A Study on the Outreach Service at Academic Libraries (대학도서관의 아웃리치 서비스에 관한 연구)

  • Academic libraries need to increase library user and use rates to strengthen the competitiveness. It can be a way that academic libraries introduce and implement outreach service. The purpose of this study is to present the outreach service plan that is suitable for being implemented at academic libraries in Korea. This paper explored the significance of library outreach, the characteristic of academic library's outreach activities and related studies. After this study examined the cases of outreach service at foreign and Korean academic libraries, outreach service programs for user groups such as multicultural students, transfer students, graduate students, boarding students, professors, and lecturers and teaching assistants, and six steps of outreach activities were proposed.

  • 아웃리치 서비스는 이용자에게 도서관에 대한 긍정적인 인식을 높이고 내부적으로도 새로운 활력을 불어 넣어주는 장점이 있다. 때문에 공공도서관 및 대학도서관에서는 이미 많은 선행연구와 사례들이 개발되어 왔다. 이 연구는 아웃리치 서비스에 대한 개념과 의의에 대하여 명확히 하고, 타관종의 아웃리치 서비스와 국내외 전문도서관 운영사례를 조사 분석함으로써, 전문도서관 아웃리치 서비스의 개선방안과 추진전략을 제시하는데 그 목적이 있다.

A Study on the Expansion of the Outreach Service at Public Libraries (공공도서관 아웃리치서비스 확대방안 연구)

  • The purpose of this study was to propose the expansion plan of outreach services at public libraries. This study explored the nature of outreach services of public libraries. It also compared the types and cases of services conducted by public libraries in Korea and the U.S.A., respectively, through literature research and library websites. The following were proposed: (1) diversity of outreach service; (2) quality improvement of outreach service; (3) consolidation of online outreach service; and (4) human and financial resources, and community partnership.

  • The disabled suffer great difficulties from public library access and data use due to reasons such as disabilities, mobility limitations, and lack of alternative materials and services. To overcome this, through outreach services for the disabled, public libraries should meet the multiple needs of people with disabilities. As such, the purpose of this study is to derive suitable strengthening plans of outreach services based on the size of the targeted user and disability type by analyzing outreach service operation practices in libraries in Korea and overseas and by researching and analyzing the status and awareness of outreach services for the disabled in Korean public libraries.

  • The libraries and social welfare centers carry out various programs for the information poor. The libraries have focused on accessing and utilizing information, while social welfare centers have centered on improving the quality of life. This study have investigated as follows. Firstly, this study examined the cooperation model between libraries and social welfare centers or librarians and social workers in public libraries in Korea and California, USA, and analyzed the international library policies and guidelines in literature review. Through the definition of terms and related concepts, we confirmed the range of the information poor in this study. Secondly, this study executed to interview librarians and social workers in Korea and USA about the way of cooperation for the information poor. These interviews have been understood the public library outreach programs in California and the program of the National Library for Children and Young Adults' Out of School Youth Reading Program (2018). Finally, this study suggested the core elements to be considered in developing a library outreach model for the information poor based on the implications derived from literature review and interviews.

  • The COVID-19 pandemic has significantly changed the landscape of knowledge and information services that public libraries around the world have been providing since modern times. In particular, as social distancing has become routine, the contraction of cultural activities and the shift to online platforms have negatively impacted library visitation and use services, greatly reducing borrowing and reading, use of spaces and facilities, interlibrary loan services, program operations, and outreach services. Therefore, this study investigated and analyzed the current status of services provided by public libraries in Korea and abroad in response to COVID-19, and proposed practical ways to improve and expand services in response to COVID-19 based on the results of a survey of librarians' perceptions. Specifically, these include improving the online reservation system for reading and borrowing services and developing and providing various outreach services, acquiring and expanding electronic resources, expanding online program services (reading, culture, lifelong learning, etc.), strengthening library services for vulnerable populations, providing information portal services related to new infectious diseases, strengthening facilities and space provision services, preparing infectious disease response guidelines, and providing education and training to strengthen librarians' capabilities.

A Study on the Pop-Up Library Model for the Citizen's Right to Know in Information-Constrained Situations (정보제약 상황에서 시민의 알 권리를 위한 팝업도서관 모델에 관한 연구)

  • The purpose of this study is to propose a management plan of the pop-up library model that is developed as part of the outreach library service recently. Especially this study focused the method for meeting the citizen's right to know by providing various information of the pop-up library in social fields such as a national disasters. The survey and In-depth interview (a volunteer of Sewol ferry disaster and a participant of 2013 Busan International Film Festival) were done for this research. As the results of the investigation, the lack of communication and information between members in constrained situations were pointed pointed out as important problems. With these findings, this study suggested the pop-up library model management plan in information-constrained situations.

A Study on the Standards and Guidelines Related to Bookmobile Service (이동도서관 서비스 기준 및 지침에 관한 연구)

  • This study tried to analyze 11 standards and guidelines related to bookmobile service to provide the theoretical basis for establishing bookmobile standards or guidelines in Korea. In these standards and guidelines, there were 9 core elements about bookmobile service including administration, vehicle, staffing, collections, schedule & stops, services & programs, marketing & public relations, information & communication technology and safety, and each element had several related sub-elements. In conclusion, some suggestions were proposed to assist the establishment process of bookmobile standards or guidelines in Korea.

Current Status and Problems of Bookmobile Services in Korea - Focusing on Human Resources, Vehicles, and Collections - (국내 이동도서관 서비스의 실태와 과제 - 인력, 차량, 장서 등을 중심으로 -)

  • This study aims to investigate current status and problems of bookmobile services in Korea, especially focusing on human resources, vehicles, and collections. To do this, a questionnaire that contained questions on basic information, human resources, vehicles, collections and information and communication technologies was developed on the basis of 8 standards and guidelines related to bookmobile services and 77 bookmobiles belonging to public libraries and Saemaul bookmobiles were surveyed. As a result, many parts of human resources, vehicles, and collections of bookmobiles in Korea were inadequate to standards and guidelines related to bookmobile services. At the end of this study, some suggestions are made for improving bookmobile services in Korea. First, the human resources, vehicles, and collections of bookmobiles need to be innovated. Second, national policies for bookmobile services need to be reinforced. Third, perspectives on bookmobile need to be modified from economic approach to information welfare approach.

A Study on Services and Programs of Bookmobiles in Korea (국내 이동도서관의 서비스와 프로그램 운영에 관한 연구)

  • The purpose of this study is to investigate the current status of services and programs of bookmobiles in Korea. To do this, a questionnaire containing 22 questions on basic information, scheduling and stops of bookmobiles, services and programs of bookmobiles, promotions and needs assessment and improvement requirements was developed on the basis of 7 foreign standards and guidelines related to bookmobile services. 74 questionnaires from bookmobiles belonging to public libraries and Saemaul bookmobiles were analysed. As a result, many parts of the results including operation days per week, stops per day, operation hours per stop, visiting cycle, circulation per day, circulation period and circulation volume and promotion conformed to foreign standards and guidelines but the others did not conformed to them. Also, there were more group differences in services and programs between bookmobiles belonging to public libraries and Saemaul bookmobiles than between bookmobiles in metropolitan cities and provinces in Korea.
