A Study on the Changes of Librarians Perception in the Importance of Library Policy Before and After Pandemic: Focused on N City Public Libraries (팬데믹을 경험한 사서들의 도서관 운영정책 중요도에 대한 인식변화 연구: N시 공공도서관을 중심으로)

  • Social changes characterized by new normal also demand changes in libraries and libraries are making preemptive efforts. This study compared and analyzed the difference in librarian perceptions between the start of COVID-19 in 2020 and after experiencing the pandemic in 2022 in terms of the relative importance of library policies considered by pairwise comparative analysis. In the 1st survey, the importance of factors related to 'Library Management' and 'Library Services' was high and in the 2nd survey, the importance of factors related to 'Human Resources' and 'Information Resources' increased. This study insists that the public libraries invest in human resources and information resources and establish a user-customized policy in order to quickly adapt to the new paradigm and to provide sustainable library services.

A Study on the Revitalization of Military Libraries (병영도서관 활성화 방안에 관한 연구)

  • This study is to suggest the revitalization plan of military libraries, on the basis of analysis for the military library status and the results of a survey and interview with soldiers and working staff in the military libraries. To this end, first, it analyzes study trends in the operation and revitalization plan of the military libraries based on the preceding research analysis and investigates and analyzes the operation of the military libraries. Second, it identifies problems in the operation of the military libraries by comparing and analyzing between the operation of domestic military libraries and the best cases as well as the operation situation of the overseas military libraries. Third, it suggests the revitalization plan by holistically analyzing the situation and the best cases of the military libraries while finding out the problems through interviews and questionnaires. According to the analysis, first, it is necessary to expand the number of exclusive personnel with librarian qualifications and prepare standards for the placement of librarians. Second, it is necessary to develop online education to provide regular operation education for the personnel of the military libraries. Third, it is necessary to develop common manuals for working staff. Fourth, it is necessary to prepare the plan to expand the preference books of soldiers to increase reading and usage rate of the military libraries. Fifth, it is necessary to construct library space in the form of a book cafe for soldiers' knowledge development and relaxation and to locate the library in a highly accessible place. Lastly, it needs to develop the application of the military library and should lead to high interest in libraries by letting soldiers read books and post book reviews on it after work.

An Analysis on the Operation of Vacation Reading Guidance Program in School Libraries of Gyeonggi Province (경기 지역 학교도서관의 방학독서교실 프로그램 운영 실태 분석)

  • The purpose of this study is to research and determine a systematic operating method for analyzing vacation reading guidance programs in school library systems and, thereby, suggesting ways of operating a reading guidance program both effectively and efficiently. Analyses of questionnaires going out to hundred of school libraries in Gyeonggi Province will be performed for this purpose. Specifically, the study will analyze the following 1) the current operation status of each program, 2) their initial purposes and focus, 3) targeted children groups, 4) program instructors, and 5) the actual content design of the programs. As a result, the vast majority of the school libraries operation of vacation reading guidance program and purpose of inspire of reading interest. Finally this study suggests the 5 directions to support operation of vacation reading guidance program in School Libraries. The results of this study will likely suggest the need to re-align or shift current vacation reading guidance programs to be more inclusive for all participants.

A Study on the School Library Staffs' Perceptions of School Library Evaluation (학교도서관 운영평가에 대한 학교도서관 전담인력의 인식 분석)

  • The purpose of this study is to find ways to improve the evaluation system of school library operation whose participation rate is getting lower. We conducted analyzing the current status of operating evaluation of school libraries through literature search. In doing so, questionnaire method was conducted to inquire the recognition of the 205 staff members of school libraries. The outcome of the survey shows that the participation rate of operating evaluation of school libraries decreased from 22.2% in 2009 to 7.2% in 2017. The validity of the quantitative evaluation method was significantly low at 2.84 and the validity of the qualitative evaluation method was 2.97. The average score of the validity index for 'Establishing the annual operation plan' was the highest at 3.90, and that of 'Community service' was the lowest at 2.27. The biggest reason for not participating in the evaluation was due to the staff's high workload. There is a need to seek ways to improve the evaluation index and ways to participate since the result shows very low awareness of the school library evaluation. Through this study, it is expected that the school library evaluation will become the foundation for effective revitalization of school library operation.

Analysis of Public Library Operations and Uses of 16 Metropolitan Local Governments of Korea by Using the Chernoff Face Method (체르노프 페이스를 사용한 광역자치단체 공공도서관 운영 및 이용 분석)

  • This study aims to conduct a big data analysis of public library operations and uses of 16 metropolitan local government of Korea by using the Chernoff face method. This study is the first to use the Chernoff face method for big data analysis of library services in library and information research. The association of variables and human facial features was decided by survey. The study reveals that in general the provincial governments in Korea operate more libraries, invest more budgets, allocate more staff and hold more collections than metropolitan cities. This administration resulted in more use of libraries in provincial governments than metropolitan cities.

  • The one of the methods which academic libraries maximize the user service is to perform the 'liaison' service that embodies the customized service to make close linkage with library and users. The purpose of this study is to propose the operational plan of 'liaison' service at academic libraries. It was explored the necessity of liaison service, the definition and role of liaison librarian. After this study examined the case of activities and duties of liaison librarian at Korean and foreign academic libraries, the operational plan such as organization, administration and steps et al. of 'liaison' service were proposed.

  • In 2013, the Japanese bookstore company CCC entrusted the management and operation of the library as the designated administrator of Takeo City Library. The library has a commercial facility in the hall and uses its own classification system. It was reported the number of visiting users was increased as 3.7 times in the first year of the reopening and it has attracted the attention of the public. The purpose of this study is to investigate the background, current status and operational characteristics of the Takeo City Library by conducting the literature review, content analysis of newspaper articles and interview survey on the library. As a result of the research, newspaper articles positively assessed the fact that the library provided a 'multicultural space' to small city residents, increased visitors, and local economic effects, but pointed out that the operating deficit continued, and the problem occurred in the selection of collections.

  • Recent efforts to systematically transfer older materials from local library collections to preserve in a cooperative preservation facility, such as regional main library, are being made in each region. The study, in this regard, sheds light the regional preservation program, as it identifies status of preservation in local libraries and analyze the opinions of librarians in order to illustrate the planning process of regional preservation program. Based on the data about preservation status of public library in Busan metro area, the study focused on the strategies to operate a cooperative preservation program for public libraries. Specifically, 1) it investigates the preservation status of public library in Busan area and the librarians' opinion on a cooperative preservation facility in Busan library. 2) It adds a proposal composed with a materials transfer strategy and a space management program.

  • This study aims at presenting the scheme for operation of reading classroom programs through analysis of present situation of reading education programs in public libraries. To collect data for analyzing the present situation, the plan and its report in relation to operation of reading classroom programs in 22 public libraries, implemented in winter, 2007, were used. In addition, questionnaire surveys to the librarians in charge of reading classroom programs in 22 public libraries were also carried out. As the remedies to problems of the program operations were presented in identification and participation, contents of education, manpower, reeducation of librarians, budgets, facilities, and work structure. The scheme for operation of reading classroom programs for keeping the characteristics and tradition of public libraries needs to develop an operation manual for reading classroom programs.

  • The study aims at presenting the development and management strategies of programs and services for multicultural families in libraries. The study proposed the principles and directions for the multicultural services which fit into certain types of libraries. The study also stated that principles and directions of these services should be adopted under a national initiative framework. The study examined multicultural services in domestic libraries. The study analyzed them by patterns, and described service programs that were exemplary. The study intended to aid in finding the appropriate management strategies for muticultural services in Korean libraries in the future.
