A Study on Sustainable 'Urban Regeneration Project' (지속가능한 '도시재생사업'에 관한 연구)

  • 오늘날 우리사회는 환경변화와 기후 위기 가속화로 인하여 삶의 질 악화는 물론 인류 생존까지도 걱정해야 시기에 이르렀는데, 이러한 변화의 주범인 온실가스의 75%가 도시에서 발생되고 있다(Global Sustainable Development Repor, 2019), 이에 국제 사회는 도시 중심의 녹색 전환 정책 추진 중인데, 우리나라는 2017년부터 '도시재생뉴딜사업'을 추진하고 있다. 이에 본 연구는 지자체가 주도적으로 환경성과 창출 방안을 마련, 도시의 지속가능성 높이는데 일조하고자 탄소중립 선도 도시 사례와 도시재생의 문제점을 살펴봄으로써 도심 내 과밀화 문제와 탄소배출 해결 방안을 제시하였다. 당초 '도시재생뉴딜' 사업은 도시의 다양한 니즈를 충족시키기 위하여 시작되었으나, 최근에는 도시 노후화와 탄소배출 문제에 대응하기 위하여 '그린도시', '친환경 도시'를 지향하고 있다. 그러나 이를 뒷받침할 법·제도의 제·개정 및 이를 바라보는 이해관계자의 시각 전환이 이루어지지 않아 크고 작은 많은 문제점이 발생하고 있다. 도시재생의 첫 번째 문제점은 정책지원의 30% 이상이 일반근린형에 집중됨에 따라 주거형 도시재생 양상을 띄고 있다는 점이다. 이는 임기가 제한된 지자체장이 가시적인 성과를 위하여 도시 내 인프라 확충에 집중한 결과로 지속가능한 도시재생을 저하시키는 요인이 되고 있다. 두 번째, 도시재생 뉴딜사업이 계획수립과정에서 지속가능성에 대한 검토와 환경성 평가에 대한 고려 부족으로 기후 위기 대응에 미흡한 실정이다. 노후 도시의 주거 과밀화 문제를 해결하고 효과적인 도시 탄소 감축을 위하여 건물 - 마을 - 도시 등 여러 공간 단위의 온실가스 배출량 감축 전략 수립이 필요하다. 세 번째, 치·이수 위주의 도시재생 뉴딜사업으로 탄소 중립 대책이 미흡하다. 대응 방안으로는 자원의 관점에서 물 소비 감소 촉진 및 재생에너지 증가 전략이 필요하다.

Analysis of User's Satisfaction on the Street Environment of the General Neighborhood Type of Urban Regeneration New Deal Projects in Daegu (도시재생 뉴딜사업의 가로환경에 대한 이용자 만족도 연구: 대구광역시 일반근린형 도시재생 뉴딜사업을 중심으로)

  • The purpose of this study is to evaluate the user's evaluation of the street environment for the Urban Regeneration New Deal project, which maintains its original urban context and improves the urban environment, as opposed to the full-demolition projects such as urban redevelopment or reconstruction. A questionary survey was conducted on residents for the general neighborhood type of Urban Regeneration New Deal projects in Daegu. An IPA(Importance-Performance Analysis) was conducted to compare the user's satisfaction with the street environments. The main results are as follows. First, the importance and satisfaction of street environments were different for each project. Second, the cleanliness of sidewalks showed high importance and satisfaction at all projects. Third, residents' satisfaction with signs and buildings was high, but their importance was low. Last, residents' satisfaction with parking and the segregation of pedestrian and vehicle was low, but their importance was high. It is necessary to build differentiated plans and programs to meet the needs of residents in the Urban Regeneration New Deal projects.

The Optimal Project Combination for Urban Regeneration New Deal Projects (도시재생 뉴딜사업의 최적 사업지구 선정조합에 관한 연구)

  • The genetic algorithm (GA) and branch and bound (B&B) methods are the useful methods of searching the optimal project combination (combinatorial optimization) to maximize the project effect considering the budget constraint and the balance of regional development with regard to the Urban Regeneration New Deal policy, the core real estate policy of the Moon Jae-in government. The Ministry of Land, Infrastructure, and Transport (MOLIT) will choose 13 central-city-area-type projects, 2 economic-base-type projects, and 10 public-company-proposal-type projects among the numerous projects from 16 local governments while each government can apply only 4 projects, respectively, for the 2017 Urban Regeneration New Deal project. If MOLIT selects only those projects with a project effect maximization purpose, there will be unselected regions, which will harm the balance of regional development. For this reason, an optimization model is proposed herein, and a combinatorial optimization method using the GA and B&B methods should be sought to satisfy the various constraints with the object function. Going forward, it is expected that both these methods will present rational decision-making criteria if the central government allocates a special-purpose-limited budget to many local governments.

A Study on the Application of Suitable Urban Regeneration Project Types Reflecting the Spatial Characteristics of Urban Declining Areas (도시 쇠퇴지역 공간 특성을 반영한 적합 도시재생 사업유형 적용방안 연구)

  • The diversification of the New Deal urban regeneration projects, that started in 2017 in accordance with the "Special Act on Urban Regeneration Activation and Support", generated the increased demand for the accuracy of data-driven diagnosis and project type forecast. Thus, this research was conducted to develop an application model able to identify the most appropriate New Deal project type for "eup", "myeon" and "dong" across the country. Data for application model development were collected through Statistical geographic information service(SGIS) and the 'Urban Regeneration Comprehensive Information Open System' of the Urban Regeneration Information System, and data for the analysis model was constructed through data pre-processing. Four models were derived and simulations were performed through polynomial regression analysis and multinomial logistic regression analysis for the application of the appropriate New Deal project type. I verified the applicability and validity of the four models by the comparative analysis of spatial distribution of the previously selected New Deal projects by targeting the sites located in Seoul by each model and the result showed that the DI-54 model had the highest concordance rate.

Classification and Analysis of the Project Contents and Expected Effects of Urban Regeneration Pilot Projects (도시재생 선도지역의 사업내용 및 기대효과 유형 분류 및 분석 -근린재생형 도시재생 선도지역 마중물 사업을 대상으로-)

  • Urban regeneration is a project to enhance the competitiveness. Therefore, it is necessary to examine the contents and expected effects of urban regeneration projects. In this study, we classified and analyzed the contents and expected effects of the 11 neighborhood urban regeneration pilot projects. The main results are as follows; First, physical regeneration is the most popular in terms of project contents, and social approach is the most typical for the expected effects. Second, the project of social regeneration is mainly focused on strengthening the capacity of residents. Third, the most expected effect of physical regeneration was about the improvement of landscape. Fourth, the most expected effect of social regeneration was the contents of residents' participation. Finally, there is a need for the development of projects that can expect a combination effects rather than a single effect. The urban regeneration new deal projects need to pay more attention to projects that can have various effects based on the development of competitive urban contents.

Analysis of Factors Influencing the Satisfaction of Urban Regeneration New Deal Projects - Focusing on the Namhae-gun Urban Regeneration New Deal Project - (도시재생 뉴딜사업 만족도에 영향을 미치는 요인 분석 - 남해군 도시재생 뉴딜사업을 중심으로 -)

  • The way to check whether the urban regeneration project is going in the right direction is fundamental for understanding the satisfaction of local residents relevant to the project. This study aims to analyze the satisfaction of residents by selecting factors that affect the satisfaction of Namhae-gun residents with urban regeneration projects. Through this, after examining whether the project is being implemented well in accordance with the purpose of the urban regeneration new deal project, this study presents the direction of the Namhae-gun urban regeneration new deal project. In result, in the case of the resident group, satisfaction with security and landscape influenced satisfaction with the entire project. In addition, publicity for urban regeneration projects had the greatest impact on satisfaction, and other neighborhood reliability, urban regeneration-related education, and meetings had the greatest impact on satisfaction with the project. In the case of the merchant group, it was found that the satisfaction with the entire project increased when the satisfaction with the public relations. However, it was found that physical factors, that is, factors for improving the living environment, did not affect satisfaction with urban regeneration projects. The findings of this study, as local parts of Namhae-gun urban regeneration project progresses, can be further expanded to the holistic county level.

  • The purpose of this study is to examine the status and limitations of the activation plan as a result of the change in urban regeneration paradigm. In particular, the change in housing life was considered following the guidelines of the New Deal project. Specifically, the three types - General Neighborhood, Housing Support, and DongneSaligi - were analyzed from the perspective of organization, space and program. In addition, the master plan and unit project, the organization and progress, and the budget plan were reviewed. As a result, the New Deal project for urban regeneration is importance on economic regeneration, which, unlike the integrated and continuous guide proposed by the government, could limit the individual progress of transitional organizations, 2-dimensional planing and various programs. Thus, first, in order to supplement the organization's verticality and inefficiency in progress, the annual business assessment should be discouraged and the permit and progress of the project should be determined at the local government level. Second, integrated and multidimensional planning is necessary to produce synergy effects in the physical environment. Finally, the link between program unit projects and the economic effects can be considered.

  • Publicly funded project centered urban regeneration projects have limitations in the implementation to fit the urban regeneration plan system under the 'Special Act on Promotion of and Support for Urban Regeneration.' Since urban regeneration projects have been promoted with publicly funded project centered uniform plans and non-planned systems as such, many problems have arisen such as increases in the time to establish plans such as many strategic plans and activation plans and resultant increases in social costs. Therefore, in this study, with a view to finding methodologies for the establishment and flexibilization of urban regeneration plan systems, the actual state of operation of the urban regeneration plan system was analyzed to find problems and present improvement plans for reestablishment of the South Korean urban regeneration plan system.

A Study on the Pattern and Promotion of Landscape Architects Participation in Urban Regeneration Projects- Focusing on the Urban Regeneration New Deal Project (2017-2019) - (도시재생사업에서 조경의 참여 양상과 증진 모색 - 도시재생 뉴딜 선정사업(2017-2019)을 중심으로 -)

  • This study aims to identify the role and the use of landscape architects as a core strategy in urban regeneration projects by project type. This study attempted to find ways to promote landscape architects' participation patterns and characteristics in promoting urban regeneration and revitalization plans. Among the New Deal projects, from 2017 to 2019, when the urban regeneration projects were promoted, a total of 822 projects with terms such as park, garden, landscaping, rest space, forest, greening, planting, and flowers were included, In this study, an integrated approach was applied, considering the status of landscape architects participation, a literature survey by project entity, analysis of prior research, revitalization plan reports, and interviews by project entity, and aspects and characteristics of landscape architects participation according to project type. The results were classified. In the urban regeneration projects, the landscape characteristics were analyzed in terms of hardware or software participation methods according to the project type, and the participation patterns and promotion measures of landscape architecture and ways to promote them identified in the course of the project are as follows. First, the role and participation pattern of landscape architects in urban regeneration projects differed depending on the type of project. As the prerequisites for each type of project, the subject of the project, the direction, the differentiation of the regeneration strategy for each project, and the level of participation of residents interacted in a complex way. The participation of landscape architects has changed and expanded its meaning and role. Second, the change and value of the expanded the participation method of landscape architects in the urban regeneration project and appeared as a multi-purpose and complex role in the process of a project, indicating that the value of landscape in the classical sense is changing and its substantive aspect depends on the type of project. Third, this study confirmed the importance of recognizing the role and value of 'landscape architecture' as a strategic and practical means of regeneration that can be utilized. Therefore, in order to promote the participation of landscape architects, diversification is required through changes in participation methods according to urban regeneration strategies for each project, rather than participation focused on hardware projects, such as park creation in terms of form and place. In addition, it was confirmed that the participation of landscape architects, which play an important role in fostering a sense of community among residents as an experience and activity program, should be further activated in terms of the process of the ideal way of existence. This study is meaningful in that it substantially grasps that the role of landscape architects is expanding as the subject of urban regeneration projects, and presents the direction for its promotion. Participation and research should be continued.

Sustainable Urban Regeneration and Smart Water Management (지속가능한 도시재생과 스마트 물 관리)

  • 본 연구는 한국의 도시재생과 스마트 물 관리의 정책 분석을 위하여 도시재생과 스마트 물 관리의 등장 배경, 주요 현안 및 연계성을 모색하고 도시재생방안으로서 스마트 물 관리체계의 가능성을 검토하는 것을 목적으로 한다. 1950년대의 도시재건(Urban Reconstruction)과 1970~80년대의 도시재개발(Urban Renewal, Urban Redevelopment) 등의 정비 사업은 물리적 환경정비에 초점을 맞추었다. 그러나 1990년대 환경문제가 세계적 이슈로 등장하면서 교외지역 난개발 문제에 대한 대응책이 필요하게 되었고 도시의 물리 환경적, 산업 경제적, 사회 문화적 측면을 부흥시키는 도시재생 접근법이 출현하였다. 한국 정부는 2017년부터 시작한 '도시재생 뉴딜사업'의 일환으로 스마트 기술을 적용한 도시재생사업을 통해 스마트도시 선도국가 도약과 세계적 흐름에 부합하는 도시성장을 기대하고 있다. 1980년대 초 등장한 스마트 기술은 2000년대 들어와 스마트 도시, 스마트 인프라, 스마트 그리드 등의 분야로 확대, 진보하였다. 물 분야의 스마트 기술은 2009년 스마트워터그리드 이니셔티브(Smart Water Grid Initiative)의 발족과 함께 IBM, CISCO, Intel 등의 IT 기반 물 관리 워킹그룹 형성, Suez, Veolia, Siemens 등 수처리 기업의 스마트워터그리드 분야 진출 모색과 함께 발전하기 시작하였다. 이후 2012년 유엔 스마트 물 관리 포커스 그룹(ITU-T SG 5)의 스마트 물 관리 표준화 연구가 착수되었고 한국은 국토교통부 건설교통기술 연구 개발사업 중 하나로 스마트 물 관리 장기 연구 사업을 시작하였다. 스마트 물 관리는 수자원 및 상하수도 관리의 효율성 제고를 위하여 스마트 미터, 센서, 디지털지도제작 등 ICT를 이용한 차세대 물 관리시스템이라고 정의할 수 있다. 구체적인 대상 분야를 고려한다면 하천수, 우수, 지하수, 하폐수처리수, 해수담수 등 다양한 수자원의 관리, 물의 생산과 수송, 사용한 물의 처리 및 재이용 등 물 관리 전 분야를 포함한다. 그러나 스마트 물 관리의 용어와 개념을 처음으로 도입한 미국 등 선진국과 관련기업들은 스마트 물 관리를 '스마트 워터 미터, 센서, 첨단 모델링, 수문 지도제작, 스마트 관개농업, 자동화 로봇 등 다양한 기술을 통합적으로 운영하는 지능적인 수자원 관리를 위한 정보네트워크'로 정의한다. 일찍이 도시재생으로의 패러다임 전환을 실시한 영국 및 일본과 달리 한국의 도시재생은 개념, 구성요소, 범위, 사업방식 등의 여러 가지 측면에서 아직 형성단계에 있다. 또한 한국의 스마트 물 관리 논의는 개념정립 측면에서 심층적 논의가 거의 부재하였다. 기존의 논의들은 수자원 혹은 상하수도서비스 분야에서의 연구결과와 기술개발성과를 기계적으로 적용하고 확대하는 측면만을 부각시켰다. 그러나 이와 같은 스마트 물 관리에 대한 논의는 정보통신기술과 물 관리 서비스를 단편적으로 연결하고 적용범위를 제한할 수도 있다는 점에서 한계성이 있다. 본 연구는 국내외 문헌검토를 바탕으로 한국의 도시재생과 스마트 물 관리의 정책을 분석하고 지금까지 별개로 간주된 두 개념의 장점을 융합하여 향후 지속가능한 도시개발 사업으로서의 가능성을 검토하고자 한다.
