As COVID-19 pandemic sweeps across the world, more than 45 million confirmed cases and over 1,000,000 deaths have occurred till now, and this situation is expected to continue for some time. In particular, more than half of the infections in European countries such as Italy and Spain occurred in nursing homes, and it is reported that over 4,000 people died in nursing homes for older adults in the United States. Therefore, the issues that need to be addressed after the COVID-19 crisis include finding a fundamental solution to group care and shifting to family-centered care. More specifically, it is expected that there will be ever more lively discussion on establishing and expanding hyper-technology based community care, that is, family-centered care integrated with ICT and other Industry 4.0 technologies. This poses a challenge of how to combine social security and social welfare with Industry 4.0 in concrete ways that go beyond the abstract suggestions made in the past. A case in point is the proposal involving smart welfare cities. Given this background, the present paper examined the concept, scope, and content of non-face-to-face care in the context of previous literature on the function and scope of the social security platform, and the concept and expandability of the smart welfare city. Implementing a smart city to realize the kind of social security and welfare that our society seeks to provide has significant bearing on the implementation of community care or aging in place. One limitation of this paper, however, is that it does not address concrete measures for implementing non-face-to-face care from the policy and legal/institutional perspectives, and further studies are needed to explore such measures in the future. It is expected that the findings of this paper will provide the future course and vision not only for the smart welfare city but also for the social security and welfare system in administrative, practical, and legislative aspects, and ultimately contribute to improving the quality of human life.
This study is to examine the job satisfaction of the social workers who manage the elderly care service in country, in order to find political alternatives and practical strategies for improving job satisfaction. The Factors to effect on job satisfaction are categorized as three groups ; personal factors, working environment factors and service related factors. The survey was conducted by 231 social workers who participated in a national seminar among 244 elderly care facilities in country, and 220 effective data were collected. Which factors effected on the job satisfaction of social workers and how much effected on it by them were mainly analyzed. The mean of job satisfaction status was 3.01, which was slightly higher than average(2.5). Men had higher job satisfaction than women. The unmarried than the married, permanent workers than contract workers, and workers who didn't execute other jobs had higher job satisfaction also. And The main factors which effected on job satisfaction were sex among personal factors, the manager willingness and not executing other jobs among working environment factors, and service attitude among service related factors. Particularly, the manager willingness was shown to effect on job satisfaction the most, and then service attitude, not executing other jobs and sex effected on it in order. The result showed that the elderly care facilities which had stronger manager willingness and better service attitude provided higher job satisfaction, and men who didn't execute other jobs than women had higher job satisfaction. The job satisfactions of payment and benefits, employment stability, appropriateness of working amount and working time, working environment and welfare conditions were lower than average. Therefore, the strategies to improve the lower job conditions are promptly required. Above all, the low payment strategy that has not been increased at all for 3 years has to be changed. In addition, it is important for the social workers not to execute other jobs as much as possible in order to reduce working amount and working time appropriately. In conclusion, it is required to try to improve the job satisfaction of the social workers who are the core of human service continually, which will make the elderly care service successful and effectiveness improved.
Purpose: The gradual increase in the number of children with disabilities in Korea highlights the necessity for further research on the role of school health teachers in their care. This study explored the specific experiences of school health teachers in special schools through individual in-depth interviews. Methods: In this study, 11 school health teachers participated, and data were collected through individual in-depth interviews. Thematic analysis was employed to analyze the collected data. Results: The experiences of health teachers at special schools were classified into 5 themes and 13 subthemes. These included "concerns about working in special schools and attachment after working," "management of diverse diseases and ongoing, careful observation," "ambivalence regarding students with disabilities," "competences needed to care for students with disabilities," and "enhancing care education for students with disabilities: demanding institutional support." Conclusion: Effective student health management depends on open communication channels and the establishment of strong connections among health teachers, school personnel, and parents of impaired students. To enhance the quality of care for children with disabilities, specialized education programs to improve teachers' healthcare competency should be developed. Additionally, specific guidelines for the range of medical treatments provided by health instructors, should be devised.
The purpose of this study was to present ways and tasks for the successful settlement of community care that the korea government recently aimed to convert the care system of the vulnerable from the center of institutional care to the community-based care system. As a research method, we tried to find out the community care policies for foreign developmental disabilities and explore major issues and problems in the process. As a result of the study, de-institutionalization and maintenance and enactment of laws related to community-based care systems, the division of subjects and tasks in policy implementation, and above all, it is necessary to specify necessary financial estimation, procurement plan, and budget securing method. In addition, sincere deliberation on the form of living space for people with developmental disabilities after de-institution and clarification of the subjectivity of using the services provided Establish reliable statistics on the characteristics and degree of disability of people with developmental disabilities, worry about human rights violation factors that can occur in community residential facilities that will be provided after de-facility, and create consensus in the community was also analyzed as an important factor. The total fertility rate of our nation has been in the world's lowest level with constant falling since it reached an all-time low in 1983. The increase in economic participation of women, difficulties to balance work and family life, and traditional gender role and family norms in our society have been blamed for causing low birth rates. In addition, the current economic recession and increased polarization of wealth make it more difficult for working families to balance work and family life, resulting in lowering fertility rates. The Korean government has recently prepared the second five-year basic plan(2011-2015) to deal with low fertility and population ageing. The basic plan aims at providing support for working families in balancing work and family life and helping people ease the burden of marriage, childbirth, and raising their children. The work-family balance policies based on gender equality will do much to increase fertility rates in the future. In this context, this study examined current status and problems of balancing work and family life in our society, the Korean government and corporate policies for work-family balance, and the effects of policies on childbirth. Suggestions for future directions are presented.
It is commonly accepted that fathers involve more in child rearing than ever given that dual earner families are increased in South Korea. Present study aims to emphasizes the significance of responsibility and examines the participation in childcare responsibility of fathers by performing survey. Responsibility is illustrated as paternal taking ultimate responsibility for child's welfare and care such as monitoring, planning, concerning, organizing, arranging and doing for childcare. Regarding the concept of responsibility, both twenty questions asking reasonability and twenty questions asking non-responsibility are included in the questionnaire. As a result of statistical analyses, present study shows that fathers are less likely to participate in those twenty items of childcare responsibility, compared to twenty items of childcare non-responsibility. Implications are also provided. Responsibility of paternal involvement particularly needs to be addressed in the sense that childcare has contributed to pertaining inequality for women in both the workplace and domestic life.
These days the aged have to live 30 or 40 years beyond the day they quit their day jobs. The quality of life for the elderly is a keen concern for the young people. We need to have a correct understanding of the age problem and the effort of a government or local government in order to bless the average life expectancy and not perceive it as a disaster. The number of the elderly living alone is increasing. Various types of support are needed to ensure that these people do not become socially isolated and are able to live alone. Supporting them includes activities to prevent social isolation that take their unique difficulties into consideration, which are different from the difficulties of supporting elderly people living with their families. In this research examined the current status of support activities for elderly people living alone and the unique difficulties involved in supporting them.
The purpose of this study is to provide clues to social welfare policy making by revealing discourse on social intervention and response based on big data on elderly living alone in the COVID-19 situation. Keyword analysis, network analysis, and topic analysis were utilized to explore the ways in which news media have portrayed challenges facing older individuals and the ways in which the central and local government as well as private organization have responded to them. Results are as follows. First, networks(degree, closeness, betweenness) were formed around region, delivery, society, support, and vulnerability, suggesting an increased demand for economic assistance and social support as well as stronger service delivery systems. Second, key topics derived included "establishing public delivery systems", "establishing local networks", "Managing care gap", "Establishing a private economic support system", and "Establishing service organization system". Based on the research results, discourse on the organic role of government, communities and the private sector has been presented, suggesting policy and practical implications by proposing a discussion on how to intervene for elderly living alone in disaster situations such as COVID-19.
This study aimed to explore goals and development process of Child·youth Friendly Cities certified by UNICEF Korea and to provide a research basis for promotion and development of Child·youth friendly cities in Korea. Researchers conducted in-depth interviews with experts in two cities designated as UNICEF Child·youth Friendly Cities in early days. The findings showed that in order to successfully build and maintain friendly cities for children and youth, active interest and efforts of local governors and government officials for promoting friendly cities and policy enforcement based on four principles of child rights were required as prerequisite. In relation to managing Child·youth friendly cities, two cities selected as cases of this study provided universal social welfare programs for children and youth and expanded after-school care services for local students. Moreover they tried to promote decision making and protect rights of children and youth by allowing them to participate in community programs. The important distinctions of these cities were that they established a department exclusively for children and youth and closely cooperated with experts in private sectors. However, participants agreed that there should be more comprehensive and multilateral approach for building Child·youth friendly cities, adoption of incentive system for certification of Child·youth friendly cities and more active promotion of the UNICEF project. In conclusion, the researchers proposed policy implications.
This study was done to find out how women acquire their work citizenship through work-family reconciliation policies from the point of view of labour right and care right. This study investigated how labour right and care right, established by work-family reconciliation policies, are organized on a national level through the methods of socialization of the care such as the strategies of familization, de-familization, commodication and decommodication because paid labour and unpaid care work can be concretely embodied by such strategies. Actually in the care systems in the UK and Sweden, gender roles related to the responsibility for care was assumed differently. For that reason, the socialization of the care in these countries have been developed in a different way. And different results have been created from the two different countries in labour rights and care righst of man and women. The matter whether a society regards a woman as a laborer or caregiver especially has been an important starting point for the way in which social sharing of care develops. Work-family reconciliation policies stated in this study are very important factors. We can understand that care is not simply a duty of a man or a woman but an important human desire, which has to be granted to both a man and a woman as one of their own individual rights.
