care laborer and weakens of expansion the care as decent job. The movement of feminist welfare state have a vision of universal service expansion and need the policy list for de-gendering of care labor.

This study examined the effects of the revised and newly established family care leave and vacation systems in 2019 on the work-family balance of female managers. A total of 1,040 female managers with experience in using the systems were selected as the analysis subjects from the 2020 Women Managers Panel data. Propensity score matching and multiple regression analysis were conducted. The propensity score matching results showed that the family care time of the users of the family care leave was significantly lower than that of non-users, and both the work-family conflict and home-work conflict levels were significantly higher for the users than the non-users. For the family care vacation, the family care time of its users was significantly higher in national and local government organizations than that if its non-users. The results of multiple regression analysis indicated that the use of the family care leave had a significant positive impact on home-work conflict. These findings suggest that the current family care leave and vacation system have insufficient positive effects on work-family relationships.
This paper examines how a social investment approach can be applied in a comparative analysis of childcare arrangements. We compared changes in Sweden, France, Germany, the UK, Japan and Korea during the 2000s, focusing on four dimensions of social investment: activation, gender equality, quality of care, and the degree of state's intervention in the family. We considered leave systems and the number of children enrolled in formal care and education facilities as indicators for labour market activation. For gender equality, women's position in employment is considered with respect to labour market participation rates, proportion of permanent employment, and wage-sex ratio. Quality of care concerns child-to-staff ratio and care provided with government quality control. The state's intervention was measured as social spending on families as proportions of GDP and total social spending. Our analysis provides empirical evidence that Sweden and France are pioneers in this arena and that the UK, Germany, Korea, and Japan are path-shifters in their care paradigms, albeit to varying degrees. Is the social investment approach an adequate paradigm for care? In a normative sense, this approach has potential. However, the following issues remain unaddressed: gender equality should be achieved through an expansion in good-quality jobs, fathers should be encouraged to take on childcare duties, and families should have universal access to good-quality childcare services controlled by the government.

The elementary child care service policies of the korea & japan are analysed comparatively in terms of background, budget, goal, linkage ministries, basis of law, administrative units and on the basis of those analyses, the implications related to the elementary child care service policy of korea are derived. The derived implications are as follows : first the sound development of the child becomes the foundation of the development of school and community. Community and school have to strengthen cooperation. Second, child care policy is not the alternatives for overcoming fragmentary problems but has to be carried out considering them variously in broad prospective. Third, korea has to find the effective linkage method between the ministries. Fourth, find the way which interagency policy can be merged as a hub for school. Fifth, korea has to find the way transferring the central operating body from the principal in school to the local government to operate the elementary child care classes successfully. This study uses the life course perspective to analyze the health effects of care transition types on elderly persons who care for their spouses. To this end, the care transition types were divided into ① non-care→non-care, ② non-care→care, ③ care→care, and ④ care→non-care, and health was defined as physical health and the absence of depression. The study used the second through sixth datasets(2008-2016) from the Korea Longitudinal Study of Aging. This resulted in 10,199 observations from 3,987 persons, which were analyzed as a panel analysis model using the STATA16.0 program. The analysis found that physical health was lower in the non-care→care and care→non-care transition types than in the non-care→non-care type. Depression increased in the non-care→care and care→care types. These results suggest that practical and social measures are needed to improve physical health and depression in the elderly who are providing care for their spouses.
