도시계획에 있어서의 규제 및 통제(1)

  • 대부분의 건축가들에게는 규제 및 통제는 난센스라 생각되는 수가 있는데 이는 훌륭하게 설계된 건물이라 할지라도 그 건물을 법적으로 금지할 때가 종종 있기 때문이다. 건축분야에서 가장 진보된 규제 및 통제 방법은 건축기준과 지역ㆍ지구에 관한 규제(Restrictive Building Code & Zoning Ordinances)이다. 이 이외에 상식적으로 생각하더라도 여러 가지 제한을 들 수 있는데, 의뢰자의 취미, 융자조건, 여산, 재산세, 기후 및 대지조건과 기계설비의 제한요소가 있겠다. 우리는 건축 및 도시의 복잡한 미로에서, 우리의 주위 환경 속에서 인간의 목적과 희망을 달성하기 위한 규제들 중 어느 것이 최우선이어야만 되는가에 대한 통찰력을 잃어버렸다. 이런 문제들은 건축가에만 국한되지 않는다. 진정 여기에서 우리는 이 시대의 중요한 사회적, 정치적 문제점-공공권리와 개인권리의 공공책임과 개인책임의, 그리고 개인주도력과 공공주도력과의 한계에 직면하게 된다. 더구나, 이런 분야의 한계는 불명확해지며 더욱더 복잡화되며 다루기 어려워져 가고 있다. 본 장에서는 건축을 규제하는 요소들을 조사하겠다. 그리고 현 통제체제의 정신, 그 근원, 문제점, 단점, 타당성, 그리고 적용에 관하여 논해보기로 한다.

  • In the planning phase of domestic urban environment maintenance and improvement projects, a particular problem is the increase in service expenses and project cost with the establishment of plans under circumstances that exclude the residents or have incomplete consent from them and the public organization. This delays the promotion of the project. This study aims to resolve such problems by proposing a measure to introduce a privatepublic consultative body for residents and the relevant departments of the public sector, to encourage them to participate and establish plans together from the beginning. This is expected to contribute to the smooth promotion of the project, as it would remove the conflicting factors that are expected to be generated in the project implementation phase before they could emerge.

  • Since the Child Friendly Cities Initiative(CFCI), a UNICEF-led initiative, was first introduced to Seongbuk-gu in 2013, more than half of the districts of Seoul are making efforts to achieve the accreditation of the Child Friendly City(CFC). At this point, when an initiative is transformed from a special policy of a few districts into a general policy of many local governments, we need to examine and check on how friendly urban parks are to children. This study focused on neighborhood parks that tend to be less friendly to children as compared to children's parks and looked into the current status, because neighborhood parks are also well used by users of all ages including children. The evaluation criteria was developed based on the review of domestic and international guidelines of child friendly parks and neighborhood parks. Futhermore, field studies, user questionnaire, and a participatory design workshop were introduced to analyze the status of child-friendly environment of neighborhood parks. Findings are as follows. First, vague definitions of child cause the inconsistency of child-related policies. Second, Neighborhood parks are not conceived as a public space for children. Third, the consideration of youth is relatively low. Fourth, adjacent area of a park turns out not to be child friendly as well.

  • Recently, multiple metropolitan counties and local authorities have been actively working on improving their local existence with various methods and strategies. Such change cannot be observed when local authorities were chosen by the government. Also, the public administration has recently emphasized important factors of public design which seeks better lifestyle and outward beauty from quantitative growth and policy of strongly considering outward form due to the compressive modernization. Public design intends to complete aesthetic factor and improve the quality of life as the efficiency as the value of public administration. The purpose of this study is to discuss how public school has been evolved as public space and how to create local user-centered interaction. The study retrieve the communication which the essential publicness in the school public design and the self-management which is the original value in terms of sociology. The method in which the characters of the public design of the publicness have been changed will be concentrated on in public area. In addition, the study has been focused on the efforts of the reflection of the development in public design are the challenges for the aim of the design of the publicness.

  • Historically, humans settled in waterside areas that provided abundant resources and water resources. Afterwards, as industrialization progressed, the city's waterfront contributed to the development of the city through water resources, transportation, and maritime trade. In response to changes in industrial structure, over the past few decades, the city's waterfront has transitioned from an industrial and port-oriented function to a public space function. And from the perspective of urban regeneration, research and design on sustainable waterfront space development are being promoted around the world. However, areas near waterfronts are geographically vulnerable to the direct impact of natural disasters caused by climate change, such as sea levelrise and floods. Therefore, it is essential to establish a systematic management plan to ensure the safety of citizens and publicness. Since the 1990s, New York City in the United States has been establishing a city-level waterfront space management plan to ensure the public nature, safety, and equity of waterfront spaces. On the other hand, in South Korea, there is a lack of research on city-level waterfront management plans. Accordingly, this study sought to find implications and policy improvement measures for domestic waterfront space planning by examining the development process and major policies of New York City's waterfront comprehensive plan.

  • Being one of the municipality belonging to a large metropolitan city, there are areas with a special environment of rural characteristics that are different from general urban areas. Gijang-gun of Busan Metropolitan City is a good example. Although it maintains the highest level of the number of patrons per public library and the number of books per capita in Busan, and is also promoting various projects to strengthen the knowledge and cultural competitiveness, in Gijang-gun, a Complex Area where rural and urban areas coexist, most of the resources are concentrated in urban areas, and cultural facilities that provide public services are lacking in relatively few rural areas. In this regard, this research strives to enhance the vision and strategy of the Gijang-gun's public libraries, reflecting the characteristics and needs of the patrons as viewed through their urban-rural complex environment.

  • 현대사회에서는 도시민의 삶의 질 향상과 관련하여 어메니티의 중요성이 크게 부각되고 있다. 특히 도시의 위생 및 안전과 관련된 환경, 방범 방재, 교통, 치안 등 공공부문의 경우 효율성과 안정성이 담보되어야 한다. 그러나 기존 도시들의 경우 각 부문의 운영이 독립적으로 이루어짐에 따라 도시 운영상의 비효율적 요소들이 나타나고 있다. 이러한 문제점은 최근 활발히 논의되고 있는 U-City 구성요소 중 도시통합운영센터의 체계적인 관리 및 운영을 통해 해결될 수 있을 것이다. 이러한 도시통합운영센터를 위해서는 도시전체를 통합운영, 관리하는 운영방안을 통해 도시의 분산 운영 및 관리에 따른 경제적 손실을 최소화하고, 각 유관기관의 운영체계를 유기적으로 운영할 수 있어야 한다. 또한 도시통합 운영업무에 있어 이해관계를 갖는 유관기관, 조직, 부서 등을 도출하고 각각의 역할과 업무에 대한 분석이 필요하다. 그러나 도시통합운영센터는 도시별 조건이 상이하여 기본적인 공공 분야에서는 기능적인 공통점을 가지고 있지만, 운영기관이 다르고 분야 및 책임, 이해관계로 인해 통합모델로서의 제시가 쉽지 않은 상황이다. 이에 이 연구에서는 기존 도시통합운영센터 및 유사기능수행조직의 운영 사례를 분석하고 이를 중심으로 도시통합운영센터 운영조직의 구성과 기능에 대해 살펴보고자 한다. 기존 도시통합운영센터 운영 사례분석에서는 현재 운영되고 있는 U-City 도시통합운영센터를 대상으로 현황 파악 및 문제점을 도출하고, 유사기능수행조직의 운영지침 또는 운영사례 분석을 바탕으로 도시통합운영센터 운영방안을 위한 운영조직의 구성과 기능을 제시한다.

Risk Assessment Improvement Method of Small Stream When Small Sized Hazard Infrastructures Survey (소규모 공공시설 조사시 세천의 위험도 평가 방안)

  • Recently, the damage caused by natural disasters such as typhoons and localized torrential rains has been increasing rapidly. The Ministry of the Interior and Safety enacted a 「law on safety management of small sized infrastructures」 and local governments have to register small sized infrastructures with the National Disaster and Safety Management System (NDMS) until March 31st every year. Recently, each local government has ordered Safety inspections of small sized infrastructures and maintenance plans and six types of facilities, including small streams, small bridges, farm roads, access roads to village, inlet weirs, and drop structures are being surveyed and digitized into a database. Each facility is being evaluated for risk, and for those deemed hazardous, maintenance plans are being developed. However, since the risk assessment method of small sized infrastructures is not clear so that is conducted through visual investigation by field investigators, risk assessment is conducted in a subjective and ambiguous form. Therefore, this study presented a reasonable and quantitative risk assessment method by providing a quantitative evaluation indicator for small stream, which has the highest disaster risk among other small sized infrastructures, so that small sized hazard infrastructures can be selected to secure transparent evidence for improvement plans and action plans.

The Distribution and Characteristics of Use of Urban Farms - A Case Study of the Siji Region in Daegu Metropolitan City - (도시텃밭의 분포 및 이용 특성 - 대구광역시 시지지역을 사례로 -)

  • Within the urban area, over the past decades unused land and public land such as streams and road sides have given urban residents a space for farming (urban farms). However, because this use is illegal, farming in unused and public lands could cause conflicts between urban farm users and land owners, degrade the quality of the urban landscape and contaminate the environment. Therefore, the purpose of this study is to provide a way of legalizing these farming practices that have been cultivated in unused urban areas and public lands. This study analyzed the status of distribution and use of the urban farms that have been scattered around urban areas in many different forms. The survey was conducted through on-the-spot investigation and in-person interviews with farm users and those who were operating weekend farms in the Siji region of Daegu Metropolitan City. According to the results of this study, urban farms were mainly found in green areas that were easily accessible from residential districts and prohibited from development. It was also revealed that the nearer to the border of the residential districts the sites of urban farms were, the larger the number of urban farms was. When it comes to the type of land use, although the proportion of urban farms located in farmlands was very high, the proportion of those located on state-owned lands such as roads, railroads and streams was also high, over 1/3 of that of the former sites. Among the users of urban farms, the percentage of users who were farming private-owned land for free was highest and that of state-owned land without permission ranked second. Most people who were farming unused lands or state-owned lands without permission, such as streams, roads, railroads, were the elderly. This shows the potential of farms in urban area as leisure activities spaces for the elderly. Even though this study has limitations in that the survey target area was selected in a certain area and the sizes of all urban farms were not measured by surveying apparatus and instruments, it helps to determine the characteristics of use and distribution associated with the spaces of urban farming, and to raise the importance and necessity of legalizing urban farms cultivated illegally in public land.

u-city and National Land Information Projects for Housing Development Site (택지개발사업지구에서의 U-city와 국토정보화사업)

  • u-city의 구축에는 정보통신관련 전문가가 주도적으로 참여하고 있으며, u-city는 정보통신 인프라 설치, 도시정보관제센터 건립 및 시스템 구축 운영, 디지털 컨텐츠서비스 제공으로 구성된다. 디지털 컨텐츠의 주요구성요소는 서비스생활환경컨텐츠, 도시관리컨텐츠, 상거래컨텐츠로서 공공포탈서비스를 통해 지역 사회에 제공된다. 본고는 디지털 컨텐츠에 추가될 수 있는 컨텐츠로서 건설교통부와 한국토지공사에서 추진하고 있는 국토정보화사업의 개요와 장점을 소개하고 u-city와 연계하며, 향후 u-city의 구축에서 도시계획가 참여의 필요성을 제시한다.
