The purpose of this study is to examine how university librarians utilize the information service in their library tasks by using computer telecommunication network. As a sample group, 215 librarians from 11 university libraries are selected. This study analyzes the purposes and the levels of utilization by the types of information services and the satisfaction. In addition, the application of telecommunication information service in library tasks and the relationship between them are also presented.

COVID-19 has been affecting the library, not to mention society as a whole. Especially, there are many changes in the role and service of the university libraries as all the classes of the universities are turned into non-face-to-face and the use of the university libraries is restricted. The changes in users' use of information and communication behavior due to COVID-19 could be an opportunity for new utilization of human and material resources the university libraries have and for the development of services. However, on the contrary, the university libraries could face another crisis if they fail to respond appropriately to current changes. Therefore, it is necessary to grasp, analyze the impact of COVID-19 and plan how to respond. A survey on the effects of COVID-19 and the response of the university libraries and the perceptions of the university libraries found that most university libraries are responding appropriately to COVID-19. However, a survey on the perceptions of the present and future of the university libraries under COVID-19 showed that many survey respondents think COVID-19 would have a negative impact on the university libraries. This means that the changes caused by COVID-19 are causing a crisis and anxiety in the university libraries. Therefore, by working hard together, the university libraries need to present the university libraries' new role, service and direction in the post-COVID-19 era as well as responding to the current situation.

There has been almost studies focused on public library in the provision of the use and needs of library services for persons with disability. However, the number of disabled students are rising steadily in university library. So university libraries must make reasonable efforts to give disabled people the same access to information, programs and resources enjoyed by those who are not disabled. The study result showed that despite most university library already is recognized the necessity offering service for disabled, however, due to lack of understanding of services for disabled, legal standards rather than to have made only partial support to them. Therefore, librarians for the disabled in every sector(library-related organizations, groups, and association) have to play an important role in policies and financial support them. Also, active guidance and public relations about library services, improvement of accessibility for the disabled by using homepage, and the arrangement of librarians for the disabled and education for them should be supported for improving library services for the disabled student.

스마트폰이 보편화되고 스마트폰으로 정보를 습득하고자 하는 요구가 증가함에 따라 모바일로 서비스를 제공하는 대학도서관도 증가하고 있다. 모바일 서비스를 제공하는 대학도서관이 증가하면서 모바일 서비스로 제공되는 콘텐츠에 대한 고려가 필요할 것으로 보인다. 따라서 본 연구에서는 모바일 서비스를 제공하는 대학도서관 2곳을 선정하여, 대학생들이 모바일 서비스를 이용하는 데 영향을 미치는 요인은 무엇인가 알아보고 모바일 서비스의 이용도에 따라 상 중 하 집단으로 나누어 각 집단이 선호하는 콘텐츠의 차이를 알아보았다. 그 결과 대학생의 학년과 모바일 서비스에 대해 인지된 유용성, 유비쿼터스 접속성이 모바일 서비스 이용도에 영향을 미치는 것으로 나타났으며, '자료 검색', '시설 예약', '대출사항 조회' 등의 콘텐츠들이 자주 이용되며 이용자 집단 간의 차이는 대학별로 다르게 나타났다.

Recently. Web-based library instruction is incomplete in domestic situation. The purpose of this study is to present the design criteria of web-based library instruction programs. This study draws elements of synthetic criteria that are analyzed by evaluation criteria of web site and web-based library instruction, and compares and analyzes web-based library instruction programs.

This thesis investigated disabled students' actual status of applying for university libraries. This thesis investigated how many times the university disabled students utilized the libraries, if facilities, apparatuses, materials, and regular employees were operated properly, and if they were established actually on the target at thirty private university libraries located at Seoul and Gyeonggi regions in operation of specially screening the objective students for special education in 2008. The investigation found that the general operation level of university libraries for disabled students were less than "medium"(average 2.38). As for utilization ratio, the most university students responded that "they didn't utilize libraries so many times(60%)". As for the response ratio of university library facilities and services, the most university students responded, "very insufficient", 99 items(32.27%), and the least university students responded, "very excellent", 28 items(7.0%). On the other hand, as for the analysis of each field, building facilities, in all of the items, were established more than "medium"(average 3.26), but material preparation level(average 1.8 point), employee education for softly supporting disabled students, and library utilization education on the target at disabled students(average 1.87) were less than "insufficient". Especially, the field of service was "insufficient level"(average 2.48), and standard deviation was more than 1.4. Manpower stationing and material delivery services have the biggest standard deviation between universities. So, this investigation found that university libraries reformed access to facilities a lot, but that its level of fundamental policy for library, such as materials, manpower, and the education on utilization, were in insufficient level.

학술연구자들의 이용이 가장 빈번한 해외 고급 학술정보는 인터넷을 통하여 데이터베이스로 제공되고 있으며 이를 이용하고자 하는 학술연구자들의 수요도 날로 급증하고 있는 추세이다. 그러나 국내 대학도서관의 자료 구입 예산 비율이 매년 감소하고 있고 데이터베이스 도입에 따른 대학도서관의 조사 . 선정 . 협상을 위한 전문인력의 부재로 효율적인 학술 정보서비스의 제공을 저해하는 결과를 초래하고 있다. 본 연구는 해외학술 데이터베이스를 효율적으로 도입하기 위한 국내 대학도서관간 협동 체제를 확립하고 정보 수용기관인 대학도서관과 정보 공급기관인 데이터베이스 출판사 및 정보서비스 대행사의 요구를 조정하여 대학도서관이 필요로 하는 학술정보서비스를 효율적으로 지원할 수 있는 국가 주도적인 컨소시엄 모델을 개발, 제시하고자 한다.

This paper investigated the introduction background, the role a nd the functioning of the CADIST which is operated in France in order to emphasize the necessity of characterization of academic libraries. The objective of this policy is to collect and to diffuse scientific and technical information, and to establish its sharing system. The result of the policy shows that the sharing system is brought an activation of research and a discrimination or characterization of universities. And the discrimination and characterization of academic libraries is played an important role in area industry.

The purpose of this study is to examine the current status of university library operation through the five laws of library science and suggest ways to improve it. To this end, the operation status of four national and public university libraries was analyzed with the scope of the study as the Busan area. Furthermore, for an in-depth investigation, the P University library in Busan was examined as a case. The operation status of national and public university libraries in the Busan region was analyzed by dividing them into the categories of university library collection materials, facilities, staff, material purchase costs, and users from 2018 to 2022. In particular, there was a decrease in users and a shortage of librarians due to COVID-19. In the case study, the operation status of P University library was investigated focusing on the first and fifth laws of Ranganathan's five laws of library science. In the first law, the study was conducted on the aspects of access to and use of the collection, library location, usage time and book lending, and staff. In the fifth law, the investigation was divided into service improvement aspects according to changes in digital technology of P University library and library environment improvement aspects according to changes in user characteristics. As a result of the study, 'establishment of library space composition strategy', 'establishment of blue ocean strategy', and 'expansion of recruitment and deployment of librarians' were suggested as improvement plans.

User Education is one of the main activities among the traditional library services. Nowadays information technology has brought drastic changes into in the libraries, especially in the types of information sources, information users' behavior and the user education programs. The users need to know new information skills to retrieve the adequate information they need, and consequently libraries should develop new instruction programs to meet the user needs according to the radical changes of information technology and daily increasing electronic Information sources including internet resources. In this paper it was researched how to use the library websites for information instruction at the university libraries in Korea, USA and Canada through literature and by visiting the websites of the university libraries. It was found that Korean university libraries focus on providing the physical access to information, while American and Canadian university libraries focus on providing the intellectual access to information as well as the physical access to information. Most Korean university libraries have the entries about library history, library services and collection, outside networked information sources on the menu of their homepages, while there are guides how to use information sources such as subject bibliographies, reference tools, network resource tools, and guides how to write a paper, and information for user instruction on the websites of the western university libraries. It is very promising to make full use of the library webpages for library user education, which nowadays provide very powerful communication interface and make the library users find appealing and accessible.
