최근 부채널 공격으로 스마트카드 같은 장치의 비밀키를 알아낼 수 있음이 알려지면서 많은 알고리즘에 대한 부채널 공격과 대응 방안이 연구되고 있다. DPA는 부채널 공격의 일종으로 암호화 연산 중 발생하는 전력 소모 곡선을 통계적으로 분석하여 키를 알아내는 공격이다. 한편 SEED가 국내 표준 블록 암호 알고리즘으로 널리 사용되고 있으나 SEED에 대한 DPA 연구 결과는 발표된 바가 없는 것 같다. 본 논문에서는 SEED에 DPA를 적용할 수 있음을 보이고 대응방안 예를 제시한다.

Five local governments along the Korea-Japan Sea (Jeju, Jeonnam, Gyeongnam, Busan, Ulsan) operate a joint countermeasure committee regarding the marine discharge of contaminated water from the Fukushima nuclear power plant by Japan's Tokyo Electric Power Plant. This study compared and analyzed citizen surveys, response strategies, and detailed action plans conducted by the Jeju Research Institute, Busan Research Institute, and Ulsan Research Institute as part of a study on countermeasures for the marine discharge of contaminated water from the Fukushima nuclear power plant in Japan. The purpose was to present basic data for the preparation of effective measures. As a result of the perception survey, all citizens of local governments showed a strong negative perception of marine discharge regardless of scientific research results, and it is expected that future fisheries and tourism industries will suffer great damage. In response strategies for each local government, building a control tower was found to be the most urgent task common to all local governments. It is judged that this is because it is necessary to break away from the organization-centered system and to respond to the function-centered system for effective response. In terms of response methods, while Jeju and Busan established response plans for each sector, Ulsan City focused on practical responses with step-by-step response measures according to the release time. In terms of content, the establishment of a marine product radiation inspection system and publicity to relieve public anxiety were important. As the marine discharge of contaminated water from the Fukushima nuclear power plant is scheduled to continue until 2030, strengthening the network for sharing research results and achievements among local government research institutes was deemed necessary.

최근 선제적인 가뭄대응을 위하여 관계부처가 상시 가뭄 관리체계를 지속하고, 범정부적 가뭄예방 대처를 위한 가뭄종합대책이 수립되었다. 가뭄종합대책에는 통합적 가뭄 위기대응체계를 마련해 단계별로 가뭄에 체계적으로 대응하고, 극한가뭄에 대비해 선제적 용수확보와 가뭄 전문가 지역 협의체 운영 등을 통해 대응 역량을 강화하는 계획이 포함되어있다. 또한 국가재난관리체계에 따라 지자체는 지역별 재난안전대책본부를 수립하고, 현장조치 행동메뉴얼에 따라 단계별 제한급수대책 수립, 재난대응 단계별 행동요령 (징후 감지, 초기 대응, 비상 대응) 등을 수행한다. 이처럼 가뭄은 발생 후 해갈까지 많은 시간과 지속적인 관리가 필요하며, 사회전반에 걸처 영향을 주는 대형복합재난으로 국가적 차원의 통합적 관리가 필요한 재난으로 국가가뭄대응체계 및 비상대처계획 (Emergency Action Plan, EAP) 수립이 필요하다. 미국은 1998년 국가가뭄정책법(National Drought Policy Act)을 제정해 가뭄관리에 대한 법제도적 기반을 마련하였으며, 2006년 국가통합가뭄정보시스템법 (National Integrated Drought Information System Act)을 제정해(Public Law 109-430) 현재의 국가통합가뭄정보시스템 (NIDIS)이 설립되었다. 이후 국가가뭄회복력파트너십 (National Drought Resilience Partnership, NDRP)을 발족하여 2016년 장기가뭄 회복력을 위한 국가재해대응정책을 수립하였다 (Federal Action Plan for Long-Term Drought Resilience). 미국의 경우 1982년 콜로라도 주, 사우스다코타 주, 뉴욕 주를 시작으로 2020년 현재 48개 주에서 연방정부단위의 가뭄대응계획을 수립하였다. 본 연구에서는 미국에서 실행되고 있는 가뭄 적응 대책 및 비상대처계획을 조사, 분석하고, 향후 메가 가뭄 발생시 국가단위의 가뭄 재난위기관리 매뉴얼, 정부 및 지자체의 가뭄 대응 체계 및 대응 방안을 보완할 수 있는 방안을 제시하고자 한다.

본 연구는 고령사회 도래에 따른 고령층 정보격차해소 방안에 관한 연구이다. 먼저 정보격차에 관한 이론적 쟁점을 살펴본 후 해외 주요국들의 고령층 정보격차해소 현황을 소개하고, 고령사회 도래에 따라 고령층의 정보사회 참여를 촉진하기 위한 고령층 정보격차해소 방안을 고찰하고 있다. 향후 빠르게 진행될 고령사회에 대응하기 위한 고령층 정보격차해소 정책방안으로서 정보격차 진화의 단계별로 제1유형, 제2유형, 제3유형으로 분류하여 정책방안을 제시하였다. 제1유형에서는 정보의 접근성, 제2유형에서는 정보의 활용성, 그리고 제3유형에서는 정보의 수용성을 기준으로 정보격차가 분화된다. 이 유형들은 그 일부가 정책방안을 구상함에 있어 중복 고려될 수 있다. 제1유형에서는 보편적 접근 및 서비스를 지향하는 입장에서 정보기기에 대한 균등한 접근기회 보장 및 인적 네트워크 강화를 중요하게 고려해야 할 것이다. 제2유형과 제3유형에서는 고령층의 사회참여 역량을 강화함으로써 궁극적으로 삶의 질 향상에 기여할 수 있는 방향으로 나아갈 수 있도록 하기 위하여 정보활용 능력 및 세대 간 의사 소통 능력의 증진이 중요하게 고려되어야하겠다. 이와 같은 대응방안을 체계적이고 지속적인 대책으로 접근해 나갈 필요가 있다.

There's been a difficulty for general corporate to adopt recent incident response study because those studies focus on nation wide CERT Coordination Center or large organization aspect. This study is focus on study and design on security ticket based CERT system through analysis Security management's threat element, attack element, response element and it also help general corporate establish incident response process that is adjusted on IT operation. Confirmed CERT model's effectiveness and effect of quantitative Security incident management way that propose executing Security incident response experiment on the basis of this way. This study which provides general corporate oriented CERT model can be used to improve corporate's capability of responding incident by quantified management technique and select incident response SLA indicator. Already, formation which operate CERT can heighten corporation's information protection level by measure Security incident response result as metrical and analyze and improve problem continuously.

In Korea, the number of cellular phone user rapidly increases. As cellular phone users increase, the crime related cellular phone terminal and contents becomes a newly emerging serious social problem. However, the study on cellular phone crime is very rare in Korea now. The purpose of this study are an examination of the concept, types and the current condition of cellular phone crime, and a suggestion for efficient countermeasures of cellular phone crime.

탄소배출에 대한 글로벌 규제 확대는 새로운 산업규제와 무역장벽을 가져오고 있으며, 세계 각국은 재생에너지 개발, 에너지 효율 증대, 환경 개선 등을 동시에 추구하는 녹색투자를 통해 경기부양을 도모하고 있다. 한국 정부는 이러한 환경변화 속에 녹색투자를 통한 새로운 성장기회를 모색하고 있으며, 기업은 저탄소 친환경구조로의 전환을 생존의 문제로 직면하게 되었다. 이는 산업구조의 변화와 전환을 가져올 뿐만 아니라, 인력 구성의 변화와 요구숙련의 변화를 요구한다. 이러한 녹색경제로의 전환에서, 미래 숙련수요에 대응한 인력양성은 녹색경제의 전환에 대한 대응으로서 뿐만 아니라 녹색성장을 견인하는 추동력이 된다. 본 연구는 자동차산업을 중심으로 미래 숙련 수요에 따른 인력양성 방안을 모색한다. 그린카 관련한 미래 숙련 수요에 대해 현 대학교과상의 문제점을 살펴보며 이에 대한 개선방안을 모색하기로 한다. 이를 통해 녹색성장에서 그린카 이외의 타 부문에서의 미래 숙련 수요에 대응한 인력양성 방안을 마련하는 방법론의 개선을 도모한다.

2002년 7월부터 시행될 한국의 제조물책임법은 제조물의 결함으로 인한 소비자의 피해구제가 목적으로 이에 따라 기업으로서는 제품의 품질과 안전에 대한 부담은 더욱 증가하게 되었다. ISO9001:2000 품질경영시스템의 요구사항은 고객만족 지향에 대한 프로세스의 지속적인 개선을 강조하여 개정되었고, 고객의 요구는 제품의 안전을 더욱 중요시하는 추세로서 이러한 대응방안을 ISO9001:2000 품질경영시스템의 요구사항에서 고찰·제시하고자 한다. ISO9001:2000 품질경영시스템은 경영에 대한 프로세스 접근방식의 도입으로 프로세스의 입력사항으로 고객이 중요한 역할을 하며, 고객의 요구사항이 충족되었는지를 검토하며, 지속적인 고객만족을 위해 프로세스를 관리한다. 본 연구에서는 먼저 제조물책임법의 도입배경과 Is09001:2000 품질경영시스템의 특징을 고찰한다. 그리고, ISO9001:2000 품질경영시스템과 PL과의 관련성을 제고하여 제조물의 결함 유형별, 경영관리지침 항목, 소송상의 항목으로 분류하여 제조물책임 대응방안으로 ISO 9001:2000 품질경영시스템을 제시하고자 한다.

IPv6 보안의 특징은 늘어난 주소공간으로 자동화된 스캐닝과 웜 전파가 어려워지고, 링크로컬 주소의 사용으로 외부공격자의 내부네트워크 접근이 제한되고 IPsec을 기본적으로 제공하는 등 향상된 부분이 있는 반면에 IPv6 운용 및 관리 부주의로 인한 보안위협 및 공격자의 위장, 메시지 변조, 오남용 등 적극적인 공격에는 여전히 노출되어 있다. 또한 IPv4와 IPv6가 혼재하는 구간에서는 IPv4와 IPv6 각각의 보안위협뿐만 아니라 패킷 변환과정에서 나타날 수 있는 보안위협까지 고려해야 한다. 본고에서는 IPv6 표준에 명시된 기능들에 대한 새로운 보안 위협과 대응방안을 정리하며, IPv4와 IPv6간의 전환에 따른 보안위협과 대응방안을 기술한다.
