공공데이터 공개 의무 확대와 법제도 개선에 따라 한국 정부 및 지자체를 중심으로 공공데이터 서비스가 촉진되고 있다. 공공데이터 개방의 당초 취지는 일상 업무를 통해 만들어낸 수많은 데이터를 기업체와 국민이 쉽게 접근하고, 재사용을 가능하게 함으로써 정부는 신뢰성과 투명성을 향상시키고, 예비 창업자들에게는 새로운 시장과 창업 기회를 창출하며, 국민 참여 및 국민의 의사결정에 도움을 준다는 것이다. 하지만 이러한 정책 취지와 노력에도 불구하고 공공데이터 개방과 활용에 있어서는 여전히 어려움과 한계가 존재하고 있다. 이에 본 연구에서는 현재 진행되고 있는 정부 및 공공기관의 데이터 개방과 개방 데이터의 활용 현황을 분석, 진단해 보고 향후 공공데이터 개방 촉진 및 이용 활성화를 위한 정책적 방안을 제언해 보고자 한다.

Today's rapidly developing health technology is accumulating vast amounts of data through medical devices based on the Internet of Things in addition to data generated in hospitals. The collected data is a raw material that can create a variety of values, but our society lacks legal and institutional mechanisms to support medical Big Data. Therefore, in this study, we looked at four major factors that hinder the use of medical Big Data to find ways to enhance use of the Big Data based healthcare industry, and also derived implications for expanding domestic medical Big Data by identifying foreign policies and technological trends. As a result of the study, it was concluded that it is necessary to improve the regulatory system that satisfies the security and usability of healthcare Big Data as well as establish Big Data governance. For this, it is proposed to refer to the Big Data De-identification Guidelines adopted by the United States and the United Kingdom to reorganize the regulatory system. In the future, it is expected that it will be necessary to have a study that has measures of the conclusions and implications of this study and to supplement the institutional needs to play a positive role in the use of medical Big Data.

With the explosive increase in data, the 'big data era' has arrived, focusing on deriving new values and insights through data. With the development of data analysis technology, the importance of data analysis and utilization in the field of diagnosis and treatment as well as prevention is expanding, while the use of big data is emerging in the healthcare field. Moreover, as the three data-related laws (Personal Information Protection Act, Information and Communication Network Act, and Credit Information Act) were passed in January 2020, it became possible to use a wide range of big data through pseudonym information. However, the use of healthcare big data is still struggling due to various policies and regulations, inconsistent data quality, and the absence of specialized personnel. Therefore, in this study, examines the current state of use of big data in the healthcare field, and analyzes the challenges, overseas cases, plans, and expected effects for activation of healthcare big data.

This study examines the technologies and application processes related to the use of pseudonym data of companies after the passage of the Data 3 Act to activate the data economy in earnest, and what companies should prepare to use pseudonym data and what will happen in the process It was intended to contribute to the elimination of uncertainty. In the future, companies will need to extend the information security management system from the perspective of the existing IT system to manage and control data privacy protection and management from a third party provisioning perspective. In addition, proper pseudonym data use control should be implemented even in the data use environment utilized by internal users. The economic effect of market change and heterogeneous data combination due to the use of pseudonymized data will be very large, and standards for appropriate non-identification measures and risk assessment criteria for data utilization and transaction activation should be prepared in a short time.

최근 의료기술 발전에 따라 질병의 예방 및 관리에 대한 소비자의 요구사항이 증가하고 있다. 이러한 요구사항에 부응하기 위해 IT와 의료분야의 융합으로 u-헬스케어 서비스가 실현되고 있다. 언제 어디서나 의료서비스를 제공받을 수 있는 u-헬스케어 서비스의 활성화는 의료데이터의 공유 및 활용이 전제조건이 될 것이다. 그러나 의료데이터의 공유 및 활용으로 인해 의료정보에 포함된 개인정보, 병력정보 등의 프라이버시가 침해될 우려가 있다. 본 논문에서는 의료데이터의 공유 및 활용상에서 발생하는 보안 요구사항을 검토한다.

최근 AI와 로봇기술 등으로 개인정보를 포함한 데이터의 처리가 일상화됨에 따라 한국정부는 개인정보 비식별 조치 가이드라인 및 데이터 3법을 발표함으로써 개인정보 비식별화를 돕고자 하였다. 하지만 복잡한 비식별화 절차와 이의 효과에 대한 불명확함으로 기업들이 개인정보를 포함한 빅데이터의 활용에 어려움을 겪고, 동시에 시민단체나 소비자단체에서는 현 가이드라인에 따른 비식별화 절차가 개인정보를 보호하기에 충분하지 않다고 지적하고 있다. 본고에서는 비식별화 현황과 기술을 검토하고 현 가이드라인의 한계점을 보완 함으로써 데이터 활용 업체와 기관들의 정확한 비식별화를 돕고 빅데이터 활용의 활성화에 기여하고자 한다.

클라이언트로부터 전송되는 멀티미디어 데이터를 실시간으로 서버에서 분석하여 처리하는 시스템의 경우에는 입력되는 데이터의 양에 비례하여 서버의 부담은 증가하게 된다. 이때 서버에서는 데이터의 병목현상이 발생하게 되고, 이는 바로 전체적인 시스템의 성능을 저하시키는 결과를 초래하게 된다. 본 논문에서는 데이터 처리의 병목현상을 해결하여 시스템의 성능을 높일 뿐만 아니라, 인터넷상의 유휴 서버들을 활용할 수 있게 하기 위한 방안으로 분산처리 기술을 이용한 전처리 작업 시스템과 그 성능을 향상시키기 위한 분산 객체 활성화 시스템을 제안한다.

데이터 기반 경제가 활성화되면서 데이터의 분석과 활용에 중점을 둔 서비스가 증가하는 추세이다. 금융 분야에서만 활용되던 마이데이터를 관광정보인 외부데이터와 결합해 사용자의 디지털 흔적을 수집, 분석하는 여행 마이데이터 플랫폼을 제시한다. 이를 통해 사용자에게 신뢰도가 높은 여행정보를 제공하고 여행 후 정산 문제를 해결하고자 한다.
