A Revenue Allocation Model for the Integrated Urban Rail System in the Seoul Metropolitan (수도권 도시철도 수입금 정산 분석모형)

  • Seoul metropolitan public transport reform results in the introduction of the semi-public operation and distance-based fare policies. With implementation of these policies, public transport revenue allocation has been (will be) evolved very complicated because the existing revenue allocation issues have not only been clearly solved, which is generated by the combined relationship among Korea Railroad Corporation (KRC). Seoul Metropolitan Subway Corporation (SMSC). Seoul Metropolitan Rapid Transit Corporation (SMRTC), and Incheon Rapid Transit Corporation (IRTC), but also the revenue allocation problem between bus and urban railroad-related organizations need to be considered in this combined framework. On top of that. based on the future plans such as the private sector's railroad construction plan(s), the light rail transit construction plans of several local governments and the join of remained bus lines of Seoul metropolitan areas, it is understood that the revenue allocation among public transport operating organization will become one of main issues of operation organization as well as local and central governments. As a basic approach for revenue allocation of public transport operation organizations, the purpose of this paper is to propose an integrated model applicable to estimate degree of service contribution in passenger carriage in the combined public transport network. With a hypothesis that the complete electronic card system is deployed, this paper supposes every passenger's loading and alighting stations is recordable. Thereby, this paper limits research scope as to Seoul metropolitan railroad area since used route(s) between origin and destination stations can not be traceded because transfer stations each passenger path through is not recorded. Each model proposed in the paper is as follows: 1. a generalized cost reflecting passenger's transfer behavior; 2.a K path model for determining similar routes between O-D; 3.an assignment model for loading O-D trips onto the detected similar routes using Logit Model.

Analyzing the Efficiency of Korean Rail Transit Properties using Data Envelopment Analysis (자료포락분석기법을 이용한 도시철도 운영기관의 효율성 분석)

  • Using nonradial data envelopment analysis(DEA) under assumptions of strong disposability and variable returns scale, this paper annually estimates productive. technical and allocative efficiencies of three publicly-owned rail transit properties which are different in terms of organizational type: Seoul Subway Corporation(SSC, local public corporation), the Seoul Metropolitan Electrified Railways sector (SMESRS) of Korea National Railroad(the national railway operator controlled by the Ministry of Construction and Transportation(MOCT)), and Busan Urban Transit Authority (BUTA, the national authority controlled by MOCT). Using the estimation results of Tobit regression analysis. the paper next computes their true productive, true technical and true allocative efficiencies, which reflect only the impacts of internal factors such as production activity by removing the impacts of external factors such as an organizational type and a track utilization rate. And the paper also computes an organizational efficiency and annually gross efficiencies for each property. The paper then conceptualized that the property produces a single output(car-kilometers) using four inputs(labor, electricity, car & maintenance and track) and uses unbalanced panel data consisted of annual observations on SSC, SMESRS and BUTA. The results obtained from DEA show that, on an average, SSC is the most efficient property on the productive and allocative sides, while SMESRS is the most technically-efficient one. On the other hand. BUTA is the most efficient one on the truly-productive and allocative sides, while SMESRS on the truly-technical side. Another important result is that the differences in true efficiency estimates among the three properties are considerably smaller than those in efficiency estimates. Besides. the most cost-efficient organizational type appears to be a local public corporation represented by SSC, which is also the most grossly-efficient property. These results suggest that a measure to sort out the impacts of external factors on the efficiency of rail transit properties is required to assess fairly it, and that a measure to restructure (establish) an existing(a new) rail transit property into a local public corporation(or authority) is required to improve its cost efficiency.

  • 최근들어, 도시철도 전력설비에는 온라인 상태진단이 가능한 센서를 설치하여 각 기기의 상태를 상시 감시하는 시스템이 도입되고 있다. 이러한 기술이 적용됨으로써 전력설비의 교체 주기를 판단하고, 사고를 미연에 방지 하는 등의 최적의 관리를 할 수 있게 되었다. 그러나 운영기관에 따라 다양한 방법의 진단설비가 설치되어 있어 유지보수가 어려워, 도시철도에 적합한 진단시스템의 개발이 요구되어 지고 있다. 도시철도 주요 전기설비로는 변압기, 단로기, 차단기, 정류기 등이 있다. 현재 이를 진단하기 위한 방법으로는 각 장치에 따라 부분방전시험, 유전정접시험, 절연유분석시험, 차단기동작시험 등이 있다. 본 연구에서는 현재 국내 외에서 제시되고 있는 전기설비의 온라인 상태진단 기술을 조사하고, 상용화된 온라인 상태진단 시스템을 분석하여 도시철도 전기설비에 적용 가능한 상태진단 항목과 상태진단 기법을 조사, 분석하였다.

  • To reduce conducted a survey on human error risk factors and related experience frequency to drivers of Seoulmetro and Korail. The human error arising from systems operating urban railway aimed at eliminating and reducing the fundamental causes of urban rail accidents is based on research from a factorial point of view, since it contains problems dealing with the types and situations of accident generation. It is required to contribute to reducing human error so that urban railway accidents may be reduced and safe operation will be continuedly seared.

  • This research is intended to understand and make practical suggestions on various aspects of the railroad traffic controllers focusing on railroad control of the railroad safety management system's technical standards. The method of analysis is using the causal loop diagram, which is the soft method of System Dynamics. Content of analysis is about the system. 11.7 of the work of the railroad control system. In addition, we compared and analyzed railroad controllers by four railroad operators, suggesting the importance of railroad control and future practical improvement plans.

  • 도시철도 공사, 지하철 공사, 철도청 등 각각의 운영기관이 독자적으로 정보화를 추진함으로서 국가적으로 중복투자 및 예산이 낭비되고 각 시스템간 호환성이 부족하여 정보를 공유할 수 없어 비효율적인 시스템 구축이 이루어지고 있는 실정이며 표준화된 정보의 부재 및 부정확한 표준에 의한 업무의 비효율성이 가중되고 사고예방 및 신속한 복구지원을 통한 대국민 안전서비스 제공 및 열차운행의 안전성 확보에 미흡한 실정이다. 본 논문은 국내 도시철도분야를 세계적인 경쟁력을 가진 분야로 육성하고 수명주기비용(Life Cycle Cost)을 최소화 및 최적화하여 경제성을 극대화시킨 도시철도 정비유지체계 정보화 시스템의 개발 및 시범적용을 위해 정보전략계획 (ISP)을 수립하기 이전에 수행한 선행연구 결과이다.

  • Urban railway started its operation in August 15, 1978 in Korea. Nowadays, it is being operated in Seoul, Busan, Incheon, Deagu, GwangJu, and Daejeon, and it is playing a major role in mass transportation. Urban railways can provide rapid and convenient transportation to citizens in eco-friendly and energy saving way. However, urban railway operating organizations have been in financially difficult conditions due to the enormous debts borrowed for the construction of railways. Urban railway operating organizations are under pressure to improve its difficult financial conditions through the efficient management of the organization. The management and operation efficiency of urban railway organizations have been evaluated since 1993 by Ministry of Public Administration and Safety to make those organizations more competitive, responsible and efficient. However there are some limitations in evaluation since they do not reflect the relative size of organizations, relative newness of facilities, etc so that it's not objective and loses fairness. This study proposes an improved method for the evaluation of safety.

  • 현재 각 도시철도 운영기관이 사용하고 있는 부품코드체계는 구 정부물품 분류체계 11자리를 수요한 코드체계로의 군, 급의 2단계 분류로 구성되어 있어, 분류단계의 제약이 존재할 뿐만 아니라 분류체계의 구조적 문제로 군, 급, 품명의 빈번한 통합, 삭제에 따른 코드 관리의 어려움이 존재하고 있다. 또한, 사용자가 원하는 물품을 해당 분류체계로 찾아가기 위한 그룹별 탐색과 통계적 분석이 불가능한 실정이다. 이러한 분류체계의 문제점과 향후 차종의 노후화로 발생될 관리품목의 증가로 업무능률 저하가 예상되기 때문에 새로운 체계의 표준화된 부품코드체계가 절실히 필요한 실정이다. 본 논문은 산업 발전에 따르는 확장성과 세분화에 대한 분류구조의 탄력성을 가지고 객관적으로 분류 추가 및 변경이 가능하도록 하고, 정부 및 국제기관 표준권고안과 호환성을 가질 수 있는 표준 부품코드체계를 제정하기 위한 연구결과이다.

  • As the urban railroad durability period law has revised on march 19, 2009, the life cycle of urban railroad cars has lengthened to 40 years for the longest period. It seems to be attributed to the development of railroad car making technique along with their durability being longer thanks to the quality improvement of their materials and parts. As the stability of urban railroad cars is directly linked to the safety of passengers, safety should be considered first, and more precise examination is necessary for endurance extension. Hereupon, the rolling stocks with their durability near expiration should get precise diagnosis following the revised "RDG for urban railroad cars" This study aims to suggest a diagnosis method for the institute and the urban railroad operating body which enforce the revised diagnosis, through the case of Busan transportation corporation which firstly started the revised diagnosis after the durability related law has been revised.
