An Analytical Study of Library Administrative Organization in Local Governments - Focused on Gyeonggi Province - (지방자치단체 도서관 행정조직의 분석적 연구 - 경기도를 중심으로 -)

  • The purpose of this study is to suggest an improved model of the library administrative organization, based on analysis and investigation of present situations of libraries in 31 local governments of Gyeonggi province. With the result of this investigation, there are few local governments in Gyeonggi province with library-related organizations. Most of them had more organized position of extraordinary session than of affiliation with each local government. Also, library policy departments were incomplete, and local governments did not configure the library operating System(central library - base library - branch library) efficiently.

  • 그동안 업무 전산화 차원에서 정보화를 추진해 오던 대학들이 최근 디지털 캠퍼스 구축의 일환으로 온라인 학사행정 시스템, 모바일 캠퍼스, 전자도서관 등을 잇따라 선보이며 정보화 영역을 넓히고 있다. 이러한 유비쿼터스의 대열에서 핵심기술로 전파식별(RFID, Radio Frequency IDentification)과 함께 U-센서네트워크가 두각을 나타내고 있다. 본 논문에서는 현재 두각을 나타내고 있는 RFID태그 시스템을 기반으로 ERP를 도입한 행정업무의 통합시스템 구축 및 디지털 도서관 시스템, 다양한 서비스 제공이 가능한 스마트카드 시스템 등 U-캠퍼스 구축을 위한 통합관리시스템 모텔을 제안하고자 한다. 통합관리시스템은 교육기관의 노동집약적이던 시스템에서 벗어나 투명하고 효율적인 행정관리와 원스톱 서비스 제공을 통해 보다 질 높은 교육환경을 제공할 수 있으며 사용자는 요구와 환경에 맞는 개인화$\cdot$지식화된 지능형 교육 서비스를 받을 수 있다.

  • 본 연구는 학교도서관을 지역 주민에게 개방하여 공공도서관의 기능을 함께 제공하는 통합도서관의 운영 실태를 조사하는데 목적이 있다. 통합도서관의 주요 두 이해관계자인 자치행정기관과 학교에서 통합도서관 업무를 수행하는 실무 사서를 대상으로 각각 전화인터뷰와 면대면 비구조화 심층 인터뷰를 실시하였다. 공공도서관의 기능 측면에서 통합도서관을 살펴보기 위해 특히 장서와 관련된 운영 측면을 살펴보았다. 이를 통해 통합도서관이 자치행정으로부터 예산을 지원받으면서도 학교 중심으로 운영되고 있는 문제점을 발견하였고, 문제 해결을 위한 향후 연구 방향에 대하여 제안하였다.

  • This study examines policy issues for the future development of libraries belonging to the metropolitan office of education focusing on facilities (legal basis for installation), management (dedicated department), human resources and budget. This study collected and analyzed related data using National Law Information Center and National Library Statistics System. As a result of this study, the names of the libraries performing library functions varied due to the difference of the administrative organizations of the libraries in the metropolitan education office. In addition, library policy work carried out by the library department may be excluded from policy priorities as a subsidiary task. It is analyzed that the expansion of quota of the librarian deputy director to provide the opportunity for promotion of librarians and the increase of the library input budget against the total budget are necessary.

  • Libraries' functions include not only being a treasure house for cultural heritage and cultural development but also comprehensive functions such as lifelong learning and human resources development. At the present time, the Ministry of Education and Human Resources Development(MOE) has legal infrastructure and leadership which can develop and manage the nation's overall human and intellectual resources unlike previous Ministry of Education. For library to evolve as a stronghold for developing human resources and lifelong education, library policies must be unified into MOE which can provide the needed leadership. With direct management of libraries by MOE, which is currently overseeing and coordinating the nation's human resources development policies, library policies can be implemented systematically, mutual cooperation between libraries will be easier, and the link between library policies and the national and regional human resources development policies can be made.

  • 최근 기록보존업무가 강화되고 공공기관의 기록물 관리법이 제정, 시행되게 됨에 따라 문헌정보학계는 물론 역사학계, 행정학계에서도 나름대로의 학문적 이론을 토대로 기록보존학을 자신의 학문영역으로 흡수 통합하려는 노력을 기울이고 있다. 이에 따라 본 연구는 문헌정보학 관점에서 도서관과 기록보존소의 기능과 업무에서 공통점과 차이점을 살펴보고 현재 각 국에서 시행되고 있는 기록보존제도의 주요 내용을 비교하는 데 있다.

A Study on the Activation Plan through the Analysis of the Operation Status of the Medical Library in the Hospital (병원 내 의학도서관 운영현황 분석을 통한 활성화 방안에 관한 연구)

  • In this study, the medical library in the hospital was investigated on the overall operation status of the service target, books, facilities, environment, staff, service, etc., and the librarian in question conducted a demand survey and recognition survey of the library, and proposed a plan to activate the medical library in the hospital in the future. As a result, first, to increase the status of the library by the medical library in the hospital performing its role and improving the quality of the library's service, it should be divided into the independent organization in the organization. Second, it is necessary to establish legal standards for collection, size, and manpower for medical libraries in hospitals. Third, in order to systematically manage medical libraries in hospitals, professional librarians should be supported and personnel should be recruited so that library-specific tasks and administrative tasks can be distinguished. Fourth, it seems that policies to support the medical library in the hospital, such as budget support at the national level, librarian specialization education, development of operation guidelines, network activation with other libraries are needed.

Organizations and Records of Local Government Office in the 19th Century Through an Analysis on the Transition Documents in Yeongnam Region (19세기 영남지역 중기(重記)를 통해 본 지방관아의 조직과 기록물 연구)

  • During the Joseon period, space, organization, and personnel were essential in order to perform the administrative work for local governance. For that reason local government records were created, managed, and stored as the results of its administration. Buildings and spaces of local government office can be divided in 3 sections such as 1) administrator's space for governance and living; 2) petty officials' administrative space; 3) granary space for store rations and grains paid as tax. Because of its grand scale, a local government office had considerably complex organizational structure. In order to survey the types and forms of local government records, focusing on six transition documents (junggi, 重記) in the 19th Century Yeongnam Region, this study selected the record type documents in the item lists of the transition documents, then, classified the record type documents which were managed by the organizations in local government offices with several types: program of items (jeolmok, 節目), list of personnel or land (an, 案), register (daejang, 大帳), certified copy (deungnok, 謄錄) and muniment (wanmun, 完文), and examined these documents.
