This year marks the 20th anniversary of the enactment of legislation related to records in Korea. The Public Records Management Act of Korea deals with the entire process from production to classification, transfer, and utilization for all records. Recently, the National Archives of Korea is in the process of discussing amending laws to implement records management innovations. It is necessary to take a look at the cases of advanced countries abroad, which have a long tradition of Archival management and focus on preservation records. In this study, Germany's "Federal Archives Act" was targeted. Germany is regarded as a country with a long tradition of managing preservation records. Especially, we have something in common that has experienced the history of division like our country. For the research results, each clause of Germany's "Federal Archives Act" was to be analyzed to understand Germany's Archival Management System. As a country that has experienced the division of Germany and unification, it maintains Archival management after unification. Therefore, we drew on the characteristics of Germany's Archival management law and system and studied what implications could be given to our country.

The foundation courses of industrial design from Bauhaus to today is, a delivery room of modern industrial design, played an essential role of the image formation in the current German design. In the foundation courses of industrial design that is required in our society, not only the concept gestalt should be understood, approached to industrial design through the integrated meaning of science and culture. In this paper, the historical establishment background of gestalt universities that contributed enormously to the development of German industrial design was analyzed, and then tried to understand the fundamentals of German design education. Also the results of the foundation courses at Bauhaus, Vim university and current German gestalt universities are compared to the products, which illustrates a typical German Image. With this comparison, the importance of the role of the basic design education was recognized, and using the results the necessary direction of the foundation courses in Korean industrial design was presented.

독일의 응급구조업무의 조직은 독일 기본법(GG) 제30조, 제70조에 따라 오로지 연방부들에게 있다. 유럽 연합은 기술적 조직적 통일성과는 별도로 각각의 국민들의 건강보호의 일부분으로 응급구조의 조직과 재정에서 상당히 광범위하게 재량을 인정하고 있으며 이에 따라 유럽연합의 시스템과 정책들의 입법적 조화를 사실상 포기하고 있는 실정이다. 독일연방주들은 자신들의 주응급구조법률(LRDG)에서 응급구조업무의 보장을 일반적으로 재차 지방자치단체(주 근교도시중심)에게 독자적인 업무로서 인정하고 있다(가령 슐레비히 홀스타인주 응급구조법(RDGSH) 제6조). 이러한 주들은 응급구조를 자신의 관할지역에 대해 준비하고 스스로 운영하거나 운영통제할 수 있는 구조목적의 단체들(RZV)과 공동협력을 할 수 있다. 각각의 업무능력과 법적인 기준에 따라 구조 목적의 단체들(RZV)은 자신의 이름으로 응급구조를 운영하거나 하나 또는 다수의 기관(공공 구조서비스 혹은 사설 구조서비스)에게 시행을 위임할 수 있다. 이러한 측면에서 본 연구에서는 독일의 경우 의사가 직접 현장 의료를 담당하고 있다는 점에서최근 입법을 통해 응급구조사의 교육과정을 개편하고 있으며, 질적 향상을 통해 응급의사와 응급구조사의 권한범위에서 독일 응급구조사의 권한확대가 시도되고 있다는 시사점을 도출하고 있다.

1990년의 '독일통일'은 우리에게 한민족 통일도 이제는 먼 이상이 아니라 현실적 가능성이라는 가슴저린 희망을 한껏 불러 일으켰다. 하지만 '독일통일'이 희망을 주었다면 '통일독일'은 실망과 함께 많은 의문들을 던져주었다. 한반도 통일은 어떤 형식이 될 것인가? 독일식 방식은 불가피한가? 그렇다면 독일이 겪는 통일의 후유증을 극복하고 실질적 통합을 이루기 위해서는 어떻게 해야 하는가? 이를 위해 필요하게 될 통일교육의 기본방향은 무엇인가? 이 글은 독일통일을 원용하여 이러한 통일의 방식, 통일이 제기하는 통합의 문제, 그리고 실질적 통합에 일조를 담당하게 될 통일교육의 방향에 대해 살펴보고자 한다.

지난해 등장한 정보보호 관련 사건의 특징 중 하나는 금전적 이익을 목적으로 한 사이버 범죄가 본격적으로 등장했다는 점이다. 이런 유형의 범죄는 비단 국내뿐만이 아니라, 미국, 유럽 등 전 세계적인 관심사로 떠올랐다. 이런 의미에서 지난 10월 경찰청 주최로 개최된 '국제 사이버테러 대응 공동심포지움' 참석차 한국을 방문한 독일 BKA소속 Mirko Manske로부터 독일 및 EU 지역의 사이버 범죄 현황에 대한 의견을 들어봤다. Mirko Manske는 독일 연방 범죄 경찰국(Bundeskr-iminalant, BKA) 소속으로 지난 2006년부터 국내 경찰청 사이버테러대응센터에 해당하는 BKA 내 National High Tech Crime Unit(NHTCU)의 정보분석 및 수집 전문가로 활동하고 있다
