A Study on the Safety Distance of Benzene and Acrylonitrile Releases in Sccordance with Dike and Hole Size (벤젠 및 아크릴로나이트릴 누출시 방류벽 유무 및 누출공에 따른 피해 영향범위 산정에 관한 연구)

  • As the industries become more developed, the amounts of hazardous materials have been increased. Because of that, the possibility of accidents in plants is expected to increase. Especially, the dispersions of toxic materials cause serious effect to human life and environment, So it is very important to confirm safety distance of discharge accident. For this paper, we proposed new algorithms for toxic liquid, such as benzene and acrylonitrile. and using this argorithm, we are going to predict safety distance. The scenario of accidental release was assumed to be the release of entire quantity in 10 minutes is defined as worst-case scenario and Instantaneous release. Also the release from a partial rupture of line is used as an alternative case scenarios as NICS(National Institute of Chemical Safety) guidelines. Using ALOHA program and the algorithm for liquid toxic materials and suggested the graph, as well as correlated equations which can utilize emergency responders.

Development of Response Scenario for a Simulated HNS Spill Incident (위험유해물질 유출사고 대응을 위한 가상시나리오 개발)

  • In response to possible HNS (Hazardous and Noxious Substance) spill accident, HNS spill accident scenario and response scenario were developed. The accident area listed in scenarios is the coastal area of Busan, and scenario for possible accident in the designated area and strategies to respond the accident were developed, respectively. The scenario for accident was developed by designating HNS spill according to risk evaluation of HNS and analysis of HNS spill probability along the coastal area of Busan, and then estimating possible and potential impact from the accident. The scenario for response has been suggested as a systematical responding operations in order to effectively reduce the estimated impact from the accident. The possible HNS spill accident on the seas around Busan, has been designated by the spillage of 1,000ton of xylene due to collision accident in Gamcheon Port, and the possible impacts occurred by the accident has been simulated with the help of the atmospheric and oceanic dispersion model of xylene. In the responding scenario for the accident, a phased strategies regarding emergency rescue of peoples, protection and recovery of xylene, protective measures for the responders, and post management of the accident have been suggested.

A Study on the Production of Flooding Maps in Small Stream (소하천 홍수범람지도 제작에 관한 연구)

  • Due to recent climate change, the flood damage is becoming larger due to the development of localized heavy rains. 2020.12 The Ministry of Environment provides 100-year flood flood map, but in the case of small rivers, river structures are designed at 50-80 years frequency, making it difficult to predict damage and provide evacuation information. This study prepared flood map of Donamcheon district in Geumnam-myeon, Sejong Special Self-Governing Province, which is a small stream and habitual flood zone. The flood level was calculated using HEC-RAS and the flood area was visualized through HEC-GeoRAS. The analysis results showed that property damage such as special crops and roads occurred during the 30-80 year frequency rainfall, and it affected private houses such as general residential areas and public land when the frequency occurred for 100 years. The results of the comparison and analysis of the flood map provided by the Ministry of Environment and the results of the HEC-GeoRAS simulation showed that the flood map provided by the Ministry of Environment did not consider small streams. Further studies on flood flood maps considering the large and small stream are needed in the future.

Shelter location-allocation for Tsunami Using Floating Population and Genetic Algorithm (유동인구 데이터와 유전자 알고리즘을 이용한 지진해일 대피소 선정)

  • Recently, large and small earthquakes have occurred in the Korean peninsula. In this sense, Korea is no longer considered as an earthquake free zone. Especially, it is necessary to respond quickly to earthquake tsunami which may be caused by the influence of neighboring countries with large earthquakes. Since the occurrence of tsunamis can cause great casualties, it is very important to allocate the location of the shelter in case of an earthquake. Although many researches on shelter allocation have been conducted in various ways, but most of them have been analyzed based on administrative district resident data, resulting in a lack of reality. In this study, floating population data were used to reflect reality in case of emergency situations, and genetic algorithm, which produce good results among the heuristic algorithms, was used to select shelter locations. The number of evacuees was used as a objective function of genetic algorithm and the optimal solution was found through selection, crossover and mutation. As a result of the research on Busan Haeundae-Gu, selected as a research area, allocating eight shelters was the most efficient. The location of the new shelters was selected not only in residential areas but also in major tourist areas whose results can not be derived from administrative district resident data alone, and the importance of utilizing the floating population data was confirmed through this study.

An Automated OpenGIS-based Tool Development for Flood Inundation Mapping and its Applications in Jeju Hancheon (OpenGIS 기반 홍수범람지도 작성 자동화 툴 개발 및 제주 한천 적용 연구)

  • Flood inundation map has various important roles in terms of municipal planning, timely dam operation, economic levee design, and building flood forecasting systems. Considering that the riparian areas adjacent to national rivers with high potential flood vulnerability conventionally imposed special cares to justify applications of recently available two- or three-dimensional flood inundation numerical models on top of digital elevation models of dense spatial resolution such as LiDAR irrespective of their high costs. On the contrary, local streams usually could not have benefits from recent technological advances, instead they inevitably have relied upon time-consuming manual drawings or have accepted DEMs with poor resolutions or inaccurate 1D numerical models for producing inundation maps due mainly to limited budgets and suitable techniques. In order to efficiently and cost-effectively provide a series of flood inundation maps dedicatedly for the local streams, this study proposed an OpenGIS-based flood mapping tool named Open Flood Mapper (OFM). The spatial accuracy of flood inundation map derived from the OFM was validated throughout comparison with an inundation trace map acquired after typhoon Nari in Hancheon basin located in Jeju Island. Also, a series of inundation maps from the OFM were comprehensively investigated to track the burst of flood in the extreme flood events.

Analysis of Ambivalence Differences among Groups for Temporary Firefighting Facilities of Workers at Construction Sites (공사현장 근로자의 임시소방시설에 대한 집단 간 Ambivalence 차이분석)

  • The purpose of this study is to prevent fire accidents in advance by deriving prior knowledge among groups about temporary fire-fighting facilities of workers at construction sites and devising appropriate improvement measures. The findings are as follows.First, in the case of fire extinguishers, statistical attention was paid to the contractor, supervisor, partner worker and fire extinguisher manager between designations. 87% of fire managers and 70% of facility supervisors said fire extinguisher management managers needed to be designated for each type of construction, which requires designation of fire extinguisher management managers, frequently checking and relocating. Second, in the case of simple fire extinguishing facilities, statistical attention was paid to the application of penalties for unauthorized use of fire extinguishing facilities with construction companies, supervisors, and business partners.Third, in the case of emergency alarm measures, statistical attention was paid to the application of emergency alarm sound to temporary broadcasting facilities with construction works, supervisors, and business partners.Fourth, in the case of induction, statistical attention was paid to the application of connection between construction works, supervisors, and partner workers, such as passage guidance, emergency lighting, etc.It was found that 65% of construction workers and 55% of electrical workers had different applications such as aisle guidance and emergency lighting for each type of business partner. In order to resolve blind spots such as evacuation zone guidance due to the structure of the building, it is necessary to easily distinguish the direction of the entrance door from a long distance by applying it in conjunction with passage guidance lights and emergency lighting.

The Study on Control Algorithm of Elevator EDLC Emergency Power Converter (승강기 EDLC 비상전원 전력변환장치 제어 알고리즘 연구)

  • The installation of the elevator ARD(Automatic Rescue Device) system has been forced into law in these days in order to safely rescue passengers during power failure. The configuration of the ARD system consists of energy storage device, power converter and control systems. The EDLC(Electric Double Layer Capacitor) are used as energy storage device for rapid charge/discharge purposes. The power conditioning system (PCS) consists of bi-directional converter, 3-phase converter and control system. The dead-beat control system is adopted for most systems however it requires complex mathematical calculations, the high performance microprocessors are mandatory and thus it can be a cause of high manufacturing cost. In this paper the new control method for average current mode control is presented for simple structure. The control algorithm is applied to the single phase system and then expands to three phase system to meet the sysem requirements. The mathematical modeling using average modeling method is presented and analysed by PSIM computer simulation to verifie the validity of the proposed control methods.

A Guidance Methodology Using Ubiquitous Sensor Network Information in Large-Sized Underground Facilities in Fire (대형 지하시설물에서 화재발생 시 USN정보를 이용한 피난 유도 방안)

  • Because of the insufficiency of ground space, the utilization of underground is getting more and more in these days. Moreover, underground space is being used not only buildings but multipurpose space for movement, storage and shopping. However, ground space has vital weakness for fire compared to ground space. Especially in case of underground shopping center, there are various stuffs to burn and poisonous gas can be exposed on this count when the space is burned. A large number of casualties can be also occurred from conflagration as underground space has closed structures that prevent rapid evacuation and access. Therefore, this research proposes the guidance methodology for evacuation from conflagration in large-sized underground facilities. In addition, suggested methodology uses high technology wireless sensor information from up-to-date ubiquitous sensor networks. Fire information collected by sensors is integrated with existing underground facilities information and this is sent to guidance systems by inducing process. In the end, this information is used for minimum time paths finding algorithm considering the passageway capacity and distance. Also, usefulness and inadequacies of proposed methodology is verified by a case study.
