현존하는 모든 데이터의 90%가 지난 2년 내 생산된 것이지만, 보존되는 데이터의 비율은 매년 17% 하락하고 있다. 본 연구에서는 연구데이터를 보존하기 위해 연구데이터 관리 정책을 살펴보고자 한다. 자연과학 분야에 비해 데이터 관리의 제도적 기반이 미약한 인문사회 분야의 연구데이터 정책 사례를 살펴보았다. 미국의 ICPSR, 캐나다의 SSHRC, 영국의 AHRC의 웹사이트에서 데이터 관련 정책을 참고하여 조사하였다.

This study aims to analyze data management policies offered by 15 government funding agencies in the U.S., UK, Canada, and Australia, and to make recommendations for developing data management policies in Korea. For the analysis of data management policies, five criteria were suggested based on literature review as follows: 1) the definition of research data, 2) principles of data management, 3) data management plan, 4) the implementation of data management, 5) legal and ethical issues. It was found that there was no policy that covers all the criteria for the analysis. Several funding agencies, however, commonly dealt with each criteria in their data management policies. Based on the findings from the analysis, this study made the following suggestions: First, data policies provide definitions and types of research data based on the understanding of data creation in the fields of funding interests. Second, data policies include principles of data management applicable to data practices in Korea. Third, data policies implement data management plans to promote responsibility of researchers for managing data. Fourth, data policies specify data management implementations to facilitate and support data sharing practices. Fifth, data policies should minimize legal and ethical challenges in data sharing through the review of the applicability of related laws and regulations and their improvement.

최근 연구 환경과 연구 패러다임이 데이터 중심으로 변화되고 있다. 특히, 공공 연구성과의 개방과 공유에 기반한 오픈 사이언스(Open Science)가 과학 연구의 글로벌 어젠더로 새롭게 부각되고 있다. OECD는 오픈 사이언스를 정책의제로 채택하고 있으며, 미국, 영국, 호주 등 세계 선진국에서는 공공자금이 투입된 연구과제로부터 생산된 연구데이터의 체계적인 관리와 쉬운 접근, 재사용을 통한 가치 창출을 위해 데이터 관리 계획(Data Management Plan)을 비롯한 오픈 연구데이터 정책을 적극적으로 시행하고 있다. 하지만 국내에서는 연구데이터를 공유 활용하기 위한 법제도적 기반과 관련 인프라가 아직 미흡한 실정이다. 이 연구에서는 오픈 연구데이터를 위한 세계 각국의 정책 동향을 소개한다. 그리고, 국가과학기술연구회 소속 22개 정부출연 연구기관과 국내 20개 대학의 연구자를 대상으로 조사한 연구데이터 생산, 관리, 활용 현황과 데이터 공유 활용을 위한 시사점과 개선방향을 살펴본다.

최근 네트워크 구성이 복잡해짐에 따라 정책기반의 네트워크 관리기술에 대한 필요성이 증가하고 있으며, 특히 네트워크 보안관리를 위한 새로운 패러다임으로 정책기반의 네트워크 관리 기술이 도입되고 있다. 보안정책 서버는 새로운 정책을 입력하거나 기존의 정책을 수정, 삭제하는 기능과 보안정책 결정 요구 발생시 정책결정을 수행하여야 하는데 이를 위해서는 보안정책 실행시스템에서 보내온 경보 메시지에 대한 분석 및 관리가 필요하다. 따라서 이 논문에서는 정책기반 네트워크 보안관리 프레임워크의 구조 중에서 보안정책 서버의 효율적인 보안정책 수림 및 수행을 지원하기 위한 경보데이터 관리기를 설계하고 구현한다. 그리고 경보 데이터 저장과 분석을 위해서 데이터베이스 스키마를 설계하고 저장된 경보데이터를 분석하는 모듈을 구현한다. 또한 불량사용자나 호스트의 관리를 위하여 블랙 리스트 매니져를 구현하며 블랙리스트 매니져는 위험한 불량사용자와 호스트를 탐지하여 관리하는 기능을 제공한다 구현된 경보 관리기나 고수준 분석기는 효율적인 보안정책관리를 지원하게 된다.

Recently, a number of network systems are developed rapidly and network architectures are more complex than before, and a policy-based network management should be used in network system. Especially, a new paradigm that policy-based network management can be applied for the network security is raised. A security policy server in the management layer can generate new policy, delete. update the existing policy and decide the policy when security policy is requested. The security server needs to analyze and manage the alert message received from server Policy enforcement system in the enforcement layer for the available information. In this paper, we implement an alert analyzer that analyze the stored alert data for making of security policy efficiently in framework of the policy-based network security management. We also propose a data mining system for the analysis of alert data The implemented mining system supports alert analyzer and the high level analyzer efficiently for the security.

In consideration of the drastic transformation of records management environments, this study aims to suggest the directions for redesigning the electronic records management policies at a national level. First, it clarifies the four implicit objectives of electronic records management policies since the 2006 amendment of the Public Records Management Act, such as comprehensiveness for ensuring the appropriate management of any type of digital records, digital-friendly processes for records management, proper management for guaranteeing the evidential value of digital records, and long-term preservation of digital records. Second, it examines the challenging environmental factors in the areas since 2006. Third, it reviews the achievement of the policies as well as failures based on analyzing the policy documents and data from the National Archives of Korea. Fourth and finally, it suggests core areas and directions for redesigning the electronic records management policies, emphasizing the inclusiveness for data-type electronic records.

This paper proposed the architecture of the authentication and the transmission for high reliable emergency data management based on U-healthcare wireless mesh networks. In U-healthcare monitoring service, the high reliable bio data management as well as the data transmission are required because the monitoring emergency bio data is related linked to life. More specifically, the technologies of the identity authentication of the measuring bio data, the personalized emergency status diagnosis who is authenticated the bio data and the emergency data transmission are important first of all. To do this, this paper presents the structure and protocol of the identity authentication management with using the extended IEEE 11073 PHD, the structure of policy-based management of the emergency bio data for the highly reliable management and the resilient routing protocol based on wireless mesh network for the reliable data transmission.

According to a recent survey, over 18,000 government information systems have numerous different functions and characteristics. Although every dataset that is created and maintained in government information systems is declared as a collection of records according to the Public Records Management Act, current electronic records management policies cannot cover dataset records management. This study suggests the policy directions for dataset records management at the national level. It emphasizes the necessity to preserve the appearance and behavior (function) of database systems to ensure the authenticity of dataset records. In addition, this study investigates "emulation" as a representation and long-term preservation methodology for dataset-type records. It also suggests a dataset records model.

무선 데이터 서비스를 통한 사용자의 급속한 증가는 이동 단말의 증가 및 멀티미디어 응용이 가능한 이동 장치의 성능 증가, 높은 데이터율의 무선 액세스 기술 등 다양한 환경을 변화시켰다. 본 연구에서는 IP 이동망에서의 종단 사용자(End-User)의 서비스 보장을 위해 QoS(Quality of Service) 제어 메커니즘을 분석하여 QoS 정책 관리 구조를 제안하였다. 이 구조는 유선과 IP 이동망과의 복합적인 네트워크에서의 사용자 정책 기반 통합 지원 구조로 구성되며, 해당 자원에 대한 서비스를 구분하여 사용자 정책을 관리하며, 팀 이동망을 고려하여 단위 네트워크의 QoS 관리 서버를 중하여 종단 사용자의 QoS 정책을 관리하게 된다. 본 논문에서 제안한 구조는 종단 사용자 정책을 관리하는데 있어 응용 서비스 고유의 특성을 보장하며 사용자 정책에 따른 서비스 자원을 통함 관리할 수 있다.

In recent years, countries such as USA, United Kingdom and Australia have begun to implement national policies in order to systematically manage and share research data produced through publicly funded research. However, Korea as of yet does not have a coordinated research data policy. The lack of infrastructure that supports the sharing and preserving research data results in the poor management and loss of valuable data produced from significant national R&D investments. The need for research data collection, management and sharing goes beyond the outcome assessment of national research: it facilitates the diffusion of research impact and economic development. There is a growing recognition that data sharing is an essential element of research ethics. This research investigates the relevant research data policies and methods of governance at the national level using a case study analysis. United Kingdom was selected as a case study target as it shows a wide variety of policy examples and instruments. In particular, this research focuses on the UK's national legal framework for research data sharing, analyzes the RCUK (Research Councils UK)'s data policies, activities at the seven research councils under RCUK as well as several supporting institutions. Based on the analyses, this research offers a national roadmap for better managing and sharing of research data in Korea.
