The unprecedented pandemic of infectious diseases called COVID-19 has dampened human and material movement, and changes in the global economic structure have caused various economic and industrial problems such as worsening employment along with the domestic and international economic recession. In this crisis situation, the government announced the "New Deal" as a new card to enhance economic vitality following the "emergency disaster support fund." This means that the first business of the Digital New Deal, the beginning and core of the New Deal, begins digital transformation from collecting data, which is the "rice" of digital transformation to the data dam. Until now, not only the government but also local governments have established and operated platforms for collecting and sharing public data by establishing various data portals. It is evaluated that it lacks utilization for commercialization as not only the government but also local governments focus only on building the platform without considering the business model when building the initial public data platforms. In particular, in the case of regions, there is a lack of public data to be used for data business, so it is necessary to utilize data from public institutions in the region. In this study, various data collection, data quality improvement, and data utilization improvement were suggested as measures to solve these problems.

본 논문에서는 미세 조정(fine-tuning) 및 비지도 학습 기법을 사용하여 경제 분야 텍스트인 금융 리포트에 대해 속성 기반 감성 분석(aspect-based sentiment analysis) 데이터셋을 반자동적으로 구축할 수 있는 방법론에 대한 연구를 수행하였다. 구축 시에는 속성기반 감성분석 주석 요소 중 극성, 속성 카테고리 정보를 부착하였으며, 미세조정과 비지도 학습 기법인 BERTopic을 통해 주석 요소를 자동적으로 부착하는 한편 이를 수동으로 검수하여 데이터셋의 완성도를 높이고자 하였다. 데이터셋에 대한 실험 결과, 극성 반자동 주석의 경우 기존에 구축된 데이터셋과 비슷한 수준의 성능을 보였다. 한편 정성적 분석을 통해 자동 구축을 동일하게 수행하였더라도 기술의 원리와 발달 정도에 따라 결과가 상이하게 달라짐을 관찰함으로써 경제 도메인의 ABSA 데이터셋 구축에 여전히 발전 여지가 있음을 확인할 수 있었다.

국내의 많은 연구를 통해 신재생에너지의 사전 경제성 평가를 위한 모델들은 다수 개발된 바 있지만, 기본적인 연산 프로세스와 연산방식만 지원되고 있을 뿐, 연산결과에 크게 영향을 미치는 신재생에너지의 각 요소 데이터가 제공되지 못하고 있다. 이에 대하여 본 연구에서는 한국에너지기술연구원에서 개발된 신재생에너지 자원지도 데이터를 근간으로 하여 경제성 평가의 기본이 되는 정보를 데이터베이스로 구성함과 동시에 GIS(Geographical Information System)을 활용하여 해당 영역에서 직접 대상위치를 선정하고, 인자값의 설정에 따라 사전 적정성 평가를 지원하는 연산 프로세스를 개발하고자 하였다. 웹 도구를 활용하여 사용자의 접근을 용이하게 하며, 설비데이터의 입력이 가능하게 구성하여 지속적으로 업데이트가 가능한 시스템의 제작을 그 목표로 한다.

지방자치단체(이하 지자체)는 경제, 사회, 문화 등 다양한 분야의 지표 및 데이터를 관리하고 있다. 지자체의 데이터를 수집하여 분석하고자 하는 사회과학 분야 연구자들은 이렇게 지자체별로 흩어져 있는 관련 데이터를 수집하는데 많은 시간과 노력을 투여하고 있다. 만약 지자체의 경제, 사회, 문화 등 관련 지표를 통합적으로 제공하는 데이터베이스가 구축되고, 이를 다양한 기법으로 검색할 수 있는 시스템에 구축된다면, 사회과학분야 연구자들에게 많은 도움이 될 것이다. 본 연구는 지난 5년 동안 구축한 지자체 통합데이터베이스(이하 통합DB)에 대하여 소개하고, 통합DB를 활용하여 구축한 경제, 사회, 문화 지표 통합 검색 시스템에 대하여 소개하고자 한다.

This study aims to conduct a comprehensive meta-study from the perspective of content analysis to explore trends in Korean academic research on the sharing economy by using the big data analytics. Comprehensive meta-analysis methodology can examine the entire set of research results historically and wholly to illuminate the tendency or properties of the overall research trend. Academic research related to the sharing economy first appeared in the year in which Professor Lawrence Lessig introduced the concept of the sharing economy to the world in 2008, but research began in earnest in 2013. In particular, between 2006 and 2008, research improved dramatically. In order to grasp the overall flow of domestic academic research of trends, 8 years of papers from 2013 to the present have been selected as target analysis papers, focusing on titles, keywords, and abstracts using database of electronic journals. Big data analysis was performed in the order of cleaning, analysis, and visualization of the collected data to derive research trends and insights by year and type of literature. We used Python3.7 and Textom analysis tools for data preprocessing, text mining, and metrics frequency analysis for key word extraction, and N-gram chart, centrality and social network analysis and CONCOR clustering visualization based on UCINET6/NetDraw, Textom program, the keywords clustered into 8 groups were used to derive the typologies of each research trend. The outcomes of this study will provide useful theoretical insights and guideline to future studies.

This study is based on data ecology theory and takes Chinese local governments' open public data as the research object. Data asset value assessment methods are compared from a new perspective of data business operations. The results show that the assessment model constructed using the hierarchical analysis method (AHP) can more objectively reflect the commercial value of government open data assets than the traditional cost, revenue and market methods, has the advantage of a comprehensive assessment of data value index, and better reflects the findings of a comprehensive index of regional data value. The data show that the local government data value assessment index is positively proportional to the region's digital economy development index, highlighting the driving effect on the digital economy. The results of the study provide a good help for the identification of local government data value rights. The research and practice of promoting the construction of data innovation and data business operation models, improving social well-being and promoting the rapid development of the digital economy to achieve data realisation provides a good reference.

빅 데이터 분석은 기존 데이터베이스 관리 도구로부터 데이터를 수집, 저장, 관리, 분석할 수 있는 역량을 말한다. 또한, 대량의 정형 또는 비정형 데이터 집합으로부터 가치를 추출하고 결과를 분석하는 기술을 의미한다. 대부분의 빅 데이터 분석 기술 방법들은 기존 통계학과 전산학에서 사용되던 데이터 마이닝, 기계 학습, 자연 언어 처리, 패턴 인식 등이 해당된다. 글로벌 리서치 기관들은 빅 데이터를 2011년 이래로 최근 가장 주목받는 신기술로 지목해오고 있다. 따라서 대부분의 산업에서 기업들은 빅 데이터의 적용을 통해 가치 창출을 위한 노력을 기하고 있다. 본 연구에서는 다음 커뮤니케이션의 빅 데이터 분석도구인 소셜 매트릭스를 활용하여 키워드 분석을 통해 창조경제 키워드 의미를 분석하고자 한다. 또한, 분석결과를 바탕으로 이론적 실무적 시사점을 제시하고자 한다.

Logistics network has been increasingly acknowledged as one of the important driving force for economic development in China. With the scope of logistics effect broadening and the development of logistics infrastructure, both logistics network and economy in terms of GDP in China has experienced rapid development hand in hand. This paper investigates the relationship between logistics network and economic growth, using a dataset covering 31 provinces over the period from 2003 to 2012 in China. Factor analysis is applied to obtain a total evaluation of logistics function defining the impact of logistics network on the national economy growth. According to fixed effect panel data approach, a significant and positive impact of logistics network on economic growth in China is found, meanwhile, a comparative analysis regarding economic development between coastal provinces and interior provinces is also conducted. The results suggest that the impact of logistics network on economic growth is higher in eastern provinces than that in western provinces. The policy implication for other nations, in particular for developing nations, is logistics network should be regarded as an important driving force for economic development, and investment should be made in advance to achieve the best efficiency in economic development and planning.

본 연구는 현재 중국인들이 자동차 공유 플랫폼에 있어서 사용하고자 하는 의도에 영향을 주는 요인이 무엇인지를 알아보고자 한다. 그 전에 오늘날 공유경제와 자동차공유경제에 대한 전반적인 상황을 알아보고 중국시장에서의 공유경제와 자동차공유경제에 대해 파악하기 위하여 디디추싱 회사와 관련한 데이터를 웹으로부터 수집하여 진행하고자 한다. 또한 수집된 데이터를 구조방정식모형을 이용하여 분석하고 이를 통해 발견된 결과는 추후 차량 공유 서비스를 촉진하기 위한 개선 방안을 개발하는 데 전략적 함의를 제공 할 수 있다.

최근 과학 IT 패러다임은 기존 하드웨어, 소프트웨어 중심에서 폭발적으로 증가하는 데이터를 활용하여 정치 사회 경제 등 제반 이슈와 연계된 분석 예측으로 진화하고 있으며, 모바일 인터넷과 소셜 미디어 등장으로 데이터가 경제적 자산이 되는 빅데이터 시대가 도래하였다. 급속히 변화하고 복잡해진 사회구조와 재난환경으로 인해 인력에만 의존한 재난관리의 사각지대가 대형재난으로 이어질 우려가 크므로 다양한 재난전조(前兆)를 체계적으로 관리하여 선제적으로 예방하는 체계가 필요하다. 본 연구는 인터넷에 존재하는 재난관련 언론보도, 민원, 제보, 소셜 미디어 등의 비정형 데이터와 재난관련 정형 데이터(DB)를 융합 분석하여 재난전조를 사전에 감지하고 위험요소를 신속히 제거하는 빅데이터 기반 재난전조감지 체계를 제안한다. 최근 피해가 급증하고 있는 도시내수침수 피해 위험 예방을 위해 제안한 재난전조감지 체계를 적용하여 피해발생 위험요소 및 전조, 긴급 이슈 등을 감지하는데 활용하는 방안을 제안한다. 이는 전조를 감지하고 사전 침수 피해를 예측하여 피해 최소화 및 복구비용 절감, 저감능력 강화의 효과뿐만 아니라 위험요인 사전 차단 및 확산방지가 가능할 것으로 기대된다.
