Methods for Regional Regeneration of Local Small City by Utilizing Idle Spaces: Focusing on the Case of Hongcheon-gun (유휴공간을 활용한 지방소도시 지역재생 방안: 홍천군 사례를 중심으로)

  • This study aims to provide methods and policy implications for vitalizing the regional regeneration of local small cities through utilizing idle spaces, with Hongcheon-gun as a case. Hongcheon-gun has been changed into cultural and art space since it was selected as the venue of Gangwon Triennales, and it is an example region that vitalized local areas by utilizing idle spaces on the basis of its placeness and characteristics. For the effective future utilization of idle spaces and regional regeneration, however, first, the survey of local resources is required for the systematic management and utilization of idle spaces. Second, foundations for the management and operation of idle spaces should be constructed. Third, methods for utilization should be sought in consideration of the characteristics of idle spaces and local conditions. Fourth, connected projects should be vitalized in consideration of possibilities for the regeneration and utilization of idle spaces.

A Case Study on Urban Regeneration Projects for Declined Industrial Districts in Downtown Area (도심 노후산업지구 도시재생사업 사례연구)

  • It is needed to regenerate declined industrial districts in downtown area through to invite new industry and to improve urban environment. The purpose of this paper was to make suggestions on the urban regeneration for the districts. I have taken a literature research and a site analysis with cases of 'the South Lake Union' in Seattle and 'Pearl District' in Portland, USA. The result of the analysis was as follows: (1) The land use was changed to mixed use of business-commerce-recreation. The building use was changed to facilities for work, play and live. (2) Infrastructures were improved for user oriented facilities such as pedestrian friendly street, public parks & open spaces, public transportation system, and life supporting facilities. (3) The place identity was enhanced through the preservation of urban structure-tissues, renovation of existing buildings, and preservation of historical heritages.

  • This comparative analysis on the project scheme of property-led regeneration of UK and Japan aimed to suggest the implications for economy-based urban regeneration of Korea. Property-led regeneration attract private capital by deregulation and public investment since 1980s' neoliberalism. Its effectiveness for creating job and economic growth is demonstrated through last decades. The cases of property-led urban regeneration of 2000s, such as Stratford, King's Cross, Otemach and Shinonome, show decrease of public direct investment, promoting deregulation. It also proved that property-led urban regeneration has a great ripple effect to local economy. And the partnership among central and local governments, public development corporations, private developers and other local interest groups is emphasized for delivering successful urban regeneration. Especially, human empowerment of local government and responsibility of public organization are also required to deliver urban regeneration.

  • 낙후된 도시를 정비하는 방법으로 새로이 등장한 거점확산형 주거환경개선사업은 전면철거방식인 주택재개발사업이내 공동주택 건설방식과 비교하여 지역주민의 재정착 비율이 높고, 기존 도시 조직을 고려하며 점진적으로 개발할 수 있는 기성시가지 정비수법으로 주목받아 왔다. 또한 지역의 침체된 경제를 활성화시키고 황폐화된 구시가지를 회복시키기 위하여 정부에서는 도시의 새로운 경쟁력을 찾고 지역 주민의 삶의 질을 보장하기 위해 지역 주민의 삶의 질을 보장하기 위해 지역 커뮤니티를 근간으로 하는 도시재생사업을 추진하게 되었다. 효과적인 거점확산형 주거환경개선사업을 위해서는 주민참여가 중요하며, 현재에 이르러서는 필수적인 요건이 되었고, 도시계획 역시 주민과 함께 하는 방향으로 변화하게 되었다. 이에 따라 GIS도 주민과 같은 비전문가의 의사결정을 지원하기 위한 도구로 확대되어 활용되고 있다 하지만, 현행 주민참여 방식은 형식적인 수단에 불과하며, 주민 참여도를 높일 수 있는 획기적인 방법은 아직도 연구해야할 과제이다. 따라서 본 연구에서는 커뮤니티의 재생을 목적으로 하는 거점확산형 주거환경개선사업에서 능동적 주민참여를 좀 더 효율적으로 이끌어 내고자 사업정보제공서비스, 주민의사반영 서비스, 쌍방향적 의견교환서비스, GIS 서비스를 제공하는 커뮤니티 재생을 위한 앱 기반 PPGIS 모델을 제안하였다. 최근 스마트폰의 보급률이 급증함에 따라 스마트폰의 활용은 주민들의 관심과 참여 비율의 변화를 크게 가져올 수 있을 것으로 기대되며, 커뮤니티 재생을 위한 스마트폰의 앱 기반 PPGIS 모델은 정책결정자, 전문가 그리고 주민이 서로의 생각을 교환하고 이해하는데 또 다른 유용한 의사소통 도구가 되어 주민의 참여도를 높여 줄 것이라 기대된다 특히, 스마트폰을 많이 사용하고 있는 젊은층의 흥미를 유발하여 참여도가 낮은 젊은층의 참여도를 높이는데 기여할 것이라 여겨진다,

Analysis on the Characteristics and Performance of High Line as Industrial Heritage Regeneration (산업유산 재생으로서 하이라인의 특성 및 성과 분석)

  • The purpose of this study is to analyze the characteristics and performance of the High Line as an example of Industrial Heritage Regeneration, and to derive implications for setting the direction of urban regeneration. The results of this study are summarized as follows. First, five measurement elements were derived from governance, physical performance, economic performance, social performance and cultural performance as an analytical framework for analyzing the characteristics and performance of the high line as a case of industrial heritage regeneration, and a total of 15 indicators were selected for each element. Second, the analysis of the characteristics and performance of the High Line regeneration shows that the High Line regeneration project has resulted in the establishment of effective governance, the physical improvement considering historicity and placeness, and the economic revitalization of the underdeveloped mid-western region of Manhattan, while the drive-out of natives due to gentrification.

A Study on the Application of Suitable Urban Regeneration Project Types Reflecting the Spatial Characteristics of Urban Declining Areas (도시 쇠퇴지역 공간 특성을 반영한 적합 도시재생 사업유형 적용방안 연구)

  • The diversification of the New Deal urban regeneration projects, that started in 2017 in accordance with the "Special Act on Urban Regeneration Activation and Support", generated the increased demand for the accuracy of data-driven diagnosis and project type forecast. Thus, this research was conducted to develop an application model able to identify the most appropriate New Deal project type for "eup", "myeon" and "dong" across the country. Data for application model development were collected through Statistical geographic information service(SGIS) and the 'Urban Regeneration Comprehensive Information Open System' of the Urban Regeneration Information System, and data for the analysis model was constructed through data pre-processing. Four models were derived and simulations were performed through polynomial regression analysis and multinomial logistic regression analysis for the application of the appropriate New Deal project type. I verified the applicability and validity of the four models by the comparative analysis of spatial distribution of the previously selected New Deal projects by targeting the sites located in Seoul by each model and the result showed that the DI-54 model had the highest concordance rate.

  • The purpose of this study is to provide a logical basis for guarantee the effectiveness of the tax support system, which is one of the main measures to prevent the side effects of commercial gentrification. For this purpose, this study analyzes the combination of tax support to replace the loss of net rental income due to stabilize commercial rents and annual rent increase rate that can be substituted through the tax support system based on economic utility of commercial lessors in Seoung-dong, Seoul. The result of this study shows that the tax support system can be used as an effective means to substitute a considerable portion of the net rental income loss due to stabilize commercial rents of Seongsu-dong. However if the rent price continues to rise every year, the tax support system does not work. In order to guarantee the sustainability of the tax support system, annual rent increase rate should be kept below a certain level.

Analysis of Factors Affecting Life Satisfaction of Local Residents in Urban Regeneration Projects: Focused on General Type of Neighborhood Regeneration in Seoul (도시재생사업에서 지역 주민의 삶의 만족도에 미친 영향 요인 분석: 서울시 근린재생 일반형을 중심으로)

  • The purpose of this study is to present policy implications for future urban regeneration projects by deriving factors that affect residents' life satisfaction by region. To this end, a survey was conducted and multiple regression analysis was conducted using the Changsin/Sungin-dong, Haebangchon, and Garibong-dong regions where the general type of neighborhood regeneration project of Seoul was conducted. As a result of the analysis, it was found that life satisfaction increased when autonomy among the local governance factors in Changsin/Sungin-dong and autonomy and network in Garibong-dong increased. When examining the factors of regional regeneration capacity for each region, in terms of local identity, landscape characteristics in all three regions had a significant effect on the life satisfaction of residents. In the case of local communities, it was found that the satisfaction with life of residents increased when individual competence in Changsin/Sungin-dong and participation capacity and relationship competence in Garibong-dong increased. In terms of local assets, natural and social assets in all three regions had a significant effect on the life satisfaction of residents. Therefore, it is judged that the relationship between the influence of residents' life satisfaction in the general type of neighborhood regeneration project for neighborhood regeneration will be a meaningful data in promoting the urban regeneration project.
