대한주택공사에서는 지역 여건에 맞는 쾌적한 단지조성과 최대한의 실내 공간 확보를 위한 주거환경개선사업의 일환으로 인천 송현지구에 대한 현상설계경기를 실시, 지난 2월 15일 무영종합건축(안길원+손광민)안을 최우수작으로 선정, 발표했다. 총 8개 사무소에서 작품을 제출한 이번 설계경기의 우수작에 장건축(오택길)안이, 가작으로는 다원건축(김영택)안이 각각 선정됐다.

도시생활과 관련된 교통 주택부문의 온실가스 배출량은 43%를 차지하고 있어 도시에서의 온실가스 저감대책 마련이 시급하며, 저탄소 녹색성장의 시대적 요구에 따라 기후변화 위기에 적극적으로 대응할 수 있는 저탄소 녹색도시 조성이 필요한 실정이다. '저탄소 녹색도시'는 지구온난화 등 기후변화의 주요 원인인 이산화탄소의 배출을 획기적으로 감축하고, 지속가능한 도시기능을 확충하면서 자연과 공생하는 도시를 말한다. 최근의 '저탄소 녹색도시'는 기존의 녹색도시와 또 다른 양상을 보이고 있다. 자원순환과 신재생에너지원의 도입을 주장하고, 탄소상쇄를 위한 에너지 및 자원절감 전략을 중요시 하고 있다. 선진국에서는 이미 주거단지내 소비되는 난방과 전력은 단지내에서 생산되는 신재생에너지를 활용하고 있으며, 모든 주택의 지붕위에 태양광 패널을 설치하고 단지 내 열병합 자가발전소에서 산업폐기물을 소각하여 에너지를 생산함으로써 제로 에너지(Zero Energy)를 실현하고 있다. 선진국 뿐 아니라 전 세계의 이목이 '저탄소 녹색도시'에 집중되고 있으며 저탄소 녹색도시를 조성해야 하는 것은 선택이 아닌 의무가 되고 있다. 우리나라도 2020년 그린홈 100만호 보급을 목표로 주택분야 보급가능 신재생 에너지원을 태양열, 지열, 소형풍력, 연료전지 등으로 다양화하여 안정적 보급 기반을 확보해 가고 있다. 녹색도시를 조성하기 위해서는 저탄소 주택, 저탄소 에너지, 녹색교통, 생태녹지, 물 및 자원순환등 핵심요소들의 적용방안이 검토되어져야 한다. 이에 본지에서는 "저탄소 녹색도시의 해외사례와 국내 적용방향", "그린홈 100만호 보급사업 그간 성과와 발전방향", "온라인 전지자동차의 기술 개발 동향" 내용에 대하여 살펴보고자 한다.

정부가 광주 지역에 광산업을 육성하겠다는 방침을 밝힘에 따라 작년 말부터 진행돼오던 ‘광산업 육성 및 집적화계획’이 수면 위로 떠올랐다. 광주광역시는 첨단과학산업단지 내에 광산업 집적화단지를 조성해서 저가로 임대해 주고, 제품 개발, 평가, 생산을 지원하는 시스템을 갖출 예정이다. 지금까지 진행돼 온 과정과 중점 내용, 관계자 인터뷰를 통해서 자세한 내용을 소개한다.

최근 중 소규모의 도시개발, 택지개발, 유통단지, 산업단지, 주택단지 조성 등의 단지개발이 급속히 증가하고 있으며, 이에 따라 재해영향평가 및 사전재해영향성 검토도 증가하고 있는 실정이다. 단지개발은 보통 지구지정 또는 기본계획을 수립하여 개발계획 승인을 받고 실시설계를 통하여 실시계획을 승인을 받는 절차를 갖는다. 이에 효율적인 토지이용계획을 위하여 개발계획 승인전에 수십 회의 토지이용을 변경하고 또한 실시계획승인 전에도 토지이용계획은 수회의 변경을 통하여 이루어진다. 이에 재해영향평가 및 사전재해영향성검토를 초기단계에서 수행하는 실무자들은 토지이용계획의 빈번한 변경으로 인하여 저류지 규모 산정에 어려움을 가지고 있다. 단지개발의 토지이용계획 특성상 투수지역이 다소 있는 단지, 투수지역인 공원 녹지, 불투층인 도로 주차장으로 주로 구성된다는 공통점이 있다. 따라서 최근의 심의 완료된 재해영향평가보고서들을 인용, 각 단지개발의 토지이용계획도를 고려한 저류지 홍수조절용량을 산정하는 경험적이고 통계적인 다중회귀모형을 개발하였다. 금회 유도된 다중회귀모형식은 재해영향평가 및 사전재해영향성검토를 수행하는 실무자에게 행정계획단계뿐만 아니라 개발사업단계에서도 신속하게 저류지 규모를 개략 산정하고, 비전문가인 검토자가 신속히 홍수조절용량의 적정성을 검토하는데 매우 효과적으로 사용될 것으로 판단된다.

This study was performed to propose a development guide for the periphery of local industrial park in the region of Hongseng-gun located at the mid-west of Chungnam province., which is a representative agrarian society, has been approached to a super-aged society where the region shows a continuous decrease in population, and the composition ratio of old ages is about 17.1%. Also, the region is a period of a low ebb due to the traditional agriculture based industrial structure in producing mainly simple productions. Many local governments in agrarian and fishing regions have been efforted for luring some businesses in their regions by constructing industrial complex competitively in order to solve such structural problems in such local regions. However, in some cases, these efforts cause certain destructions in the local original natural environment due to such development of industrial complex and the decrease in the settlement environment of residents. The objective of this study is to establish a local development plan for building the sustainable and comfortable settlement environments based on the settlement of the residents and the labors in such industrial complex by preventing sprawl developments in the construction of general industrial complex. This study was processed as following procedures. First, this study drew the trend in the change of the local society of H-gun through collecting literatures and analyzing it. Second, this study proposed a proper level of settlement environments required to the development of surroundings in such industrial complex based on the survey of the consciousness of residents using a statistical method. Finally, this study proposed a development guide for the surroundings based on the proposed level of settlement environments.

This study suggested the following several possible ways to develop Busan New Port as a comprehensive port area which comprises logistics functions, water front(for relaxation and leisure of citizens) and living zone (for dealing with daily works and chores): First, install extra facilities(e.g. plaza or landscape architecture facilities) for environmental cleanup of fishery port in the vicinity of logistic and housing complex. Second, develop water front for better benefits of users. Third, build a water land in leisure facilities for foreign tourists. Fourth, build a landmark in Port Hinterland. Finally, develop appropriate esthetic area for Port Logistics Hinterland.

In this paper, we analysed vessel traffic volume and patterns of traffic flow for ships using areas where included wind farm site and adjacent waters of Daejeong Offshore Wind Farm, and estimated traffic volume by classified navigational routes according to suggestion of rational routeing measures on the basis of classified patterns after installation of offshore wind facilities. Also, we assessed vessel traffic safety for each designed routeing measures on the basis of estimated traffic volume and proposed requisite countermeasures for the safe navigation of ships. With a result of analysing patterns of traffic flow, the current traffic flow was classified by 8 patterns and the annual traffic volume was predicted to 8,975 ships. On the basis of these, expected the vessel traffic volume according to designed four routeing mesaures after installation of wind farm. As result of assessing vessel traffic safety by using powered-vessel collision model of SSPA on the basis of the estimated traffic volume, the value of collision probability was less than safe criteria $10^{-4}$. Thereby we made sure usability of the designed routeing measures for the safe navigation of ships.

This study proposes to secure the necessity and possibility of creating a footwear-only district utilizing the Kaesong Industrial Complex, a special economic zone in the North Korea. This is a policy proposal to explore strategic values for revitalizing the Korean footwear industry through a win-win cooperation model between the South and North Korea. With SWOT-AHP analysis method, we are planning to establish a strategy to utilize the footwear-only complex in Kaesong Industrial Complex for sustainability of the footwear industry. It presents a direction to overcome the industrial structural problems that the domestic footwear industry is facing with the aspect of the possibility of inter-Korea cooperation. As a result of the analysis, the 'SO strategy' is a proposal to establish inter-Korea cooperation K-shoe belt through footwear clusters in the two Koreas. The 'WO strategy' is an internationalization strategy of the Kaesong footwear-only complex. The 'ST strategy' is the use of flexible governance in the creation of a footwear-only complex for the relief of sanctions against North Korea. The 'WT strategy' is a paradigm shift in the perception of the peace economy in the footwear industry of inter-Korea for the re-opening of the Kaesong Industrial Complex.

서울 양청구 신정동 일대 총 연면적 45만 $1,943.09m^2$에 3,069가구가 건립되는 신정3지구 아파트 건설사업이 한창이다. 오는 2011년 7월 준공을 두고 토목공사와 골조공사에 여념이 없는 신정3지구는 총 5개 단지에서 국내 내로라하는 건설기업들이 초고를 뽐내며 쾌적한 주거환경을 조성하고 있다. 그 중 2단지와 5단지 시공을 담당하고 있는 금호건설은 건설기술을 넘어 철학으로 접근한다. 그 철학 속에서 쾌적한 친환경 주거공간 완공뿐만 아니라 현장 근로자의 안전을 먼저 생각하는 따듯한 마음으로 무재해 시공에도 열을 올린다. 국내 건설기업 Top 10에 드는 기업답게 현장 운영에 있어서도 Top의 면모를 보여주고 있는 신정3지구 2,5단지(정현영 현장소장 / 이하 2,5단지) 현장은 안전에 있어서도 최고의 수준을 고수한다.

경기도 김포시의 변화가 예사롭지 않다. 한강신도시가 들어서면서 신흥 주거지로 명성을 높이더니, 이제 경인아라뱃 사업이 본격화됨에 따라 산업계의 시선 역시 집중시키고 있다. 경인아라뱃길 사업이 산업계의 주목을 받는 가장 큰 이유는 김포터미널(김포 고촌읍 전호리 일대)에 조성될 '김포물류단지' 때문이다. '김포물류단지'의 북측에는 마리나를 중심으로 관광, 레저 및 수변상업시설이 배치된다. 또 남측에는 컨테이너 부두와 연계한 장고 집송시설 등 물류시설이 들어선다. 가히 문화와 산업이 어우러진 수도권 서부지역 최대의 물류소통 전진기지가 등장하는 것이다. 이 전진기지의 중심에는 삼성에버랜드가 시공하고 있는 '수도권 통합물류센터' 가 있다. 이 센터는 연면적 $63,571m^2$의 물류창고로, 김포물류단지 내에서는 최대 규모를 자랑한다. 즉 김포물류단지를 대표하는 건축물인 셈이다. 때문에 삼성에버랜드는 큰 책임감과 자긍심을 갖고 시공에 임하고 있다. '철저한 안전관리' 로 김포물류단지의 랜드마크를 선보이겠다는 이곳 현장을 찾아가 봤다.
