Science and technology information resources are major impetus for all research and development activities. Now countries around the world are seeking efficient and effective means to cope with the exponential growth of needs for science and technology information for research. In this context, it has been perceived vital to establish national infrastructures in order to extend the availability of world's science and technology information. In this study, we analyzed the trends in staffing changes in academic libraries over the past ten years and surveyed staff working there to assess their perceptions of staffing levels and the current criteria for staffing allocation in academic libraries. We utilized statistical data from academic libraries to analyze staffing changes from 2014 to 2023. The survey was conducted through an online questionnaire targeting library staff, and responses from 216 respondents from 4-year universities and junior colleges were analyzed. The analysis of staffing changes revealed a decrease in the average number of employees in large 4-year universities and junior colleges, with a decrease in regular positions and an increase in non-regular positions. Survey results suggest causes such as declining school-age population and admissions quotas, budget shortages in universities, and structural adjustments. The perception of staff from 4-year universities and junior colleges regarding the criteria for staffing allocation was mainly negative, suggesting improvements such as increasing and refining criteria numbers, specifying standards for full-time librarians, clarifying criteria for compliance, and enhancing enforcement of standards. The results of this study can enhance understanding of staffing situations in academic libraries and serve as fundamental data for improving staffing criteria in the future, based on an understanding of librarians' perceptions on the ground.

Many local governments in Korea have competitively shown great interests in establishing and operating public libraries and carried out various projects. With this, an increasing number of local governments have recently established and implemented medium- and long-term development plans for their public libraries, based mostly on the findings from researches committed to the outside experts. Cheongju City has formulated the First Medium- and Long-Term Development Plan for Public Libraries in Cheongju City (2012-2016) in 2011 and the Second Plan (2017-2021) in 2016. The goal of this study is to help accomplish the planned goals of the Second Plan by conducting an interim check on the current state of execution and content of the Second Plan. To reach the research goals, first, we identified the outcome and limitations of the First Plan, as previously carried out. Second, we analyzed the trend in the change of the cultural environments of public libraries in Cheongju City. Third and lastly, we reviewed the promotion strategy and operation outcome of the Second Plan. Deterioration and brittleness of resources on the shelves of institutions such as libraries and archives have been increased and accelerated as time passes in accordance with the preservation environment and the nature of their own material. It can be a loss of current information with little importance in prolong the life of valuable materials and to preserve them in security, integrated preservation programs should be developed and implemented according to missions, sizes, the nature of collections, users, and budgets of individual institutions. In reality, most institutions, however, are not able to implement perfect preservation programs due to lack of budget, human resources, and expertise. To solve this problem, some institutions in similar circumstances have planned cooperative preservation programs in various levels. Through cooperative systems individual institutions can not only pursue common interests but gain real benefits for themselves. Consequently institutions are recommended to collaborate with in development and implementation of various preservation programs at local, national, and international levels in addition to individual institutional programs.

Personal Information Protection Act was first enacted in March, 2011, amended in September, 2011 and became effective. Nevertheless, the risk of interfering with personal information protection still remains, associated with collection, plagiarism, leakage, and even sales of personal information. The public libraries are not an exception. Accordingly, this study investigates the status of personal information protection in public libraries of Seoul and Gyeonggi province. Also, it tries to discover problems associated with the act and presents a model scheme to improve this situation. The scheme relates to (1) securing of a sufficient budget; (2) reinforcing professional education related to personal information; (3) developing detailed guidelines for public libraries.
