As the rural economy is worsening day by day due to rapidly declined population and increase of aging generation, the emptiness in the rural areas are becoming increasingly intensifying. In particular, urban runoff of young adults and middle-aged people and the decrease in birth rate have shrunk the rural population reaching to raise concerns on the stage of emptiness. On the other hand, people in the urban areas with rapid industrialization and overcrowding call for the variety of housing needs moving away from monolithic housing types. In order to solve problems of rural communities such as emptied out rural society as well as the problems of urban communities in overcrowdings, environment, and housing, it is required to develop an urban-countryside village complex pursuing advantages of the rural environment and convenience of urban living. Of this time, there needs a change in rural development policies which can make the urban residents migrate and settle in the rural areas as they are naturally embracing the rural life according to the social background and demand.

This study is about characteristic of rural areas development project considering Rural Areas Migration. As a Rural Economy is getting worse for a rapid decrease in population and a rapid aging of the population, Decline in Rural areas has become more serious. So, Each local government is promoting rural areas development project, like Culture Village Project, Rural Village Project, Happiness Village Project, and Farming and Fishing New-town Project, to attract inhabitants in the Urban Area. This study examines the change of policy about rural areas development project in Corea through theoretical study, and analyzes the Implementation of rural village Project supported or implemented by local community to characterize the project.

The agricultural population, the farming, the agriculture of our country has been decreased more rapidly than those of other countries. Also, the changing speed of the rural village in Korea has shown a similar trend. By considering the urbanization process and migration state caused by the economic growth and the increasing level of relative poverty in comparison with the urban area, it has been necessary to go through the impoverishment and slum-orientation of the rural area. In our country, the rural village became old age. So, the collapse is predicted to a population shortage if such trend is continued in the village society. according to investigate, Many urban peoples have opinion that migrates to a farm village. but those not migrate to rural community. The mainly reason is low life environment. therefore it is need the plan that the urban people migrates to a rural village, and must have the plan to be engaged in the agriculture. lt was the rural-fishing New Town development project that started in 2009 for 30~40 years's urban people. This study is about characteristic and improvement of Rural-Fishing New Town development project.

과거 농외소득 향상을 목적으로 하던 마을중심의 농촌지역개발사업이 최근 농어촌중심지를 중심으로 진행되고 있다. 농어촌중심지 사업은 지역주민의 소득 이외에 지역주민의 생활여건 개선을 도모하는 것을 목표로 한다. 시대가 변하면서 농촌과 농촌 중심지의 모습도 다양하게 변화하였다. 농촌과 도시가 하나의 지역으로 융합되어 한 지역에서 농촌과 도시의 복합적 성격을 띠는 러번지역이 발생함에 따라, 현대사회에서 농촌의 중심지는 자연스럽게 도시적 인프라를 갖춘 러번지역으로 집중되게 되었다. 본 연구의 대상인 정읍시 내장상동 또한 농촌의 자연환경을 가지고 있지만, 동시에 도시지역의 구조 형태를 가지는 도농통합적 생활권 중심지이다. 기존 정부의 하향식 농촌개발사업으로 나타난 문제점을 해결하기 위해 러번지역에 조직되어 있는 공동체를 활용한 주민참여형 사업이 진행되어야 한다. 따라서 본 연구에서는 도시적 성격을 가진 러번지역의 특성과 주민들의 수요분석을 통해 생활서비스 증진을 위한 러번지역의 중심지 활성화 계획을 제시하고자 하였다. 이를 위해 주민 워크숍 및 시범활동과 같은 주민역량강화 단계를 기본계획수립 과정에 반영함으로써 주민들의 자생력을 강화시키고자 하였다. 연구는 대상지 현황 및 여건분석, 기본구상 및 발전방향설정, 세부사업계획, 사업추진계획의 과정으로 진행되었으며, 현장조사와 주민수요를 기반으로 도보환경 개선, 공동체 기반시설 조성, 살기 좋은 생활환경 조성의 세 가지 목표를 설정하였다. 또한 본 연구에서는 러번지역이라는 발전된 형태의 농촌지역에서 주민들이 실제로 필요로 하고, 이미 구성되어 있는 지역공동체 등의 활동 단체를 사업의 실행주체로 참여시킬 수 있는 주민참여형 농촌중심지 활성화 방안을 제시하였다. 늘어나는 러번형태의 지역 특성에 맞는 주민 자생적 농촌중심지 활성화 계획을 통해 지역의 능동적이고 성공적인 성장을 기대한다.
