NGOs(Non-Governmental Organizations) are organization based on the 'voluntary participation' of citizens. Citizens' participation and support are essential for the existence and sustainable growth of the organization. The records of NGOs are produced, received, collected, and left behind in the course of their activities. Systematically managed records are used as information for business performance to increase operational efficiency. In addition, it plays a role in proving the legitimacy of the group and its activities to internal and external stakeholders of the NGO, such as whether the group's activities were performed legally and whether the group is actually working to realize the goal it stands for. Therefore record management of NGOs is required to improve accountability. In other words, NGOs can be gain the trust of civil society based on accountability through records and secure internal and external resources necessary for the existence of the group. In this study, after confirming the general record management status of NGOs in Busan, improvement measures were examined in terms of record management in order to increase the accountability of NGOs.

류명식 (주)해인기획 대표이사가 구랍 10일 서울 플라자호텔 메이플홀에서 개최된 (사)한국디자인단체총연합회(이하 디총) 정기총회에서 제10대 회장으로 선출됐다. 디총은 26개 디자인 관련 학회 및 단체를 회원으로 하는 대한민국 디자인계 대표 단체다. 디자인 정책개발, 회원단체 지원, 디자인 풍토 조성, 디자인을 통한 국가 사회 기여 등을 위해 1995년 한국디자인법인단체총연합회라는 이름으로 출범, 2004년 현재의 명칭으로 변경했다. '세계디자인정책포럼'과 '국가디자인정책포럼' 등을 통해 우리나라 디자인 산업 발전에 크게 기여하고 있다. 국내 디자인 관련 학계 및 단체를 대표하는 수장으로 선출, 인쇄인의 자긍심과 위상을 크게 높인 류명식 신임 회장을 만나 앞으로의 계획에 대해 들어봤다.

Die soeben entwickelten Grundgs$\ddot{a}$tze k$\ddot{o}$nnen dazu f$\ddot{u}$hren, dass es bei Fluggesellschaften zum Abschluss mehrerer Tarifvertr$\ddot{a}$ge $\ddot{u}$ber Personalvertretungen durch verschidene Gewerkschften kommt. Dies leitet schlie${\ss}$lich zu der bereits angesprochenen Problematik der Tarifkonkurrenz $\ddot{u}$ber. Tarifkonkurrenz zeichnet sich bekanntlich dadurch aus, dass f$\ddot{u}$r dasselbe Rechtsverh$\ddot{a}$ltnis dieselbe Regelungsmaterie durch mehr als einen Tarifvertrag geregelt wird. Eine solche Tarifkonkurenz kann unabh$\ddot{a}$ngig von der Frage, ob Regelungsgegenstand betriebsverfassungsrechtlicher Normen ein betriebliches Rechtsverh$\ddot{a}$ltnis ist, auch bei dieser Art von Tarifnormen auftreten. Dabei betriebsverfassungsrechtlichen Kollektivnormen gem$\ddot{a}{\ss}$ $\S$3 Abs. 2 TVG die Tarifbindung des Arbeitgebers f$\ddot{u}$r die Anwendungsbarkeit gen$\ddot{u}$gt, wird beim Vorhandensein mehrerer solcher Tarifvertr$\ddot{a}$ge h$\ddot{a}$ufig pauschal von einer in jedem Fall aufzul$\ddot{o}$senden tarifkonkurrenz gesprochen. $\ddot{U}$berschneiden sich die Geltungsbereiche mehrerer Tarifvertr$\ddot{a}$ge $\ddot{u}$ber personalvertretungsrechtliche Fragen der im Luftbetrieb t$\ddot{a}$tigen Besch$\ddot{a}$ftigten und handelt es sich nicht um textidentische Regelungen, f$\ddot{u}$hrt indes kein Weg daran vorbei, dass eine Tarifkonkurenz besteht, die einer Aufl$\ddot{o}$sung bedarf. Die Rechtsprechung hat sich zur speziellen Fragen der Aufl$\ddot{o}$sung einer Konkurrenz betriebsverfassungsrechtlicher Tarifnormen soweit ersichtlich noch nicht ge$\ddot{a}$u${\ss}$ert. Nicht zuletzt aus diesem Grund wird in der Literatur ein buntes Spektrum an L$\ddot{o}$sungen pr$\ddot{a}$sentiert, wobei sich die meisten neueren Stellungnahmen vor allem mit Organisationstarifvertr$\ddot{a}$gen im Sinne von ${\S}$3 BetrVG besch$\ddot{a}$ftigen.

This study introduces and analyzes the data from Directory of Korean NGOs, which was published in 1997 and again in 200, to conduct a quantitative research on the growth of civic organization in South Korea. This paper focus on the information on membership size and founding year which are essential indicators for the growth of organizations. Missing rates on those two indicators are checked to evaluate the quality of data. We examine the changes in membership size between the two time periods, 1996 and 1999. It shows that there is a considerable decrease in the membership size for civic and advocary organizations that are oriented to national issues. It suggests the competition among the organizations over limited resources, which is consistent with an assumption of ecological theory of organization on non-linear growth pattern. Using founding year data from 1945 to 1996, we estimate pseudo growth curves of civic organizations based on logistic growth curve model to discuss different growth patterns of organizations across areas of activities.

우리조합에서 매년 골판지상자에 대한 단체수의계약물품을 지정받을 수 있도록 중소기업청에 매년 신청해 오고 있는 바, 중소기업청에서는 2005년도 단체수의계약 물품 및 중소기업간 경쟁물품을 지정공고(제2004-156호,2004. 12. 31)하였다. 이에 대하여 우리 조합 소관 물품인 골판지상자는 전년과 같이 지정 공고되어 2005년도 1월 1일부로 시행된다. 따라서 단체수의계약을 할 수있는 모든 골판지상자는 한국골판지포장공업협동조합 만이 유일하게 단체수의계약을 체결할 수 있다. 참고로 2005년 1월부터 한국지함공업협동조합의 지정 물품인 담배$\cdot$인삼 골판지상자는 단체수의계약 물품에서 제외되었다.
