법원도서관은 재판사무를 지원하기 위하여 도서, 기타 도서관 자료 및 사법자료를 수집ㆍ정리ㆍ보존ㆍ편찬ㆍ발간하며, 도서관자료 및 사법자료에 관한 정보제공과 도서관 봉사의 역할을 수행하고 있는 전문도서관으로, 서울에 있는 법원도서관을 중심으로 각 지방법원, 사법연수원도서실 등 전국적으로 24개의 도서실에 총 22만권의 도서(이 중 19만권이 법률도서)를 소장하고 있다.

This research was initiated on the basis that public libraries should serve its role as a supplier of intellectual informations to all users and the National Library of Korea should play a role as chief supporter of collection preservation in individual libraries. Situated in such context, this study attempted to investigate several aspects of the present conditions of Korea public libraries, including the current technical ability and technicians available for materials preservation and restoration, current policies for preservation and provisions for disasters, and opinions on establishment of national library preservation and restoration center. Data was drawn from a survey with 208 public libraries in the country. As a conclusion, this study discusses such as 1) securing collection management policies for material preservations and restorations at the level of individual libraries 2) building tripartite system for efficient and methodical material preservations and restorations including public libraries, regional central libraries and the National Library of Korea.

본 연구는 교회도서관규정에 관한 이론적인 배경을 확립하고, 교회도서관규정안을 제시하고자 한 것이다. 이론적 배경 항목으로 교회도서관의 기능, 조직, 직원, 자료, 열람봉사, 자료보존관리, 예산 및 전산을 채택하여 고찰하였다. 이러한 이론적인 배경 및 현행 3개 교회도서관규정을 비교 분석하여 교회도서관규정을 제시하였다. 본 연구에서 제시한 교회도서관규정안을 9장 30조로 구성되었으며, 내용은 (1)총칙, (2)조직, (3)도서관자문위원회, (4)운영, (5)수서, (6)열람 및 대출 (7)변상 및 제재, (8)자료의 제적, (9)자료의 복사 그리고 부칙으로 구성하였다.

도서관문화 12월호에서는 <2004년도 국정감사와 '도서관'>이라는 주제로 두가지 자료를 정리해 보았다. 첫째는 2004년 10월 4일(문화관광부회의실)과 10월 22일(국회 문화관광위원회회의실)에서 있었던 문화관광부 본부에 대한 2004년도 국정감사의 회의록 중 '도서관' 또는 '독서'와 관련된 발언들만 발췌하여 정리한 것이며, 둘째는 국회 문화관광위원회 위원들이 문화관광부와 국립중앙도서관에 보낸 서면질의와 이에 대한 각 기관의 답변을 요약한 것이다. 법률을 입안하고 제정하며 이에 따른 정책을 추진하는 국회와 정부가 '도서관'에 대해 어떤 인식을 가지고 있는지 알아볼 수 있는 자료가 되었으면 한다. 첫번째 자료는 국회 홈페이지 '국정감사시스템'에 공개된 회의록을 이용했으며, 두번째 자료는 문화관광부 문화정책과와 국립중앙도서관 도서관정책과에서 제공해 주었다. 자료 제공에 감사드린다. 아울러 2004년도 국정감사 자료집으로 발행된 '학교도서관정책자료집'(유기홍 의원과 학교도서관문화운동네트워크 공동)과 '장애인도서관서비스 관련 정책제안 자료집'(정병국 의원)도 참고해 볼 만하다.

이 보고서는 우리나라 도서관 실태에 관한 행정개혁위원회의 조사분석으로 앞으로 우리나라 도서관 육성책을 마련하는 기본방향이 될 중요한 정책 자료이다. 이 조사보고서는 행정개혁위원회 서정순 위원장의 지시로 제1조사실 남용구 위원을 비롯한 조사실 직원 전원이 1년여에 걸쳐 각종 자료를 참고하고 현실을 구체적으로 파악하여 도서관 실태를 조사분석한 것을 토대로 관계부처에 지시된 행정자료이기도 하다. 정부차원에서는 최초로 마련된 도서관계에 산적되어 있는 제반 당면 문제점들이 점차 풀려나갈 것으로 전망된다. 이 보고서는 정부의 도서관육성에 관한 기본정책 입안자료의 것이기 떄문에 도서관인들을 비롯한 관계 인사들이 골고루 참고함으로써 도서관 발전에 보탬이 될 것으로 생각되어 이곳에 계제하는 것이다.

The goal of this study is to propose the plan for activating collection services of public library in Seoul. For this goal, author analyzed and compared the core infrastructure, collection services, and their correlation of public libraries in 16 local governments and evaluated environment and the current situation of collection service of public libraries in Seoul. Based on the these results, author suggested five plans or strategies for vitalizing the collection services of public libraries. All public libraries in Seoul must maximize the visibility of the new collections, supply the culture(life-long learning) programs based on library collections, expand the breadth of the collection service through library cooperation system, strengthen interlibrary loan by establishment of the collaborative repository, and raise the awareness of the citizens about the library and collections.

The continuous accumulation of printed materials prompts rethinking of library space problem and systematic preservation of library collection. To respond to this challenge, this study provides actionable models for the National Repository library and the Cooperative Repository Network. The development of the models is based on the analysis of overseas best practices as well as data derived from current state of public library cooperative network administered by the National Library of Korea. This study also offers a range of strategies for the operation of repository library system.

Th term "hybrid library" refers to the collection of material in print, electronic and other media library hold and give access to. Hybrid library is the type of library that national library is toward in the digital age. Electronic publication is one of the important medias with the traditional media for hybrid library. This paper trys to introduce the acquisition policy on electronic publication by legal deposit, purchase, and other ways at the National Library of Korea with the trends of current electronic pulications domestically and internationally.ationally.
