This study was carried out to set the direction of the new industry policy of Busan city by analyzing the changing trend of artificial intelligence technology that has recently developed rapidly and predicting the direction of future development. The company wanted to draw up support measures to utilize artificial intelligence technology, which has been rapidly emerging in the market, in the region's specialized industry. Artificial intelligence is a key keyword in the fourth industrial revolution and artificial intelligence-based data utilization technology can be used in various fields from manufacturing processes to services, and is entering an era of super-fusion in which barriers between technologies and industries will be broken down. In this study, the direction of promotion for fostering Busan as an artificial intelligence city was derived based on the comparison and analysis of artificial intelligence-related ecosystems among major local governments. In this study, we wanted to present a plan to create an artificial intelligence industrial ecosystem that can be called a key policy to foster Busan as an 'AI City'. Busan's plan to foster the AI industry ecosystem is aimed at establishing a policy direction to ultimately nurture the artificial intelligence industry as Busan's future food source.

Recently many countries have established open government data platforms to disclose government or government controlled entities-owned data that can be freely used, reused and redistributed by anyone. Open government data can help you to make better decisions in your own life, or enable you to be more active in society. Open data is also making government more effective and transparent, which ultimately also reduces costs. This paper explains the open data concepts and circumstances in Korea, and also suggests detailed invigorating strategies such as data quality policy, data unification and standardization policy, open data service platform, and integrated support plan of big data and open government data.

최근 급변하는 세계 경제 환경에서 창업기업은 혁신, 고용 및 경제 활력의 핵심 동력으로 등장했다. 그러나 초기 창업 기업이 성장하는 여정에는 많은 어려움이 따르며, 이 과정에서 엔젤투자자의 역할이 필수적이다. 초기 창업 시장의 촉매제 역할을 하는 엔젤투자자는 필요한 자본을 제공할 뿐만 아니라 경영 노하우 및 네트워크를 통해 창업기업이 성공할 수 있도록 지원한다. 그러나 최근 데이터에 따르면 신생 기업 중 엔젤 투자의 혜택을 받는 기업은 1.4%에 불과한 것으로 나타나 창업기업의 잠재력과 지원 사이에는 분명한 공백이 존재한다. 이 연구는 지속가능한 경제 성장을 위해 창업 생태계의 중요한 요소인 엔젤투자자의 위험회피 성향을 이해함으로써 이들의 투자 행동, 의사결정 프로세스에 대한 통찰력을 얻을 수 있다. 위험회피가 엔젤투자에 미치는 영향을 알아보고 엔젤투자가 활성화 될 수 있는 방법을 제안하고자 한다. 본 연구를 통해 위험회피 성향이 엔젤투자에 대한 관심도와 실제 투자 활동 간의 관계를 추정해보고자 한다. 위험회피 성향이 엔젤투자자에 어떻게 영향을 미치는지 탐색하는 것에 중점을 두고, 엔젤투자자의 행동과 관심사에 영향을 미치는 다양한 요인들을 포함하여 진행한다. 연구 표본은 서울 및 경기 지역의 일반 성인과 엔젤투자자로 설문조사를 통해 필요한 데이터를 수집한다. 이 연구는 위험회피 성향이 엔젤투자 결정에 어떻게 반영되는지에 대한 깊은 이해를 제공하고, 엔젤투자 활성화를 위한 정책 및 전략을 수립하는데 중요한 통찰력을 제공할 것이다.

IT와 산업간 융합이 가속화되고 있다. 그 범위도 확대되어 일부 산업에서 모든 산업으로, 국민생활 깊숙이 스며들며 IT가 일상화되고 있다. 이에 따라 IT와 비IT의 경계가 사라지면서 완제품 경쟁력의 핵심으로 IT부품과 소프트웨어(SW)가 부각되고 있다. 또한 IT기기와 완제품의 구분이 모호해지고 하드웨어(HW) 소프트웨어(SW)를 최적화하는 제조기술 역량도 중요한 경쟁력으로 부상하고 있다. 이러한 시대 흐름은 글로벌 IT시장 구조에 영향을 미쳐, 과거 개별 기업간 경쟁이 생태계간 경쟁으로 변화하고 있다. 그간 우리나라 IT산업은 뛰어난 하드웨어의 경쟁력을 기반으로 글로벌 IT생태계에 적극 참여하였으나 취약한 소프트웨어 역량, 인력부족 등 복합적 한계로 인해 주도적 역할 수행은 미흡하였다. 따라서 우리나라 IT산업이 글로벌 경쟁우위를 강화하고, 미래 환경변화에 적극 대응하기 위해서는 우리의 장점을 강화해 나가면서 부족한 부분의 경쟁력을 끌어 올려야 할 것이다. 이를 위해 창의와 혁신을 기반으로 하는 다양한 창조기업이 세계적인 기업으로 커 나갈 수 있도록 IT를 새로운 성장동력으로 만들어 일자리를 창출하고 창조경제의 꽃을 피울 수 있는 방안을 제시하고자 한다. 특히 하드웨어와 소프트웨어의 균형발전과 이를 통한 융합역량 강화, 해외의존도가 높은 부문의 원천기술 개발을 추진하면서, 클라우드 빅데이터 산업을 주도해 나감으로써 세계 최고의 IT강국으로 도약해 나갈 것이다.

Internet and mobile traffic continues to surge exponentially in recent years due to popularization of smart devices, the appearance of various internet services carrying large amount of traffic from richer content and applications. This phenomenon leaded to various network problems such as the congestion delay, the non-balanced traffic ratio between ISPs, the continuous network investment cost and the Internet access problems. In light of changed data-driven communication ecosystem, There are growing concerns by both academia and industry that settlement-free peering and full transit regime have the limitations such as not only difficulties in maintaining mutual benefits but also difficulties in securing investment incentives for upgrading network performance and quality. Thus, it becomes more necessary for introducing the evolved internet interconnection regime which can fulfill the All-IP network environment. This study derives core issues regarding internet interconnection regime in Korea and suggest new evolved alternatives based on three point of view(traffic optimization, cost optimization, network investment optimization) through the empirical analysis.

The tourism industry has a great influence on national economy activation. The development of IT technology has enabled the collection and analysis of personal profile information, location information and activity information based on the characteristics, behavior, purchase propensity and interest of tourists. In order to realize this, the implementation of convergence smart tourism information service platform is completed by developing business model, IoT & Big Data integration management system, big data algorithm development and analysis platform in three stages. The underlying technology of the platform and algorithm needs a process of adopting open source, expanding the service element on the basis of it, and then complementing the problem through the test-bed demonstration test that connects the area. Using this platform, it is possible to develop a smart tourism environment that can provide customized services for each tourist by analyzing various information in an integrated manner. Also, it will be possible to improve the life of tourist destination residents and contribute to regional revitalization and job creation through the creation of smart tourism ecosystem focused on the region.

In recent years, the government has pushed ahead with the convergence and innovation of science technology and information technology in order to realize the creative economy. So, a creative economy ecosystem has been set up to realize the creative economy for small businesses growth and small business happiness. According to proliferation of mobile area taking the lead in the recent IT transition, development of various convergence technologies related to mobile such as mobile Apps, SNS, and big data have been promoted. For realizing government's creative economy, systematic raising plan to create newly value-added market and occupation being considered with developing technology for mobile convergence based on imagination and creativity of small businesses is proposed in this paper.

최근 ICT 기술 및 생태 환경은 매우 빠르게 변화하고 있으며, 이러한 변화 속에서 가장 주목받고 있는 변화는 초연결 사회를 지향하면서 IoT를 활용한 서비스가 다양한 산업 분야에서 매우 빠르게 변화하고 있는 것이다. 그러나, IoT 환경에서 주고받는 데이터 및 정보가 신뢰받지 못한다면 IoT 서비스는 IoT 서비스 확산에 주요 걸림돌이 되어, ICT 융합 산업의 생태계 조성과 성장 및 신 산업 발굴에 커다란 장애물로 나타나게 될 가능성이 많을 것으로 예상된다. 이러한 위험성으로 인하여, ICT 서비스 산업의 신뢰 기반 인프라 조성은 IoT 기반의 다양한 공유 경제 서비스 실현 및 에너지, 교통, 의료 등 타 산업과의 ICT 융합 실현을 위한 필수 선행 조건으로 대두되고 있고, 이를 뒷받침하는 인프라 기술인 TII(Trusted Information Infrastructure) 기술 개발의 중요성이 증대되고 있다. 본고에서는 ICT 트러스트 정보 인프라(TII) 기술에 대한 국내외 기술 동향과 더불어, ETRI에서 개발하고 있는 TII 기술 및 이를 이용한 응용 서비스 사례, 그리고 표준화 동향 등에 대해 살펴본다.

수자원의 개발은 세계적으로 경제, 사회적 발전에 중요한 역할을 해왔으며, 특히 하천은 그 발전의 원동력이 되어 왔다. 하지만 우리나라의 경우, 급속한 산업화와 도시화로 인해 치수에 집중된 개발을 해왔기 때문에, 하천의 환경 생태적 기능은 중요시되지 않아왔다. 최근에서야 하천의 환경적 기능의 제고를 위한 연구의 필요성이 대두되고, 하천생태계의 서식공간을 가능한 한 자연상태로 보전하고자 하는 노력이 늘어나면서, 생태계를 고려한 하천유지유량(생태유량) 산정에 관한 연구가 진행되고 있다. 위와 같이 생태유량을 산정하는 방법으로는 유지유량증분법이 가장 널리 이용되고 있으며, 이를 위해서는 각 어종별 서식처적합도지수를 구축하여야 한다. 이는 수생 서식처 모델링에 사용되는 물리적 인자에 대한 정량적 지수이다. 국내의 경우도, 수계별 어류조사를 수행하고 있으나 대부분이 출현어종분류 및 출현율 등에 국한되어 있어 물리적 인자를 도출하기 어려운 실정이고, 장기간 실측자료의 부족으로 대부분 전문가의 판단에 의존하고 있다. 따라서 이러한 객관적인 서식처 적합도지수의 부재는 생태유량 산정에 있어 큰 어려움을 준다. 본 연구에서는 이런 부족한 국내의 서식처 적합도지수에 객관성을 부여하고, 좀 더 표준화된 방법론을 제시하기 위해 장기간의 현장모니터링 자료를 이용하여 전문가의 주관적인 판단이 배제된 추계학적 방법을 이용한 서식처 적합도 지수를 산정하고, 이를 이용해 적절한 생태유량을 구하는 방법을 제안하고자 한다. 본 연구에서 사용된 자료는 2007-2010년, 'Ecoriver21사업단'의 '생태유량 산정 및 확보기술개발' 과제에서 한국수자원공사가 수행한 현장모니터링 자료이다. 자료 수집 대상지역은 한강과 금강 수계이며 41개 어종에 대한 자료가 수집되었으나 그 중 다른 어종에 비해 상대적으로 많은 현장 데이터가 존재하고, 본 모니터링에서도 한강과 금강 두 수계에서 모두 우점종으로 나타난 피라미를 이용하여 새로운 서식처 적합도 지수 산정 방법의 제안 및 기존 방법에 의한 지수와 비교하였다.

Recent global economic recession and recession of employment have made various efforts to revitalize entrepreneurial ecosystem by presenting entrepreneurial spirit and creative talent development as national top priority strategy in major developed countries. Based on data from the Global Entrepreneurship Trend Report (GETR), which has been conducted by the Venture Small Business Division and the Korea Entrepreneurship Foundation since 2015, the study will be conducted by the entrepreneurs of 10 countries in 2015 and 2016 The components of mental ecosystem were compared and verified. The results showed that entrepreneurship education effect and entrepreneurial environment showed positive relationship with entrepreneurship of individual and organization. Also, entrepreneurship education effect, entrepreneurial environment, individual entrepreneurship. On the other hand, organizational entrepreneurship was not found to have a significant effect on entrepreneurial type (livelihood / opportunistic entrepreneurship). In this study, entrepreneurship education as a lifelong education is required in order to enhance entrepreneurial ecosystem in Korea and to increase the quality of entrepreneurship which is increasing quantitatively. Finally We emphasizing the importance of creating a favorable entrepreneurial environment and offer some suggestions.
