In this study, major steps of the research data management plan were derived through the research data management guidelines of major countries (NISO DMP in the US, UK DMP in UK archives, etc.). The results obtained are support for research data policy & planning, research data technical support, research data sharing support, research data legal mechanism support, and research data education support. In this study, we analyzed seven cases of data sharing among 7 domestic and foreign biotechnology. Shared use case countries are limited to the United Kingdom and the United States, which play a leading role in the management of research data. In Korea, shared cases were analyzed for the Korean Bio Information Center and related systems, which is a research and performance management and distribution agency designated by the Ministry of Science and Technology.

With the recent development of digital technology, the research paradigm is evolving towards data-driven. National management and utilization of research data is a key element not only to enhance research transparency and efficiency, but also to prepare for a data-driven society. Policies and infrastructure for sharing and utilization of research data from publicly-funded research are being actively promoted worldwide. In Korea, related regulations were recently revised to mandate to submit a data management plan (DMP) when proposing a national R&D project. In order to effectively implement the sustainable DMP system, researchers need various support. In addition, guidelines and implementation procedures are essential for management and utilization of research data at the national or institutional level. In this paper, we provide an overview of the data management plan, examine the current status and issues in Korea, and suggest a template and checklists of data management plan, and an implementation procedure at research institutes.

최근 국내·외에서 빅 데이터에 관한 관심이 높아지고 있으며 수자원 분야에서도 빅데이터 활용의 중요성이 강조되어 왔다. 물관리를 위해서는 기본적으로 물관련 기초데이터가 충분해야 하며, 최근 선진국에서 효과적인 통합물관리를 위해서 빅데이터를 활용한 유역관리 방안이 시도되고 있는 실정이다. 일본의 경우 물환경 데이터와 사회과학 데이터를 활용한 유역특성 파악한다. 다양한 방법의 유역특성을 분석하여 유역관리계획을 마련한다. 국내에서의 물환경 관리계획은 부하량을 기반으로한 수립으로 데이터의 다양상이 부족한 부분이 있다. 하천은 각기 다른 특성을 가지고 있다. 낙동강 유역은 22개의 중권역으로 이루어져 있으며 각 중권역은 다양한 문제점과 특성을 가지고 있다. 따라서 유역의 특성에 따른 유역관리방안이 필요하다고 판단된다. 본 연구에서는 데이터 분석을 활용하여 유역의 종합적 분석을 통해 유역을 진단하고자 한다. 또한 물관련 지표들을 활용하여 유역을 평가하고 시각화 그래프를 통해 유역의 기초자료들의 특성을 나타내고 결과를 통해 데이터 분석을 기반으로 한 유역특성을 분석하여 맞춤형 유역관리방안을 모색하고자 한다.

최근 연구 환경과 연구 패러다임이 데이터 중심으로 변화되고 있다. 특히, 공공 연구성과의 개방과 공유에 기반한 오픈 사이언스(Open Science)가 과학 연구의 글로벌 어젠더로 새롭게 부각되고 있다. OECD는 오픈 사이언스를 정책의제로 채택하고 있으며, 미국, 영국, 호주 등 세계 선진국에서는 공공자금이 투입된 연구과제로부터 생산된 연구데이터의 체계적인 관리와 쉬운 접근, 재사용을 통한 가치 창출을 위해 데이터 관리 계획(Data Management Plan)을 비롯한 오픈 연구데이터 정책을 적극적으로 시행하고 있다. 하지만 국내에서는 연구데이터를 공유 활용하기 위한 법제도적 기반과 관련 인프라가 아직 미흡한 실정이다. 이 연구에서는 오픈 연구데이터를 위한 세계 각국의 정책 동향을 소개한다. 그리고, 국가과학기술연구회 소속 22개 정부출연 연구기관과 국내 20개 대학의 연구자를 대상으로 조사한 연구데이터 생산, 관리, 활용 현황과 데이터 공유 활용을 위한 시사점과 개선방향을 살펴본다.

다양한 지리 관측 기술 및 GPS 그리고 무선통신 기술의 발달로 인해, 해수의 흐름 변화 관측이나 PDA를 장착한 물류 차량 관리와 같이 시간에 따라 이동하는 여러 객체들의 변화를 추적하고 관리하는 것이 용이해지고 있다. 그리고. 이로 인해 지능형 교통 시스템. 물류 차량 관리 시스템 등이 활발히 개발되고 있다. 그러나 개발된 시스템에서 차량 운송 계획 평가 및 테스트를 할 경우 차량의 실제 데이터가 부족하기 때문에 적절한 평가 및 다양한 테스트를 하기 힘들고, 실생활에 알맞은 시스템을 만들기 어려움 점이 있다. 이렇게 부족한 차량 데이터를 보충하기 위해, 대부분의 연구에서는 몇몇의 이동 객체 위치 데이터 생성기를 활용하고 있다. 그러나 기존의 이동 객체 데이터 생성기는 단순히 정규 분포, 가우스 분포. 랜덤 데이터. 도로 정보 등을 고려하여 데이터를 생성하기 때문에. 사용자가 물류 수송 계획 등에 활용하기 위해 의도한 시나리오에 따른 데이터를 생성하지 못하고 있다. 따라서, 이 논문에서는 차량 위치 데이터 생성기에 사용자가 지정한 시나리오를 생성, 저장하는 이동 객체 패턴 제공기를 추가하여. 사용자 지정 시나리오를 지원하는 차량 위치 데이터 생성기를 설계한다 이 논문에서 설계된 차랑 위치 데이터 생성기는 사용자가 원하는 계획대로 차량의 위치 정보를 생성함으로써, 물류 수송 및 도로 건설계획 등을 검토할 때 도움이 될 수 있을 것이다.

기존 연구에서 정보화전략계획(Information Strategy Planning)과 계획의 실현을 위한 절차와 산출물, 기법을 정형화하는 정보화전략계획 방법론(Methodology)에 관한 논의가 존재해 왔다. 그런데 이들은 기업 모델 도출을 위한 절차와 산출물 기법의 기술과 정형화에 그칠 뿐 그 하위 구성 요소인 데이터의 관리나 입출력 관계, 업무 지식, 경험에 대한 효과적인 관리에 관한 접근은 부족했던 실정이다. 게다가. 비 정형화된 지식이나 경험, 업무 성과 데이터 등의 정형화와 분류체계에 대한 전략적인 접근은 미비하다. 본 연구에서는 기업 자원을 프로세스. 조직. 환경. 정보시스템의 네 관점으로 분류한 기업 정보 분류 체계를 제시하고 그 구성, 내용, 범위를 살펴본다. 이렇게 분류된 데이터간 연관관계의 정의와 그 타당성 검증을 거쳐, 기업 자원의 전략적 관리를 위한 기업 모형 수립 방안을 제시하게 된다. 본 연구의 정보 관리 모델을 통해, 정형화된 데이터 뿐 아니라 비 정형화된 지식과 경험, 선진 업무 지식, 성과 지표를 효과적으로 활용하여 기업의 전략적 방향을 보여줄 수 있다.

This study analyzed the government data quality management model, big data quality management model, and data lifecycle model for research data management, and analyzed the components common to each data quality management model. Those data quality management models are designed and proposed according to the lifecycle or based on the PDCA model according to the characteristics of target data, which is the object that performs quality management. And commonly, the components of planning, collection and construction, operation and utilization, and preservation and disposal are included. Based on this, the study proposed a process model for research data quality management, in particular, the research data quality management to be performed in a series of processes from collecting to servicing on a research data platform that provides services using research data as target data was discussed in the stages of planning, construction and operation, and utilization. This study has significance in providing knowledge based for research data quality management implementation methods.

기존의 연구비 관리업무는 예산계획, 예산편성 및 예산정산 부분으로 관리됨으로써 여러 가지 문제점이 발생된다. 연구비의 안정적인 확보와 효율적인 운영 및 투명한 집행을 위하여 이러한 문제점의 해결이 절실하게 요구되고있는 실정이다. 본 논문은 이러한 문제점들을 해결하고자 엔터프라이즈 환경의 연구비 통합관리 데이터 웨어하우스를 개발하였다. 본 논문에서의 핵심 요소는 정보검색 에이전트와 정보통합 에이전트이다. 정보검색 에이전트에서는 기존의 예산계획 DB, 예산편성 DB, 예산정산 DB의 데이터를 이용하여 사용자가 원하는 정보를 찾아주는 역할을 수행한다. 정보통합 에이전트에서는 정보검색 에이전트에서 수집한 데이터를 추출, 전송, 가공, 로딩하여 통합 데이터베이스에 저장한다. 또한, 정보통합 에이전트에서는 다수의 정보소스를 사용자가 하나하나 접근하여 검사하는 노력을 줄여주고 사용자에게 불필요하다고 판단되는 데이터를 걸러주는 역할을 수행한다. 엔터프라이즈 환경의 REIM 데이터 웨어하우스는 사용자 요구사항을 최대한 반영한 기능들로 연구비 관리정책의 수립에 필요한 다양한 형태의 의사결정 지원정보를 제공한다. 최종 사용자에게는 원하는 분석정보를 신속하게 접근하여 단편적인 관점보다는 종합적인 관점에서 다양한 분석자료를 제공받을 수 있도록 하였다. 또한, 3개의 시스템을 하나로 통합한 결과 데이터의 공유, 시스템 통합, 운영비용 절감, 의사결정 지원환경을 단순화시키는 효과를 제공한다.

Due to the ongoing spread of digital technology, there is a movement around the world to open the process and results of research, and Open Science in order to improve access to data produced during the research process, which, as a result, supports the open development and advancement of science. In Korea, discussions on the DMP service are starting at domestic universities for the systematic management, sharing, and utilization of research data. Therefore, in this study, the status of DMP services provided by overseas university libraries were examined through case studies, opinions and requirements for DMP services. The effectiveness of DMP services were confirmed with collected research data, including interviews with research support service personnel of domestic university libraries. Through this, it was intended to suggest matters to be considered in terms of policy making, service implementation and awareness enhancement when providing DMP service in domestic university libraries.

The government is establishing a national governance system so that research data can be systematically preserved and reused as a national asset. Recently, as DMP submission has become mandatory in some research institutes, it is a reality that DMP preparation is becoming a necessity for researchers. Therefore, the purpose of this study is to develop a template so that the researcher can easily write the DMP that must be submitted when planning the project. To develop such a DMP template, 27 domestic and foreign DMP templates were investigated and analyzed, and as a result, a DMP template for domestic researchers was proposed. It is judged that the DMP template proposed as a result of this study can be used as an exemplary case that can be used in other research institutes and universities.
