10월 25일은 독도의 날이다. 독도의 날은 독도를 울릉도의 부속 섬으로 규정한 대한제국 칙령 제41호가 제정된 1900년 10월 25일 기념해 제정됐다. 다가오는 '독도의 날'을 기념해 독도사랑운동을 벌이고 있는 독도사랑운동본부 전일재 사무총장(전번개애드 대표)를 만났다.

일본정부는 지난 7월 14일 독도 영유권이 일본에 있다는 내용을 사실상 포함시킨 '중학교 사회과목 새 학습지도 요령 해설서'를 공표했다. 이에 우리나라 정부는 권철현 주일 대사를 독도 영유권 명기에 대한 항의 표시로 일시 귀국조치 시켰다. 이처럼 독도가 일본땅이라고 억지주장하는 것과 비례해 독도에 대한 관심도 그 어느때보다 높아지고 있다. 이에 본지는 독도가 한국영토임을 증명하는 역사적 객관적 사실을 지도와 책자 등 인쇄물을 통해 정리해 본다.

대한결핵협회가 10월 1일 발행 예정인 "올해의 씰" 주제는 독도입니다. 많은 사람들이 "독도는 우리땅". "I love dokdo"라고 이야기하지만 독도에 대해 얼마나 알고 있는지는 의문입니다. 이에 보건세계는 2회에 걸쳐 독도의 자연환경과 생태에 대해 연재하고자 합니다. 2회의 연재를 통해 독도의 모든 것에 대해 알 수는 없겠지만, 독도에 대해 한 발짝 가까이 다가가는 기회가 될 것입니다.

This study regards that a cause of intensifying sovereignty disputes between Korea and Japan over the Dokdo island has resulted from the fallacy of Dokdo's development policy directly related to exertion and consolidation of Korean government's sovereignty on Dokdo, which has been under Korea's effective control since 1953. From this internal view, this study critically reviews the Korean government's development policy for Dokdo from the 1950s to the end of July 2012 and suggests an ideal alternative for future development of Dokdo on the basis of the discussion of the problems of Dokdo's development policy and its different future development directions proposed in Korean society. The Korean government implemented quite passively the development policy for the inhabited island which is required for the consolidation of sovereignty over Dokdo not to hinder the friendly diplomatic relationship between Korea and Japan. Dokdo is currently not acknowledged as the Korea's Dokdo island in international society, but mostly called Liancourt Rocks. It may be due to the fact that Korea did not positively develop Dokdo as a valuable island which a number of Koreans can inhabit. Consequently this paper proposes 'Dokdo eco-village' as an alternative development plan from the perspective of sustainable development which the UN has adopted. It is a small scale village that contains economic function of eco-friendly fishing, eco-tourism and East Sea research. The hope is that Dokdo eco-village draft plan will be a clue to the discussion and establishment of new Dokdo's development policy to strengthen the Korea's sovereignty and effective control over Dokdo in the future.

Based on the analysis of the appellation from a historical perspective and the diversity of the notation Dokdo island, this study was conducted to analyze the characteristics of cataloging records related to Dokdo in 54 national libraries of the each country. The results are as follows. To begin with, while most of the Dokdo-related records are concentrated in some specific national libraries such as the United States, Australia, and the United Kingdom, there are five libraries that do not have one. Second, the title keyword of Dokdo-related records was 76.1% for 'Dokdo', 17.6% for 'Takeshima', 0.4% for 'Liancourt Rock', and 5.9% for these terms shown together in the national libraries of each country. Third, the subject heading of Dokdo-related records was 54.9% for 'Tok Island (Korea)' or 'Dokdo', 11.2% for 'Takeshima (Japan)' or 'Takeshima', less than 1% for 'Liancourt Rock' and 'Dokdo/Takeshima' each, and 33% for general subject heading or blank.

1999년이래 순차적으로 수행되어지고 있는 항공사진 DB구축사업은 일반적으로 정확도가 검증되어진 항공사진전용독취기를 사용하여 항공사진영상 DB를 구축하고있으나, 일부기관에서는 시중에서 사용되는 일반자동독취기를 이용하여 항공사진영상 DB를 구축하기도 한다. 이에 본 연구에서는 항공사진전용독취기와 일반자동독취기를 정확도를 비교분석함으로서 항공영상 DB구축시 문제점과 타당성을 제시하고자 한다. 본 논문에서는 일반자동독취기의 활용 타당성을 분석하기 위하여 표정해석과 2차제품 제작을 통한 정확도를 항공사진전용독취기와 비교분석하였고, 자동독취기 검증 시스템을 개발하여 연구에 이용된 자동독취기를 검증함으로써 항공영상 DB구축에 있어서 필수적인 장비인 자동독취기의 정확도를 검증하였다.

이 연구는 국내 독도도서관의 운영현황을 분석하기 위해 국회도서관 독도자료실, 동북아 역사자료실, 세종대학교 독도종합연구소, KMI 독도 해양영토연구센터, KIOST 해양과학도서관 5개 기관을 대상으로 담당자 심층인터뷰를 실시하였다. 분석결과 독도자료실(코너)로 운영되고 있는 곳은 단 2곳이며, 대부분 1인의 사서가 운영하고 있다. 또한 자료수집은 비정기적인 기증과 구입에 의존하고 있고 성문화된 장서개발정책은 부재하였다. 독도자료실의 운영활성화를 위한 방안으로 자료확충을 위한 국가정책지원, 독도자료 통합포털시스템 구축, 독도유관기관간 협력 네트워크 구축을 제안하였다.

The Dokdo volcano in the south-central part of the East Sea is classified into 8 rock units. The units and sequence suggest that the Dok Island forms a small stratovolcano constructed from at least 3 times eruption cycles above the sea level and proceeded with transformation of a few different eruption styles during each cycle. Reconstruction of the volcanic form, from the geologic structures and spatial lithofacies changes, suggests that the island is remnants of the southwestern caldera rim of the stratovolcano whose central part lies several hundred meters to the northeast. The subaqueous volcano shows abig guyot, which looks like a shield volcano, that represents gentle slope at 90-175 m deep and relatively steep one in 200∼2,000m, and 25∼30km wise base on sea floor. Therefore the total Dokdo volcano represents a multiple volcano that stratovolcano with small caldera overlies the big guyot.

독도는 울릉도에서 동남쪽으로 92km떨어진 곳으로 우리 나라에서는 가장 동쪽에 위치한 섬이다. 이 섬의 위도는 북위 37 $^{\circ}$14‘’, 동경 131 $^{\circ}$52‘’이며 총89개의 부속도와 암초로 구성되어 있다. 본 연구에서는 독도 수중 생태 조사의 일환으로 독도 주변 해역에 서식하는 어류상을 파악하고자 1999년 5월 12 - 15일 사이에 수중 다이빙을 통한 조사를 실시하였으며, 조사에 의해 확인된 어류 목록의 작성과 수중 생태에 대하여 보고하는 바이다. (중략)
