다양한 정보 채널의 등장과 함께 빅데이터에 대한 중요성이 부각되고 있다. 본고에서는 빅데이터를 활용한 응용을 활성화기 위해 국가별 빅데이터 정책을 분석하고 분야별로 빅데이터를 활용한 사례를 기술한다. 빅데이터를 활용하여 일상 생활에서 일반 사용자들이 사용할 수 있는 응용 서비스 원천 기술 및 서비스 기술을 개발하고 있는 충북대학교 빅데이터생활형 서비스 연구센터(BLSRC)를 소개하고 센터에서 개발한 응용 서비스를 기술한다. 또한 빅데이터 사용을 활성화하고 실생활에 응용하기 위한 방안을 제언한다.

데이터 3법 시대에 접어들면서 기업들에는 가명화된 개인정보를 활용할 수 있는 길이 열렸다. 하지만 현 데이터 3법은 데이터를 생성하고 유통하며 활용할 기업들의 책임과 혜택에 내용이 맞춰져 있어 아쉬운 감이 있다. 개인의 기본권을 보장하면서도 마이데이터 유통 및 활용을 도울 방법은 없을까? 본 논문에서는 데이터의 주체인 개인이 데이터 주권을 행사하고 실질적인 혜택을 받는 마이데이터 서비스의 활성화를 위한 ID 관리 기술로 블록체인 기반 분산 ID(Decentralized Identification, DID)를 제안하고, DID 수용의도에 영향을 마치는 요인을 연구함으로써 마이데이터 서비스 개발 활성화를 위한 정책적, 실무적 시사점을 도출하고자 한다.

한국전기통신공사는 현재의 전화망이 데이터통신을 활성화하는데 제약요소가 많다고 보고 향후 데이터통신의 경쟁체제에 대처키 위한 기반을 조성하고 데이터통신을 제2의 전기 통신사업으로 발전 육성시킬 목적으로 데이터통신 시범망을 구축키로 했다. 공사의 시범망 구축계획은 체신부의 PC 1,000만대 보급을 통한 정보이용의 활성화계획 추진과 데이터통신이 경쟁체제및 국제화, 미국의 데이터통신 시장개방 압력의 가중, 법적 규제 완화 추세로 가고 있는 배경에 기인한다. 통신공사는 시범기간동안 데이터통신 이용에 알맞는 통신망 개발자료 수집과 요금체제 개발을 추진하고 요금체제 정립전 및 정보처리용 통신 노드구축전까지 기존 시설을 활용하여 데이터통신 활성화를 도모할 방침이다.

본 발표에서는 KISTI에서 현재 구축하고 있는 인체 데이터의 현황과 인체 데이터를 포함한 과학 데이터 리파지터리의 구축과 활용에 대한 전반적인 내용을 소개한다. 인체 데이터는 인체 절단면 영상을 중심으로 한 Visible Korean 데이터와 CT, MR 영상과 인체 뼈대 물성을 중심으로 한 Digital Korean 데이터로 나누어지며 이들 데이터의 제작 과정과 활용 내용을 주로 소개한다. 과학 데이터 리파지터리 구축 내용은 현재 국가의 연구개발 예산으로 수행되고 있는 연구과제에서 생성된 다양한 과학 데이터들을 국가적 차원에서 수집, 관리, 유통시키기 위해 기관별 또는 분야별로 과학데이터센터를 육성하고 이를 거점으로 하여 국내의 과학데이터가 수집, 관리, 유통, 활용될 수 있도록 국가적 과학데이터 관리체계를 구축한다. 또한 이렇게 수집된 과학데이터의 활용을 위해 연구자들이 데이터 기반의 연구 과제를 수행할 수 있도록 데이터 기반의 첨단 연구 환경을 구축하고 연구에 필요한 S/W, H/W 및 기타 필요한 IT 기반의 요소기술들을 개발, 지원한다. 또한 KISTI가 제작 주체가 되어 생산한 상기의 인체 데이터뿐만 아니라 의료 관련 분야의 연구 현장에서 생산되고 있는 다양한 인체 데이터를 수집, 관리, 공유할 수 있도록 인체 데이터 리파지터리를 구축하기 위해 Visible Korean, Digital Korean 데이터를 포함한 다양한 의료 데이터의 리파지토리를 설계하고 이러한 의료 데이터 기반 연구의 활성화 및 데이터 리파지터리의 활성화를 위한 정부 및 분야별 커뮤니티 차원의 다양한 대책들을 소개한다.

In order to promote digital transformation of our agricultural and rural communities in the wake of the fourth industrial revolution and prepare for the upcoming artificial intelligence era, it is necessary to establish a system and system that can collect, analyze and utilize necessary quality data. To this end, we will investigate and analyze problems and issues felt by various stakeholders such as farmers and agricultural officials, and present strategic measures to revitalize big data, which must be decided in order to promote digital transformation of our agricultural and rural communities, such as expanding big data platforms for joint utilization, establishing sustainable big data governance, and revitalizing the foundation for big data utilization based on demand.

With the growing interest in the 4th industrial revolution and big data, various policies are being developed for facilitating the use of public open big data, which are leading to a wide range of added values created from use of such data. Despite the expanded requirements for public data disclosure and the legal system improvement, however, the use of public open big data is still limited. According to the literature review, there are studies on policy proposals for the government guiding directions for public open big data, but there is a lack of studies that handle the issue from the users' viewpoint. Therefore, this study aims to analyze the public open data ecosystem in Korea and to analyze public open big data through interviews with the providers (the government and public institutions) and users (private sector companies and citizens). This way, the study finds inhibition factors and facilitation factors, draws out issues and suggests solutions through a causal relationship analysis between each factor. Being a research on finding measures for facilitating both public big data release and use, this study has theoretical implications. In the meanwhile, the derived issues and alternatives provide practical implications also for stakeholders who are planning to facilitate release and use of public open big data.

Big data is a key driver of the fourth industrial revolution, represented by ultra-connected, ultra-intelligence, and ultra-convergence, and it is important to create innovation and share, link, and utilize data to discover business models. However, it is difficult to secure and utilize high-quality and abundant data when big data platforms are built in a regular manner without considering shared-linked. Therefore, this paper presents the development direction of big data platform infrastructure by comparing and analyzing various cases of big data platforms to enable data production, construction, linkage, and distribution.

중앙정부나 지자체를 중심으로 지리정보체계(GIS)구축사업이 광범위하게 추진되고 있는 지금, 지리정보구축에 소요되는 비용에 대한 부담으로 인해 각 기관들에 산재된 지리정보의 공동 활용이 매우 중요시 되고 있다. 이에 따라 지리정보 생산 및 관리의 효율성과 이용의 활성화를 도모하기 위하여 '지리정보목록의작성및관리에관한지침'이 2002년 제정되어 시행되고 있다 현재 국가지리정보유통망에서의 활용을 위해 유통용 메타데이터 표준이 제정되어 있지만, 지리정보관리기관의 효율적인 지리정보 관리를 위해서는 부족한 부분이 많은 실정이다. 본 연구에서는 동 지침에 의거하여 ISO 19115에 부합되는 새로운 통합 국가메타데이터 표준(안) 개발을 목적으로 메타데이터 표준화 연구를 수행하였다. 국가메타데이터 표준(안)은 유통용 메타데이터 표준을 모두 수용하고, 기존 메타데이터와의 비교분석을 바탕으로 효율적인 지리정보 관리를 위한 관리용 메타데이터 항목을 추가하여 총 13개 섹션으로 설계되었다. 본 연구에서 제시된 국가메타데이터 표준(안)을 통해서 우선 사용목적에 맞는 다양한 지리정보를 검색하고 활용하기 위한 표준화된 기반이 구축되어 공공부문 및 민간부문의 GIS 활성화를 위한 커다란 초석이 마련될 것으로 판단된다.

Data has emerged as a key driver of national, corporate and individual competitiveness as a result of the entry into the data economy. The value of personal information is increasing in various fields such as customized services and social problem solving. MyData refers to a new paradigm in which individuals have the authority to manage and control their information and make active decisions on where to use and scope of personal information. MyData, which is emerging as a big topic in the data economy, is a necessary concept in an era when the value of data is important, and related laws and systems should be prepared.
