The Public Data Portal(data.go.kr) is a gateway for searching and using public data in South Korea. In 2021, the Ministry of Public Administration and Security established individual portal maintenance plans. Individual portals refer to portals built by public institutions in Korea other than the public data portal. According to the maintenance plan, the Korea Intelligence Information Society, the operator of the public data portal, needs to establish operating and data integration plans to link the public data portal and individual portals. In this study, we investigated the current operating status and data integration methods of the public data portal in South Korea, the United States, the United Kingdom, and France, and proposed that the adoption of a top-down approach is efficient when integrating data. In addition, we divided the specific procedures that should be pursued when integrating data into five stages: determination of data integration standard methods, analysis of metadata status, expansion of operating infrastructure, confirmation of data import, and launch of services.

According to the public open data policy, the government established the demanders-oriented and customized open data plan and allowed people to use plenty of public data free. There are, however, few geospatial information systems to maximize its usability. For the purpose to make the effective geospatial information services, this study examined how data was linked between the public data portal and open platform first. And then this proposed the interface server model to support the data link between these systems technically.

The purpose of this study is to propose an effective direction of data linkage for building the humanities assets one-stop portal service. For this purpose, We collected and analyzed the actual status of the domestic institution with humanities assets, and presented the linkage direction through analysis of the data held by the target organization. The results of this study are as follows: First, we proposed a classification system of humanities assets based on the reviewing the existing classification system on the subject of humanities assets. Second, we set up the categories of potential data that can be incorporated into humanities assets through a detailed analysis of the subject and type of data held by the subject institutions. Third, we analyzed the platforms of similar case organizations providing one-stop portal services for humanities assets and proposed the applicable meta fields when constructing one-stop system based on similarity.

The demand for spatial information in the era of the 4th Industrial Revolution is expanding Additionally, interest in attribute data related to geography or location is increasing. In the field of spatial information, spatial information policies and services tailored to the public can be provided through linkage and integration with new attribute data, and these data are resources for this purpose. In order to meet this expanding and diverse demand for spatial information utilization, it is necessary to develop technologies for linking and utilizing various attribute information such as public data. In this study, we aim to present a technology development strategy for linking and integrating attribute data and spatial information through a review of theories related to data linkage and integration, the current status of data on public data portals, and existing prior research. As a result, it was suggested that the data identifier of the attribute data to be linked should be used to develop linkage technology between spatial information and attribute data, and an attribute data linkage process that can be used when designing a prototype for technology development was presented.

최근 GIS 포털에 대한 수요자 요구 사항이 증가하고 있고 기존의 웹 GIS 응용 프로그램 개발 기법과의 연계와 통합이 중요한 연구 주제로 부각되고 있다. 본 연구에서는 공개 소스인 PostgreSQL - PostGIS를 이용하여 GIS 포털 구축을 위한 응용 설계 연구를 수행하였다. PostgreSQL를 데이터베이스 시스템으로 하여 공간 질의 및 분석 기능 등 GIS 기능을 연동시키는 PostGIS는 서버 GIS 엔진으로 점점 활용 가치가 증가하고 있으나 GIS 포털에서 이를 적용한 사례는 현재까지 보고된 바가 거의 없다. 본 응용 설계는 전체 시스템 설계 보다는 주로 포털에서의 인터페이스 부분을 주로 다루고자 하며 시험 구현 프로그램의 라이브러리는 PostGIS의 C Language Interface(LIBPQ)와 OGC library를 이용하여 공간 데이터에 대한 기본 기능을 구현하였다. 본 연구를 통하여 구글, 다음, 네이버 등과 같은 일반 검색 엔진에서 경쟁적으로 제공하는 웹 맵핑 수준에서 위성영상정보와 지도정보 서비스가 보다 체계적으로 웹 GIS 기술과 연계될 수 있는 기반을 마련하고자 한다.

본 연구에서는 자연재해 발생 시 신속하고 효율적인 재난 대응 의사결정을 지원하기 위하여 재난 재해 정보와 시설물 정보, 공간정보 등이 융합된 통합 인벤토리를 구축하고자 한다. 재난대응 의사결정 지원을 위하여 시설물의 중요도, 위험도, 피해액 산정에 필요한 원천 데이터를 공공데이터포털(data.go.kr)에서 제공하는 공공데이터를 활용하였다. 공공데이터포털의 데이터셋은 파일데이터와 오픈 API, 표준데이터와 국가중점데이터를 제공하고 있다. 파일데이터는 22,306건, 오픈 API는 2,505건, 표준데이터는 58건의 정보를 제공하고 있으며, 국민, 기업 등 수요 중심으로 개방의 효과성과 시급성 등이 높은 41개 분야의 국가중점데이터를 제공하고 있다. 또한 공공데이터를 활용하여 개발된 국내외 다양한 사례와 가공데이터를 공공데이터 활용사례를 통하여 공유하고 있다. 인벤토리 구축을 위하여 국가중점데이터와 데이터카테고리의 국토관리, 재난안전, 산업고용, 공공행정 등 다양한 공공데이터를 검토하여, SOC 시설물과 건축물의 정보를 수집하여 시설물의 중요도와 위험도, 피해액 평가 등 필요 목적에 맞게 최적화 하여 구축하였다. 또한 구축된 다양한 정보와 시설물 평가 모듈간의 원활한 데이터 수급을 위한 연계 모듈과 관리 모듈을 개발하여 구축된 데이터 정보를 표준화하여 유지 관리 할 수 있도록 인벤토리를 구축하였다. 이러한 재난대응 의사결정 지원 통합 인벤토리는 재난대응 의사결정을 신속하고도 효율적으로 가능하게 함으로써 방재업무 지원 및 대국민 서비스를 가능하게 할 것으로 판단된다.

포털에서 제공하는 지도 서비스와 같은 지도의 축척이 변화될 수 있는 환경에서 센싱 정보의 등고선식 표출을 하기 위해서는 기존의 이미지 표출 방식이 갖는 방대한 데이터량이 문제가 된다. 본 연구에서는 센싱 정보의 지역적 집중도와 센싱 데이터의 수에 따른 효율적인 정보처리를 위하여 센싱 데이터들을 그룹핑하여 등고선 형태의 이미지를 생성하였고, 이를 서버에서 제공하는 형태를 통한 웹 포털 지도 서비스와 연계 방법을 제시하였다.

As disaster number increases, governmental institutions is trying to construct effective disaster information system. Especially, most institutions are using disaster information system based on GIS such as electronic disaster map. However, most previous systems have vulnerability when connecting to the another systems because systems consider only specific area and system is independent data structure. Above all things, existing have to put a lot of time and effort because system need direct work course for service. Therefore, this paper implements quick and methodical disaster information service via study of data code and map, microblog service from internet portal site.

최근 4차 산업혁명 시대 도래에 따른 빅데이터가 이슈화 되고 정부의 공공 데이터 개방? 공유 정책 등으로 정부의 R&D 정보화 서비스도 다양화되고 있다. 특히 해양수산 R&D사업은 해양이라는 공간적 제약으로 선박 및 특수 장비 등을 사용함에 따라 연구비 단가가 상대적으로 높은 실정임에도 해양수산 연구 자료 및 관측자료가 통합적으로 관리되지 않고, 사업별 기관별로 산발적으로 관리되고 있어, 이에 따라 연구 DB 통합관리의 수요가 제기 되고 있다. 이에 해양수산 R&D사업에서는 사업별 통합 DB 구축사업이 진행되고 있고, '관할해역해양정보 공동활용시스템(JOISS)'이 대표적이라 할 수 있다. JOISS는 2012년부터 시작된 '관할해역 해양정보 공동활용체계 구축'과제를 통해 자료 표준화 연구와 함께 해양과학조사 분야의 R&D과제들과 실시간 해양관측망으로부터 산출되는 데이터를 수집하고, 정보서비스를 구현한 시스템이다. 2016년 1차 시스템 구축을 완료하여 현재 서비스를 진행하고 있다. 한편, 해양관측 데이터 수집 공유 서비스 외 해양수산 R&D사업과 연계된 다양한 정보들을 나누고 소통하는 온라인 장을 구현하기 위해 '해양수산 R&D 지식정보 시스템(OFRIS)' 개발사업이 별도로 진행되고 있다. OFRIS는 해양수산 R&D사업을 통한 데이터의 원할한 수집 및 품질관리 등의 문제를 보완하고, 그 외에도 사업별로 분산 관리되고 있는 R&D 관련 정보를 연계하고, 기술공급자와 수요자를 직접 연결해 주는 '개방형 기술 정보 중개 시스템'으로의 역할, 국내외 해양수산 R&D관련 정책 연구 산업 동향을 엄선하여 제공하는 등 해양수산 R&D 종합 포털로서 기능구현을 목표하고 있다. 2017년 말 1단계 개발 완료를 앞두고 있으며, 1단계에서는 시급성 높고, 수요가 많은 (1) R&D동향, (2) 과제이력, (3) 연구성과, (4) 기술거래, (5) DB공유 등 5대 기능을 우선 구현하고, 2단계에서는 통계자료 생산 및 분석 기능 강화, 3단계에서는 해양수산 산업통계, 인력, 교육 등의 정보를 서비스하는 포털로 확장할 계획이다. JOISS, OFRIS를 개발하는 과정에서는 해양수산 R&D의 정보를 수집 관리 하는데 있어 다양한 현안 문제 등이 도출되었으며, 그 중에서도 연구자들의 자발적 데이터 제공 협조, 데이터의 표준화 및 품질검증, 구축된 데이터의 활용 및 피드백 등에 대해 구체적이고 현실적인 대응 방안이 요구된다.

Public open data is a database or electronic file produced by a public agency or government. The government is opening public data through the open data portals and individual agency websites. However, it is a reality that there is a limit to search and utilize desired public data from the perspective of data users. In particular, it takes a great deal of effort and time to understand the characteristics of data sets and to combine different data sets. This study suggests the possibility of interlinking between data sets by analyzing the common relationship of item names held by public data. The data sets are collected from the open data portal, and item names included in the data sets are extracted. The extracted item names consist of formal context and formal concept through formal concept analysis. The format concept has a list of data sets and a set of item name as extent and intent, respectively, and analyzes the common items of intent end to determine the possibility of data connection. The results derived from the formal concept analysis can be effectively applied to the semantic connection of the public data, and can be applied to data standard and quality improvement for public data release.
