Progress and Problems in Korean Public Library Policies (한국 공공도서관정책의 추이와 과제)

  • The purpose of this article is to discuss about the progress and problems in Korean public library policies. The emphasis is on identifying both distinctive features and indigenous limitations in Korean Library Act and National Plans for Library Development. This article also investigates the current status and weakness of major policy driving forces such as national library policy committee(President's Committee on Library and Information Policy), administrative support organization, and professional associations. Finally suggested are both strategies and methods for promoting the quality of Korean public library policies, with focusing on enhancing public librarians' capacity of policy participation.

A Study on the Analysis and Direction for Revision of the Small Library Ordinance in Gyeonggi-do (경기도 작은도서관 조례 분석 및 개정방향에 관한 연구)

  • It is expected that Gyeonggi-do Small Libraries will increase in quantity in the future due to the current SOC complex project being implemented by the government, and it is deemed that institutional and policy support must be provided with priority in order for the Small Libraries to grow qualitatively through the implementation of substantial measures. Based on the findings of this study, the reform measures proposed to revitalize Gyeonggi-do Small Libraries in terms of ordinances as follows: ① strengthen the library law and business promotion related to Small Libraries; ② enact the mandatory library law provisions for the installation of and support for Small Libraries; ③ even if there are relevant provisions in the 「Library Act」, the local governments' Small Libraries Support Ordinances should at least simply state that they must meet the criteria specified in the 「Library Act」; and ④ provisions on the number and qualifications of operating personnel of Small Libraries reflecting the number of users and the size of collections of books of Small Libraries of cities and counties.

An Analysis of Changes and Features in the Revised North Korean Library Act (개정된 북한도서관법의 변화와 특징 분석)

  • The purpose of this study is to derive implications by comparing and analyzing the North Korean Library Act both in 1999 and in 2012. In this study, the North Korean Library Act revised in 2012 compared to the previous North Korean Library Act in 1999, and the newly revised, deleted, and newly established items were analyzed by old/new phrase contrast method. While the North Korean Library Act revised in 1999 consisted of a total of 5 chapters and 45 articles, the North Korean Library Act revised in 2012 was reorganized into a total of 6 chapters and 58 articles. The main changes and features are the establishment and modification of provisions related to electronic libraries and electronic publications in accordance with changes in the information service environment, and new provisions related to training of library staff. Based on the analyzed results, the topics and fields that can be discussed in the future, such as mutual exchange of various learning contents for remote education, establishment of an information service cooperation system between South and North libraries, and training specialists on North Korean libraries.

A Study on the Legal Meaning of Public Library 'Registration' and the Perception of Registration Authorities: Focused on [Law No. 18547, Comprehensive Amendment, December 7, 2021] (공공도서관 '등록'의 법적 성격 및 등록관청 인식에 관한 연구: [법률 제18547호, 2021. 12. 7. 전부개정]을 중심으로)

  • This study examines the critical features of 'Library Law' introducing the public library registration system. Accordingly, we conducted a document analysis to explore the legal meaning of registration in the 'Library Law'. We also surveyed participants in the gathering of 34 regional registration authorities to gauge their perception of the registration system. The analysis revealed that the registration with 'Library Law' is a permission system in terms of procedure and method but has the effect of notarization. The estimated national registration rate is 26 percent. The perception survey of the registration authorities' officials exposed the registration-related problems such as inconsistency described in supplementary note, excessive workload, difficulties in staffing, and ambiguity in registration criteria and target. To remedy these problems, we proposed an alternative method for the government to increase the effectiveness of 'Library Law'.
