지방자치제도가 정착된 사회에서 공공도서관은 지방정부의 책임하에 발전돼 왔다. 즉, 선진국의 도서관들은 시미니들의 적극적인 참여속에 그 지역의 요구에 맞는 프로그램, 건물, 장서 등을 개발할 수 있는 제도적 장치가 마련돼 있어서 관주도적인 획일적인 도서관 운영은 볼 수 없다. 우리도 지자제시대에 걸맞는 제도를 도입해야 한다.

The prototype of a library is analysed upon the facts that are generalized and recognized as commonsense. On the extension of the prototype, a digital library is considered. Ultimately the libraries' prototype should be steady at any time. A library which is being a digital library to which the best technology at that time applies, should function as the creator of the value by publishing, circulating, and re-production of the information resources.

The Library and Information Policy Committee announced the national comprehensive plan for all library on August, 2008. The plan includes reestablishing of a subject-based national library system as one of the major policy challenges. The aim of this paper is to analyse and compare the subject-based national library system and relative gap in major countries(U.S.A, Canada, Germany, France, Japan, and Korea). And the result of the research will be used as a logical basis for subsequent research.

뉴욕공공도서관(The New York Public Library)은 전문분야로 특화된 대학원 수준의 4개의 연구도서관과 85개의 지역분관을 가리키는 복합관의 총칭이다. 뉴욕시는 인구 800만의 5개의 행정구역으로 이루어지는데, 뉴욕공공도서관은 맨해튼, 브롱크스, 스태튼섬의 3개지구 330만명을 서비스 대상으로 하고, 나머지 2개 지구를 브루클린공공도서관, 퀸즈공공도서관이 관할한다. 연간 예산은 2억8천만달러에 달하며, 2003년의 통계에 따르면 방문이용자가 150만명, 홈페이지 이용자도 1,000만명에 이른다고 한다. 놀라운 것은 운영이나 규모면에서 세계 제일로 손꼽히면서도 공립(公立)이 아니라 비영리민간단체(NPO)가 운영하는 공공(公共) 도서관이라는 것이다. 뉴욕공공도서관은 설립부터 독지가들이 기부 등을 통해 도서관 활동에 깊이 관여하면서 행정과의 독특한 협력관계를 발전시켜왔다. 이러한 전통에 의거한 퍼블릭 프라이빗 파트너십(Public Private Partnership)은 뉴욕공공도서관의 핵심으로 보다 풍부한 서비스의 제공을 가능하게 하였다. 이에 본 연구는 우리나라와 달리 예산확보를 위한 경비가 일정부분 상정되고 있는 뉴욕공공도서관의 자금조달 비즈니스 모델에 대한분석에 중점을 두었다.

This study examines the effect of the absence of a government support policy on the development of school libraries. Specially this article focuses on the rise and fall of school library in 1960's over the making first Library Law. It is meaningful that our school libraries, which have been alienated due to the lack of government polices, are not following in the footsteps of the past, as they are in need of state support.

본 연구는 도서관운영위원회의 현황을 살피고, 문제점을 파악하여 발전방안을 제시하는 데 목적을 둔다. 서울시 구립 공공도서관을 중심으로 조례를 비롯한 관련 법제도를 분석하고, 도서관운영위원회 현황을 살펴, 서울 지역 공공도서관 80개관 중 62.5%에 해당하는 50개관에 도서관운영위원회가 운영되고 있음을 파악하였다. 이를 바탕으로 다수 도서관의 도서관운영위원회 위원들과의 인터뷰를 수행하였다. 도서관운영위원회가 형식적으로 운영되고 있으며 영향력도 미약한 것으로 나타났다. 도서관운영위원회의 올바른 운영을 위해서는 제도적 정비와 관련 기관의 적극적인 지원 및 올바른 인식 등이 필요하다.

채 10년도 안되는 기간동안 학교도서관은 천국과 지옥을 오가고 있다. 2002년부터 교육인적자원부(현 교육과학기술부) 주도로 시작된 '학교도서관활성화사업'을 통해 낡은 학교도서관 시설은 현대식으로 바뀌었으며, 교원으로서 사서교사는 1998년부터 지속적으로 현장에 배치되었고, 2007년 "학교도서관진흥법"이 제정되면서 나름 학교도서관에 대한 구체적인 법적 관심을 받았다. 먼지 쌓이는 교실 한 칸도 되지 않던 창고같던 학교도서관은 늘어난 장서와 PC를 포함한 다양한 IT 기기, 편안하게 책을 읽을 수 있는 교구 등을 갖추면서 나름 도서관답게 바뀌기 시작했던 시기이다. 학교도서관 운영의 주체성과 자율성을 가질 수 있는, 많지는 않더라도 교사라는 지위로 사서교사가 전국의 초 중등학교에 지속적으로 배치되던 시기이기도 하다. 도서관 관련 법에서 늘 구석에 있던 학교도서관은 "학교도서관진흥법" 및 시행령이라는 단독법안으로 제정되어 법리 상 관심을 받던 시기였다. 여기에 더해 책 읽기에 대한 관심이 커지면서 학교도서관을 중심으로 다양한 책읽기 프로그램 등이 운영되고 나름 학교도서관이 활성화되는 것 같았다. 하지만 화려하게 바뀐 학교도서관은 자격이 있는 인적자원 배치와 지속적인 장서의 공급 등을 통해 유지되기보다는 운영시간 연장 등 시설 자체의 운영에 초점이 맞춰지는 시기로 바뀌었다. 98.6%에 이르는 학교도서관 설치 대비 46% 밖에 되지 않는 인적자원의 배치 현황, 그나마 학교도서관에 배치된 인적자원의 14.7%만이 정규직 사서교사, 사서(직원)이라는 현실은 안정적이고 지속적인 인적자원 배치에 대한 기대를 더 이상 할 수 없는 어려운 시기로 바뀌었음을 보여준다. 단독법안으로 학교도서관의 진흥과 활성화에 기여할 것으로 기대했던 "학교도서관진흥법"은 학교도서관 관련 시설, 인적자원, 운영에 대한 분명하고 명확하지 않은 법조항 때문에 관점에 따라 다양한 해석을 할 수 있어 오히려 학교도서관의 발전을 저해한다는 일부의 비판도 받았다.

This study was to predict through the scenarios, one of the forecast technique the future of library service. In order to do that literature reviews, analysis of library's home page and specialist interview were conducted. As a result, it appeared that based on the scenarios to predict the middle future(after 5-10 years) of library service. The results of this study are as follows. The first the future information environment is represented by mobile md ubiquitous. Through this, anytime, anywhere, any device, we can be taken any media The second, the unreliable factors come out in time lag, the supply speed of terminals, library services, copyrights and so on. The third, as the supply speed of technique and the speed of technological development, the speed of technological development and the solution speed of digital copyright problem these make various scenarios. The fourth library try to find unreliable factors in constant change of the information technique, variety of internal factors. And strategy needs to dispose of various scenarios properly.

This study examines policy issues for the future development of libraries belonging to the metropolitan office of education focusing on facilities (legal basis for installation), management (dedicated department), human resources and budget. This study collected and analyzed related data using National Law Information Center and National Library Statistics System. As a result of this study, the names of the libraries performing library functions varied due to the difference of the administrative organizations of the libraries in the metropolitan education office. In addition, library policy work carried out by the library department may be excluded from policy priorities as a subsidiary task. It is analyzed that the expansion of quota of the librarian deputy director to provide the opportunity for promotion of librarians and the increase of the library input budget against the total budget are necessary.
